The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

The analyses made in the article are concentrated on characterization of the structural policy of the European Union in the historical approach, with the institutional current strongly stressed. According to the thesis that has been put forward about the national model of the regional development policy being dependent on its European match, an attempt is presented of a complex evaluation of the evolution of the Union’s structural policy, as result of which it is proven that the basic determinant of rationalization of the reforms carried out up till now are their systemic consequences. Despite the recognition of the member-states’ competences as far as forming the aims and principles ruling the policy of developing the intra-national territorial arrangements is concerned, the European model consistently makes the actions undertaken within it dependent on the principles and aims of the Union’s policy by co-financing projects encouraging development. The proven superiority of the systemic context of the reforms undertaken in the EU directs the evolution of the national model, promoting the systemic approach to the policy of regional development and in this way rejecting – as not rational in the above meaning – actions with a provisional character.

In the last ten-odd years we have been observing a discussion held in the European Union on the change of the regional policy paradigm in terms of its objectives, priorities, tools and the geographical scope of intervention. Changing development conditions require modification of the European cohesion policy model, the main priority of which still is to equalize the level of development of regions in the Community Member States. At the turn of the centuries we can see changes in the way the European cohesion policy is implemented and also the orientation of the equalization policy (which compensates the social and economic backwardness of regions) towards the development policy (which supports competitiveness, takes advantage of the endogenous potential for development and eliminates various barriers). Such policy is to contribute to a more effective use of the potential for development in the entire Community to stimulate growth, employment and cohesion. This paper aims at attracting attention to the evolution of the European cohesion policy model towards a place-based policy.

The aim of the work is to identify effects of the process of revitalization in the space of a region. The authors examine the results which were achieved on closing the realization of revitalization projects in the years 2007-2013 in Opolskie Voivodeship. They also undertake an attempt to determine their significance for the perspective shaping of the regional development policy. The research was conducted on the basis of the analyses of: applications of revitalization projects co-financed within the Regional Operation Program for Opolskie Voivodeship in the years 2007-2013, local revitalization programs in the cities of Opolskie Voivodeship, focus studies conducted in 12 cities of the region, as well as survey research carried out among representatives of all local government units in the voivodeship. The results of the studies point to the fact that the attained effects of revitalization only partially were in accordance with the assumptions of the conception of revitalization and its idea. It is indicated that cities, mainly medium-sized and large, are privileged regarding the range of generating positive changes which result from revitalization and that economic effects are marginalized.

In the Russian Federation, interregional cooperation is limited, which negatively affects regional development and contributes to growing regional disparities. The goal of this research is to gain better understanding for slow and inconsistent development of interregional relations in Russia. The main hypothesis is that the lack of proper coordination and communication between the federal and regional levels of government, between regions themselves, as well as between regional authorities and other stakeholders in regions’ development is one of the key problems that hampers development of interregional cooperation in contemporary Russia. Retrospective, statistical, and content analysis were used to test this hypothesis. The analysis of the federal policy toward regional development since 1990 has shown gradual increase in centralisation of authority. The regional policy stimulated interregional competition and dependence on federal investments and subsidies. Nevertheless, the study of strategic plans of Siberian regions shows that with proper coordination and communication between interested parties some of the problems inhibiting interregional cooperation can be resolved. Better coordination, in turn, requires improvement of the institutional infrastructure. The findings are relevant for policy makers and scholars in the field of regional development. Further research is needed concerning the most efficient forms of coordination institutions.

The smart specialisation is a new EU’s concept towards the regions. It assumes upgrading of innovation and competitiveness basing on endogenic potential, in particular, in already existing branches of economy. Smart specialisations should, by definition concentrate economic resources on chosen priorities. Having a smart specialisation will be a pre-condition for access to the UE’s funds in the new financial perspective 2014-2020. Smart specialisation need to be clearly defined and only then can they contribute into economic growth combined with proper management over public financial means. The necessary pre-condition is to understand the very concept and to recognize the mechanism of identification and implementation. The expected pre-conditions also include a proper legal framework and its smart implementation through able application of administrative tools. The objective of the paper is to introduce and characterise assumptions for smart specialisations and to indicate at the progress of implementation and the necessary conditions required in Polish regions. Moreover, the paper reviews and analyses major European and national documents exposing the question of smart specialisations. The empiric part deals with identification and assessment of progress in the implementation of the concept into Polish regions.

The author analyses the relationship between regional disparities and economic efficiency. He also examines the efficiency of regional policy tools in the context of regional disproportions and economic efficiency. In the first part of the paper, the author discusses the main areas of controversy concerned with the regional distribution of business activity and its influence on economic growth. Then, using a graphic model to present the theory of endogenous growth and the New Economic Geography-and additionally considering social capital-Gajewski analyzes the economic effects of interregional transfers, subsidies for enterprises, investment in transport infrastructure and innovation policy. The author concludes that regional policy measures designed to support the regional diffusion of innovation and reduce its costs are the most effective instrument of regional policy, from the perspective of economic efficiency and the need to level out regional differences. Subsidies to enterprises seem to be the least beneficial, if not harmful, regional policy tool, Gajewski says. His research findings indicate that the use of various other regional policy instruments leads to an “equity-efficiency tradeoff,” or a conflict between economic and social objectives.

The purpose of the article is to demonstrate the close relationship between regional development and territorial marketing, which based on the implementation of the marketing concept focuses on creating regional and local products and their effective positioning towards potential buyers. The presented thesis is a result of reflection on using regional marketing in creating regional policy, based on consideration of the specific features of the region which marketing specialists are supposed to know in order to create a marketing plan for the respective region. Further, the marketing plan may be used in the political strategy of regional development based on the satisfaction of the residents’ needs and their individual development. The care of politicians, who fulfil their functions following the election by the citizens, and the development of residents would coexist with the creation of regional development. The phenomena should be closely interrelated. When describing the interrelation from a scientific perspective, it must be said that synergy of the indicated types of activity depends on a series of facts and correlations which fall within various scientific domains. Therefore, there is a need for multidisciplinary approach. The authors of the article hypothesize that management of regional development should be supported by the professional use of regional marketing, taking into account the assumption that each organization should shape its impact system by analysing its needs, already used solutions and the needs of its stakeholders. The views expressed are based on the analysis of selected literature.

At the beginning of the twenty-first century, low competitiveness of the economy and the deepening gap relative to the world’s economic powers was the key problem of the European Community. Also, weak innovativeness of the economy, underdeveloped R&D sector with inefficiency of public policy are seen as leading EU challenges These problems have become the basis for criticism of current innovation policy and the search for new methods, tools, and development trajectories. The answer to these challenges is the concept of smart regional specializations proposed along with a new vision of the development of the EU’s, known as Europe 2020 Strategy. Smart specialization is a new paradigm for building competitive advantage of regions. It is also a new way of regional innovation policy, aiming to eliminate barriers and failures in building innovation capacity of regions. The purpose of this article is to show the essence of the concept of regional smart specializations. Article identifies the theoretical assumptions and describes the key elements of this new approach. It exposes the novelty of the concept and identifies the challenges of its implementation.

The aim of this article is to present the essence of a functional area as a new tool of the EU regional policy and the course of designing an integrated approach to the development of the functional area. The study is a case study and relates to the methodical process of creating a development concept for the Functional Area of Oder Communes (FAOC). This article is based on the analysis of the domestic and foreign literature on regional development and own experiences and reflections of authors resulting from the work in the team for the development of a strategy for this area. The analysis of domestic and foreign literature allowed for presenting a new paradigm of the local development. The current approach is characterized by a focus on the use of endogenous potentials and territorial targeting of the development, which promotes the creation of functional and spatial structures such as functional areas. Their development requires integrated development planning that provides benefits both in the social and economic dimension. The study presents the new paradigm of the local development in the context of the National Spatial Development Concept 2030. The study presents the theoretical and practical basis for creating a concept for integrated development of a functional area.

This paper explores the role of regional policy in strengthening the EU’s research and innovation policy paradigm, with a particular focus on smart specializations. These specializations play a major role in stimulating R&I at the regional level in less-developed regions of the EU. Smart specialization is the EU’s new concept for the regions; it assumes improvement in both innovation and competitiveness, based on endogenic potential; in particular, in already existing branches of the economy. Smart specializations should, by definition, concentrate economic resources on chosen priorities; one of these priorities is the growth of the blue economy. Smart specializations need to be clearly defined, only then can they contribute to economic growth when combined with proper management of public financial means. The objective of this paper is to introduce and characterize the assumptions for smart specializations and to assess the progress of their implementation and the necessary conditions required in Polish regions; particularly when referring to sectors of the blue economy.

The aim of the article is to discuss issues related to the development of tourism in the context of the possibility of financial support available from cohesion policy funds in the current financial perspective for the years 2014-2020. The particular attention was paid to the multifaceted nature of modern tourism and the directions of changes in the use of Eeropean Union funds, referring to the completed programming period 2007-2013. An attempt was also made to indicate the significance of tourism in the section of the national economy of Poland and in the European Union, concentrating on its interdisciplinary character. Characteristics of cohesion policy, its goals and principles of functioning were made. The article is of a review nature, which means that the authors’ own materials and empirical material from the literature of the subject were used. The figures were obtained from reports published by the Chancellery of the Prime Minister of the Council of Ministers. It was found out that the amount of allocated funds for cohesion policy among all European Union countries in 2014-2020 is the highest for Poland and amounts to EUR 72.9 billion. There is an increase in the amount of funds allocated from the European Union to Poland, compared to the amount of allocated funds in the 2007-2013 perspective. It was also pointed out that the cohesion policy instruments mentioned above only indirectly contribute to the development of tourism, as the financing for 2014-2020 lacks programs and activities entirely dedicated to tourism.
Celem artykułu jest omówienie zagadnień dotyczących rozwoju turystyki w kontekście możliwości wsparcia finansowego dostępnego ze środków polityki spójności w aktualnej perspektywie finansowej na lata 2014-2020. Szczególną uwagę zwrócono na wieloaspektowość współczesnej turystyki oraz na kierunki zmian wykorzystania funduszy unijnych, odnosząc się do zakończonego okresu programowania 2007-2013. Podjęto także próbę wskazania znaczenia turystyki w dziale gospodarki narodowej Polski oraz w Unii Europejskiej, zwracając szczególną uwagę na jej interdyscyplinarny charakter. Dokonano charakterystyki polityki spójności, jej celów i zasad funkcjonowania. Artykuł ma charakter przeglądowy, wykorzystano opracowania własne i materiał empiryczny z literatury przedmiotu. Dane liczbowe zostały pozyskane z raportów publikowanych przez Kancelarię Premiera Rady Ministrów. Stwierdzono, że wielkość przydzielonych funduszy na rzecz polityki spójności wśród wszystkich krajów Unii Europejskiej w latach 2014-2020 jest najwyższa dla Polski i wynosi 72,9 mld euro. Widoczny jest wzrost wielkości przydzielanych środków z Unii Europejskiej dla Polski, w porównaniu do wielkości kwot przydzielonych funduszy w perspektywie 2007-2013. Zwrócono także uwagę, że wymienione instrumenty polityki spójności jedynie pośrednio przyczyniają się do rozwoju turystyki, gdyż w finansowaniu na lata 2014-2020 brakuje programów i działań w całości dedykowanych turystyce.
