When implementing the EU internal market, already in 1985, the European Council placed particular emphasis on certain sectors, including construction, imposing the need to establish essential requirements for products created to meet various human needs, including safety and other aspects important for the general good, in order to achieve and ensure a high level of protection. In the case of construction products, the essential requirements consist of both general and specific criteria to be met by the construction work. These requirements should be interpreted in such a way that these facilities should meet one, several or all of these requirements to an appropriate degree of credibility, if provided for by the regulations.

Crude oil processing associated with the impact on the environment. Refinery production processes are a source of emissions in virtually all environmental components. The article characterizes the sources of emissions by dividing them taking into account various criteria and escribes the regulatory and legal environment, addressing the problems of industrial emissions, taking into account current and forecast guidance at European and national level. Highlighted the various aspects related to the effects of legislation and its implementation, among which, indicated as the most important implementation costs in relation to the underlying operating costs.

Criptocurrencies are popular convertible virtual currencies, as they use security mechanisms such as cryptography for creating units of the currency and controlling the transaction. The main property of criptocurrencies is that they provide anonymity for the transaction, as they work based on Blockchain technology. Bitcoin is one of the most important criptocurrencies on the market. Whereas we like it or not, it seems that Bitcoin has become a powerful payment instrument, but also a payment system. The national Governments face now a new challenge: the necessity of regulating Bitcoin. But Bitcoin is incompatible with any kind of centralized control. We can only imagine that effective regulations can exist only through worldwide cooperation: “Bitcoin and other virtual currencies are present and growing in major economies, supporting the call for increased global cooperation”. This will be probably an expensive and complex process.

The paper considers some problems of negotiations between competitive subjects on regulated market. It is assumed that two subjects (players) have to compete with each other on the retail market and cooperate on the wholesale market. The wholesale market is regulated. The role of the regulator is to support players in negotiations, especially by introducing recommended solutions when the negotiations were broken off. It is considered how introducing a recommended solutions influence the process of negotiations on the wholesale market and a decision problem of choosing retail strategy, that precedes the process of negotiations. A decision problems of a regulator are also formulated. The problems are discussed in context of competition and cooperations between operators on the telecommunications services market.

W dobie aktualnych problemów zanieczyszczenia środowiska w największych aglomeracjach miejskich, coraz większych trudności w znalezieniu wolnego miejsca parkingowego oraz sytuacjach obligujących do podróżowania w korkach, nieuniknionym rozwiązaniem wydaje się być wdrożenie innowacyjnego trendu, do jakich zalicza się carpooling. Model ten stanowi sposób na podniesienie efektywności przejazdów poprzez maksymalne zapełnienie środka transportu i podział kosztów pomiędzy zainteresowanych. Przyczyną wciąż rosnącej popularności carpoolingu na świecie jest konieczność ochrony środowiska naturalnego, zmniejszenie natężenia ruchu w miastach oraz oszczędność paliwa. Niniejszy artykuł ma na celu ukazanie pojęcia, ogólnych założeń oraz ekonomicznych i społecznych uwarunkowań systemu carpoolingu. W artykule zaprezentowano analizę prawnych aspektów umowy carpoolingu w Polsce, kwestie zasady bezpieczeństwa, odpowiedzialności kierowcy oraz zobowiązań podatkowych, z jakimi muszą zmagać się kierowcy świadczący usługę w ramach umowy. Z uwagi na coraz bardziej rygorystyczne przepisy dotyczące ochrony środowiska naturalnego oraz zwiększające się natężenie ruchu w miastach, konieczne staje się prawne i techniczne przygotowanie warunków do wprowadzania nowych rozwiązań w ruchu drogowym. System carpoolingu niesie wiele korzyści, zarówno ekonomicznych, społecznych, jak i ekologicznych, w związku z czym prognozuje się dynamiczny jego rozwój.
In the era of current problems of environmental pollution in the largest urban agglomerations, increasing difficulties in finding a free parking space and situations requiring to travel in traffic jams, it seems unavoidable to implement an innovative trend, which includes carpooling. This model is a way to increase the efficiency of journeys by maximally filling the means of transport and sharing costs among those interested. The reason for the ever-increasing popularity of carpooling in the world is the need to protect the environment, reduce traffic in cities and save fuel. This article aims to show the concept, general assumptions and economic and social conditions of the carpooling system. The article presents an analysis of the legal aspects of the carpooling agreement in Poland, issues of the safety principle, liability of the driver and tax liabilities that drivers who provide the service under the contract must face. Due to the increasingly stringent regulations regarding environmental protection and increasing traffic in cities, it is necessary to prepare legal and technical conditions for introducing new solutions in road traffic. The carpooling system brings many benefits, both economic, social and ecological, and therefore its dynamic development is predicted.

The oversized cargo transportation market in Poland actively participates in developing the economy, providing services necessary for implementing large infrastructure and industrial projects on a national and European scale. Development and functioning of this sector in the EU and globally requires overcoming many organisational, technical and administrative barriers and difficulties, and the authors of several publications indicate how these services are developing. The current study contains a detailed analysis of data from 2001-2022. The paper characterises the changes in particular years, indicating the main causes of the occurring processes, and defines the existing trends. It presents the legal framework that regulates the functioning of the domestic market. Moreover, it discusses the number of permits and the value of fees for issuing permits collected by the General Directorate for National Roads and Motorways (Generalna Dyrekcja Dróg Krajowych i Autostrad, GDDKiA) over two decades. The article also evaluates trends concerning the number of licenses more than 50% decrease compared to the maximum in 2008. It assesses the course of changes in values, which in 2021 reached their highest level during the period under assessment. Furthermore, it discusses the differences that occurred in the number of permits issued and applications submitted in the years 2014-2022. It describes the structure of the number of permits issued in categories IV-VII in 2014-2020 and categories III-V in 2021-2022. It characterises the course of the largest operation in the history of Polish road haulage - the transport of an abnormally-sized TBM (Tunnel Boring Machine) - in terms of requirements and problems that occurred during the preparation and fulfilment of this order and were typical for the functioning of the sector. The evaluation provides the basis for summaries and conclusions on the Development and condition of the oversized cargo transportation sector in Polish road transport sector.

This paper extends the literature on the capital crunch effect by examining the role of public policy for the link between lending and capital in a sample of large banks operating in the European Union. Applying Blundell and Bond (1998) two-step robust GMM estimator we show that restrictions on bank activities and more stringent capital standards weaken the capital crunch effect, consistent with reduced risk taking and boosted bank charter values. Official supervision also reduces the impact of capital ratio on lending in downturns. Private oversight seems to be related to thin capital buffers in expansions, and therefore the capital crunch effect is enhanced in countries with increased market discipline. We thus provide evidence that neither regulations nor supervision at the microprudential level is neutral from a financial stability perspective. Weak regulations and supervision seem to increase the pro-cyclical effect of capital on bank lending.

The positive tendencies in cooperation of Belarus and the European Union in the field of development of the enterprises on production and processing of basic types of animal husbandry production were outlined during last years. The large-scale program of technical re-equipment, construction and reconstruction of large-scale dairy-product farms and complexes on cattle fattening, poultry factories and swine-breeding complexes with application of the newest European techniques, equipment and technologies have been realized in Belarus. The majority of these enterprises supply their production to companies-processors, focused on export deliveries, for the most part to the Russian Federation. At the same time, according to provisional data, in 2008 Belarus can already have the certain quota in animal production deliveries, in particular milk products, in the countries of the European Union. In this connection it is required to unify national normative documents with standards of the European Union on parameters of quality, hygiene, environment state, animal health and personnel work conditions according to which animal husbandry production conditions are estimated. Now there are also no formally significant standards concerning the applied equipment, characteristics of premises for the animals keeping and feedstuffs production and relevant means which should consider animals and maintenance staff needs, problem of environment protection and all connected with them requirements. Adapted standards development and coordination during project realization will promote increase of the European financial and technological investments into the Belarus animal husbandry.

The article presents the main international legal regulations and technical requirements on ship recycling. The initial part of the article describes the international context of the genesis problem and the efforts of international institutions in regulating the practices associated with the disposal and recycling of ships. Later in the development of policies which set out the International Maritime Organization by the recycling of ships and briefly characterizes the main international regulations in this regard.
W artykule przedstawiono główne międzynarodowe regulacje prawne i techniczne dotyczące recyklingu statków. We wstępnej części artykułu opisano międzynarodowy kontekst problemowy i genezę starań instytucji międzynarodowych w zakresie regulacji praktyk związanych ze złomowaniem i recyklingiem statków. W dalszej części opracowania omówiono politykę, jaką Międzynarodowa Organizacja Morska prowadzi w zakresie recyklingu statków oraz krótko scharakteryzowano główne regulacje w tym zakresie.

Spatial order is a component of integrated order. Shaping it refers to the context of balanced development. Objectively appearing internal and external conditions decide about the rational direction of development of a specific area in striving to achieve integral order. The article pays attention to spatial diversity of development conditions, which force an individual approach in defining the direction of development of each area. Shaping spatial order is a vital assignment of local community which is represented by self-governments of towns and communes. Formulation of individual regulations which are to be a base of rational shaping of spatial order should take place in cases of every administrating unit, and every area which is a subject to protection because of its values like for instance landscape Park "Dolina Baryczy". Proposals for establishment of spatial order regulations for this exceptional place were proposed in the article.

W artykule poruszono problematykę związaną z warunkami ochrony przeciwpożarowej wybranych środków transportu publicznego. W szczególności analizie poddane zostały tunele metra, które ze względu na swój charakter i przeznaczenie charakteryzują się dużą złożonością wyposażenia technicznego, co wymusza szczególne rozwiązania zabezpieczeń przeciwpożarowych. Przy ich projektowaniu wykorzystano przepisy i doświadczenie innych krajów oraz wnioski z analiz pożarów i katastrof. Warto zauważyć, że zgodnie z obowiązującymi przepisami, w obiektach tych muszą być spełnione wymagania bezpieczeństwa pożarowego wynikające z przepisów, m.in. z: Dyrektywy Unii Europejskiej, Prawa budowlanego oraz przepisów techniczno-budowlanych ustalonych w tym zakresie. Obiekty metra wyposaża się w zabezpieczenia przeciwpożarowe, tj.: system sygnalizacji pożaru, dźwiękowy system ostrzegawczy, hydranty przeciwpożarowe, podręczny sprzęt gaśniczy i agregaty gaśnicze, instalacje oświetlenia ewakuacyjnego, przeszkodowego i kierunkowego. Urządzenia metra dostosowuje się do celów ochrony przeciwpożarowej, w tym systemów wentylacji, łączności, oświetlenia i nagłośnienia.
The aim of the article is to discuss the issues related to the fire protection conditions of the selected public transport vehicles. In particular, the underground tunnels have been analyzed. Due to its location, the building is characterized by a great complex of technical equipment and a large number of people staying in the metro, which has forced special solutions for fire protection. The rules and experience of other countries and the conclusions of the analysis of fires and disasters were used in their determination. It should be noted that in accordance with the regulations in force, these facilities must meet the fire safety requirements of the European Union Directive, Construction Law and the technical and construction regulations established in this area. Subway facilities are equipped with the fire alarm system, the audible warning system, the fire hydrants, the fire extinguishers, the trolley mounted fire extinguishers and the emergency lighting systems both obstacle and directed. The subway emergency devices such as ventilation, communication, lighting and sound systems are strictly adapted to fire protection purposes..

Artykuł analizuje drogowe ustawodawstwo porządkowe w Królestwie Polskim okresu 1815-1830. Przedstawiono tu generalny opis zasad charakterystyki, ochrony i kontroli polskiego systemu drogowego omawianego czasu. Deskrypcja ta dotyczy ogólnego zarysu prawnego w zakresie generalnych przepisów porządkowych na drogach oraz wielu zagadnień szczegółowych. Wśród tych ostatnich można wymienić: ubiór służby kontrolnej, zasady ruchu zwierząt i ludzi, kwestie wyszynku dla entreprenerów drogowych.
The article analyzes law enforcement legislation in force on the roads of Kingdom of Poland in the period between 1815 and 1830. The general description of these regulations was mostly concerning characterics, protection and control processes of Polish road system of that time. Aditionally the research was focusing on the outline of law in terms of general police of road regulations as well as a number of specific issues. Among the latter are: inspection staff clothing, rules related to animal and human traffic; liquor licenses for road entrepreneurs.

Wiedza ta praktycznie skupiona jest w kilku podstawowych zbiorach, głównie ze Stanów Zjednoczonych. Są to przede wszystkim dokumenty FM - Federalnej Administracji Lotnictwa Cywilnego (wwwfaa.gov) - FAR (Federalne Przepisy Zdatnosci Lotnej), dokumenty korporacyjne RTCA (www.rtca.org), ARINC (www.arinc.com), normy militarne serii MIL. Do tego można dołączyć dokumenty Europejskiej Agencji Bezpieczeristwa Lotniczego EASA (www.easa.eu), dokumenty NATO (www.nato.int) i Aneksy ICAO (www.icao.int). Normy i dokumenty dotyczą z jednej strony wszelkich procesów związanych z rozwojem konstrukcji od projektowania, przez certyfikację, produkcję i obsługę; systemów zapewnienia jakości w ramach tych procesów realizowanych przez organizacje projektujące, produkujace, obsługowe, szkoleniowe, certyfikujące, z drugiej zaś strony definiują wymagania ogólne dotyczące konstrukcji sprzętu i oprogramowania, interfejsów sprzętowych i programowych, warunków środowiskowych i konkretne wymagania na poszczególne systemy, instalacje i urządzenia awioniki. Niniejszy tekst sygnalizuje i krótko omawia wybrane zasoby i dokumenty powiązane z awioniką.
Regulations, standards and guidelines constitute the knowledge collected through many years of experience; the knowledge which allows to limit errors of constructing, manufacturing, handling and servicing, and guides to what is the most important - to flight safety. Practically, this knowledge is concentrated in few basic files, mainly in the United States of America. Most of all these files are FAA documents - issued by Federal Aviation Administration (wwwfaa.gov) - FAR (Federal Aviation Regulations), corporative documents issued by RTCA (www.rtca.org), ARINC (www.arinc.com) and military standards MIL. Documents issued by European Aviation Safety Agency EASA (www.easa.eu), NATO (www.nato.int) and Annexes issued by ICAO (www.icao.int) can be also attached. On the one hand, standards and documents deal with all processes focused on development of construction, beginning from a design, through certification, manufacturing and handling; quality systems carried on due to these processes by designing, manufacturing, servicing, training and certificating organisations. On the other hand these documents and standards define general requirements for construction of equipment and software, hardware and software interfaces, environmental conditions and substantial requirements for the following systems, installations andavionic units. Presented paper describes shortly some selected files and documents which deal with avionics.
