    Why do some public administrations perform better than others? This is an important question because the performance of public administration is an important factor of a country’s competitiveness and economic outcomes. Our outcome index for public administration captures ‘good governance’, which includes the six components of the World Bank index, representing responsiveness, effectiveness, and legitimacy of governments. Northern Europe scores especially well on good governance, followed by Oceania, Western Europe, Northern America, and Eastern Asia. Central, Eastern, and Southern Europe obtained the lowest scores in the public administration outcome index. Professionalism (as a dimension of the quality of public administration), freedom of the press, the degree of decentralization, and intensity of ICT expenditure were significantly positively correlated with good governance. Spending on tax administration, on the other hand, was significantly negatively correlated with good governance.
    Dlaczego niektóre administracje działają lepiej niż inne? To ważne pytanie, bo działanie administracji publicznej jest istotnym czynnikiem konkurencyjności i wyników gospodarczych kraju. Nasz indeks wyników administracji publicznej pozwala uchwycić koncepcję good governance, na którą składa się sześć wskaźników opracowanych przez Bank Światowy, a wśród nich: reaktywność, efektywność i legitymizacja rządu. Najlepiej w zakresie good governance wypada Europa Północna, za nią plasuje się Oceania, Europa Zachodnia, Ameryka Północna i Azja Wschodnia. Europa Środkowa, Wschodnia i Południowa wypadają najgorzej w dziedzinie osiąganych przez administrację publiczną wyników, które obejmuje nasz indeks. Profesjonalizm (jeden z wymiarów jakości administracji publicznej), wolność prasy, stopień centralizacji i poziom wydatków na technologie informacyjne i komunikacyjne są istotnie pozytywnie skorelowane z good governance. Z kolei wydatki na administrację podatkową są istotnie negatywnie skorelowane z good governance.

    Nowadays the requirements for good governance under the pressure of global development crisis become not only legitimate but even necessary. Good Governance concept is relatively known in theoretical area, first of all in area of good governance principles. Principles such as efficiency, transparency, efficiency and responsibilities etc. are the basis of the concept of Good Governance. The second important aspect of the concept is the procedural feature because the processes running (including decision making) create a basic area for the application of the principles. The primary research question is how Good Governance concept could be implemented in to the practice for support modern democratic public administration. The procedural aspect of the concept requires a direct connection with the new trends in public management, which are influenced by New Public management. New Public management is trying to revitalize the processes of public organizations with inspirations of wellestablished managerial methods from private sector (including process management and others). Good governance concept and New Public Management have been inspiration for administrative reforms in many countries. The paper deals with the possibility of using the process management in intraorganizational area in public organizations for better governance in wider perspective. It’s focusing on analysis of benefits of process management in the context of keeping the selected good governance principles. Part of the paper is to analyse some of critical factors determining the implementation of process management in the public sector in Slovakia.

    Od lat 90. XX wieku rozwijane są współczesne koncepcje efektywnego zarządzania organizacjami. Jedną z tych koncepcji jest good governance, które definiowane jest jako dobre rządzenie lub dobra administracja podmiotami sektora publicznego, instytucjami samorządowymi i współpracującymi z nimi podmiotami gospodarczymi. Zaimplementowanie i rozwijanie nowoczesnej koncepcji zarządzania organizacjami sektora publicznego opartej na formule good governance może okazać się rozwiązaniem potrzeb w zakresie poprawy efektywności działania i sprawności współpracy instytucji sektora publicznego z innymi podmiotami w Polsce. Koncepcja good governance może być implementowana indywidualnie do poszczególnych podmiotów sektora publicznego lub podmiotów gospodarczych, może być także rozwijana systemowo jednocześnie w różnych organizacjach występujących względem siebie w określonych relacjach kooperacji, w konsorcjach, w klastrach lub w innych formach współpracy. Scharakteryzowana koncepcja tzw. dobrego rządzenia oparta na implementowanych do systemu zarządczego zasad good governance stanowi istotę doskonalenia programów poprawy jakości zarządzania instytucjami sektora publicznego. Na podstawie przeprowadzonych analiz potwierdzono tezę o związku doskonalenia procesów zarządczych według koncepcji good governance z poprawą efektywności ekonomicznej funkcjonowania organizacji, w której zastosowano poprawę systemu zarządzania. Poza tym wskazano, że występuje wyraźna korelacja między jakością realizowanego w danej instytucji procesu zarządzania a efektami społecznymi, np. w zakresie świadczenia usług publicznych obywatelom danej społeczności. Poza tym w tych zauważonych już korelacjach zidentyfikowano także poprawę wyników ekonomicznych danej organizacji, która zaimplementowała do swych systemów zarządczych koncepcję good governance.
    Since the 1990s, modern concepts of effective governance or good governance have been developed as good governing or good administration for the public sector, local government and business entities. In the scope of activating this cooperation, it may be helpful to apply innovative management concepts called good management or good managing. Implementing and developing a modern concept of managing public sector organisations based on the good governance formula, i.e. good governing, may prove to be the solution to the need to improve the efficiency and effectiveness of public sector cooperation with other entities in Poland. Good governance interpreted as good governing or good administration can be implemented individually for individual public sector entities or economic entities, or it can also be developed systematically simultaneously in different organisations in relation to one another in specific cooperative relationships in consortia, in clusters or in other forms of cooperation. The concept of the so-called good governance based on the implemented principles of good governing constitutes the essence of improvement of quality programmes for management of the public sector institutions. Based on the analyses, the thesis on the relationship between improvement of the management processes according to the good governance concept and improvement of the economic efficiency of the organisation’s functioning with improvement of the management system was confirmed. In addition, it was pointed out that there was a clear correlation between the quality of the institution’s management process and the social effects of, for example, the provision of public services to citizens of the community. Moreover, in these already noted correlations, improvement of the economic performance of an organisation was also identified, which had implemented the concept of good governance in its management systems.

    The development of modern civilization associated with the digital revolution poses entirely new challenges in terms of ethics for public administration. Whereas practical ethical instruments in the form of codes of best practice have already been developed for the profession of a lawyer or a doctor, the internal diversification of the profession of a public official (public authority officials, territorial self-government officials) as well as the transformation of public administration have not been conducive to the development of appropriate ethical standards. The author aims at providing an answer to the following question: on which axiological foundation should the code of a public official be based? On the one hand, historical background seems to be providing a definite answer, on the other, however, current depreciation of the profession of a public official as well as technological progress shed a new light on ethical reflections. Models used in public administration until now, i.e. the model of ideal bureaucracy, the accountability model, and the new public manager model, have not proven to be effective. Nevertheless, according to the author, the organizational culture within the frame of the good governance model constitutes a unique solution which can prove successful in public administration. At this point, the process of restitution of public officials’ ethos can be a relevant factor. It is so especially due to the fact that public officials’ ethos embodies a development area for educating professional public officials and constitutes a premise for a good functioning of public administration at the same time. Enumerating the drivers of growth for the public officials’ ethos in connection with a unique idea of the code of best practice based on the triad of integrity, benevolence, and accountability constitutes an axiological suggestion which is noteworthy for the deontology of the profession of a public official.
    Współczesny rozwój cywilizacji, związany z rewolucją cyfrową stawia przed administracją publiczną zupełnie nowe wyzwania również w zakresie etyki. O ile zawód prawnika czy lekarza wytworzył już praktyczne narzędzia etyczne w postaci kodeksów dobrych praktyk, o tyle wewnętrzne zróżnicowanie zawodu urzędnika (urzędnik administracji państwowej, urzędnik administracji samorządowej) oraz stan transformacji administracji publicznej nie sprzyjały wypracowaniu właściwych standardów etycznych. Autor podejmuje próby odpowiedzi na pytanie na jakich fundamentach aksjologicznych powinien być oparty kodeks zawodowy urzędnika? Z jednej strony rozmaite doświadczenie historyczne zdają się ukierunkowywać odpowiedź na tak postawione pytanie, jednak z drugiej strony współczesny deprecjacja zawodu urzędnika oraz postęp technologiczny stawiają refleksję etyczną w zupełnie nowym świetle. Modele dotychczas obowiązujące w administracji publicznej nie zdały egzaminu – model idealnej biurokracji, model odpowiedzialności, model menadżerski (New Public Menager). Jednakże zdaniem autora, kultura organizacyjna good governance stanowi oryginalne rozwiązanie, które na gruncie administracji publicznej może przynieść pozytywne rezultaty. W tym kontekście relewantny czynnik może stanowić proces restytucji etosu urzędniczego. Tym bardziej, że etos urzędniczy tworzy płaszczyznę rozwojową dla kształtowania profesjonalnej kadry urzędniczej, a zarazem jest warunkiem dobrego funkcjonowania administracji publicznej. Wskazanie determinant rozwojowych dla etosu urzędniczego w połączeniu z oryginalną propozycją kodeksu dobrych praktyk opartego na triadzie uczciwość – życzliwość – odpowiedzialność stanowi aksjologiczną propozycję, godną uwagi dla deontologii zawodu urzędnika.

    W ostatnich latach w kontekście sprawnego funkcjonowania i zarządzania organizacjami szczególnie podkreślana jest kwestia aktywizacji współpracy podmiotów sektora publicznego, w tym samorządów z podmiotami gospodarczymi funkcjonującymi w warunkach rynkowych w Polsce. Efektywnie prowadzona współpraca podmiotów sektora publicznego, w tym jednostek samorządowych, z lokalnie działającymi podmiotami gospodarczymi determinuje potencjalnie pozytywne efekty w zakresie poprawy sytuacji ekonomicznej, finansowej i w konsekwencji oczekiwanej poprawy wzrostu gospodarczego regionu, na którym działają określone współpracujące ze sobą jednostki samorządowe i przedsiębiorstwa. Jednym z kluczowych instrumentów wspomagających rozwój tej współpracy jest aktywizacja innowacyjności i przedsiębiorczości osób i podmiotów funkcjonujących na obszarze danej gminy czy powiatu. W zakresie aktywizacji tej współpracy pomocne może być zastosowanie nowatorskich koncepcji zarządzania organizacjami. Zaimplementowanie i rozwijanie nowoczesnej koncepcji zarządzania samorządami i podmiotami gospodarczymi opartej na formule good governance, tj. dobrego rządzenia, może okazać się rozwiązaniem potrzeb w zakresie poprawy efektywności działania i sprawności współpracy samorządów z innymi podmiotami w Polsce. Koncepcja good governance może być implementowana indywidualnie do poszczególnych podmiotów sektora publicznego lub podmiotów gospodarczych, może być także rozwijana systemowo jednocześnie w różnych organizacjach występujących względem siebie w określonych relacjach kooperacji, w konsorcjach, w klastrach lub w innych formach współpracy. Jednym z kluczowych instrumentów wspomagających rozwój tej współpracy jest aktywizacja innowacyjności oraz przedsiębiorczości osób i podmiotów funkcjonujących na obszarze danej gminy czy powiatu.
    In recent years, in the context of efficient functioning and management of organisations, the issue of activating cooperation between public sector entities, including self-governments, with economic entities functioning under market conditions in Poland, is particularly emphasised. The effective cooperation of public sector entities, including self-government units with locally operating economic entities, determines potentially positive effects on improvement of the economic and financial situation and, consequently, the expected improvement of the economic growth of the region in which specific co-operative entities and companies operate. One of the key elements supporting this cooperation development is activation of innovativeness and entrepreneurship of individuals and entities operating in the area of the municipality or county. In the area of activation of this cooperation, it may be helpful to apply innovative organisational management concepts. Implementing and developing a modern management concept for self-government and business entities based on the good governance formula, good governance can be a solution to the needs of improving efficiency of the operation and efficiency of selfgovernment cooperation with other entities in Poland. The good governess concept, interpreted as good management or good administration, can be implemented individually for individual public sector entities or business entities, or it can also be systematically developed in different organisations in relation to each other in specific relationships of cooperation, consortia, clusters or other forms of cooperation.

    W artykule dokonano analizy rzetelności jako konstytucyjnego wymogu jakości działania administracji publicznej w Polsce. Rzetelność jest tradycyjnie ujmowana w ramach kryteriów kontroli. Drugim elementem jest regulacja dotycząca korpusu służby cywilnej. Trzecią perspektywę wyznacza zasada rzetelności oraz sprawności działania instytucji publicznych. Podstawowym celem artykułu jest ustalenie, jaką treść posiada pojęcie rzetelności, użyte w Konstytucji w tych trzech kontekstach, a także na czym polegają różnice znaczeniowe z perspektywy wymagań stawianych administracji publicznej, wywodzone zarówno z samych postanowień konstytucyjnych, jak z i innych aktów normatywnych oraz z orzecznictwa sądowego. Ponadto celem dokonanej analizy jest również ustalenie znaczenia konstytucyjnego pojęcia rzetelności w polskim systemie prawnym.
    The article analyzes reliability as a constitutional requirement of the quality of public administration in Poland. Integrity is traditionally framed within the control criteria. The second element is the regulation concerning the civil service. The third perspective is determined by the principle of reliability and efficiency of public institutions. The main purpose of the article is to determine the content of the concept of reliability used in the Constitution in these three contexts, as well as what are the differences in meaning from the perspective of the requirements for public administration, derived both from the constitutional provisions themselves, as well as from other normative acts and court decisions. In addition, the purpose of the analysis is also to determine the meaning of the constitutional concept of reliability in the Polish legal system.

    Administration is a very important mechanism for implementing tasks of the state, which consists of various types of bodies and institutions. As a collection of mechanisms it is responsible for the practical implementation of the functions of the state. This means that the way the administration is organized, especially its functioning, affects the quality of the performed tasks and translates into the image of the state in the eyes of the citizens. Dysfunctional administrative apparatus of the state is unable to solve problems and social needs, satisfy the aspirations and can even inhibit the development of civilization and culture of entire societies. In modern democracies, the administration carries out not only those tasks that are part of the classic catalog of its functions, but also fulfills the additional responsibilities of membership in supra and international structures that shape the contemporary social order. Such various range of tasks clearly shows that the meaning of the administration existence is undertaking relevant organizational, managerial and planning actions. Administrative apparatus is to be helpful in solving social problems and to serve the public – Lat. administrare. In the context of the changes and transformations of contemporary states and societies that are taking place under the influence of various factors (globalization, regionalization, integration processes, economic crises, armed conflicts), the right to good administration begins to be an issue of a particular importance. Nowadays, it is not only a fundamental right of every citizen and the principle of European administrative law, but, above all, it becomes a condition for efficient satisfaction of still growing needs and aspirations of individuals, social groups and whole societies.
