The aim of this article is to provide the synthetic presentation of over twenty years of Poland’s experience in establishing and obeying the system of fiscal rules. This experience depicts the scale of problems entailed by public authorities’ low determination as regards observance of constraints imposed on them. Therefore, it is necessary to substantially reinforce the budgetary frameworks in Poland with the use of the best European models. Firstly, the ESA 2010 standards should be fully implemented into the Polish legal order. Secondly, the Polish system of fiscal rules should be complemented with the budget balance rule, which would make it easier to achieve and maintain a medium-term budgetary objective defined by the EU regulations. Thirdly, a fiscal institution should be established, which would allow for constant and independent of the government monitoring of the observance of fiscal rules. Such institutional changes would make it possible to constrain the discretionary nature of the fiscal policy and, consequently, would increase Poland’s fiscal sustainability in the medium and long term. The basic research methods used in this paper are dogmatic analysis and comparative legal analysis.

The fiscal policy framework in the European Union was originally agreed upon in the Maastricht Treaty 30 years ago. In the following years it has been supplemented (Stability and Growth Pact) and modified, influenced by the experience of its application practice and external shocks, such as the financial crisis. However, the essence of this framework remained the same - member states are obliged to conduct a disciplined fiscal policy, which, in a nutshell, is assessed by comparing the ratio of budget deficit and public debt to GDP in a given country to the reference values. Even before the outbreak of the Covid-19 pandemic, the need to change the mechanisms for disciplining fiscal policy was widely recognized. High and persistent levels of public debt, pro-cyclicality of fiscal policy, shortage of public investment and the complexity of fiscal rules and their weak enforceability are indicated as unfavorable features of public finance. In 2019 the COVID-19 pandemic came as the biggest shock to the world community since World War II. In the context of the provisions on fiscal discipline, in May 2020 the Commission and the Council activated the general escape clause of Stability and Growth Pact, for the first time ever. This has allowed member states to take the necessary fiscal measures to deal with the crisis. On 19 October 2021, the European Commission adopted a Communication relaunching the public consultation, put on hold in March 2020, on the EU?s economic governance framework. The new governance framework should be tailored to the challenges the EU is facing, including the challenge of achieving a fiscal stance that is appropriate for the euro area as a whole.  There is a fairly widespread belief in the need to move away from rigid reference values, which should be replaced by solutions that ensure the sustainability of public debt in the differing circumstances of member states. The proposed options for the revision of the EU fiscal framework, although justified in theory, have a fundamental flaw - they strengthen the position of supranational institutions and, moreover, open the door to discretion and potentially unequal treatment of member states. These proposals can be seen in a broader context - the federalization of the EU, which would limit the sovereignty of nation states.

The article describes the mechanisms by which fiscal expansion and the resulting fiscal deficit influence long-term economic growth. Since the early 1930s, many economists have argued that fiscal expansion is capable of stimulating the economy at a time of recession. The authors do not address the issue of how effective fiscal expansion may prove to be in stimulating aggregate demand and, consequently, in relieving strong negative demand shocks. In their article, Ciżkowicz and Rzońca examine six channels of the fiscal deficit’s impact on economic growth based on an overview of research reports in this area. The analysis reveals that the fiscal deficit may inhibit economic growth through each of these channels, Ciżkowicz and Rzońca say. First, a higher deficit today means higher taxes in the future. Second, an increase in the deficit may worsen the tax structure because it deepens income inequality between the rich and poor, which in turn provides an excuse for the authorities to raise taxes on income or capital, thus discouraging people from working, improving their skills, saving and innovating. Third, the deficit adds to the public debt, while crowding out spending on infrastructure, scientific research, and education. It also makes it easier to channel public funds to areas that do not generate benefits for society as a whole. Fourth, it absorbs private savings that could be used to finance corporate investment. Moreover, it adds to the uncertainty about future tax burdens and the stability of the economy, which is not conducive to investment. Fifth, it causes inflows and outflows of foreign portfolio capital, thus leading to fluctuations in the exchange rate and hindering international trade and, in effect, foreign technology transfers. Sixth, a persistent deficit leads to a crisis with time. A specific level of fiscal deficit does not have the same consequences everywhere, according to Ciżkowicz and Rzońca. Its negative impact on economic growth is especially evident in countries with a high capital-to-income ratio, low domestic savings rate, significant barriers for businesses trying to adapt their savings to changes in the deficit, excessive public expenditure, high public debt, low income per capita, poor protection of creditors’ rights, high vulnerability to shocks, a strong dependence on the inflow of savings from abroad, a high proportion of debt denominated in foreign currencies and nearing maturity, poor credit history, and slow GDP growth.

The purpose of this article is to identify changes in the development of national fiscal rules in response to the crisis, in terms of the new economic governance in the EU. In-depth analysis was carried out on the example of the three countries that have the highest Fiscal Rule Strength Index, i.e. Spain, Slovakia and Sweden. The conclusions of the study were the basis for the formulation of recommendations for Poland. The research focuses on the new rules as well as the rules modified between 2007 and 2012. The key elements of creating fiscal rules and criteria used for their evaluation were recognized. The research shows that the strength of fiscal rules is determined by their legitimacy, the type of institutions monitoring them, the adjustment mechanism and sanctions, as well as the scope of the public sector, which the rule was imposed on. Short duration of most of the rules limits the ability to evaluate their effectiveness. However, the analysis of changes in the finance sector and local government in terms of new institutional arrangements allowed to conclude that the strong fiscal rules index is not a guarantee of maintaining public finance discipline, and the example of this was the varied fiscal position of the countries surveyed.

The economic crisis revealed the imperfections of the solutions aimed at maintaining fiscal discipline among Member States. Therefore, measures are taken at the EU level to strengthen the institutional aspects of a budgetary process that is based on reliable forecasts. What has proven to be of special importance in this context is the creation of fiscal instruments to minimise the occurrence of such phenomena in future, which has been reflected in the European regulations applied. The article seeks to evaluate the extent to which the use of instruments such as fiscal rules, medium-term budgetary frameworks and the emergence of independent fiscal institutions has had an impact on the quality of forecasts and, consequently, on the scale of fiscal imbalance.
Kryzys gospodarczy wskazał na niedoskonałości rozwiązań w zakresie utrzymania dyscypliny fiskalnej wśród krajów członkowskich UE. Dlatego na poziomie Unii Europejskiej podejmowane są działania służące wzmocnieniu instytucjonalnych aspektów procesu budżetowego opartego na wiarygodnych prognozach. W tym kontekście szczególnie istotne stało się stworzenie instrumentów fiskalnych minimalizujących powstawanie tego rodzaju zjawisk w przyszłości, co znalazło odzwierciedlenie w stosowanych regulacjach europejskich. W artykule dokonano oceny na ile zastosowanie instrumentów, takich jak reguły fiskalne, średniookresowe ramy planowania budżetowego oraz powstanie niezależnych instytucji fiskalnych miało wpływ na jakość prognoz, a w konsekwencji na skalę nierównowagi fiskalnej.

The sovereign debt crisis in the euro area (EA) highlighted shortcomings of its institutional framework – establishment of a monetary union without a central fiscal policy. Although the economic governance in the EA was substantially reformed in the aftermath of the crisis to address its weaknesses, further reforms including some elements of fiscal union are needed to increase resilience of the Economic and Monetary Union to shocks and prevent emergence of economic and financial distress in the future. Based on the theory of fiscal federalism, the article analyses potential institutional reforms aimed at solving the sovereign debt crisis in the EA and indicates which proposals are desired and possible to implement. The research method used is a descriptive analysis of reforms proposed in the literature. In the article, the following reform proposals were assessed: the Debt Redemption Fund, European bonds, assigning the European Central Bank the role of the lender of last resort and a fiscal union with an EA fiscal capacity.

Different countries have applied different policies to deal with the latest economic crisis that has struck the world. While Poland and other new member states of the European Union have tightened their fiscal policies and resorted to various supply-side instruments, the United States, Japan and many old EU member countries have employed a fiscal expansion policy. This policy is based on a GDP growth multiplier effect and an increased use of public debt to finance government expenditure. The author estimates a potential fiscal impulse multiplier for the Polish economy in 2008 and follows up with a discussion of the key arguments of critics and advocates of the fiscal expansion strategy. In new EU member states, the ratio of the current-account deficit to GDP and the ratio of foreign debt to GDP are the main factors that determine whether or not there is room for fiscal expansion in the economy, the author says. In the wake of the global financial crisis, these ratios increased dramatically in these countries, chiefly due to previously underestimated system risks. Those risks resulted from the fact that new EU member countries maintained their interest rates at a high level for many years to keep inflation in check. The difference between the domestic and foreign interest rates was largely responsible for a progressive appreciation of the exchange rate, accompanied by a decreased competitiveness of exporters, increased foreign debt of businesses and households, and growing reliance on foreign investment as a way of covering the trade deficit. All these risks materialized when the international financial crisis began. The paper aims to determine if there is room for a fiscal expansion policy in Poland and whether such a policy could lead to a major increase in Treasury security yields and higher public debt service costs. This question requires detailed calculations, Osiatyński says. Even though the 2009 budget deficit was 121 percent financed from domestic sources in the first five months of the year, the policy produced no major increase in Treasury security yields, which may mean that there is room for such a policy in Poland, Osiatyński concludes. Otherwise the country could face a prolonged period of economic stagnation, he adds.

The aim of the paper is to empirically estimate the growth-maximizing debtto-GDP ratio in the case of Turkey. To calculate the growth-maximizing debt-to-GDP ratio FMOLS, DOLS, and CCR estimators are used for the period from 1960–2013. According to the empirical findings the growth-maximizing debt-to-GDP ratio varies between 34.3% and 38.7%. Based on a comparison of these ratios to current data (29.1% for 2018), Turkey has the capacity for additional borrowing to achieve a growthmaximizing debt-to-GDP ratio. If this additional borrowing capacity is used for public investment with a return greater than the interest cost of the additional debt economic growth will be maximized and public debt sustainability supported.

W artykule poddano analizie cztery państwa bałkańskie (Albanię, Serbię, Macedonię i Czarnogórę), zdeterminowane by przystąpić do Unii Europejskiej. W szczególności jest on poświęcony analizie ich wysiłów służących spełnieniu politycznych, prawnych i gospodarczych warunków wejścia do UE. W związku z tym głównym punktem zainteresowania autorów było prawodawstwo dotyczące unijnego paktu fiskalnego. Od strony metodologicznej badania opierały się na ocenie dokumentów prawnych, regulujących kwestie podatkowe i monetarne. Dokonano oceny kolejnych etapów ich harmonizacji z regulacjami UE. Ponadto wykonano analizy przekrojowe przy wykorzystaniu określonych wskaźników. Dodatkowo autorzy porównali osiągnięcia tych czterech państw. Rygorystyczne reguły fiskalne UE były po cichu omijane, ale częściej przez państwa członkowskie niż państwa kandydujące. Stwierdzenie to opierało się na argumentach prawnych i ekonomicznych oraz oszacowaniach matematycznych. W związku z tym autorzy postawili pytania o polityczną odwagę i zdolność finansową badanych państw do radzenia sobie z paktem fiskalnym, jaki obowiązuje 28 państw członkowskich UE. Odpowiedzi na te pytania zostały poparte licznymi analizami, zawartymi w raportach UE dla poszczególnych państw, a także tabelami i danymi liczbowymi, które umożliwiają porównanie wyników państw i ich osiągnięć gospodarczych z wymogami UE dotyczącymi konsolidacji fiskalnej. Dodatkowo, jako punkt odniesienia, wykorzystano średnią dla UE–28. W konkluzji przedstawiono wyniki analizy krzyżowej między tymi czterema państwami a 28 państwami członkowskimi UE, wraz z towarzyszącą im argumentacją dotyczącą głównego stwierdzenia o postępach badanych państw bałkańskich w obszarze prawa i gospodarki, a także prognozą na przyszłość.
The subject of this paper is four Balkan countries (Albania, Serbia, Macedonia, and Montenegro) that are determined to join the European Union. More particularly, it looks at their work towards accomplishing the political, legal and economic requirements for the EU. Thus, the legislation with the EU Fiscal Compact is the prime focus. Methodologically, the research is based on an assessment of fiscal and monetary legal documents, evaluating the stages of accomplishing the harmonization with the EU’s conditions. Further, cross‑section analyses are made by in putting selected indicators; additionally, the authors compare the four countries’ achievements. The EU’s rigorous fiscal rules are being quietly bypassed, but more frequently by existing member states than the candidate states; this statement is founded on legal and economic arguments, with mathematical estimations. Consequently, the authors question the political courage and financial capacity of the examined countries to cope with the fiscal compact of the superior EU 28 members. The answers are supported with numerous analyses of EU Reports for each country, as well as tables and figures that compare the states’ results and economic achievements vs. EU fiscal consolidation rules. The EU 28 average is givenin addition as a comparison. The conclusion gives across analysis between the four countries and the EU 28 member states, with accompanying argumentation to the main statement about the legal and economic developments of the examined Balkan countries as well as a future prognosis.

W Polsce od czasu rozpoczęcia transformacji gospodarczej w 1989 roku mamy do czynienia z ciągle narastającym (w niektórych latach gwałtownie) długiem publicznym. Jest to bardzo niebezpieczne z punktu widzenia funkcjonowania państwa, ponieważ może doprowadzić do jego niewydolności finansowej. To negatywne zjawisko spowodowane reformami gospodarczymi, a w ostatnich latach wpływem światowego kryzysu finansowego oraz rosnących potrzeb budżetu państwa wymusza na sprawujących władzę dokonywanie zmian o charakterze instytucjonalnym (wprowadzanie nowych „reguł gry”) mających na celu ograniczanie wzrostu zadłużenia czy też jego redukcję. Niniejszy artykuł został poświęcony analizie wielkości długu publicznego w Polsce w latach 2000-2013. W pracy wskazano także na instytucjonalne możliwości ograniczania długu publicznego. Taki potencjał tkwi przede wszystkim w prowadzeniu odpowiedzialnej polityki fiskalnej (transparentnej, skutecznej, efektywnej itd.). W przekonaniu autorów tekstu działania w tym zakresie mogą znacząco wpłynąć na osiągnięcie stabilizacji w sektorze finansów publicznych w naszym kraju.
Ever since the beginning of the economic transformation in 1989, Poland has been struggling with constantly (and rapidly in certain years) growing public debt. This is very dangerous from the point of view of the functioning of the state and might lead to financial failure. This negative phenomenon, caused by economic reforms and in recent years the impact of the global financial crisis, forces governments to make changes of institutional nature (the introduction of new "game rules") aiming to curb debt growth or reduce its levels. This paper is focused on the analysis of the size of the public debt in Poland in the period 2000-2013. The authors also identify several institutional possibilities to limit the public debt. This potential lies primarily in a responsible fiscal policy (transparent, efficient, effective, etc.). The authors believe that action in this area can significantly contribute to the achievement of stability in the public finances of our country.

The aim of the paper is to discuss numerical fiscal rules implemented in the Public Finance Act in light of security, exposure to risk and instability of public finance. The author comments on robustness of these rules and their influence on political pressure of budgetary process and impact of economic processes. The author claims that both market economy and democracy create the environment of public finance management. It is widely accepted to implement numerical fiscal rules into system of public finance, as such rules allow to build the mechanisms of security for process of collecting public revenues as well as executing public expenditure. Therefore, the proper construction of numerical fiscal rules grows plausibility and ensures independence of public finance from political pressure.

Fiscal rules constitute tools that match the characteristics of a transparent fiscal policy. Increasing the predictability of activities conducted within the public finance sector, which can limit politicians’ irresponsible behaviour, is of crucial importance. They become a kind of obstacle for potential inappropriate fiscal expansion, expenditure expansion in particular, of the public authorities, which could lead to too deep an imbalance between the liabilities of the state and the sources sufficient to cover its obligations. The trends in changes in the current public finance are supplemented by introducing fiscal rules or strengthening their role. The basic problem with fiscal rules is that in many cases they are leaky and are also not consistently observed. The aim of the article is to present a brief overview of national and supranational fiscal rules and reference to the existing situation in the public finance in Poland. The article presents the analysis of the source literature, legal acts and statistical data.

Opis:
Restoring public finance sustainability in the European Union after the recent financial crisis requires the application of diversified fiscal policy measures. These measures are indicated in fiscal stability programmes designed by the European Union Member States. This article discusses such programmes implemented in France and Germany. The author presents scale, sources and implications of public sector debt in these countries, analyses structure of revenues and expenditures and examines objectives, reform agendas, selected means and expected outcomes defined in these programmes.

This paper investigates the linkages between economic growth and fiscal policy under perfect capital mobility. The model incorporates wide range of fiscal policy instruments: the budget deficit, the structure of public debt, public expenditures on education, public consumption, and four tax rates. We prove that two tax rates – on consumption and interest on government bonds held by domestic lenders – are neutral for economic growth: both for the balanced growth path (BGP), and for transitory dynamics. All other parameters of fiscal policy are not neutral. Theoretical results are illustrated with an empirical analysis for Poland based on post-global financial crisis data for the Polish economy (2009–2018). Numerical simulations show that if fiscal policy remains unchanged, Polish economy will converge to the BGP with GDP growing at 2.3%. The best way to accelerate growth is to increase public investment in education. The other budgetary policy instruments are less effective in shaping economic growth.

In the years 2021–2022, world inflation has drastically increased. The analyses of the main characteristics of the 2007–2009 financial crisis and of the economic crisis caused by the COVID-19 pandemic as well as of the rise in total debt of the non-financial sector suggest that the growth in inflation was triggered by excessive debt growth of the government sector in 2020–2021. In that period, the main goal of the debt growth of the government sector was to finance the aid schemes limiting the negative effects of the COVID-19 pandemic. These aid programmes were indispensable to avoid deep and long-term global economic recession, however, their value was too high to keep inflation in the world under control. The fiscal intervention of particular countries should be co-ordinated internationally, as the cumulative result of the operations undertaken by particular states might have detrimental effects globally.
