Opis:
The heritage of transcendental philosophy, and more specifically its viability when it comes to the problematic of the philosophy of social sciences, has been a key point of dissensus between Jürgen Habermas and Karl-Otto Apel. Whereas Apel has explicitly aimed at a transcendental-pragmatic transformation of philosophy, Habermas has consequently insisted that his formal pragmatics, and the theory of communicative action which is erected upon it, radically de-transcendentalizes the subject. In a word, the disagreement concerns whether transcendental entities have any substantial role to play in philosophical discourse and social-scientific explanations. My aim is to reconstruct how Apel establishes a connection between transcendentals, qua the ideal communicative community and the possibility of non-objectifying self-reflection. As I shall demonstrate, the principles that transcendental pragmatics sees as underlying social actions are not to be understood in a strictly judicial way, as “supernorms.” Rather, they should be conceptualized and used as a means for action regulation and mutual action coordination. Against this backdrop, I show that the concept of the ideal community provides the necessary underpinnings for Habermas’ schema of validity claims and the project of reconstructive sciences.

Opis:
In 1999, the Governing Council of the Universitat de Barcelona approved the creation of the POLIS Research Center. Later, in 2016, the Center was ratified after passing an assessment of the Catalan Accreditation Agency (AGAUR). The Centre has an interdisciplinary vocation and brings together researchers from different research groups at the University of Barcelona and cooperates with nine European and Ibero-American universities in the fields of Arts, Architecture and Human and Social Sciences. Academically, the Centre has promoted the doctoral program Public Space and Urban Regeneration (1998–2017) and the Master’s Degree in Urban Design: Art, City, Society (since 2007) and the publication of the journal On the w@terfront. The research object of the Centre is the city and its public space and, more specifically, the role of citizens in the production of Public Art and Urban Design. For this reason, the work of the Centre covers the topics related to Urban Regeneration, Sustainability, Urban Governance, Civic Remembrance, Heritage. Throughout its twenty-year history, the Centre has developed a series of projects for citizen participation in various areas of the periphery of Barcelona: River Besòs (municipality of Sant Adrià de Besòs) La Mina neighbourhood (municipality of Sant Adrià de Besòs) and the Barcelona’s neighbourhoods of Baró de Viver and Bon Pastor. A characteristic of the work of the centre has been, and is, the endorsement of citizen participation, through an innovative approach based on enabling the creative empowerment of the neighbours within the framework of Participatory Action Research. This approach is based on a project methodology, as it is understood in various project disciplines from Art to Architecture, from Design to Engineering. This article, associated with the itinerant exhibition “20 years working with neighbours,” reviews the founding project carried out by the Centre, “Social Uses of the River Besòs” (1997–1999), analysing the lessons learned, with the aim of clarifying the research criteria that the Centre follows for the development of citizen participation projects.

In this paper I bring closer some of the aspects of my work, I show the approach to the space when working in public locations. The components of this approach are a careful observation of the environment, spending time with the locals, talking to them, taking into account the symbolic nature of the contents brought by the people. So I quote and comment some of the dialogues that happened between me and the passers by during a four week creative intervention in the city’s oldest street.

Public spaces serve as central hubs of urban life, a role that becomes even more significant following a period of enforced social isolation. This article identifies the elements responsible for shaping aesthetically pleasing and captivating urban environments that attract people. A comprehensive literature review was conducted to explore what makes a beautiful and funcinal urban space. This review led to the identification of a core set of pivotal traits characterizing a well-designed urban space. Subsequently, these identified good urban space features were juxtaposed with the outcomes of the 2022 competition for the finest public space in Poland, organized by the Polish Association of Town Planners. This methodology facilitates an assessment of the impact of the chosen aspects and provides a fresh outlook on creating a positive ambience in public areas throughout Poland.
Przestrzenie publiczne stanowią centralne punkty życia w miastach, a ta rola nabiera szczególnego znaczenia po okresie przymusowej izolacji społecznej. Niniejszy artykuł podejmuje próbę zidentyfikowania czynników, które przyczyniają się do kształtowania pięknych i atrakcyjnych środowisk miejskich, mających zdolność przyciągania ludzi. W celu zbadania tego, co tworzy piękną i funkcjonalną przestrzeń miejską, dokonano przeglądu literatury, na podstawie którego wyłoniono zestaw kluczowych cech charakteryzujących dobrą przestrzeń miejską. Następnie te cechy zostały skonfrontowane z wynikami konkursu na najlepszą przestrzeń publiczną w Polsce, zorganizowanego przez Polskie Stowarzyszenie Urbanistów w 2022 roku. Metoda ta pozwala na ocenę wpływu wybranych aspektów i przedstawia nową perspektywę generowania dobrej atmosfery w przestrzeniach publicznych w Polsce.

The city of Puebla was put on the UNESCO list of Cultural Heritage of Humanity in 1987; its history dates back to the sixteenth century allowing for the preservation of various important buildings, such as churches with baroque and neoclassical facades, buildings from the period known as Novo Hispanics, when some of its historic neighbourhoods were founded, including the Barrio el Refugio, hereinafter referred to as BR, where indigenous people employed in the lime manufacture used to live. Since those times, however, the neighbourhood has become a place with bad reputation, “a den of thieves” (Leicht). The traditional, religious commemoration, the “Fiesta Patronal de la Virgen del Refugio,” is the most important celebration in the neighbourhood. In the Church of La Virgen del Refugio, built in the seventeenth century after an inhabitant painted a mural with the image of the virgin, the “mañanitas” are sung with the Mariachi. During the patronal feast, the “El Refugio Cultural Festival” is held with more than a hundred artists taking part and creating about a thousand murals according to the organiser’s estimation. This happens in the city where a project “Puebla Ciudad Mural” was started, as an initiative of the “Colectivo Tomate,” which sought to regenerate the neighbourhood through art, in alliance with the government and private companies. However, these policies are more tourist oriented rather than benefit the neighbourhood. For this reason, the graffiti movement “Festival Cultural el Refugio” is becoming a meeting point for urban artists from Mexico and Puebla, accustomed to taking up public or private space, as they demand space where they can live and express themselves. For ten years the festival has realised more than one thousand pieces of urban art, including Wild Style graffiti, bombs, stickers, stencil, and murals. All this is done under the patronage of the artists themselves, as three hundred of them come from all over the country to take part in every edition of the festival that does not receive any government support or other form of sponsorship.

The limitation of territorial expansion and the implementation of the idea of a compact city are generally accepted paradigms of spatial development of contemporary cities. In consequence, actions are taken to improve the quality of city landscape and revitalise vacant areas. This study approaches the process of city regeneration as transformation and supplementation of the existing urban structure as well as creation of multifunctional, structurally, socially and ecologically sustainable spaces. The article presents the problem of creation of new-inner city residential areas. The study was conducted on three housing estates located in post-industrial and post-military areas: Harbourside Development in Bristol (UK), City Park and Ułańskie Estate in Poznań (Poland) and Browar Gdański in Gdańsk (Poland). The article includes analyses of relations between the estates and their surroundings, spatial structure parameters and architectural, urban and scenic characteristics. It includes assessment of the legibility, consistency, diversity and quality of the urban landscape.

The article presents the tendencies consisting in planning an integrated space between the building and the existing surroundings. The coherence of these activities increases the value of built-up spaces, gives meaning to open areas and affects the quality of the human environment. The spatial composition, being constantly perceived by people, influences their psyche, shapes sensitivity, tastes and aesthetic feelings, and through everyday reception it evokes higher-order sensations in the subconscious, from identification with the place of residence to the sense of identity with it. In everyday life, the correct spatial composition can be a factor that gives a person relaxation and rest. It happens when the composition of the surrounding interiors is adjusted to the user's scale, allowing him to perceive the surrounding space primarily from the ground level. In this article, the authors present current issues regarding the shaping of the spaces integrated between the facility and the existing surroundings within the academic campus of Czestochowa University of Technology.
Przedstawiono aktualne zagadnienia dotyczące kształtowania przestrzeni zintegrowanych pomiędzy obiektem a istniejącym otoczeniem w obrębie kampusu akademickiego Politechniki Częstochowskiej. Spójność tych działań ma na celu podniesienie wartości przestrzeni zabudowanych oraz podkreślenia znaczenia terenów otwartych wpływających na jakość środowiska akademickiego. Mając na uwadze działania związane z użytkowaniem obiektów kampusu oraz strukturą przestrzenną ich otoczenia, władze uczelni podjęły działania rewitalizacyjne polegające na modernizacji zaplecza uczelnianego oraz przestrzeni wokół budynków. Modernizacja obiektów kampusu była pierwszym krokiem w kierunku naturalnego procesu przemian. Działania modernizacyjne dotyczyły dostosowania obiektów do współczesnych wymagań użytkowych. Rewitalizacja struktury przestrzennej kampusu akademickiego dotyczyła działań ukierunkowanych na zainteresowanie społeczności akademickiej otaczającą ją przestrzenią w celu świadomego i aktywnego korzystania z niej. Wychodząc naprzeciw tym oczekiwaniom, w ramach Koła Naukowego Architektury działającego przy Wydziale Budownictwa Politechniki Częstochowskiej zorganizowano konkursy na koncepcję zagospodarowania terenów zielonych w obrębie obiektów zlokalizowanych na kampusie. Studenci, mając do dyspozycji najnowocześniejsze rozwiązania w zakresie stosowanych technik i technologii, starali się unowocześnić obiekty, a także stworzyć strefę rekreacyjno-wypoczynkową przyjazną zarówno społeczności akademickiej, jak i mieszkańcom Częstochowy

In this article the authors present current issues related to shaping public spaces within the academic campus of the Czestochowa University of Technology. The development of public zones has a direct impact on the architectural and urban structure of both the students' facilities and the space between them. This space is equivalent to cubature objects. It not only complements and enriches the surroundings of the building, but also provides a platform for stimulating change processes in line with the needs of the academic community. The article describes activities related to the functional and spatial solutions of open areas of the Czestochowa University of Technology. Attention has been paid to the development of the entrance zones of the main university buildings.
Nieustanne procesy urbanizacji miast zwracają uwagę na rozwiązania formalne i funkcjonalne przestrzeni miejskich. Są one odpowiedzią na współczesne wymagania społeczne i gospodarcze. W artykule przedstawiono kierunki przekształceń przestrzeni publicznych kampusu akademickiego Politechniki Częstochowskiej. Działania te polegają na odwoływaniu się do zastanego otoczenia, jego przeszłości i teraźniejszości oraz wpisują się we współczesne tendencje dotyczące projektowania przestrzeni miejskich na terenach zurbanizowanych. Częstochowa to miasto o bogatej historii i czytelnej strukturze przestrzennej. Jego architektura i urbanistyka o szczególnej wartości historycznej, kulturowej i społecznej zobowiązuje do rzetelnej analizy działań projektowych prezentujących wizję przyszłości tych miejsc.

This article presents how architects by designing creative and ingenious urban features with sophisticated forms and shapes participate in the shaping of contemporary public spaces. Examples of urban designs located in cities found in the United States and Poland were discussed. Efforts were made to show that urban complexes populated by various types of urban elements, with varied and properly selected colors, textures and materials can enrich a city’s landscape.
Zaprezentowano sposób, w jaki architekci, projektując kreatywne i pomysłowe detale urbanistyczne o wyrafinowanych formach i kształtach, biorą udział w kształtowaniu współczesnych przestrzeni publicznych. Omówiono wybrane przykłady zrealizowanych wnętrz miast położonych w Stanach Zjednoczonych i w Polsce. Starano się pokazać, że zespoły miejskie nasycone różnego rodzaju detalami urbanistycznymi o urozmaiconej i właściwie dobranej do otoczenia kolorystyce, fakturze i materiałach wzbogacają krajobraz miasta.

The article, referring to selected examples, discusses the condition of public spaces in the center of Częstochowa. The author draws attention to locations found along the Avenue of the Blessed Virgin Mary in the center of the city, as well as courtyards, open courtyards and town squares. The author undertakes a critique of the presented examples in terms of architectural and material solutions. In addition, it tackles the topic of perception and acceptance of urban space by individual groups of users. The rest of the article presents the program of workshops organized at the Częstochowa University of Technology. Workshops organized for students concerning the problems related to creating public spaces using small-scale architecture.
Artykuł dotyczy wybranych przykładów przestrzeni publicznej na terenach śródmiejskich miasta Częstochowa. Autorka zwraca uwagę na przestrzenie publiczne położone wzdłuż głównej arterii komunikacyjnej miasta - alei NMP. Tworzenie przestrzeni miejskich wzbogaconych o formę wyposażenia ulic jest sposobem na poprawę jakości struktury urbanistycznej miasta. Znalezienie lub stworzenie optymalnych warunków do zapewnienia miejsca do wypoczynku, rekreacji i spotkań jest zadaniem, które wymaga właściwej interpretacji samego miejsca i społeczności, która z niego korzysta. Działania urbanistyczne na obszarach śródmiejskich zmuszają architektów do opracowania innowacyjnych rozwiązań w zakresie zarządzania ciasnymi, przenikającymi się przestrzeniami (plac przy ratuszu) i tworzenia dużych przestrzeni publicznych (plac Biegańskiego). Elementem rozwoju współczesnego miasta są charakterystyczne miejsca, które dają możliwość ich kreatywnego wykorzystania. W projektowaniu takich miejsc ważnym elementem jest forma wyposażenia ulic. W dalszej części artykułu przedstawiono prace studentów wykonane w trakcie warsztatów w ramach „Koła naukowego architektury”. Tematem zadania było tworzenie przestrzeni publicznej z wykorzystaniem małej architektury.

The main goal of the article is to show the possibility and necessity of thinking of urban space in the political perspective. In order to do that, I present set of tools elaborated by David Harvey in his text “Space as a Key Word”. They can be used to analyze different types of space – particularly urban space – in an orderly way. I then use those tools to examine one type of urban space, which is the “scattered city”. This example and its critique allow me to link scattered cities with a certain type of politics. In the next step I show a selected range of political problems, questions, and convictions connected with urban space.

Opis:
Z pojęciem miasta łączy się nieodłącznie pojecie rewitalizacji, która w obecnym czasie staje się szansą na jego rozwój. Z tego powodu współczesne miasta poszukują wciąż nowych i skutecznych narzędzi rewitalizacji dzielnic zdegradowanych. Jednym z takich narzędzi jest sztuka, która traktowana jest również, jako czynnik kształtujący nową tożsamość przestrzeni, a w wielu przypadkach przybiera formę kreatywnego tworzenia miejsca. W trakcie tych procesów sztuka może zostać wykorzystana jako narzędzie rewitalizacji rozpoczynające, stymulujące i podtrzymujące procesy zmian na obszarach kryzysowych.Działania artystyczne w projektach rewitalizacji przynoszą nową perspektywę (nie tylko estetyczną) pobudzając zaangażowanie społeczne, wpływając na witalność miejsca. Według Markusen kreatywne tworzenie miejsca (creative placemaking) to zastosowanie sztuki i kultury przez różnorodnych partnerów, by w sposób strategiczny kształtować przestrzenny i społeczny charakter miejsca w celu pobudzenia gospodarczego, wspierania stałej zmiany społecznej oraz poprawy środowiska zbudowanego [Markusen, Gadwa 2010]. Obecnie na świecie powstaje wiele dobrych projektów rewitalizacyjnych z udziałem sztuki, takich jak: w Filadelfi i (Mural Arts Program Filadelfi a), Bostonie (Public Art on Greenway), ale również w Kopenhadze (projekt Superkilen), Folkstone (Other People’s Photographs), Bilbao. Również powszechnie znane przykłady dzielnic artystycznych (South Houston – Soho w Nowym Yorku, Marais w Paryżu, El Raval w Barcelonie i inne) świadczą o tym, jak duże znaczenie może odegrać nasycenie sztuką zdegradowanej przestrzeni miejskiej. Dzielnice te przyciągają bohemę artystyczną, marszandów sztuki, architektów, designerów. Zdegradowana zabudowa, po przekształceniu jej np. w pracownie artystów, mansardy, galerie czy muzea nabiera nowej wartości i znaczenia [Rembeza 2007]. Również w Polsce, możemy odnaleźć przykłady rewitalizacji przez sztukę, gdzie stanowi ona koło zamachowe całego procesu (Galeria Zewnętrzna w Gdańsku, Centrum Nauki i Sztuki Stara Kopalnia w Wałbrzychu i inne). Sztuka i strategie artystyczne w procesach rewitalizacji wprowadzają nową perspektywę związaną z partycypacją społeczną oraz wpływają na tzw. żywotność przestrzeni. Kreatywne tworzenie miejsca łączy się z rewitalizacją przez twórcze inicjatywy, które animują miejsca i są iskrą potencjalnego rozwoju gospodarczego.
The subject of a paper is connected with art in public space as an element of shaping identity of a place. This issue is related to finding out new and effective urban regeneration’s tools, rebuilding the identity of degraded areas by art. In the article, the idea of an American “creative placemaking” is presented and compared with polish urban regeneration case study. The specific issues discussed in the article are: the role of creative placemaking in shaping urban environment and selected revitalization’s projects of public spaces with the participation of art such as Project Raw Houses in Huston, Texas and the art project Galeria Zewnętrzna in Dolne Miasto, Gdańsk. The research attempts to answer the question whether art really has an impact on shaping the identity of a place and if contemporary artistic activities (in particular “site specific” art) are effective tools for revitalization in polish conditions.

Opis:
Przedmiotem artykułu są rozważania o podstawach funkcjonowania przestrzeni publicznej we współczesnym mieście wobec zaniku tradycyjnych sposobów użytkowania tej przestrzeni, które uformowały historyczne miasta. Przestrzeń publiczna może być odczytywana jako istota mitu miasta tradycyjnego lub jako istota mitu miasta zwartego – metropolii. Obydwa mity stanowią podstawę nowych dróg rozwoju miejskiej przestrzeni publicznej: lokalną i globalną. W Warszawie największy potencjał życia społecznego wydają się mieć przestrzenie uznawane za „nieurządzone” i „niezagospodarowane”, lecz intensywnie użytkowane, o wyrazistej funkcji społecznej. Mają one potencjał wytworzenia formy miejskiej przestrzeni publicznej, o ile będzie ona syntezą istniejących sposobów użytkowania. Równolegle z rozwojem lokalnych przestrzeni publicznych poza centrum miasta należy zapewnić w nich miejsce dla globalizacji.
The scope of the article is the basis for contemporary urban public space in the face of diminishing of traditional ways of its functioning. The public space can be read as the essence of the myth of traditional historical city or of the myth of a compact city – metropolis. These two myths are the origin of the two basic ways of developing modern public spaces: local and global. As can be observed in Warsaw, the social potential moved to the random spaces surrounding the public transport stops. It is possible to create new living urban public space there, provided it synthesizes current functions.
