The research dedicated to risk management issues in the energy sector addresses current problems associated with risk management that arise in the energy sector. The aim of the study was to identify factors that affect risks, analyze scientific risk management methods, and consider innovative approaches to risk management in the energy sector. The study used a critical analysis of the literature on the subject as well as an analysis of risk management standards and methods. The innovation of the research lies in its consideration of modern trends in risk management in the energy sector, taking into account changing economic and political conditions, technical possibilities, as well as social attitudes and demands. The study showed that the most effective approach to risk management in the energy sector is the use of an integrated risk management system that takes into account all aspects of enterprise activity. The results of the study can be useful for energy companies that deal with risk management. They can be used to improve risk management strategies and reduce the possibility of negative consequences. In addition, this research can be used for educational purposes for students and professors who study risk management and the energy sector. The next steps of the research may include expanding the scope of the study to other areas and developing more detailed risk management models.

In the maritime domain, the risk is evaluated within the framework of Formal Safety Assessment (FSA), introduced by International Maritime Organization in 2002. Although the FSA has become internationally recognized and recommended method, the definition, which is adopted there, to describe the risk, seems to be too narrow to reflect properly the actual content of the FSA. Therefore this article discusses methodological requirements for the risk perspective, which is appropriate for risk management in the maritime domain with the special attention to maritime transportation systems (MTS). This perspective considers risk as a set encompassing the following: the set of plausible scenarios leading to an accident, the likelihoods of the unwanted events within the scenarios and the consequences of the events. These elements are conditional upon the available knowledge about the analyzed system, and understanding of the system behaviour, therefore these two are inherent parts of risk analysis, and need to be included in the risk description.

W toczących się dyskusjach na temat zarządzania ryzykiem powodziowym dominują dwa stereotypy. Pierwszy eksponuje przekonanie, że zaniedbania w realizacji programów przeciwpowodziowych wynikają z braku środków finansowych. Drugi koncentruje się na uzasadnieniu technicznych rozwiązań ograniczania ryzyka (wały i zbiorniki), którym to koncepcjom nieczęsto przeciwstawia się systemy zintegrowane (renaturyzację, zalesianie, przygotowywanie terenów zalewowych). Uzupełnieniem takiej dyskusji są rozważania mające charakter analizy instytucjonalnej, wskazującej na nieefektywność obecnego podziału kompetencji w zarządzaniu ryzykiem powodziowym. Rzadko dyskusja koncentruje się nad przyczynami o charakterze podstawowym i pierwotnym – nad problemem zdefiniowania optymalnego zakresu niezbędnych inwestycji wynikającego z rachunku kosztów i korzyści zarządzania ryzykiem powodziowym.
The paper discusses some aspects of proper choice for the optimal flood management. The decision concerning the optimal risk and associated costs of meeting such targets should include the alternative possibilities of allocation of the public resources. Therefore the expectations of the hypothetical beneficiaries of mentioned programs are much higher than the government’s optimum. Furthermore, there are several methodical problems with a calculation of the optimum using the analysis of marginal costs and marginal benefits curves’. In spite of the lack of appropriate methodology the choice has to be done – as the first step aimed at implementation of any (also sub-optimal) programs.

IS/IT Risk management is the process of risk reduction through the appropriate security measures. Effective risk management in an organization requires a composite approach to risk analysis. Based on the risk analysis results, the author selected the safeguards which should be cost-effective and take into account law requirements, business needs and requirements resulting from the risk analysis. Economic efficiency, in this case, can be described as an attempt to minimize the total cost of the information system security risks management. Opracowanie związane jest z zarządzaniem ryzykiem w analizie wykonalności nowych projektów. Założeniem artykułu jest zaproponowanie koopetycji w celu minimalizacji ryzyka. Podczas badań 219 przedsięwzięć zanotowano 74% projektów zakończonych niezgodnie z wymaganiami, czego powodem były ograniczenia w zasobach ludzkich, technologii i procesach. Przedsiębiorstwa podejmują się realizacji projektów pomimo danych ograniczeń, które znacząco zwiększają poziom ryzyka. Jedną z proponowanych na tym etapie alternatyw jest koopetycja, jako współpraca i konkurowanie w tym samym czasie z jednostkami zewnętrznymi. Efektem danej współpracy było m.in. obniżenie bardzo wysokiego poziomu ryzyka przekroczenia terminów w 40 projektach o 45%. Koopetycja jest ryzykowną grą, jednocześnie zapewnia dodatkowe zasoby, wsparcie i zmniejsza możliwość wystąpienia zagrożeń.
The elaboration is related to the risk management in the feasibility study of the new projects. The article aim is to propose the coopetition as a purpose of minimizing the risk. During the study of 219 projects, recorded that 74% of them had not been finished in accordance with requirements, and the reasons there were human resources, technology and processes limitations. Companies undertake to perform projects despite the limitations mentioned above, which significantly increase the level of the risk. One of the proposed alternatives on this stage is coopetition, as a cooperation and competing at the same time with outside units. The result of such collaboration was, among others, reducing the very high risk level of exceeding deadlines in 40 projects by 45%. Coopetition is a risky game, on the other hand it provides resources, support and it minimize the possibility of potential threats.

Legal regulations regarding the procedures and safe use of airspace can not keep up with the rapid development of the commercial use of unmanned aircraft. For the ”Safety Case” for unmanned remote systems RPAS in the aspect of human factor, HRA methods – Human Reliability Analysis and Bow Tie Analysis were used. Hazard analysis and risk assessment for RPAS flights was carried out. Due to the remote control flights, analysis of the problem focuses on the actions of the human factor. The presented ”Safety Case”, using the HRA and ”Fly Analysis” methods identifies hazards, determines risk indicators and points the tolerance levels of risks. The specific measures to reduce the likelihood and/or severity of possible adverse events are suggested. The presented model can be used as a risk management tool..

The aim of this study was to identify risks in the quality and safety of food, and to indicate, basing on a risk analysis, the ways of managing potential risks in two different production profile enterprises of the food industry. It was found that potential hazards to the quality and safety for technological process as well as for the other links of the logistics chain were identified, and prevention procedures were established to minimize or completely eliminate these hazards. Moreover, the benefits of risk management were similar, and mainly felt in the constant increase of food producers’ awareness of the necessity of safe food production and increase of concern for the health and life of consumers. This in turn contributes to: • development of staff competence, • improvement of logistic processes to better protect against external factors, unauthorized persons and side effects, • investments and implementation of new organisational solutions in warehouses and production areas.

Risk management has recently become the standard in company’s quality management systems. Each business activity is fraught with risk that can be minimised by analysis and risk-assessment. Each management field, from order reception till product final acceptance, generates some risk. Fulfilling welding process technical requirements allows to diminish potential process threats. Risk analysis helps to make decisions that influence product quality and finance condition of the organisation.

Ryzyko jest miarą zagrożenia, które z natury rzeczy jest zwykle eliminowane lub ograniczane środkami bezpieczeństwa. Potencjalne zdarzenia niepożądane zarówno cywilizacyjne, jak i naturalne, rozwijające się z zagrożeń są zdarzeniami stosunkowo rzadkimi, jednak często o dużym zasięgu i ciężkich skutkach. Rozpoznanie zagrożeń, ich eliminacja lub ograniczanie skutków są działaniami leżącymi w obszarze zarządzania zorientowanego na obniżanie kosztów zewnętrznych i całkowitych kosztów eksploatacji systemów technicznych. Podjęto próbę przedstawienia ugruntowanych i efektywnych metod analitycznych stosowanych w zarządzaniu ryzykiem.
Risk is the danger measurement that is usually eliminated or limited with the use of safety measures. Even though potentially undesirable events, both civilisational and natural ones, that are the results of dangers are quite rare, they do have quite a wide range and disastrous effects. The identification of dangers, their elimination or the reduction of their effects are of greatest importance to risk management, whose aim is to reduce the external costs and the total maintenance costs of technical systems. The presentation of tested and effective analytical methods applied in risk management has been attempted in this paper.

The aim of the study is to identify the risk, opportunities and threats of the organization in the quality management system and to identify critical variables to improve risk management in the context of the ISO 9001 standard requirements. The risk-based approach is important to achieve an effective quality management system. The case study analysis was used in the research. The study covered the Enterprise Foundry, which has implemented a quality management system based on the requirements of ISO 9001.

Zarządzanie ryzykiem zostało usankcjonowane przepisami prawa jako jeden z postula-tów kontroli zarządczej. Podkreślić przy tym należy, że nie jest to łatwe zadanie. Nabycie umiejętności w tym zakresie wymaga dużego zaangażowania ze strony kierownictwa JST zwłaszcza na płaszczyźnie zmiany filozofii myślenia i sposobu zarządzania w szczególności publicznym zasobem finansowym, gdyż od dawna wiadomo, że pełna realizacja celów i zadań wiąże się z ryzykiem. Kluczową sprawą jest umiejętne szacowanie ryzyka zwiększając przez to prawdopodobieństwo zgodnego z prawem oraz efektywnego wydatkowania środków pu-blicznych. Przedstawione powyżej czynniki, które można wykorzystać do tworzenia polityki zarządzania ryzykiem nie stanowią katalogu zamkniętego. Ich dobór uzależniony jest głównie od specyfiki działania jednostki, wysokości dysponowania środków publicznych w tym pocho-dzących z budżetu UE, a także liczby i kwalifikacji personelu pracowniczego. Niezależna działalność audytu wewnętrznego poprzez identyfikację i szacowanie czynników ryzyka niewątpliwie przyczynia się do wspierania decydentów samorządowych w systemie zarzą-dzania ryzykiem.
Risk management has been sanctioned by the law as one of the demands of management con-trol. What should be emphasized that it is not an easy task. The acquisition of skills in this field requires a lot of commitment from the leadership of local government units particularly the chang-es in philosophy and in particular the management of public financial resource, as has long been known that the full implementation of the objectives and tasks associated with risk. The key issue is skillful risk assessment thereby increasing the likelihood of a lawful and effective spending of public funds. The above factors, which can be used to create a risk management policy are not exhaustive. Their selection depends mainly on the specific unit operation, the amount of disposal of public funds including those from the EU budget, as well as the number and qualifications of staff members. An independent internal audit activity through the identification and assessment of risk factors undoubtedly contributes to supporting decision makers of the risk management system.

Companies that operate internationally due to the complexity of commercial transactions are increasingly exposed to the negative consequences of existing threats that do not exist any longer only in the local environment. Enterprise in order to prevent such situations has to analyze risk in their supply chain and develop appropriate methods of its management in the form of prevention and mitigation of potential impacts. Because the literature is relatively rare in studies on international risk management, and its incidence is increasing strongly, the article presents possible solutions with an emphasis on the international aspect. As the risk that hypothetically occurs outside of the supply chain affects it interior in the increasing level, hence the need to develop appropriate methods for dealing with such situations. By analyzing various risk management methods and their mutual comparison, it is possible to show the desirability of their applications for enterprises embedded in international supply chains.

Zarządzanie ryzykiem w sferze planowania aktywności naczelnego organu kontroli stanowi element ładu instytucjonalnego, wpływający na osiąganie celów i realizację zadań Najwyższej Izby Kontroli. Dzięki niemu modyfikuje się sposób działania ‒ a w przedstawianym zakresie planowania i podejmowania kontroli ‒ aby zwiększyć szanse na sukces i zmniejszyć ryzyko porażki. Chodzi tu o prawdopodobieństwo podejmowania kontroli, które w niewielkim stopniu będą odzwierciedlać podstawowe cele działalności NIK, sformułowane w Strategii działalności kontrolnej. Skupieniu się na tych najistotniejszych zagadnieniach służy matryca oceny tematów kontroli. Artykuł przybliża istotę tego narzędzia i prezentuje możliwości jego wykorzystania.
The audit topics assessment matrix (MOTK, the matrix) is a modified standard audit assessment matrix used, among others, in auditing or risk management. It is a tool for objective and standardised assessment of audit topics proposals for NIK workplans or for ad hoc audits. The objective of using MOTK is also to verify the connection between audit topics and the current NIK strategy. At present, one of the priorities of the NIK strategy for the years 2022–2024 is “ensuring national security”, comprising objectives, namely “Finance and economy”, “People”, “Environment”. The said tool uses the standard risk assessment matrix with consideration to key factors from the perspective of a Supreme Audit Institution (SAI), which should be taken into account when deciding to conduct a given audit. Thus it is an element of risk management in the area of audit planning. In their article, the authors present examples of risk management in audit planning of several SAIs, approaching them as a sort of introduction to presenting the matrix. The main objective of the article is to discuss the results of audit topics examination with the use of MOTK, and to present selected conclusions made after an analysis of the empirical material obtained. Such analysis is helpful in answering the question on possibilities to use this tool in the NIK planning process and in auditing.

Opis:
W artykule omówiono zasady tworzenia procedur oceny ryzyka wykonania danej pracy na statku. Konieczność ich wykonania, przez członków załogi z poziomu zarządzania, wynika z wprowadzenia przez armatora systemu zarządzania bezpieczną eksploatacją statku jako obowiązku wynikającego z „Międzynarodowego systemu zarządzania bezpieczną eksploatacją statku i ochroną środowiska morskiego”. Celem działań jest zwiększenie bezpieczeństwa eksploatacji statku oraz zmniejszenie zagrożenia wypadkowego na statkach i ich skutków dla ludzi i środowiska. Ocena ryzyka polega na określeniu iloczynu poziomu (skutków) określonego zagrożenia wypadkowego i jego prawdopodobieństwa. Przekroczenie określonego progu liczbowego wymaga przeprowadzenia czynności zmniejszających ryzyko do akceptowalnego lub podjęcie decyzji o niewykonywaniu danej czynności.
It was presenting the rules creation of risk assessment procedures the analyzed activity executing on vessels. The necessity of procedure executing results from ship-owner safety management system as an effect of requirements from International Management Code for the Safe Operations of Ships and for Pollution Prevention (ISM code). The increasing safety of ship operations and the decreasing of accident threats and their effects on people and environment were the aim of implementation. The risk assessment relies on calculation the product of definite accidental hazard level (effects) and its probability. Exceeding definite number threshold requires carried out the actions decreasing the risk to the acceptable level or undertaking the decision of abandonment the analyzed activity.

Opis:
The focus of the paper is to identify risks in various areas of operation of a selected trade and production company. The risks primarily referred to threats that had direct or indirect impact on the functioning of the organisation, thence the causes of their occurrence and effects are determined. Identification of individual risks is made based on analyses of internal and external context of the enterprise. In this study, over thirty key risks were identified, in the operational and strategic area, which is related to the taking of immediate action. The final stage of the paper includes preparation of control mechanisms allowing for minimisation or elimination of the discovered risks.
