    This text is a contribution to the discussion on the reform of higher education in Poland. By referring to selected examples, it shows that the planned changes are based on several fundamental myths resulting from the inefficiency of earlier attempts to heal the university system. At the same time, it aims to show why it is necessary to abandon the belief that higher education can be reformed quickly, with little financial outlays, and that the results of the implemented changes can be instant. The text offers also a criticism of the view assuming that the expected changes can be arrived at only through a reform of the law, and that it is possible to transplant solutions functioning in other countries directly to Poland. The presented considerations oppose the position according to which there exist some ideal models of education and research, whose implementation can make it possible to “breed” an ideal scholar. Arguing that education and academic success will always be an outcome of many variables, a critical analysis of selected solutions included in the law on science and higher education has been offered as well.

    Na podstawie wybranych danych, takich jak rankingi uczelni, granty ERC oraz publikacje w najważniejszych czasopismach naukowych, analizowane jest miejsce polskiej nauki w światowej konkurencji. Następnie omówione są konieczne regulacje, które powinny zostać wprowadzone, by to miejsce poprawić. Najważniejszą z nich jest zmiana sposobu zarządzania naszymi uniwersytetami, a przede wszystkim inny sposób wyboru ich władz.
    Based on selected indicators, such as university rankings, ERC grants and publications in most important scientific journals, the performance of Polish science in international competition is analyzed. New regulations needed to improve the situation are then discussed. The most important change concerns the management of our universities, especially the way their leadership is selected.

    Niniejszy tekst jest głosem w dyskusji nad reformą szkolnictwa wyższego w Polsce. Na wybranych przykładach pokazuje on, że planowane zmiany opierają się na kilku fundamentalnych mitach odpowiadających za nieefektywność wcześniejszych prób naprawy uniwersytetu. Jednocześnie stara się pokazać, dlaczego należy odrzucić przekonanie, że reformę szkolnictwa wyższego można przeprowadzić szybko, bez wielkich nakładów finansowych, i że rezultaty wprowadzanych zmian mogą być natychmiastowe. W tekście prowadzona jest także krytyka poglądu zakładającego, że pożądane zmiany można osiągnąć wyłącznie poprzez reformę prawa i że da się wprost zastosować w warunkach polskich rozwiązania działające w innych państwach. Prowadzone rozważania przeciwstawiają się stanowisku, zgodnie z którym istnieją jakieś idealne modele kształcenia i prowadzenia badań, których wdrożenie umożliwia „wyhodowanie” idealnego uczonego. Argumentując, że kształcenie i sukces naukowy zawsze będą wypadkową wielu zmiennych, krytycznej analizie poddano również wybrane rozwiązania wprowadzane w prawie o szkolnictwie wyższym i nauce.

    W artykule niniejszym przedstawiam obraz szkolnictwa wyższego prezentowany w polskiej prasie wysokonakładowej w latach 2008-1012. Na podstawie analizy tekstów publikowanych w wybranych dziennikach („Gazeta Wyborcza”, „Rzeczpospolita”, „Dziennik Gazeta Prawna”) i tygodnikach („Polityka”) dokonuję rekonstrukcji głównych składowychdyskursu, który określić można mianem hegemonicznego. Stawiam tezę, że debata o szkolnictwie wyższym w polskiej prasie miała charakter ideologiczny i stanowiła wsparcie dla systemu wprowadzanych w świecie nauki neoliberalnych reform.
    The current article is devoted to study of representations of Polish highereducation in major newspapers and weekly magazines in 2008-2012. The authorconcentrates on the analysis of main elements of (hegemonic) discourse, mainly intexts published in „Gazeta Wyborcza”, „Rzeczpospolita”, „Dziennik Gazeta Prawna”and „Polityka”. The debate on higher education turned to be highly ideological andin the end provided support to the implementation of neoliberal reforms in academia.

    В статье обсуждаются проблемы состояния и процесса реформирования сферы образования в Украине и Польше, способы совершенствования системы высшего образовния и подготовки педагогических кадров для неё. Представляются накопленная информация о реформе высшего образования в Польше и Украине в течение последних 25 лет, а также новые тренды и инновации в системе высшего образования. Указаны основные принципы реформы сектора образования в Украине с точки зрения будущей интеграции с Европейским пространством высшего образования.
    Omówiono problemy warunków i procesu reformowania w sferze edukacji na Ukrainie i w Polsce, sposoby doskonalenia systemu szkolnictwa wyższego oraz przygotowania kadr pedagogicznych dla niego. Ukazano informacje na temat reformy szkolnictwa wyższego w Polsce i na Ukrainie w ostatnich 25 latach, jak również nowe trendy i innowacje w szkolnictwie wyższym. Przedstawiono podstawowe zasady reformy sektora edukacji na Ukrainie w kontekście jej przyszłej integracji z Europejską Przestrzenią Szkolnictwa Wyższego.
    The problems of condition and the reformation process in the sphere of education in Ukraine and in Poland, the ways of improvement of higher education system, and preparation of the pedagogical staff to it are being observed. Compile information on higher education reform in Poland and Ukraine for the last 25 years as well as new trends and innovations in higher education are presented. The basic principles of reform of the education sector in Ukraine due to the prospect of integration into the European educational area are discussed.

    Opis:
    The National Qualifications Framework introduced as a part of the higher education reform in 2011 imposed on HEIs an obligation to commence works on study programmes. An important change was remodelling study programmes with paying special attention to knowledge, skills and competences. These works were closely related with the development of graduate’s profile, whichprovided for the new philosophy underpinning the drafting of study programmes and which took into consideration the requirements of the modern labour market. The establishment of the graduate’sprofile constitutes one of the most important elements of the development of study programmes. Learning outcomes for a given field of study, which reflect the requirements of modern labourmarket, are important determinants for the establishment of the graduate’s profile. In order to adapt the process of education to labour market needs, the reform of higher education strengthens the role of employers by obliging HEIs to establish councils, in which they sit. The reform has resulted in the new approach to the teaching process and the introduction of the graduate’s profile, which should meet the requirements of the modern labour market.
    Krajowe Ramy Kwalifikacji wprowadzone w ramach reformy szkolnictwa wyższego z 2011 r. nałożyły na uczelnie obowiązek podjęcia prac nad programami kształcenia. Ważną zmianą było przemodelowanie programów pod kątem wiedzy, umiejętności i kompetencji. Prace te związane były ściśle z opracowaniem sylwetki absolwenta, uwzględniającej nową filozofię tworzenia programów oraz oczekiwania współczesnego rynku pracy. Opracowanie sylwetki absolwenta stanowi jeden z ważniejszych etapów przygotowania programu kształcenia oraz efektów kształcenia dla danego kierunku. Odzwierciedlają one potrzeby współczesnego rynku pracy. W celu dostosowywania procesu kształcenia do rynku pracy reforma szkolnictwa wzmocniła rolę pracodawców poprzez nałożenie na uczelnie obowiązku tworzenia konwentu. Reforma spowodowała konieczność nowego spojrzenia na proces dydaktyczny, w tym sylwetkę absolwenta, która powinna odpowiadać potrzebom współczesnego europejskiego rynku pracy.

    A draft of the changes to the Polish Academy of Sciences is presented, which will increase its prestige and make better use of the scientific potential of the members of the Academy and the employees of its institutes. The proposed regulations will allow for a comprehensive activation of potential of both institutes and corporate members. The aim of reform is to make the PAS an attractive scientific institution with a focus on the pursuit of fundamental research at the highest level, and to recognize that understanding and clarification of the problem must precede possible applications.
