The article compares three dominant theories of public management and discusses whether these theories meet the needs of public management practice in 21st century. The authors first discuss challenges related to public sector management, indicating the increasing role of public sector in modern economy. The next section focuses on the differences between organisations operating in public and private sectors. Next, the article outlines three main theories of public sector management: hierarchical approach (classical theory of bureaucracy), market approach (New Public Management) and network approach (New Public Governance). In the final section the authors present the comparative analysis of these theories and discusses their relevance to contemporary public management.

The present article is an attempt at systematizing the most important management conceptions concerning public management. The starting point for this was the determination of the significance of the “public management” term and pointing at its multidimensional character. Further on the author makes a review of the opinions regarding the genesis of the public management, and then he goes on to present briefly the development of this discipline from the historical perspective. The last part of the article contains the foundations of two contemporary streams of public management, i.e. new public management and public governance.

Nowadays the requirements for good governance under the pressure of global development crisis become not only legitimate but even necessary. Good Governance concept is relatively known in theoretical area, first of all in area of good governance principles. Principles such as efficiency, transparency, efficiency and responsibilities etc. are the basis of the concept of Good Governance. The second important aspect of the concept is the procedural feature because the processes running (including decision making) create a basic area for the application of the principles. The primary research question is how Good Governance concept could be implemented in to the practice for support modern democratic public administration. The procedural aspect of the concept requires a direct connection with the new trends in public management, which are influenced by New Public management. New Public management is trying to revitalize the processes of public organizations with inspirations of wellestablished managerial methods from private sector (including process management and others). Good governance concept and New Public Management have been inspiration for administrative reforms in many countries. The paper deals with the possibility of using the process management in intraorganizational area in public organizations for better governance in wider perspective. It’s focusing on analysis of benefits of process management in the context of keeping the selected good governance principles. Part of the paper is to analyse some of critical factors determining the implementation of process management in the public sector in Slovakia.

Due to the need for public sector reforms, a number of actions are being undertaken to improve the delivery of public services. New Public Management is one of the concepts that assumes the introduction of management methods and techniques modelled on the private sector into the public sector. In line with this new concept of customer management, service recipients are perceived not as supplicants but as customers. The aim of the article is to present the directions of changes in information flows in relations between public administration and economic entities related to the implementation of new public management. The article presents the basic assumptions of the New Public Management concept. Subsequently, the attention is paid to the types of information and methods of communication in relations of public administration with business entities. Electronic means are becoming one of the most important channels of information flow. The implementation of modern information and communication technologies enables electronic data exchange, creation of electronic documents, e-services and electronic access to information.

The article looks at the relations between the financial law in Poland and various public management theories. The author claims that institutional design of the Polish financial law seems to be rooted in administrative law and orthodox conceptions of bureaucracy, although new ideas and institutions that are implemented might stem from the New Public Management. The author argues that such implementation without prior substantial systemic changes may result in counter-productive effects. Although changes are unquestionably necessary, current reform proposals lack holistic vision of the public finance sector and aim at short-term political benefits.

Co-production of public services is an increasingly popular tool in public management, although it is still a new phenomenon in Poland. Despite the attention researchers give to co-production, some significant gaps remain. In this article, the author attempts to examine the legal possibility of implementing co-production by the Polish local government by local initiative and Solecki Fund. The article aims to examine how major Polish cities gathered in Union in Polish Metropolises used local initiatives. The next step in research is to find out how Solecki Fund is spread among rural areas according to statistical data. It is proved that only a handful of local governments in Poland are truly engaged in co-production. However, Solecki Fund can be shown as an excellent example of citizens’ engagement. It is presented a possible agenda on what can be done to make co-production more popular and used on a regular basis not only in metropolitan but also rural areas.

This article describes and analyses Polish diaspora policy changes in the years 2011–2015. Two decades after the rebirth of the Polonia policy in 1989, it was completely rebuilt. Emphasising values and Poland’s obligations towards the diaspora was replaced by paying more attention to the interests and profitability of this policy. The authors demonstrate how New Public Management (NPM) concepts influenced this shift. Analysis of two different sources – documents programming Polish diaspora policy and interviews with experts and persons designing the Polonia policy – confirmed that NPM principles influenced Polish diaspora policy on five dimensions: organisational restructuring, management instruments, budgetary reforms, participation, marketisation/privatisation.

W związku z tym prawo administracyjne jest dyscypliną nauk prawnych; którego rozwój i koncepcje badawcze w istotnym stopniu zależą od współpracy i interakcji z innymi dziedzinami wiedzy. Związki prawa administracyjnego z naukami; które badają praktyczne aspekty struktury administracji publicznej i procesów administracji; polegają – z jednej strony – na budowaniu wskazanego zaplecza dla nauki prawa administracyjnego; z drugiej – wskazywania kierunków badań nad administracją publiczną i administrowaniem. Zagadnienia organizacji i funkcjonowania administracji publicznej ze swojej natury są wynikiem określonego porządku normatywnego – uregulowanego prawem administracyjnym. W sferze realizacji zadań; procesów; które są przedmiotem administracji publicznej; problematyka organizacji i funkcjonowania administracji publicznej ma istotne aspekty; podlegające analizie metodami wypracowanymi w ramach nauk o zarządzaniu; w szczególności ich subdyscypliny zarządzanie publiczne. Z tego względu współpraca w obrębie nauki prawa administracyjnego i zarządzania publicznego jest nieodzowna.
A particular feature of the science of administrative law is a necessity of cooperation with the other disciplines of science; whose subject of interest are public administration and administration. Therefore administrative law is a discipline of a law sciences; whose developement and research concept are highly dependent on the cooperation and interaction with the other disciplines of science. The connections of the administrative law with the sciences; which examine the practical aspects of the public administration structure and the administration processes is on the one hand to build a basis for the science of administrative law but also to indicate the directions of the researches of the public administration and the administration. The issues of the organization and functioning of the public administration are by their very nature the effect of particular law order – regulated by administrative law. In the domain of the implementation of tasks; processes; which are the subject of public administration the issues of organizing and functioning of the public administration has a significant aspects subject to analysis by the methods elaborated in the framework of the science of management in particular in their subdiscipline public management. Therefore the cooperation within science of administrative law and public management is crucial.

Artykuł podejmuje problematykę funkcjonowania systemu kontroli administracji publicznej w Polsce. Wyjaśnia pojęcie kontroli, różnice występujące między kontrolą a nadzorem oraz innymi formami ingerencji w działalności administracji. Określono w nim również podmiot i przedmiot kontroli, wskazano na instytucje w polskim systemie prawnym zajmujące się kontrolą, dokonano podziału i klasyfikacji kontroli. W ostatniej części skoncentrowano się na pojęciach audytu oraz wynikających z niego implikacji dla funkcjonowania samego systemu administracji w Polsce. Zaprezentowano kontrolę wykonywaną przez sądy i starano się bronić tezy o funkcji kontrolnej sprawowanej przez te organy.
The present article undertakes the issue of the functioning of the control system of public administration in Poland. It explains the notion of control, the existing differences between inspection and supervision, and also with other forms of interference in the administrative activity. The author also defined the subject and the object of inspection, identified institutions exercising controlling power in the Polish legal system, divided and classified control. In the last part, the author focussed on the notion of audit and the resulting implications for the functioning of the Polish administration system itself. In particular, the controlling power exercised by courts was presented, with arguments supporting the thesis that these organs perform a controlling function.

Purpose: The purpose of the research is to form an integrated evaluation of the management control in a local government unit and demonstration of the benefits of successful and effective management of the unit by implementation of the designed method of evaluation. This paper attempts to design an integrated evaluation of management control in a local government unit and demonstrate the benefits of the successful and effective management of the unit by implementation of the designed method of evaluation. Methodology: The results presented in the paper are a result of research on the improvement of management control in local government units. The methods implemented in the study included: data analysis, a case study and a questionnaire, as well as the results of previous research and management control reports. Findings: The presented process of integrated assessment of management control will contribute to performing an analysis of the whole organisation and its subordinate units. Moreover, the role of the processes and organisational procedures, which contribute to the adjustment to change management in an organisation, have an impact on improving the efficiency of management control. The advantages of applying the model of integrated assessment of management control include, among others, increasing the awareness and responsibility of the managers and employees for the functioning of management control, minimisation of the time and costs of gathering data and standard method of the management control assessment in local government units. Practical implications: The paper concludes that applying the model of integrated assessment of management control enables one to assess the management control of local government units, as well as their subordinate units, in all areas of management. The presented process of integrated assessment of management control will contribute to performing an analysis of the whole organisation and its subordinate units. Moreover, the role of the processes and organisational procedures, which contribute to the adjustment to change management in an organisation, have an impact on improving the efficiency of management control. The advantages of applying the model of integrated assessment of management control include, among others, increasing the awareness and responsibility of the managers and employees for the functioning of management control, minimisation of the time and costs of gathering data and standard method of the management control assessment in local government units.
