    The aim of the paper is to analyse the theoretical aspects of the European Green Deal and to identify its potential impact on the Community's regional development processes. The paper presents the objectives and assumptions of the doctrine and its global dimension. The theoretical foundations of the doctrine in economic and social dimension have been defined. An attempt was made to identify and analyse the impact of the European Green Deal on regional development processes in the European Community. Regional development has been defined as the process of development of economic potential, increase in the competitiveness of economic entities and the standard of living of the countries' inhabitants, in their regional decomposition, which takes place as a result of transforming factors and resources into goods and services, ensuring economic security. The influence of the European Green Deal on factors of economic growth and development, factors of competitive advantage of countries, system of both public and private value (natural resources, national assets), transformations in the structure of economies (emerging and declining industries), as well as costs necessary to make the doctrine a reality were indicated.

    Studies conducted so far suggest that SEZs are not treated by local authorities as the main mechanism of job creation in a given region. The objective of this paper is to highlight potential mechanisms through which SEZs impact labour markets in poviats (counties) in Poland. To this end we conducted a comparative analysis of changes that had taken place in the labour market over the period 2004-2016 in two groups of poviats with the highest unemployment rate reported in 2004: with and without SEZs. The study does not allow us to unambiguously conclude that SEZs contributed to the improvement of labour market situation in poviats with the highest unemployment rate in Poland. That can be attributed to the fact that SEZs in Poland are highly fragmented as well as to SEZs investors being able to select locations for their investment projects in relatively better developed regions.

    Opis:
    This article discusses the problems associated with the existence of special economic zones in Poland. Based on the example of the oldest special economic zone (SEZ) in Mielec, its history, development and the most important investors are presented. The issue related to the development of industry and services in the area was further discussed. The issue raised is important from this point of view, as it often emphasises the impact of special economic zones on economic development in the regions in which they are located. At the same time, numerous studies and analyses of the different views about the low impact of such areas on the industrialisation of the region can be found. From the analysis of economic data from the beginning of the presence of the area in Mielec until the end of 2016, applications were received with a positive effect of SEZ on the development of the area of the zone. It is worth emphasising that the impact is significant, that is, the zone significantly influences the development of industry and services related to the environment, both within and outside the area. However, the activities of the zone also have a negative impact on the environment. The nuisance of the subzone in Mielec is an example of undesirable effects associated with the presence of a zone in a given area.
    Artykuł przybliża problematykę związaną z występowaniem specjalnych stref ekonomicznych na terytorium Polski. Przedstawiono ją na przykładzie najstarszej specjalnej strefy ekonomicznej (SSE) w Mielcu – jej historii, rozwoju oraz najważniejszych inwestorów. Omówiona została kwestia związana z rozwojem przemysłu i usług na terenach strefy. Poruszana tematyka jest istotna z tego punktu widzenia, iż często podkreśla się wpływ specjalnych stref ekonomicznych na rozwój gospodarczy regionów, w których zostały zlokalizowane. Jednocześnie można odnaleźć liczne opracowania i analizy przedstawiające odmienne stanowisko, mówiące o niskim wpływie takich obszarów na rozwój uprzemysłowienia danego regionu. Z przeprowadzonej analizy danych ekonomicznych od początku występowania strefy w Mielcu do końca roku 2016 otrzymano wnioski o pozytywnym wpływie SSE na rozwój terenów strefy. Wartym podkreślenia jest fakt, że wpływ ten jest istotny, to znaczy w sposób znaczący strefa wpływa na rozwój przemysłu oraz usług powiązanych z otoczeniem, zarówno na jej terenie, jak i poza nim. Jednak działalność strefy wiąże się także z negatywnym oddziaływaniem na środowisko naturalne. Uciążliwość podstrefy w Mielcu stanowi przykład niepożądanych skutków związanych z występowaniem strefy przemysłowej na danym terenie.

    The article deals with the importance of the Italian state intervention in the 20th century in selected sectors of the economy (in regional terms) on the subsequent socio-economic situation of the regions. Due to the observed today very large differentiation of the regions, the question is whether and to what extent the central policy of the Italian state of the post-unification period influenced the disproportions occurring today? The article consists of three main parts: the first outlines the contemporary socio-economic differentiation of the regions, the second presents the economic condition of the regions after the unification of the country, and the position of the state, and the measures it has taken, including repair programs used to improve the socio-economic conditions of the regions, the third part assesses the relevance and legitimacy of the implementation of these measures in the context of the current situation of the country. The aim of the article is to indicate the importance of the role of state policy, and the decisions taken in the past on the contemporary economic condition of Italian regions. Thus, the author attempts to explain the permanent, and in some areas still deepening, differences in the socio-economic development of Italian regions.
    Artykuł traktuje o znaczeniu interwencji państwa włoskiego w XX wieku w wybrane sektory gospodarki (w ujęciu regionalnym) na późniejszą sytuację społeczno-ekonomiczną regionów. Ze względu na obserwowane współcześnie bardzo duże zróżnicowanie gospodarcze regionów, postawiono sobie pytanie, czy i w jakim stopniu centralna polityka państwa włoskiego okresu postzjednoczeniowego wpłynęła na występujące dziś dysproporcje? Artykuł składa się z trzech zasadniczych części: w pierwszej nakreślono współczesne zróżnicowanie społeczno-ekonomiczne regionów, w drugiej przedstawiono kondycję gospodarczą regionów po zjednoczeniu kraju oraz stanowisko państwa i podjęte przez nie działania, w tym programy naprawcze służące poprawie warunków społeczno-ekonomicznych regionów, w trzeciej części dokonano oceny trafności i zasadności realizacji tych działań w kontekście aktualnej sytuacji gospodarczej kraju. Celem artykułu jest wskazanie na znaczenie roli polityki państwa i decyzji podjętych w przeszłości na współczesną kondycję gospodarczą regionów włoskich. Tym samym autor na podstawie kwerendy literatury oraz przy zastosowaniu wybranych metod statystycznych podejmuje próby wyjaśnienia permanentnych, a w niektórych obszarach nadal pogłębiających się, różnic w rozwoju społeczno-ekonomicznym włoskich regionów, ze szczególnym uwzględnieniem wpływu działań politycznych podjętych po zjednoczeniu kraju.
