Terrorism is a phenomenon that leads to, among others, intimidating citizens and inducing the sense of threat and panic. Anti-terrorist units that exist in most of countries are one of the forms of fighting against terrorism. The article provides definitions of terms such as terrorism, antiterrorism, counterterrorism, and criminal terror. It mentions changes that have been taking place in the anti-terrorist subdivisions of the Polish police over the years. The author of the article characterizes the current structure that acts for antiterrorism in the Polish police. She also uses police statistics regarding the engagement of anti-terroristic units.

The main issues of the article touch on some fire protection aspects in the context of tourism which is the security of hotel guests. This article covers basic issues related to providing security and fire protection. The purpose of this article is to raise and diagnose awareness among tourists, including hotel guests with regard to fire protection. At the hotel, in particular, this assessment may help us to find the right answer to the question about how security and fire protection are perceived by hotel guests. In order to do this, we have done a survey among 107 hotel guests at the hotel situated in Silesia.

The concerns related with functioning of the companies providing the security services in Poland is presented in this papers in broad extent. The aim of the article is to present the major issues related to the protection of the Polish border from the perspective of the tasks and functions of the Border Guard and border checkpoints. The present analysis is a result of research conducted with use of theoretical research methods used in the social sciences. The aforementioned research was carried out with the purpose of diagnosing the functioning of the state border protection and traffic control system. The result of the research leads to the conclusion that the Polish border protection and traffic control system is being gradually improved, which is a result of changes in the security environment, primarily related to the emergence of new threats and increasing levels of existing threats. This leads to the expansion of the range of functions performed not by the Border Guard in general, but specifically by border checkpoints, which are closely related to field government and local authority administration bodies. These bodies have a definitive influence on local security, and thus on the security of areas controlled by the Border Guard.

The goal of this article was to present the issues connected with threats, identification and assessment of risk to security of people and buildings that are subject to special protection. Risk, just like security, has become one of key components in protective measures of the units responsible for protection and security of executive government bodies of every country. Specialized institutions assigned to protect very important personages in the state can be found both in civil and military structures. Universally accepted and applied principle in protective measures all around the world is the one saying that it is not possible to provide full security to people and buildings that are subject to mandatory protection. Therefore, protective units are focused on minimizing the risk of occurrence of potential events that may affect lowering of required level of security. The goal of this article was to present scientifically substantiated correlation between risk and protective measures executed by the units assigned for such tasks. Theoretical research methods were applied in this article. The deliberations presented in the article show that relations between risk and protective measures of the units responsible for security of executive state bodies require research and conclusions from them may improve the level of security of people and buildings that are subject to special protection.

The aim of this article is to review main issues connected with the protection of a child in the cyberspace. It indicates the issue of the scientific discourse within the key terms: cyberspace and security of an underage in the online and offline environment. In the context of his position as mass media recipient and an user of cyberspace, several threats have been indicated and allocated to two basic categories: of macro-social and individual character. Premises shaping the systems of child’s security in the cyberspace have been indicated and the use of legal instruments and alternative methods in terms of specific security threats has been noted. Ultimately, current challenges to increase the effectiveness of providing security in the cyberspace for an underage were formulated.

W materiale zaprezentowano ewolucję bezpieczeństwa informacji niejawnych w Siłach Zbrojnych Rzeczypospolitej Polskie od 1918 r. do czasów obecnych. Przedstawiono organizację systemu ochrony informacji niejawnych a w tym: dokumenty normatywne, struktury i zadania. Przyjęto określoną cezurę czasową zgodnie z chronologią historyczna i ochroną tajemnicy tj. w okresy : międzywojenny, drugiej wojny światowej, czasy PRL, i okres od 1999 r. po dzień dzisiejszy. Należy mieć świadomość, że ze względu na ramy publikacji przedstawione informacje są w większości zasygnalizowane, ale wskazano źródła gdzie zainteresowani mogą swoją wiedzę poszerzyć.
The material presents the evolution of classified information security in the Armed Forces of the Republic of Poland from 1918 to the present. The organization of the classified information protection system was presented, including normative documents, structures and tasks. A specific time period was adopted in accordance with historical chronology and the protection of secrecy, i.e. during the interwar periods, the Second World War, the times of the Polish People's Republic, and from 1999 to the present day. One should be aware that due to the framework of the publication, the information presented is mostly signaled, but sources have been indicated where interested parties can expand their knowledge.

The author analyzes issues of the constitutional commitment of public authorities to care for the quality of the environment, taking into account future generations. She indicates that the concept of ecological security has not been specified explicitly by the legislator, and the views formulating the right to ecological safety are considered disputable. It was emphasized that the problem of low emission is currently the key challenge for public authorities.
W artykule autorka analizuje kwestie konstytucyjnego zobowiązania władz publicznych do dbałości o jakość środowiska z uwzględnieniem troski o przyszłe pokolenia. Wskazuje, iż pojęcie bezpieczeństwa ekologicznego nie zostało przez prawodawcę sprecyzowane, a poglądy formułujące prawo do bezpieczeństwa ekologicznego uznawane są za sporne. Podkreśla, że aktualnie kluczowym wyzwaniem dla władz publicznych jest problem niskiej emisji.

Przemoc małżeńska jest trudnym doświadczeniem, na zawsze albo na bardzo długo burzącym spokój życia rodzinnego, odbierającym pokrzywdzonym poczucie bezpieczeństwa – jedną z najważniejszych potrzeb człowieka. Wobec tego problemu nie można pozostać obojętnym. W związku z tym system prawny państwa zapewnia określone mechanizmy, mające chronić osoby doznające przemocy. Czy są to narzędzia skuteczne? Przedkładany artykuł omawia to zagadnienie, udzielając odpowiedzi na tak postawione pytanie, w oparciu o wyniki badań zrealizowanych w ramach międzynarodowego projektu SNaP „Special Needs and Protection Orders” z programu Daphne III. Badania o charakterze jakościowym (wielokrotne studium przypadku) przeprowadzono wśród praktyków, na co dzień zawodowo zajmujących się przemocą w rodzinie, uzupełnione zostały o wyniki analizy akt z Sądu Rejonowego w Białymstoku. W zależności od reprezentowanego obszaru pomocy, wybrane sposoby ochrony kobiet doświadczających przemocy małżeńskiej oceniane są przez praktyków inaczej, bardziej lub mnie pozytywnie. Polaryzacja opinii jest rzeczą naturalną. Nie ulega jednak wątpliwości, iż skuteczność zapewniania bezpieczeństwa osobom pokrzywdzonym w wyniku agresywnych zachowań domowników jest coraz większa, a o wciąż istniejących niedomaganiach systemu trzeba mówić, by zostały one w przyszłości udoskonalone.
Domestic violence is a difficult experience, which either forever or for a very long time destroys the peace of family life, depriving the victims of a sense of security – one of the most important human needs. No one can remain indifferent to this problem. In this respect, the legal system of the state provides specific mechanisms to protect victims of domestic violence. Are these tools effective? The presented article discusses this issue, providing an answer to such a question, based on the results of research carried out under the international project entitled SNaP – “Special Needs and Protection Orders” from the Daphne III programme. Qualitative research (multiplied case study) was conducted among practitioners who deal with domestic violence on a daily basis, and was supplemented by the results of analysis of files from the District Court in Białystok. Depending on the field of support represented, the selected methods of protecting women experiencing domestic violence are assessed by practitioners differently, more or less positively. A polarization of opinions is natural. Thereis no doubt, however, that the effectiveness of providing security for people suffering from aggressive behavior of the household members is increasing, and that the remaining faults.of the system need to be addressed in order to improve them in the future.

Due to their strategic importance, the railways were subject to particular surveillance by the state security apparatus of the Polish People’s Republic. Since 1957, the related tasks were carried out by department III of the Security Service (Służba Bezpieczeństwa), which centered its operations on broadly understood economy issues. W artykule przedstawiono krótką historię polskich formacji chroniących organy kierownicze państwa, począwszy od odzyskania przez Polskę niepodległości po koniec dwudziestego wieku. Prezentowane rozważania przedstawiono na tle reguł i zasad funkcjonowania systemu bezpieczeństwa państwa ze szczególnym uwzględnieniem podsystemu kierowania. W pracy wykazano potrzebę badania przeszłości dotyczącej bezpieczeństwa dla opracowania i stosowania skutecznych współcześnie rozwiązań. Rozważania dotyczą także zagrożeń kierowniczych organów państwa. Stanowić one mogą przyczynek do dalszych dyskusji w zakresie przeznaczenia i reguł działania formacji ochrony najważniejszych osób w państwie.
This paper presents a short history of Polish formations protecting the governing bodies of the state, starting from the moment Poland regained independence at the end of the twentieth century. The considerations are presented against the rules and principles of the functioning of the state security system, with particular emphasis on the control subsystem. This paper demonstrates the need to research attitudes to safety in the past, in order to develop and apply effective contemporary solutions. The considerations contained in it also concern the existing threats to the management of state organs. They may contribute to further discussions on the purpose and rules of operation of the formation which is supposed to protect the most important people in the state.

Pojęcia infrastruktury i infrastruktury krytycznej są różnie interpretowane i w większości przypadków nie uwzględniają konsekwencji zagrożeń. Celem artykułu było przedstawienie wyników badań nad oceną teorii bezpieczeństwa infrastruktury krytycznej. W artykule przedstawiono interpretacje pojęcia infrastruktura krytyczna i jej autorską definicję. Wyjaśniono uwarunkowania bezpieczeństwa infrastruktury krytycznej i wskazano na kluczowe elementy decydujące o jej bezpieczeństwie.
The notions of infrastructure and critical infrastructure in particular are ambiguous and in most cases do not take into account the consequences of threats. The aim of the article was to present the results of research on evaluation of critical infrastructure security theory. The article presents interpretations of the notion critical infrastructure and its author's definition. It clarifies the security determinants of critical infrastructure and points to the key elements determining its security.
