Opis:: Evolutionary economic geography became popular in the late 1990s. The study has developed on the basis of evolutionary economics, which has achieved greater success in explaining phenomena in the microeconomic than in the macroeconomic sphere and it has had non-spatial character. Evolutionary economic geography is an alternative in economic geography and regional planning for static or pseudo-dynamic research. Supporters of evolutionary economic geography, by criticizing among others New Economic Geography by P. Krugman, conduct research with the use of generalized Darwinism, path dependence and complexity theory. In this paper the author discusses the basic approach and assumptions of evolutionary economic geography and its application in regional economy, especially as an answer to the search for ways out of the economic crisis of regions and cities.

Opis:: The aim of the paper is to first identify the factors which determine the competitiveness of the manufacturing sector as an element of region’s competitive performance and then to determine their impact on economic performance, income and employment in the sector. The analyses were conducted for NUTS 3 for the period 2009–2011. Sixteen different diagnostic variables were adopted to describe entrepreneurship, innovativeness and competitiveness. Soft modelling was employed as a method to quantify regional competitiveness of the manufacturing sector as it allows an estimation of aggregate measures for latent variables and their interrelations.

Opis:: The paper focuses on the problem of the defi nition of regional and urban resilience, how to measure them, and how to evaluate the signifi cance of these categories in the regional studies. The analysis was carried out taking into account the structural and functional conditions of the regions and cities. In this article the author discusses the conditions and factors facilitating the strengthening of the adaptability of the regional economy and urban, with regard to the principles of evolutionary economic geography. The aim of the paper is to present the possibilities of application of the concept of regional and urban resilience to recent analyzes of regional development, with particular emphasis on evolutionary approach. The author applied the descriptive method and the comparative method. The analyzes are based on literature studies. Individualized study of social, economic and spatial structures of various spatial units, taking into account their resilience, can provide valuable information on the processes of adaptation of regions and cities and thus favorable conditions for their resistance, recovery, re-orientation and renewal.

Opis:: The aim of this article is to characterise new and traditional borders of the Russian East from the perspective of transboundary cooperation. Weak institutes by which regional economy in the border regional is trapped are characterised in the paper. Case study of the timber industry is used as an illustration. Ecosystem approach is presented as an instrument to balance environmental risks. Methodologically the paper is based on the theory of border, Paul Krugman’s theory of spatial economic development and the World Bank classification scheme of development, and ecosystem approach as a component of environmental economy.

Opis:: The study analyses the role of the transit function in the development of a regional transport system drawing on the example of the Kaliningrad exclave region (Russia). The article studies the role and extent of the impact of changes in the volume and structure of transit operations on the value-added creation in the regional economy. The assessment of the transit function was conducted using analytical software for strategizing and situational forecasting of the socio-economic development of the Kaliningrad region, the analogue of which is the CGE-model. The article describes the results of the regional value-added modelling based on the integrated index of gross regional product (GRP) and the changing volume and structure of transit cargo. The article explores the transit specialisation options for the Kaliningrad region based on different scenarios of its social and economic development and the changes in external factors. The results can be applied to similar studies on assessing the transit potential of a particular territory and developing measures to support the transportation system development in other regions.

Opis:: The article presents the possibility of Rusing multi-criteria fuzzy analysis for assessing the region al competitiveness. This estimation can be used for place marketing strategy development and based on results of socio-economic development. The proposed approach is characterized by comparative estimation, when the level of development of one region is determined by the development of other areas. The final evaluation is the level of the cluster which the object being analyzed belongs. This allows ignoring minor fluctuations in Total indexes. The results of robust and fuzzy groups of regions are analyzed. This grouping is characterized by similar levels of development and helps to define the directions of further development of the regions.

Opis:: This article provides a cluster analysis of existing technoparks, the sample of which was built according to the completeness of the data presented on the official websites of the Ministry of Industry and Trade of the Russian Federation and the terms of operation. The analysis is carried out in order to determine the best components of the effectiveness of the development of the technopark movement in Russia. According to the analysis of this article, we can talk about a weak relationship between the three sub-indices: the activities of the management company, the activities of residents, the activities of regional authorities. The obtained data can serve as a starting base for further construction of an econometric model of the efficiency factors of technoparks.

Opis:: Purpose: the main purpose of this paper is to analyse the new infrastructure project in western Ukraine, show its main characteristics and to forecast how it will improve the socio-economic life of this region and how it will rise tourist flows in cross-border territories. Design/methodology/approach: The Small Carpathian Circle was chosen as it is the biggest infrastructure project in western Ukraine that covers three oblast (regions) of Ukraine and will have a cross-border impact. Literature sources, statistical information and estimates data used in this paper were gathered from various international and Ukrainian official sources and websites. Personal knowledge about Carpathian region was also used as the author comes from Lviv oblast of Ukraine. Findings: the outcome of this paper is that the Small Carpathian Circle has to be implemented in the nearest future in order to provide the efficient mobility in Carpathian region of Ukraine on the basis of sustainable development. The main reasons for its slow implementation in 2022 were highlighted. Originality/value: it is the first research paper about the Small Carpathian Circle, as it wasn’t analysed properly by scientists yet. It is addressed to a scientific circle, politicians, investors, international organisations and all people interested in Carpathian region development.

Opis:: Strategic governance of sustainable spatial development is characterized by fragmenta-tion and lack of coordination. Therefore, issues of increasing the effectiveness of strategic governance of sustainable development of territories are becoming of particular rele-vance, which testifies the necessity of theoretical and methodological substantiation of the conceptual foundations for perfection of this process. Revealed that in the structure of available methodical approaches to assessing the level of sustainable city development and analyzing the efficiency of management of this process there are some differences, which indicates the need for their improvement for application in the process of diagnos-tics. It is proposed to apply a synergistic approach to studying the problems of managing sustainable development of a city, which makes it possible to identify interethnic integra-tion patterns of self-organization of a city as a complex socio-economic and ecological system.
Strategiczne zarządzanie zrównoważonym rozwojem przestrzennym charakteryzuje się fragmentacją i brakiem koordynacji. Dlatego szczególne znaczenie zyskują kwestie zwięk-szenia efektywności strategicznego zarządzania zrównoważonym rozwojem terytoriów, co świadczy o konieczności teoretycznego i metodologicznego uzasadnienia pojęciowych podstaw dla doskonałości tego procesu. Ujawniono, że w strukturze dostępnych podejść metodycznych do oceny poziomu zrównoważonego rozwoju miasta i analizowania efek-tywności zarządzania tym procesem istnieją pewne różnice, które wskazują na potrzebę ich poprawy do zastosowania w procesie diagnostyki. Proponuje zastosowanie synerge-tycznego podejścia do badania problemów zarządzania zrównoważonym rozwojem mia-sta, co pozwala na identyfikację międzyśrodowiskowych wzorców integracji samoorga-nizacji miasta jako złożonego systemu społeczno-gospodarczego i ekologicznego.

Opis:: The paper proposes new approaches to the implementation of regional strategies of border regions and territories of Ukraine. There were the following areas in which it is advisable to use and develop the conception and conceptual apparatus of the border area within the framework of the regional economy: an approach in which the border area is viewed as an area adjacent to a fixed front line that has a significant socio-economic impact on this territory; an approach in which the border is viewed not as a fixed line, but as a “frontal limit” of the influence of the state border on the adjacent territory. The following are proposed as possible approaches to the analysis and evaluation of regional competitive regions and territories: an approach based on the theory of regional reproduction, concepts of value chains, regional capital, and capitalization of the territory; approach based on categories of human capital, demographic potential, level of socio-economic development of the territory, level and quality of life of the population of the region; an approach based on the theory of bioregionalism, the concept of sustainable (environmentally balanced) development, the concepts of natural resource and ecological potential of the territory; an integrated approach based on the concept of “ecogeotrions”, which allows to assess the degree of balance between the three main components of regional competitiveness (economic, social and environmental).

Opis:: "Celem artykułu jest określenie przyczyn różnego poziomu efektywności technologii gospodarek poszczególnych regionów w Polsce, utożsamianych z województwami, a w konsekwencji zróżnicowania wydajności pracy. Aby określić przyczyny tego zróżnicowania zastosowano zmodyfikowaną wersję modelu DEA (non-radial Data Envelopment Analysis). Z ekonomicznego punktu widzenia największą zaletą takiego modelu jest rezygnacja z jednolitego wskaźnika efektywności technologicznej dla wszystkich nakładów. W modelu tym zakłada się, że każdy nakład może mieć inny wskaźnik efektywności. W rezultacie możliwa jest substytucja między nakładami kapitału rzeczowego i pracy. Zastosowanie modelu non-radial DEA pozwoliło wyznaczyć cząstkową efektywność nakładów czynników produkcji, także w ujęciu sektorowym. Omawiana metoda pozwala nie tylko określić efektywność technologii stosowanych w gospodarkach regionalnych, ale także dostarcza informacji o przyczynach ewentualnej nieefektywności, z jednoczesną propozycją pożądanej kombinacji nakładów, która pozwoli tę nieefektywność wyeliminować."
The aim of the paper has been to determine the reasons for technological in effectiveness of the economies of Polish regions (i.e. voivodeships). In order to do so, we have used the modified method of non-radial Data Envelopment Analysis, which allowed us to determine partial indexes of technological effectiveness separately for the labour factor and the material capital factor. As a result, we have been able to state that the main source of tech nological ineffectiveness of technologies used in regional economies lies in relatively lower and spatially differentiated technological effectiveness compared to the technological effectiveness of the material capital factor. In view of the results, we have extended the study over three sectors of the economy and considered the substitution processes occurring between them. Adapting such a research objective has made it possible to identify the reasons of the ineffectiveness of the analyzed economies and of those characterized by a relatively low technological effectiveness. A technology has been proposed which will help to overcome the technological inadequacies in the most effective way.

Opis:: Dyskusja w zakresie podejścia do definiowania inteligentnego miasta jestw literaturze ciągle aktualna (Moustaka i in. 2018, de Falco i in. 2019). Autorzy bardzoróżnorodnie określają ramy koncepcji. Jednym z czynników, który ma wpływ na tę różnorodność podejść, jest kwestia ciągle przyspieszającego rozwoju nowych technologii, przezco koncepcja ma charakter ewolucyjny (Mora, Deakin 2019). Innym ważnym czynnikiemoddziałującym na różne podejścia do definiowania problemu jest cała gama możliwościzindywidualizowania definicji w odniesieniu do wybranego przypadku miasta, co jest konieczne, bo miasta różnią się od siebie nie tylko problemami, ale możliwościami technologicznymi ich rozwiązywania. Samorządy starają się stworzyć własne rozwiązania, któreczęsto powstają jako połączenie tzw. dobrych praktyk, uważanych za wzorcowe w Europie,np. przypadki Wiednia czy Barcelony (Mora i in. 2019) oraz własnych wizji rozwojowych.Nie wszystkie miasta w jednakowym stopniu są przygotowane do przyjęcia rozwiązań charakterystycznych dla smart city. Ten problem został zbadany przez autorkę, a wyniki ankietprzedstawione w empirycznej części artykułu na przykładzie miasta Poznania. Różnorodne czynniki wpływają na dużą dynamikę w formułowaniu koncepcji, co powoduje, że jest to niezmiernie intersujące pole badawcze. Celem artykułu jest próba syntezy różnych podejść do definiowania inteligentnego miasta oraz wskazanie na ich wspólne cechy. Z kolei celem założonym w części empirycznej jest pokazanie stanu gotowości miasta Poznania do przyjęcia rozwiązań typu smart city. Podstawową tezą artykułu jest stwierdzenie, że koncepcja smart city jest silnie związana z postępem technologicznym i w miarę rozwoju technologii pojawiają się nowe obszary aktywności miasta, które mogą być przez nią wdrażane. Pojęcie miasta inteligentnego może być różnorodnie definiowane, ponieważ każdy ekosystem ma swoją specyfikę i możliwości wsparcia rozwoju w zakresie transportu ludzi i towarów, przeciwdziałania smogowi, przeciwdziałania zmianom klimatycznym i innych rozwiązań z obszaru np. turystyki.
Cities are not equally prepared to adopt the solutions characteristic for a smart city. This problem was analysed by the author and the results were presented in the empirical part of the article on the basis of the city of Poznań. Various factors have the impact on the variety and dynamics in the process of formulating concepts of a smart city and therefore they make it an interesting area of study. The aim of this article is the attempt to sum up different attitudes to defining a smart city and to indicate their common features. The aim of the empirical part is, however, to present the preparedness of the city of Poznań to adopt the solutions as a smart city. The main thesis of this article is the statement that the concept of a smart city is strongly connected with the technological progress and as technologies develop, new areas of activities of the city appear and can be implemented.

Opis:: Currently, foreign direct investment (FDI) is considered the most important factor of regional development in the world, as it significantly influences the functioning of regional economic structures and the degree of their use, which is particularly noticeable in some countries, including Poland. In the global economy, most FDI is located in highly developed countries. However, for several years, there has been an increase in the inflow of FDI to developing countries, among them Poland, which has become one of the largest recipients of foreign capital from among the countries of Central and Eastern Europe. In the report Investor’s Guide - Poland - How to do business (2017), it was emphasised that Poland’s accession to the European Union opened the Polish market to foreign enterprises and created favourable conditions for investing in Poland. Therefore, the aim of this article is to present the regional distribution of foreign direct investment in Poland, with a particular view to presenting differences in the volume of foreign direct investment inflows to individual Polish regions and what conditions them. In the statistical analysis, the determinants of FDI inflow to Poland between 2010 and 2017 referred to selected macroeconomic indicators that allow the foreign investor to determine the level of economic stability of a country or region. This choice was based on literature and own research on the investment attractiveness of a country and the determinants of FDI inflow. The empirical part of the article was prepared on the basis of GUS statistical data. This source of data was opted for, as it enabled showing FDI engagement by provinces.
