Opis:
Purpose: The aim of the article is to analyse the risk management process in IT projects managed using the agile methods. Design/methodology/approach: The research was conducted through in-depth structured interviews on a sample of 111 project managers, leaders and project team members. Findings: In the conducted research, attention was paid to the identification of risk factors, their assessment during project planning, management of key risk factors and the importance of risk analysis for project success. The test results were compared with a critical analysis of the literature on the subject of research. Originality/value: The results of a survey of company heads become input information for the analysis, which allowed to confirm theoretical knowledge with the practical experience of company heads and emphasize the importance of the human factor in the risk management.

Development of new products and services in the form of software requires appropriate knowledge in the field of project management. W obliczu gwałtownie postępujących zmian technologicznych, teleinformatyka i procesy nią rządzące warunkują perspektywiczny rozwój organizacji, utrzymując ją w odpowiedniej kondycji, aby mogła realizować swoje cele. Z uwagi na fakt, iż projekty teleinformatyczne obarczone są wysokim ryzykiem niepowodzenia, ich efektywna realizacja wymaga zapewnienia skutecznego sposobu zarządzania. Niniejsze opracowanie odnosi się do jednostek sektora publicznego, które w znacznym stopniu determinują efektywność i dynamikę rozwoju całej gospodarki. Stanowią przy tym duży odsetek pośród podmiotów, w których projekty teleinformatyczne kończą się niepowodzeniem. Zważywszy na odmienne w stosunku do sektora prywatnego uwarunkowania ekonomiczno–prawne oraz istotę funkcjonowania organizacji publicznych zasadne jest usankcjonowanie w nich własnego podejścia do zarządzania projektami, dostosowanego do ich potrzeb i możliwości.
Rapid technological progress and the related pervasive computerization have been observed in recent years. Thus, the Information Technology (IT) sector has become the key area of the development of numerous organizations. IT projects are burdened with the highest risk of failure and their effective completion requires a proper management method. This study refers to public sector entities determining the effectiveness and dynamics of economic development. Moreover, public institutions constitute a large percentage amongst entities where IT projects fail. Given the different economic and legal conditions for the private sector and the conditions of public organizations, it is reasonable to sanction their own approach to project management, suited to their needs and preferences.

Purpose: In recent years more and more agile methods of software production have been used in information projects (IT projects). Apart from some common features with other measures, IT projects have their own specificity which should be considered prior to the choice of the Traditional Project Management (TPM) or Agile Project Management (APM) for management of a particular project. Owing to the specificity of the implemented projects the approach presented in agile methods is more and more frequently chosen and preferred both by the solutions providers and the clients. Furthermore, the use of one of the traditional or agile methods should be preceded by analysis of various types of conditions of the sector in which the public administration entity is functioning. Legal conditions, organizational and decision-making culture, project financing methods and maturity of teams and the whole organisation in the project management area, affect not only the choice of methods but also the final success of the project. The multicriterial analysis of limitations in information projects implementation in the public sector allowed identification of the most important recommendations within necessary changes. The article points out that agile methods will not entirely replace the traditional management of IT projects in the public sector, with the most effective approach being their harmonious coexistence. Design/methodology/approach: The recommendation to use the TPM and APM approaches in Polish public administration entities was preceded by analysis of the most important legal acts for this purpose and comparison of the position of our country (or cluster to which Poland is qualified) in the acknowledged European study from the cycle of eGovernment Benchmark dating back to the years 2004-2018. Recommendations for implementation of IT projects in the public sector were supported by analysis of CHAOS reports dating back to 2012-2018 and 11th, 12th and 13th Annual State of Agile Reports respectively from 2016, 2017 and 2018. The article does not treat separately each of the best known methodologies and methodologies of confirmed effectiveness, but considers the shared philosophy of traditional or agile approach. Findings: The development of e-government proceeds due to the implementation – from the private sector – of the form of management through the development of projects. Analysis of the position of the Polish e-government in the eGovernment Benchmark points to a high backwardness of the public sector in Poland as compared to other countries. The backwardness may be made up for through implementation of effective methods of IT project management. However, the choice of an agile method should be preceded by an analysis of specific achievable benefits and conditions which have to be fulfilled as they are necessary to achieve such benefits. The public sector conditions connected with the Public Procurement Law and informal limitations resulting, among other, from organisational and decisive culture will not allow, as for now, to fully use agile methods. Originality/value: The public sector in Poland is the largest but at the same time the most difficult customer of services and products from the ICT sector in Poland. For a large purchaser of the ICT sector solutions the choice of the most effective project management method becomes a significant determinant of the project’s success. In practice, there is no organization or project in which a methodology in its pure form could be used. Therefore, a given methodological approach has to be adjusted to the conditions of the sector in which the organisation is functioning and to a specific project.

The main aim of this study is to analyse the development trends of project management with the focus on the management of IT projects. The initial parts of the work are devoted to the analysis of the concepts concerning project management and their relation to the management of processes. Next, the author defines the basic determinants of IT projects' management. The subsequent part of this work concerns the evolution of the IT project life cycle in project management methodologies. In the final part of this study the author characterized modern project management methodologies and analyzed the trends in their development.
Celem niniejszej pracy jest analiza tendencji rozwojowych zarządzania projektami ze szczególnym uwzględnieniem zarządzania projektami IT. Pierwsza część pracy poświęcona jest analizom pojęć, związanych z zarządzaniem projektami i ich stosunku do zarządzania procesami. Następnie autor definiuje podstawowe determinanty zarządzania projektami IT. W dalszej części pracy poruszane jest zagadnienie ewolucji IT i cyklu życia projektu w metodologii zarządzania projektami. W końcowej części pracy autor charakteryzuje nowoczesne metody zarządzania projektami i analizy tendencji w ich rozwoju.

Celem pracy jest omówienie kierunków zmian wykorzystania nowoczesnych narzędzi wspomagających zarządzanie projektami w przedsiębiorstwach o charakterze międzynarodowym. Pokazano aktualne praktyki dotyczące ich wykorzystania oraz omówiono szanse i zagrożenia, jakie im towarzyszą. W prezentowanej pracy zastosowano metodę studium przypadku uzupełnioną o przegląd literatury uwzględniający możliwości wykorzystania narzędzia Enterprise Project Management przez wybrane przedsiębiorstwa. Analizie poddano projekt wdrożenia narzędzia informatycznego do wspomagania procesów zarządzania projektami w przedsiębiorstwie międzynarodowym. Omówiono jego zalety oraz wady w stosunku do tradycyjnych sposobów zarządzania. Wskazano szanse i zagrożenia dla rozwoju przedsiębiorstw wynikające z zastosowania nowoczesnych narzędzi informatycznych. Zaprezentowane wyniki badań mogą stanowić wsparcie dla decydentów odpowiedzialnych za rozwój i wdrażanie nowych systemów informatycznych w przedsiębiorstwie. Wnioski zawarte w pracy mogą ułatwiać podjęcie trafnej decyzji w zakresie skutecznego wykorzystania narzędzi informatycznych wspomagających zarządzanie projektami.
The paper presents the results of research on implementation of the Enterprise Project Management system tools for project management designed to streamline the process of work planning and resource management in foreign subsidiaries. Advantages and disadvantages of this type of solutions were discussed in comparison to traditional methods of management. The author also shows opportunities and threats for the development of enterprises resulting from the use of modern information technology products which support project management. Finally, psychological factors were presented which may cause employees’ concerns in international subsidiaries and may constitute an obstacle for the implementation of Enterprise Project Management systems.

The success of projects in enterprises and the success of an entire organization’s business largely depend on the possession and efficient use of the relevant information. In a broader context, success depends on having the adequate knowledge at the right time and place. Business processes generate large amount of data that are collected and processed in a way enabling transforming data into a measurable and useful value, which is information. Its efficient usage streamlines business processes, and allows to respond quickly to changes and proper decision-making. The aim of the paper is to present and define the project management challenges and ideas of Business Intelligence and Big Data systems. The types of analysis available in both platforms are also discussed. In the paper, the authors try to identify the areas of project management that can benefit from Business Intelligence and Big Data analysis.

Złożoność współczesnych projektów powoduje konieczność ustanowienia wspólnych platform porozumienia dla specjalistów różnych dziedzin, biorących w nich udział. Dokonano także porównania z podejściami stosowanymi w projektach informatycznych.
The complexity of contemporary projects leds to necessity the establishment of common platforms of agreement for professionals from the various fields involved in project. This is especially important in technical projects, where not only technical but also business aspects must be considered. The specific situation takes place in IT projects that have developed their own software development methods. The aim of this paper is to present the results of comparative analysis of standards used in the field of technical project management. There was also a comparison with the approaches used in IT projects.

Wykorzystanie systemów informatycznych jako narzędzi wspomagających zarządzanie, powinno umożliwić zwiększenie skuteczności i efektywności realizacji projektów. Jest to jednak zagadnienie bardzo złożone, stąd pojawia się wiele dylematów, których rozwiązania podejmują się zarówno naukowcy, jak i praktycy biznesu. Artykuł ma na celu określenie wymagań w odniesieniu do systemów informatycznych w warunkach zastosowania controllingowej koncepcji zarządzania przedsięwzięciami budowlanymi. W opracowaniu opisano również stan obecny rozwoju oprogramowania. Analiza funkcjonowania przedsiębiorstw budowlanych w Polsce wskazuje, że menedżerowie w fazie realizacji projektu w ograniczonym stopniu wykorzystują możliwości, jakie daje im obecny poziom rozwoju technologii informatycznych wspomagających zarządzanie.
Supporting of project management with IT systems should result with the increase of their effectiveness and efficiency. The issue is very complex and needs to be studied by researchers and practitioners. Purpose: The main objective of this paper was to identify and determine the potential of holacracy from the point of view of new product development in the IT industry. Design/methodology/approach: The article contains a literature review on the subject of holacracy and a detailed case study analysis conducted in two IT companies which concerned the new product development process. Also, the article presents research results of a quantitative survey and results of interviews with employees that revealed key attributes of teams working in holacracy. Findings: Research results indicate that companies tend to adapt and adjust holacracy in a unique way to meet their development needs, but such approach requires a specific organizational culture and high-tech resources. Holacracy can enhance NPD process and induce self-development among holacratic development teams, which have a dozen of unique attributes in comparison to traditional teams. Agile development with holacracy is faster and more effective than standard agile development or waterfall approach. Research limitations/implications: The research results presented in the paper were based only on two IT companies which use new approaches to new product development. Therefore, more scientific research should be carried out in the future to discuss this topic further. Practical implications: The author of the article recommends that every company should evaluate its capabilities, organizational culture and technical resources before implementing holacracy. Originality/value: This paper presents and discusses a brand new approach to new product development used by modern IT companies. Holacracy is still considered as a new and innovative approach to managing organizations.

The main purpose of this article is to identify the factors that influence the IT project management. It has been noted that in practice the implementation of IT projects there are large discrepancies in the approach to the implementation of IT project management. They result from the prior habits of experts and consultants to the methods used previously, simple incompetence, convenience or lack of understanding of the essence of the need to manage IT projects. Among the selected group of specialists in this field and field consultants at the turn of 2016 and 2017, the CAWI method was used to study opinions on the use of project management techniques and processes in the implementation of IT projects. Then, based on the results obtained, the analyzes and the conclusions and recommendations resulting from them were analyzed. Formulated conclusions can be the starting point for creating an effective project management quality management system.
Głównym celem niniejszego artykułu jest identyfikacja czynników wpływających na zarządzanie projektami informatycznymi. Zauważono bowiem, że w praktyce realizacji projektów informatycznych istnieją duże rozbieżności w podejściu do realizacji zarządzania projektami informatycznymi. Wynikają one z przyzwyczajeń ekspertów i konsultantów do stosowanych uprzednio metod, prostej niekompetencji, wygody lub nierozumienia istoty potrzeby prowadzenia zarządzania przedsięwzięciami informatycznymi. Wśród wybranej grupy specjalistów z tej dziedziny i konsultantów dziedzinowych na przełomie 2016 i 2017 r. metodą CAWI przeprowadzono badania opinii na temat możliwości wykorzystania technik zarządzania projektami i procesami w realizacji przedsięwzięć informatycznych. Następnie, na podstawie uzyskanych wyników, przeprowadzono analizy oraz przedstawiono wynikające z nich wnioski i rekomendacje. Sformułowane wnioski mogą stać się punktem wyjścia dla stworzenia skutecznego systemu zarządzania jakością zarządzania projektami.

Artificial Intelligence (AI) supports project management in industry projects increasingly more often. The article documents research results regarding the use of AI in Industry 4.0 projects. The aim of the article is to define the range of AI use in Industry 4.0 projects throughout their entire life cycle and to indentify the main stages of AI development in project management. Additionally, the article indicates the main barriers to AI use in project management identified in the studied projects. In order to identify and systemise the range of AI use, the Conceptual Framework of Using AI in Project Management presented in literature is applied. Research results indicate that we are in the early stages of AI use in projects. The studied projects use AI mainly in project administration, i.e. to complete the following tasks: simple automation of routine activities, support, and, to a very limited extent, in the area of project management, i.e. in identifying anomalies and predicting the phenomena where the anomalies will occur. The research uses the case study method, where four projects were studied: an ERP system upgrade, an implementation of an IT system supporting high-bay warehouse management, an implementation of an IoT as a data-collection sensor platform and an E-learning platform implementation. The study was conducted between 2019 and 2021, and covered the entire project life cycle, including its three stages, i.e. preparation, implementation and operation.

Projekt Lubelska Wyżyna IT realizowany przez Urząd Miasta Lublin jest inicjatywą, mającą na celu wyeksponowanie potencjału oraz stworzenie przychylnego klimatu dla rozwoju branży IT w Lublinie. Branża ta jest obecnie najprężniej rozwijającą się gałęzią gospodarki lokalnej. Koncepcja projektu oparta jest na zasadzie potrójnej helisy, jako narzędzia kreowania konkurencyjności miasta przez aktywną współpracę przedsiębiorstw, sfery nauki oraz administracji.
The development of information and communication technologies (IS / IT) requires contemporary cities to improve their functionality. In order to survive in the crisis and the ever-changing environment, cities take up technological challenges in the field of IS / IT to increase the efficiency of urban infrastructure, as well as to raise awareness and participation of citizens in the whole venue. The Lublin IT Upland project, implemented by the Lublin City Hall, is an initiative intent on emphasising the potential, and create a favourable environment for the development of the IT industry in Lublin. The industry is now the most dynamically developing sector of the local economy. The concept of the design is based on the principle of the triple helix as a tool for the increase of the city's competitiveness through active cooperation between businesses, science and administration.
