    The author analyses the relationship between regional disparities and economic efficiency. He also examines the efficiency of regional policy tools in the context of regional disproportions and economic efficiency. In the first part of the paper, the author discusses the main areas of controversy concerned with the regional distribution of business activity and its influence on economic growth. Then, using a graphic model to present the theory of endogenous growth and the New Economic Geography-and additionally considering social capital-Gajewski analyzes the economic effects of interregional transfers, subsidies for enterprises, investment in transport infrastructure and innovation policy. The author concludes that regional policy measures designed to support the regional diffusion of innovation and reduce its costs are the most effective instrument of regional policy, from the perspective of economic efficiency and the need to level out regional differences. Subsidies to enterprises seem to be the least beneficial, if not harmful, regional policy tool, Gajewski says. His research findings indicate that the use of various other regional policy instruments leads to an “equity-efficiency tradeoff,” or a conflict between economic and social objectives.

    This article discusses factors that determine socio-economic development in Poland. The discussion is held in a wide neopluralistic analytical perspective, which can be regarded as an effective tool for conceptualizing further research in this problem area. It seems viable to claim that the polarization and diffusion model in managing the socio-economic development of Polish regions will mostly bring benefits to the largest Polish urban agglomerations - in the wake of the polarization processes involved. A potential successful implementation of that model will depend on the rate and effectiveness of the diffusion processes.

    Przyczyną tworzenia w Polsce uprzywilejowanych gospodarczo obszarów, jakimi są Specjalne Strefy Ekonomiczne (SSE), było pobudzenie do rozwoju regionów mniej atrakcyjnych dla inwestorów, terenów zindustrializowanych, o dużym bezrobociu. Celem artykułu jest zbadanie, czy SSE oddziałują na kształtowanie się wybranych czynników warunkujących rozwój regionalny województwa, na którego obszarze są zlokalizowane. W artykule dokonano oceny znaczenia specjalnych stref ekonomicznych dla rozwoju województw. Powyższe cele zostały zrealizowane dzięki analizie wybranych efektów funkcjonowania SSE oraz analizie korelacji z wykorzystaniem współczynnika korelacji. Przeprowadzona analiza objęła lata 2006-2011. Zastosowanie w artykule wybranych metod pozwoliło na sformułowanie wniosku, iż efekty funkcjonowania SSE są współzależne z czynnikami wpływającymi na rozwój województw, na których terenie występują. Polityka regionalna, polegająca na wspieraniu nowych inwestycji na terenach SSE głównie przez zwolnienia z podatku dochodowego, doprowadziła do skutecznej alokacji kapitału na tych terenach.
    The reason behind the creation of economically privileged areas such as Special Economic Zones SEZ was to stimulate the development of regions less attractive to investors, e.g. industrialised areas with high unemployment rates. The goal of this paper is to examine whether SEZs have an influence on the selected determinants of regional development in the area of the region in which they are located. The author also evaluates the impact of SEZs on the development of voivodeships. The aforementioned objectives have been fulfilled through analysis of selected effects of the functioning of SEZs and through correlation analysis with the use of the correlation coefficient. The analysis covers the years 2006-2011. The methods chosen in the paper have allowed the author to formulate the conclusion that the effects of the functioning of SEZs are interdependent on the factors affecting the development of the voivodeships in which they are located. Regional policies aimed at supporting new investments in SEZ areas, mainly by granting income tax exemptions, have led to effective allocation of capital in those areas.

    The quantitative and qualitative dimension of infrastructure determines the pace and level of socio-economic development. Infrastructure investments are of a technical nature, social or institutional. Elements of infrastructure identify the possibilities of developing economic initiatives and attracting external capital, modernizing production growth, including agriculture, living conditions of its inhabitants, and shaping the multifunctional and sustainable development of counties. The principal purpose of the article is to present a level of technical and social infrastructure development in the districts of Nowy Targ and Tatry, and the evaluation of their impact on the social, and economic development of the Podhale region. This article presents the literature review, research methodology, socio-economic situation of Podhale, as well as results of empirical analysis on infrastructure potential and impact on the social and economic development of the Podhale region.

    The aim of the article is to identify the main tendencies in the dynamics of interregional disparities in the level of socio-economic development in Russia during periods of economic growth and crisis. These trends have been identified on the basis of an analysis of the regional coefficient of asymmetry of key per-capita indicators (GDP, investment in fixed capital etc.) as well as indicators of spatial concentration in Russia and deviations from the average (for GDP, per capita GDP and investments) at the federal district and regional levels. The main factors driving the dynamics of these disparities were the economic crisis, government anti-crisis measures and measures of social support. Comparison of the level of interregional disproportions in Russia and abroad indicated that the differences between levels of socio-economic development at the federal level are comparable with differences in EU countries, but at the level of regions - with countries of the world.

    Polityka regionalna jest częścią polityki rozwoju kraju. Na skutek kryzysu władze rządowe w wielu krajach, w tym w Polsce, wprowadziły zmiany w swojej polityce regionalnej poprzez kierowanie dodatkowej pomocy dla regionów słabszych strukturalnie. Celem referatu jest pokazanie, jak światowy kryzys gospodarczy wpłynął na zmiany w formułowaniu problemów i wyznaczaniu nowych celów oraz proces realizacji polityki regionalnej. W 2008 roku rząd RP przystąpił do prac nad opracowaniem modelu polityki regionalnej, dostosowanego do obowiązującej polityki spójności Unii Europejskiej. Podstawą tego założenia była nowelizacja ustawy z dnia 7 listopada 2008 roku o zmianie niektórych ustaw w związku z wdrażaniem funduszy strukturalnych i Funduszu Spójności. Przeanalizowano także wpływ funduszy europejskich na gospodarkę polskich regionów. Programy operacyjne Unii Europejskiej są głównym źródłem finansowania i stanowią podstawowy mechanizm realizacji polityki regionalnej w Polsce. Stopień wrażliwości regionu na kryzys oszacowano za pomocą wskaźników: PKB na mieszkańca, stopy bezrobocia i zatrudnienia. Zauważyć można, że charakter polityki regionalnej skupionej na zasadach równości terytorialnej zmienił się na rzecz pobudzania wzrostu gospodarczego oraz natężenia konkurencji w skali regionalnej. Na potrzeby niniejszego opracowania wykorzystano analizę raportów Ministerstwa Rozwoju Regionalnego, raportów Ministerstwa Gospodarki, raportów EoRPA (European Regional Policy Research Consortium) oraz danych Eurostat i GUS. Główną metodą badawczą była analiza opisowa oraz analiza materiałów archiwalnych i statystycznych.
    Regional policy is a part of the national development policy. As a result of the crisis, the government authorities in many countries, including Poland, have introduced changes in its regional policy by direct additional support for the structurally weak regions. The aim of this paper is to present how the global economic crisis affected the changes in the formulation of the problems, the setting of the new objectives and the implementation of regional policy. In 2008, the government in Poland began to work on developing a new model of regional policy adjusted to the cohesion policy of the EU. The basis for this assumption was the amendment of the Act of 7 November 2008 on the amendment of certain acts in connection with the implementation of the Structural Funds and the Cohesion Fund. Also analyzed was the impact of EU funds on the economy of Polish regions. Operational Programmes of the European Union are the main source of funding and a fundamental mechanism for the implementation of regional policy in Poland. The degree of sensitivity of the region to the crisis was estimated using the following indicators: GDP per capita, unemployment and employment rates. It was found that the nature of regional policy, which was focused on territorial equality has been changed in order to stimulate economic growth and the intensity of competition on a regional scale. For the purposes of this study used were the report analysis of the Ministry of Regional Development, the Ministry of Economy’s reports, EoRPA’s reports (European Regional Policy Research Consortium) and data of the Eurostat and Central Statistical Office.The main research method was a descriptive analysis and the analysis of archival materials and statistics.

    W Polsce po wprowadzeniu w roku 1998 reformy administracyjnej oraz po akcesji do Unii Europejskiej w roku 2004 stało się możliwe zastosowanie strategicznego programowania rozwoju nie tylko na poziomie centralnym (interregionalnym), ale także regionalnym (intraregionalnym). W pierwszej części tego opracowania opisano dotychczasowe doświadczenia programowania rozwoju na poziomie województw, które są równocześnie obszarami typu NUTS 2 Unii Europejskiej. W drugiej części przedstawiono znaczenie europejskiej polityki spójności dla wdrożenia strategicznego podejścia do rozwoju na poziomie regionalnym. Krajowe uwarunkowania programowania rozwoju regionalnego zmieniły się całkowicie w ciągu ostatniej dekady, dlatego wprowadzono koncepcję trzeciej generacji strategii rozwoju regionalnego. Wreszcie przedstawione zostało znaczenie nowego paradygmatu rozwoju regionalnego, zaproponowanego przez OECD i Bank Światowy. W części końcowej artykułu określono kluczowe wnioski oraz zaproponowano rekomendacje dla przyszłej polityki.
    In Poland after implementation of administrative reform in 1998, and after accession to European Union in 2004 was possible to apply strategic programming of socio-economic development not only on central (interregional programming) but also on regional (intraregional programming) level. In first chapter experiences of such programming in voivodships, which are also NUTS 2 regions, were presented. In second chapter importance of European cohesion policy for implementation of strategic approach on regional level was elaborated. Domestic circumstances of regional development programming in Poland changed dramatically during last decade, so concept of third generations of regional development strategies was introduced. Finally the role of new paradigm of regional development policy proposed by OECD and The World Bank was elaborated. In last part of that paper key findings and policy recommendations for the future were proposed.

Powszechnie wdrażane pokrewne koncepcje regionów uczących się, klastrów innowacyjnych czy sektorów kreatywnych obrazują nowe zdolności rozwojowe regionów, umożliwiające lub utrudniające samoodnowę w zglobalizowanym, specyficznym układzie cywilizacyjnym. Celem badawczym jest identyfikacja i charakterystyka potencjalnych szans i możliwych problemów rozwojowych regionów, które funkcjonując w silnie zróżnicowanej i szybko zmieniającej się przestrzeni społeczno- ekonomicznej, stają w obliczu rozstrzygnięcia licznych dylematów. Jednym z istotnych wniosków zaprezentowanym w artykule jest stwierdzenie, że wczesne zbudowanie odpowiedniego potencjału i zaplecza strukturalno-organizacyjnego, metodologicznego, naukowego oraz własnego programu rozwoju jest warunkiem zapewnienia regionowi znaczącej pozycji konkurencyjnej.

    This paper explores the role of regional policy in strengthening the EU’s research and innovation policy paradigm, with a particular focus on smart specializations. These specializations play a major role in stimulating R&I at the regional level in less-developed regions of the EU. Smart specialization is the EU’s new concept for the regions; it assumes improvement in both innovation and competitiveness, based on endogenic potential; in particular, in already existing branches of the economy. Smart specializations should, by definition, concentrate economic resources on chosen priorities; one of these priorities is the growth of the blue economy. Smart specializations need to be clearly defined, only then can they contribute to economic growth when combined with proper management of public financial means. The objective of this paper is to introduce and characterize the assumptions for smart specializations and to assess the progress of their implementation and the necessary conditions required in Polish regions; particularly when referring to sectors of the blue economy.

    Praca została poświęcona przeszłości, teraźniejszości i przyszłości polityki regionalnej jako ważnego elementu działalności interwencyjnej państwa, podejmowanej na poziomie krajowym i regionalnym. W części wstępnej przedstawiono najważniejsze założenia podejmowanej analizy. W części zatytułowanej „Przedakcesyjne doświadczenia polityki regionalnej w Polsce” omówiono ewolucję tej polityki, od braku interwencji, poprzez stopniową zmianę sytuacji wynikającą z priorytetów programu Phare i dwu kolejnych programów przedakcesyjnych Unii Europejskiej oraz udokumentowano znaczenie reformy terytorialnej państwa z 1998 roku. W trzecim punkcie przedstawiono unijne uwarunkowania polityki regionalnej Polski, które stały się szczególnie istotne po przystąpieniu naszego kraju do Wspólnoty Europejskiej. Opisano zmiany tej polityki we Wspólnocie w ostatnich latach, w tym między innymi znaczenie Strategii Lizbońskiej. W czwartej części omówiono politykę regionalną Polski po akcesji, rozwarstawiając analizę na dwa okresy, lata 2004-2006 oraz 2007-2013. Na tym tle przedstawiono krytyczną charakterystykę aktualnego modelu tej polityki. W ostatnim punkcie rozwinięto kierunki niezbędnej reformy polityki regionalnej w naszym kraju po roku 2013, które warunkują dynamizowanie rozwoju społeczno-gospodarczego.
    The past, the present and the future of regional policy as an important element of state intervention in terms of both a country and a region has been in a spotlight of the paper. The introductory part includes major assumptions of the analysis conducted. The part entitled “Pre-accession experience of regional policy in Poland” discuss the evolution of the policy, starting with lack of intervention through gradual change in the situation resulting from the Phare programme priorities and two successive pre-accession programmes of the European Union as well as proving the importance of the state territorial reform of 1998. The third part presents the Union’s conditions for the Polish regional policy that have become especially important for Poland’s joining the Community. The recent changes to the policy within the Community have been described, i.a. the Lisbon Strategy significance. The fourth part discuss Poland’s regional policy after the accession, dividing the analysis into two stages, the years of 2004-2006 and 2007-1013. against this background critical characteristics of the current model has been presented. The last part focuses on the directions of an indispensable reform regional policy in our country after 2013 that determine dynamic socio-economic growth.

    Prospects for the improvement of interregional cooperation in Russia (based on the example of the Siberian regions)

    In the Russian Federation, interregional cooperation is limited, which negatively affects regional development and contributes to growing regional disparities. The goal of this research is to gain better understanding for slow and inconsistent development of interregional relations in Russia. The main hypothesis is that the lack of proper coordination and communication between the federal and regional levels of government, between regions themselves, as well as between regional authorities and other stakeholders in regions’ development is one of the key problems that hampers development of interregional cooperation in contemporary Russia. Retrospective, statistical, and content analysis were used to test this hypothesis. The analysis of the federal policy toward regional development since 1990 has shown gradual increase in centralisation of authority. The regional policy stimulated interregional competition and dependence on federal investments and subsidies. Nevertheless, the study of strategic plans of Siberian regions shows that with proper coordination and communication between interested parties some of the problems inhibiting interregional cooperation can be resolved. Better coordination, in turn, requires improvement of the institutional infrastructure. The findings are relevant for policy makers and scholars in the field of regional development. Further research is needed concerning the most efficient forms of coordination institutions.

    Opis:
    The smart specialisation is a new EU’s concept towards the regions. It assumes upgrading of innovation and competitiveness basing on endogenic potential, in particular, in already existing branches of economy. Smart specialisations should, by definition concentrate economic resources on chosen priorities. Having a smart specialisation will be a pre-condition for access to the UE’s funds in the new financial perspective 2014-2020. Smart specialisation need to be clearly defined and only then can they contribute into economic growth combined with proper management over public financial means. The necessary pre-condition is to understand the very concept and to recognize the mechanism of identification and implementation. The expected pre-conditions also include a proper legal framework and its smart implementation through able application of administrative tools. The objective of the paper is to introduce and characterise assumptions for smart specialisations and to indicate at the progress of implementation and the necessary conditions required in Polish regions. Moreover, the paper reviews and analyses major European and national documents exposing the question of smart specialisations. The empiric part deals with identification and assessment of progress in the implementation of the concept into Polish regions.
