Stosowanie nanomateriałów w różnych dziedzinach krajowej gospodarki z jednej strony przyczynia się do wytwarzania produktów ułatwiających życie człowieka i do poprawy komfortu tego życia, z drugiej zaś, w przypadku nieprawidłowego zarządzania ryzykiem, może powodować zagrożenie dla zdrowia pracowników. Z tego względu konieczne jest identyfikowanie, ocenianie i ograniczanie zagrożenia związanego z narażeniem pracowników na te niebezpieczne materiały. Przedstawione w artykule szacunkowe metody oceny ryzyka zawodowego są obecnie jedynym rozwiązaniem umożliwiającym prawidłowe zarządzanie ryzykiem stwarzanym przez projektowane nanomateriały (ENMs) i podejmowanie odpowiednich działań w celu ograniczenia zagrożeń. Wdrożenie tych metod umożliwi polskim pracodawcom dostosowanie się do zaleceń wynikających z dyrektywy 98/24 EC w obszarze zarządzania ryzykiem zawodowym związanym z tymi specyficznymi substancjami chemicznymi. Podstawowymi rozwiązaniami problemu oceny ryzyka zawodowego stwarzanego przez nanomateriały są metody control banding (metody CB), uwzględniające właściwości fizykochemiczne i specyfikę oddziaływania nanocząstek na żywe organizmy. Metody te są coraz powszechniej stosowane w państwach UE, w USA i Kanadzie, a także zalecane przez Międzynarodową Organizację Pracy, Światową Organizację Zdrowia oraz Europejską Agencję Bezpieczeństwa i Zdrowia w Pracy.
The use of nanomaterials in the different areas of the national economy, on one hand, contributes to the manufacture of products that make human life easier and more comfortable, but on the other, if the risk is not properly managed, it can pose a threat to the workers’ health. Therefore, it is necessary to identify, assess and reduce the risk of occupational exposure to these hazardous materials. Presented in the article methods for estimation of the occupational risk are now the sole solution to properly manage the risk posed by engineering nanomaterials (ENMs) and to take appropriate measures to reduce it. Their application will enable Polish employers to comply with the recommendations of Directive 98/24 EC in the area of occupational risk management related to these specific chemical substances. The main means to solving the problem of occupational risk assessment, posed by nanomaterials, are control banding methods (CB methods), that take into account the physicochemical properties and specific impact of nanoparticles on living organisms. These methods are increasingly used in EU countries, in the USA and Canada, and are recommended by the International Labour Organisation, the World Health Organisation and the European Agency for Safety and Health at Work.

Objectives Over the past decade, there has been a markedly growing interest in issues involving work-related stress in Europe. In Italy, according to Eurofound, research has demonstrated high levels of stress in the banking sector. With this in mind, a study was conducted to evaluate the peculiarities of hindrance and challenge stressors, and their links with recovery in the Italian banking population. Material and Methods The health and safety managers of a major Italian banking group were contacted and invited to participate in a stress assessment procedure, not only for research purposes but also to help them fulfill their obligations with regard to work-related stress. In total, 6588 bank workers took part in the study (57.5% males and 42.5% females) in 2012–2018. Work-related stress was measured with the Stress Questionnaire (SQ) that assesses several psychosocial working variables. Recovery was measured using a scale based on the SQ. The analysis and tabulation of the study results were performed using the Statistical Package for Social Sciences (SPSS). Results The results have demonstrated that female respondents lack more job control and colleagues’ support as compared to male respondents. Employees aged > 50 lack their supervisors’ support while employees with the shortest job seniority experience the greatest role ambiguity, as well as the lack of job control and colleagues’ support. The results of hierarchical regression analysis have demonstrated that the lack of colleagues and supervisors’ support, as well as job demands and job control, contribute to explaining the recovery experience. The greatest contribution to the explained variance could be attributed to job demands and the lack of colleagues’ support. Conclusions This study has demonstrated an important contribution of the so-called traditional stressors to predicting recovery for the banking population in Italy. These findings suggest that banks should adopt corporate policies containing activities for the prevention of and protection against stress, with a more general objective of improving the mental health of their workers. W artykule zidentyfikowano funkcje bezpieczeństwa minimalizujące ryzyko związane z zagrożeniami oraz zaproponowano sposób doboru systemów sterowania do ich realizacji. Funkcje bezpieczeństwa realizują funkcje załączenia, wyłączenia, zatrzymania maszyny oraz zatrzymania awaryjnego maszyny. W świetle wymagań dotyczących funkcji bezpieczeństwa wyznacza się architekturę oraz wymagany poziom zapewnienia bezpieczeństwa PLr poprzez systemy sterowania. Określenie wymagań jest pomocne przy wykonywaniu oceny ryzyka oraz przy opracowywaniu dokumentacji technicznej projektowanej maszyny górniczej.
Safety functions minimizing the risk of hazards are identified and the method for selecting the control systems to realize these functions is suggested. Safety functions switch off and stop the machine as well as they stop the machine in the case of emergency. Structure and PLr safety level of the control system are determined in the light of safety functions requirements. Determination of requirements is helpful in risk assessment as well as during preparation of technical documentation of the designed machine.

The MUNIN project is doing a feasibility study on an unmanned bulk carrier on an intercontinental voyage. To develop the technical and operational concepts, MUNIN has used a risk-based design method, based on the Formal Safety Analysis method which is also recommended by the International Mari-time Organization. Scenario analysis has been used to identify risks and to simplify operational scope. Systematic hazard identification has been used to find critical safety and security risks and how to address these. Technology and operational concept testing is using a hypothesis-based test method, where the hypotheses have been created as a result of the risk assessment. Finally, the cost-benefit assessment will also use results from the risk assessment. This paper describes the risk assessment method, some of the most important results and also describes how the results have been or will be used in the different parts of the project.

The idea of the proposed concept is to optimize information exchange between ship managers and potential charterers. There are many attempts to create electronic system for facilitation of information exchange, but all of them are aimed to find solution in particular area: container or oil trade, collecting data on ships or some other Port State Control issues. Existing technical solutions in most cases are not taking into account possibility of data change, which may vary significantly during ship’s trip. Moreover, there is no deep analysis of each proposed variant, which can take into account all variable factors. Also – there is no complex solution, applicable to any ship / any cargo. Proposed concept describes the system of electronic data exchange, which assists in decision-making and based on risk assessment of changing scenario in the process of choosing the best solution for fixing the ship.

An emergency situation often occurs as a result of unpredictable events, and as a consequence, existing communications may either get collapsed or congested. The aim of the Communication Security Monitoring and Control Centre (CSMCC) solution proposed in SECRICOM is to provide a suitable security framework that enables the development of security service. These services give response to individuals and institutions operating in heterogeneous communication infrastructures, when responding to major incidents. In the light of this objective, a Security Model has been designed facilitating the measurement of operators' and end customers' confidence in the security of the communication infrastructure, and addressing security challenges in terms of a distributed and heterogeneous solution. The proposed Security Model has been supported by the Security Middleware Service and Framework, which is responsible for measuring, documenting and maintaining the security level of the services provided by the SECRICOM communication system.
Sytuacje kryzysowe występują zazwyczaj w wyniku nieprzewidzianych wydarzeń, co implikuje problemy z niedostępnością lub przeciążeniem systemu łączności. Zadaniem zaproponowanego w ramach projektu SECRICOM rozwiązania Communication Security Monitoring and Control Centre (CSMCC) jest bezpieczeństwo usług z nim związanych. Usługi te są kierowane do podmiotów obsługujących różnorodne infrastruktury telekomunikacyjne na potrzeby zarządzania kryzysowego. W tym celu opracowano model bezpieczeństwa ułatwiający pomiar bezpieczeństwa infrastruktury komunikacyjnej oraz wspierający rozwiązywanie problemów wynikających z heterogenicznych i rozproszonych rozwiązań. Zaproponowany model jest wspierany przez rozwiązanie Security Middleware Service and Framework, który jest odpowiedzialny za mierzenie, dokumentację oraz utrzymanie poziomu bezpieczeństwa usług oferowanych przez system SECRICOM.

To improve safety the application of effective risk management has become a requirement in the mining industry. The effectiveness of mining risk management essentially depends on the risk assessment process, as the output of the risk assessment process helps the mine management to decide upon the control measures to be employed to mitigate the risks identified in the mine. The application of risk assessment in mines has become important not only for ensuring a safe working environment but, also, it is now a legal requirement. The capability of a risk assessment process depends on the hazard identification phase, as unidentified hazards may lead to unknown and unmanageable risks. Therefore, it is essential to identify all the potential hazards to manage the risks in mines. The object of this study is to identify the safety hazards present in Indian underground coal mines and to build a preliminary database of the identified hazards. Accident data collected from the Directorate General of Mines Safety in India and a public sector coal mining company was studied to identify safety hazards that may probably lead to accidents. The database could help the mine management to improve decision making after analysing and evaluating the safety risks of identified hazards.

The documentation of human factor influence on the scenario development in maritime accidents compared with expert methods is commonly used as a basis in the process of setting up safety regulations and instructions. The new accidents and near misses show the necessity for further studies in determining the human factor influence on both risk acceptance criteria and development of risk control options for the manoeuvers in restricted waters. The paper presents the model of human error probability proposed for the assessment of ship masters and marine pilots' error decision and its influence on the risk of port manoeuvres.

Opis:
A security level of distributed control and protection system may have a significant impact on the results of functional safety analysis. However, the issue of integrating the safety and security aspects is difficult and usually is neglected during the functional safety analysis. This article presents a method of functional safety analysis which takes into consideration a concept of integrating these two aspects. It is based on proposed classification of communication channels used in the computer system / network and the scope of such system distribution. The functional safety analysis is to be performed at every stage of system lifecycle, but one of the most important parts is defining required safety functions and determining the safety integrity level for them. The integration concept might be taken into account at this stage. The basis of a method proposed is the assumption that the security level is considered as a risk parameter in graphs of functional safety analyses.

Opis:
Industrial Control Systems (ICS) are commonly used in industries such as oil and natural gas, transportation, electric, water and wastewater, chemical, pharmaceutical, pulp and paper, food and beverage, as well as discrete manufacturing (e.g., automotive, aerospace, and durable goods.) SCADA systems are generally used to control dispersed assets using centralized data acquisition and supervisory control. Originally, ICS implementations were susceptible primarily to local threats because most of their components were located in physically secure areas (i.e., ICS components were not connected to IT networks or systems). The trend toward integrating ICS systems with IT networks (e.g., efficiency and the Internet of Things) provides significantly less isolation for ICS from the outside world thus creating greater risk due to external threats. Albeit, the availability of ICS/SCADA systems is critical to assuring safety, security and profitability. Such systems form the backbone of our national cyber-physical infrastructure. Herein, we extend the concept of mean failure cost (MFC) to address quantifying availability to harmonize well with ICS security risk assessment. This new measure is based on the classic formulation of Availability combined with Mean Failure Cost (MFC). The metric offers a computational basis to estimate the availability of a system in terms of the loss that each stakeholder stands to sustain as a result of security violations or breakdowns (e.g., deliberate malicious failures).

Opis:
The focus of the paper is to identify risks in various areas of operation of a selected trade and production company. The risks primarily referred to threats that had direct or indirect impact on the functioning of the organisation, thence the causes of their occurrence and effects are determined. Identification of individual risks is made based on analyses of internal and external context of the enterprise. In this study, over thirty key risks were identified, in the operational and strategic area, which is related to the taking of immediate action. The final stage of the paper includes preparation of control mechanisms allowing for minimisation or elimination of the discovered risks.
