The aim of the article is to identify the main tendencies in the dynamics of interregional disparities in the level of socio-economic development in Russia during periods of economic growth and crisis. These trends have been identified on the basis of an analysis of the regional coefficient of asymmetry of key per-capita indicators (GDP, investment in fixed capital etc.) as well as indicators of spatial concentration in Russia and deviations from the average (for GDP, per capita GDP and investments) at the federal district and regional levels. The main factors driving the dynamics of these disparities were the economic crisis, government anti-crisis measures and measures of social support. Comparison of the level of interregional disproportions in Russia and abroad indicated that the differences between levels of socio-economic development at the federal level are comparable with differences in EU countries, but at the level of regions - with countries of the world.

This paper explores the role of regional policy in strengthening the EU’s research and innovation policy paradigm, with a particular focus on smart specializations. These specializations play a major role in stimulating R&I at the regional level in less-developed regions of the EU. Smart specialization is the EU’s new concept for the regions; it assumes improvement in both innovation and competitiveness, based on endogenic potential; in particular, in already existing branches of the economy. Smart specializations should, by definition, concentrate economic resources on chosen priorities; one of these priorities is the growth of the blue economy. Smart specializations need to be clearly defined, only then can they contribute to economic growth when combined with proper management of public financial means. The objective of this paper is to introduce and characterize the assumptions for smart specializations and to assess the progress of their implementation and the necessary conditions required in Polish regions; particularly when referring to sectors of the blue economy.

This paper is devoted to the analysis of the concept of growth poles theory elaborated by an outstanding French professor François Perroux. In the first part the author presents philosophical and methodological analysis of Perroux’s concepts. The second part is devoted to the analysis of the implementation of the growth poles theory in Spain in the years 1964−1975. The originality of Perroux’s concept lies in the introduction of economic space in a consideration and the omission of the role played by physical space. On the other hand, Perroux’s concept is the generalization of the method applied much earlier by other economists. Perroux’s growth poles theory is the part of theory of harmonized growth, but harmonized growth is not the concept of harmonious growth understood as the natural harmony existing in the economic life. Perroux indicates the need for permanent harmonizing of economic forces for social welfare. Perroux is convinced the economic growth is unsustainable, not only spatially but also by sector. That opinion was not something new. He simply belongs to a group of researchers of economics convinced of unsustainable growth. However, there is one difference. Perroux, not like the others, limits only to establish the fact. He tries to explain why that is. Therefore, he created the theory which explained the phenomenon of unsustainable economic growth. He believes the economic growth appears at the points with different frequencies and at different time. Perroux also points to the industrial complexes and entire industries that can be a source of economic growth which he calls “growth poles”. Growth poles policy was very popular in the 60s and 70s. Many countries like France, Spain, Greece or Italian had poles in their economic plans. This tendency was halted as a result of the oil crisis in 1973. Then the active policy of the state in economic planning began to give the way to economic liberalism. In case of Spain, the growth poles policy consisted in the stimulation of industry formation in regions which give hope for accelerated industrial development. During three consecutive periods of planning in Spain a number of poles situated in different regions were created. At that time in Spain there was a problem of migration towards rich regions like Catalonia, Madrid or Basque Country. Therefore, the aim of the implementation of the poles was not only to develop the industry, but also to stop the migration process. One way to evaluate the functioning of the poles in the Spanish economy is examining the amount of established companies, the level of production and the rate of economic growth obtained in regions with poles, the balance of trade between a region with the pole and surrounding regions. The method used by the author consists in comparing two periods: the first period without the pole and the second period with the pole. The analysis also compares the results obtained with the national average.

W ostatnich latach problematyka inwestycji jest podejmowana w kontekście dyskusji nad zasadami polityki regionalnej i konwergencji gospodarczej, które pozostają ważnymi celami polityki spójności realizowanej oraz współfinansowanej w ramach Unii Europejskiej. Narzędziem metodologicznym wykorzystanym w badaniu nad efektami inwestycji wydatkowanych w województwach w ramach polityki spójności były modele wzrostu gospodarczego. W wyniku przeprowadzonego badania określono długookresowe efekty polityki spójności realizowanej w Polsce w perspektywie finansowej 2014–2020. Otrzymane wyniki nie potwierdziły osiągnięcia w długim horyzoncie czasu celu w postaci wyrównywania się pomiędzy województwami poziomów PKB na osobę pracującą. W artykule wskazano sposób wykorzystania matematycznych modeli wzrostu gospodarczego w procesie alokacji pomiędzy województwami inwestycji, które zgodnie ze wskazaniami modeli przyczynią się do osiągnięcia celu z uwzględnieniem paradygmatu zarówno polaryzacyjno-dyfuzyjnego, jak i wyrównawczego polityki regionalnej. W rezultacie możliwe stało się włączenie matematycznej teorii wzrostu gospodarczego do toczącej się dyskusji nad sposobami i efektami prowadzenia polityki regionalnej, której celem zgodnie z przyjętymi w pracy założeniami może być wyższa efektywność ekonomiczna inwestycji lub dążenie do wyrównywania poziomów produkcji.
In recent years, the issue of investment projects has been addressed in the context of discussions on the principles of regional policy and economic convergence, which remain important objectives of cohesion policy implemented and co-financed within the framework of the European Union. This study on the effects of investment projects carried out in provinces as part of cohesion policy uses economic growth models as methodological tools. As a result of the study, the longterm effects of cohesion policy implemented in Poland under the EU’s 2014–2020 Financial Perspective were determined. The obtained results did not confirm the achievement of the goal of equalising GDP levels per working person between the provinces in the long term. The article demonstrates how mathematical models of economic growth can be used in the process of allocating investment projects between provinces. According to the indications of the models, this process will contribute to the achievement of the goal, considering both the polarisation-diffusion paradigm and the compensatory paradigm of regional policy. The study successfully incorporates the mathematical theory of economic growth into the ongoing discussion on the methods and effects of pursuing regional policy.
