Opis:
Analyzing Poland’s current activity regarding the influx of refugees and the formulated attitude towards action in the field of restriction and control of the influx undertaken by European and international institutions, one should notice increasing reluctance to accept immigrants. What is more, there is a growing trend in the public debate in Poland to identify (to correlate) the influx of refugees with the problem of security. Although Poland is neither located on the main transit routes nor a destination for immigrants (including refugees), there is a process of systematically including this issue in the public discourse and analyzing the consequences of the potential increase in the influx of immigrants in the context of state security. Relationships that arise at the interface between migration and security point to the process of securitization of immigration, which involves integrating migration issues into a catalogue of state security threats and considering them through the lens of possible threats to the receiving societies.

The political salience of policy issue arenas related to the movement of people, including immigration, citizenship, and asylum, has increased in recent decades and is likely to continue to escalate for the foreseeable future, because of both real dynamics of migration flows and because of political dynamics including reactions to the Covid-19 pandemic. Existing governance regimes at the global, regional, and national levels somewhat order the migration issue arena and do much humanitarian good, but they also generate new problems and injustices. The perception of disorder in migration and citizenship are likely to continue to present challenges for liberal democracy and for international cooperation. This article outlines the contours of challenges of governing the movement of people since the end of the Cold War.

Purpose: Migration is a complex situational transition that rarely occurs in isolations. Use of the transitions framework allows for recognition of the complex, longitudinal, and iterative components and processes of migration. Refugees experience a long and anduous transition. Refugees may experience significant changes in health status. The study purpose to investigate the change in health perception of refugee women within the framework of transition theory. Materials and methods: This study is a qualitative study. Data were collected with a semi-structured interview form at in-depth interviews. Obtained data were analyzed with inductive content analysis. Analysis of interview data provided by thirty Syrian refugee women. Results: The refugee women’s changing in health perception were found to comprise the following themes "pre-migration access to health care system and medical practise", " experiences of immigration process", "access to health care system in Turkey and medical practice,” and “change in health perception" and subthemes. Conclusions: Health perception for Syrian refugees women is status of well-being or not. Health status of refugees women got worse during immigration process and postmigration process. Because of refugee women in the face of some problems such as language barriers, lack of socio-economic situation, inadequacy of access to health care system all of these cause to be negatively change in health perceptions.

Opis:
Immigration and refugee flows in the Eastern Mediterranean migration path have been increased since 2015, thus, creating the need for coordinated political reaction from the European Union. Some actions have been achieved, such as the EU-Turkey agreement but their effectiveness is contested, while the burden is mainly shared by the Mediterranean EU member states. At the same time, the challenges for all European countries in terms of refugees integration is becoming more and more eminent, due to the continuing immigration flows to the EU. This article analyses two basic parameters on the necessity of coordinated European policy both in the fields of immigration policy and foreign policy towards the stabilization in the Eastern Mediterranean, mainly by focusing on the role of Greece.

This article deals with the current problems connected with the migration. The first part of this article provides a brief overview of opinions of former Czech president Vaclav Klaus and his former chancellor Jiři Weigl on this topic. The second part of this article provides a brief opinions which 20 years ago published on this topic famous American professor Samuel Huntington. At the end is possible to say, that current migration from the Middle East Region to the Europe, if not to be properly solved, can cause a lots of socio-economic problems in the future.

This paper explores the threats to France’s security linked to the influx of immigrants and refugees. As the number of immigrants and refugees entering the country grows, security policies are jeopardised. The opinions French citizens on the safety of local politics, communities, identity, culture, language, and religion are surveyed in the 2017 report Attitudes Towards Refugees, Immigrants, and Identity in France. The analysis of data included in the report shows negative attitudes toward Islam and generally doubts towards newcomers. The results of the analysis present an important knowledge for security policies because it is a reflection of a nations wariness. That having been said, more studies need to be conducted in order to have a better perspective on the identified issues

The uncontrolled wave of immigrants to the European Union countries, which reached its peak in 2015, challenged not only the well-established system of asylum policies in the Member States but also revealed the fundamental differences among them concerning the so-called “immigration issue”. The article focuses on the mechanisms and institutions which evolved during the different waves of immigrants in Belgium and the Netherlands. It also looks for an answer to the question: is mass immigration to Europe a threat or an opportunity? Depending on one’s attitude to the topic, the answer may be positive or negative.

The present paper focuses on the presentation of migrant groups in public discourse, which sheds light on the security-related implications of immigration. In particular, the purpose of the paper is to analyze public discourse on migration to Poland. Qualitative analysis based on a corpus of news reports and online comments on migrant groups in Poland shows that the media coverage of migrant groups focuses on social conflicts and the migrant crisis. Close examination of online comments reveals that regardless of the tone and topic of the article, users’ comments posted below the articles are biased, outright and based on repetitive generalisations. Despite few positive reactions, a great degree of intolerance and discrimination has been manifested in public discourse and antagonistic feelings between the minority and majority groups have been identified. Portraying others in a negative way tends to arouse prejudice as well as discriminatory behaviours; thus, it may be concluded that that negative stereotypes are deeply rooted in Polish society and are likely to bring about negative expectations towards various ethnic groups.

Immigration has evoked mixed feelings among Europeans for a few years. For some people, refugees coming to Europe in large numbers are just ordinary people looking for a shelter, a safe place on earth to live for them and their children, and escaping the cruelty of war. For others, refugees pose a danger to safety and destroy their (our) system of values. In many European countries there has been a social debate about immigration for a long time. We can therefore observe an apparent discrepancy in this discussion. While numerous voices from the societies of many countries call for stopping an uncontrolled influx of immigrants, the representatives of the authorities insistently repeat the arguments which, in their opinion, argue in favour of the necessity of providing help at all costs, even at the cost of lives of their own citizens. The acts of vandalism and violence committed by immigrants in the countries that had agreed to let them in contradict repeating opinions about the advantages of accepting hundreds of thousands of immigrants from the Middle East and Africa. That raises the question of whether immigration is a chance for Europe or poses a serious danger to basic European values such as freedom, tolerance, mutual understanding and respect.

Artykuł opisuje doświadczenia Szwecji w przyjmowaniu uchodźców – kraj ten w większym stopniu niż pozostałe państwa członkowskie Unii Europejskiej wziął na siebie odpowiedzialność za zapewnienie uchodźcom schronienia. Podczas gdy niektóre kraje europejskie, w tym Polska, odmówiły przyjęcia uchodźców w ogóle bądź zgodziły się jedynie na przyjęcie niewielkiej ich liczby, Szwecja – jako kraj szczycący się gościnnością wobec imigrantów – otworzyła się na przybyszów spoza Europy. Jednocześnie jednak poniosła koszty tej niepopularnej w Europie postawy.
Article describes experiences of Sweden in refugees reception – this country took a responsibility for providing shelter to refugees to a greater extent that other EU Member States. While some European countries, including Poland, have refused to accept refugees altogether or have agreed to accept only a small number of them, Sweden – as a country with hospitality to immigrants – opened up to newcomers outside Europe. Simultaneously Sweden has borne a cost of this unpopular attitude.

W Republice Federalnej Niemiec z roku na rok rośnie znaczenie polityki imigracyjnej i waga problemu imigracji oraz procesów integracji/braku integracji imigrantów ze społeczeństwem niemieckim, a także konieczność permanentnego monitoringu związanych z tym zagrożeń dla bezpieczeństwa wewnętrznego i trudności powiązanych z prewencją i ich zwalczaniem. Wielu badaczy zajmujących się bezpieczeństwem wewnętrznym Niemiec przyznaje, że obecne zagrożenia wiązane są przez większość Niemców z napływem imigrantów. Postrzegani są oni jako źródło potencjalnego ryzyka, niebezpieczeństwa i wewnętrznych konfliktów. Powiązania między migracjami a bezpieczeństwem mają w Niemczech złożony charakter i stanowią ważny dziś temat badawczy. Niemcy za największe wyzwanie w tym kontekście uważają zagrożenie atakami terrorystycznymi. Artykuł ukazuje wybrane kategorie zagrożeń dla bezpieczeństwa wewnętrznego Niemiec, które związane są pośrednio lub bezpośrednio z napływem imigrantów.
migration policy, of the weight of the problem of integration/lack of integration of migrants with the German society is visible, and of the need for permanent monitoring of internal security threats and difficulties with their prevention and fighting them. Many researchers working on the internal security of Germany admit that the current threats are linked, by the majority of Germans, with the influx of immigrants to this country. The migrants are seen as a source of potential risks, dangers and internal conflicts. It might be argued that there is an undeniable correlation between migration and security in Germany. However, its character is complex, and it is an important research subject. The problem that is perceived by Germans as the biggest challenge, in this context, is the threat of terrorist attacks. This paper aims at presenting selected categories of threats to the internal security of Germany, which are linked directly or indirectly with the influx of immigrants.

The state policy is a derivative of many factors, both internal and external. It is implemented through appropriate activities in various fields of its functioning. From 2015, there has been a revival of the debate over migration issues that are the result of the humanitarian crisis that Europe has been struggling with. According to data from the International Organization for Migration, the number of people seeking a refuge or a better life in Europe has increased fourfold in one year. This situation has forced action by the European Union and individual states aimed at limiting the scale of illegal immigration. The aim of the article is to analyze Poland’s migration policy in the context of actions taken by EU institutions. The first part of the work contains theoretical considerations regarding migration policy. In the second one, the author presented attempts to solve the migration crisis by the European Union together with the attitudes of Polish governments towards immigrants and the issue of their relocation. The article presents the changes that have been made in the Polish legal and institutional system. The undertaken analysis indicates that in the migration policy, which is largely reactionary in nature, the chief value is safety.
Polityka państwa jest pochodną wielu czynników zarówno o charakterze wewnętrznym, jak i zewnętrznym. Realizowana jest poprzez odpowiednie działania w różnych dziedzinach jego funkcjonowania. Od 2015 r. nastąpiło ożywienie debaty nad kwestiami migracji, będącymi następstwem kryzysu imigracyjnego, humanitarnego, z jakim zmaga się Europa. Według danych Międzynarodowej Organizacji ds. Migracji liczba osób szukających schronienia lub lepszego życia w Europie wzrosła czterokrotnie w ciągu jednego roku. Sytuacja ta wymusiła podjęcie działań przez Unię Europejską oraz poszczególne państwa mających na celu ograniczenie skali nielegalnej imigracji. Celem artykułu jest analiza polityki migracyjnej Polski w kontekście działań podjętych przez instytucje unijne. Pierwsza część pracy zawiera rozważania teoretyczne dotyczące polityki migracyjnej. W drugiej natomiast autor przedstawił próby rozwiązania kryzysu migracyjnego przez Unię Europejską wraz z postawami polskich rządów wobec imigrantów oraz kwestii ich relokacji. Artykuł przedstawia zmiany, jakich dokonano w polskim systemie prawo-instytucjonalnym. Podjęta analiza wskazuje, że w polityce migracyjnej, mającej w znacznej mierze charakter reakcyjny, naczelną wartością jest bezpieczeństwo.

Artykuł dotyczy Niemiec jako państwa migracji i imigracji w ujęciu historycznym (po 1945 roku). Prezentowane są kolejne etapy/fazy migracji, z uwzględnieniem jej przyczyn, oraz przywoływane dane statystyczne obrazujące wielkość przepływów migrantów czy też uchodźców. Autor artykułu stara się również udzielić odpowiedzi na pytanie dotyczące perspektyw niemieckiej i europejskiej polityki migracyjnej.
Der Artikel befasst sich – in historischer Hinsicht – mit Deutschland als Wanderungs- und Einwanderungsland (seit 1945). Die nachfolgenden Phasen der Migration werden unter Berücksichtigung ihrer Ursachen und der angegebenen statistischen Daten, die das Volumen der Migranten- oder Flüchtlingsströme veranschaulichen, dargestellt. Der Autor des Textes versucht auch, die Frage nach den Perspektiven der deutschen und europäischen Migrationspolitik zu beantworten

Masowy napływ ludności do Europy, który od roku 2013 szczególnie przybrał na sile, okazuje się brzemienny w rozliczne skutki demograficzne, ekonomiczno-społeczne, polityczne i cywilizacyjne. Uzasadnia to zastosowanie wyrażenia „kryzys migracyjny”, który zbiegł się w czasie z zaostrzeniem stosunków między Stanami Zjednoczonymi Ameryki, Unią Europejską i Federacją Rosyjską. Kontekstem dla tych wszystkich zjawisk był globalny kryzys ekonomiczny, który najbardziej dotknął Unię Europejską. Niektóre z państw europejskich, m.in. Niemcy, państwa skandynawskie, Holandia, dość szybko poradziły sobie ze skutkami kryzysu reformując swoje rynki pracy. Ale ponad połowa państw Unii Europejskiej do dzisiaj boryka się z problemami ekonomicznymi i społecznymi, których wyrazem jest wysokie bezrobocie. Prawie 8 milionów obywateli państw Unii Europejskiej zmuszonych było do emigracji z uwagi na brak możliwości zatrudnienia w krajach pochodzenia, a 20,4 mln osób pozostaje bezrobotnych (stan na listopad 2016).1 Niektóre kraje europejskie stoją dziś wobec problemu utraty tożsamości kulturowej i przetrwania z uwagi na emigrację najbardziej aktywnych, młodych i wykształconych obywateli. I właśnie w okresie, kiedy Unia Europejska powinna pracować nad sposobami rozwiązania tego typu problemów, pojawiło się w jej granicach 5 mln imigrantów i uchodźców. Ich napływ jest zgodny z tendencjami światowymi i scenariuszami przewidującymi na obecny okres i kolejne dekady rosnącą presję migracyjną zarówno w Europie jak i w Stanach Zjednoczonych (Husa, Parnreiter, Stacher 2010). Zarówno rozmiary zjawiska jak i kierunki napływu oraz struktura migrantów okazały się jednak dla Europy całkowitym zaskoczeniem. Artykuł przedstawia główne przyczyny współczesnych masowych migracji, geopolityczne okoliczności tego procesu, oraz analizuje szczegółowo napływ migrantów do Europy przez Bałkany oraz środki zaradcze podejmowane przez państwa graniczne strefy Schengen.
The article deals with the geopolitical interpretations of the causes, geographical size and variability of the migration wave from the areas of the Arab-Islamic arc to Europe after 2013, which occurred after world-economic crisis (2008 onwards) and at the time of new strategic escalation with Russia. Within a few years the number of those immigrants (including refugees) exceeded the number of 5 million. The refugee crisis has become a European problem because of the sequences of decisions, that increased the volume of migration wave, it intertwined with the economic motives of migration, giving up control and underestimated the negative economic and cultural effects. The exile has become a tool of political pressure both within European countries and outside them.

Opis:
France is a country of vast immigration traditions reaching as far as the 2nd half of the 19th century. At the same time it has produced numerous research materials on immigration and immigrants’ integrations. Therefore, taking into account the multitude of these experiences, it is worthwhile to look at the so called ‘migration crisis’ from the French perspective. This point of view, on the one hand, analyses the role of France preparing a common solution to the crisis within the frames of the European Union, also in the scope of French-German relations, and on the other hand, it deals with the attitude of the French people towards the current migration situation, including the activities undertaken by the French administration. Firstly, the migration crisis influenced the change in the discourse on immigration and immigrants in France, broadening the topic to include European and international aspects. Secondly, it became a comfortable means for French leaders to underline the leading role of France, next to Germany, in creation of common solutions to the crisis. Thirdly, the evolution of the French attitude towards European and German proposals (mainly the system of immigrants’ relocation) may suggest that there is a willingness to remain in agreement with the social reception of the current crisis among the French. This can also be perceived as the beginning of the French election campaign which takes place before the upcoming presidential election.
