Precariat refers to a situation where people are forced to make a living out of work which is low- quality, insecure, temporary, low-paid, with little or no promise of promotion, without social insurance, and often off-the-books. The concept of precariat goes beyond the form of employment and encapsulates several factors that determine whether a particular job/form of employment exposes an employee to instability of employment, lack of union protection (protection of interests), or social and economic insensitivity. The article aims, in the first place, to answer the question of whether precariat is a global phenomenon. Does it look the same in the rich North and poor South? Is it justified to view it as a structural characteristic of contemporary labour? To address the problem, the classification proposed by Rodgers and Rodgers (1989) and revised by Duell (2004) is employed.

Precarious employment has expanded during the last decades, but there is no full consensus on its definition, and its impact on mental health is not completely understood. The relevance of several micro- and macro-level variables in the association between precarious employment and mental health has not been fully addressed. This review has 2 aims: to identify scientific evidence on the relationship between various dimensions of precarious employment and mental health, and to synthesize the inclusion of a gender-sensitive perspective, context variables, workers’ household variables, and the discussion of causal mechanisms underlying the association. The literature was searched in PubMed, EMBASE, Web of Science and PsycINFO including articles dated 2010–May 2018. A minimum of 2 independent reviewers assessed each article regarding quality and eligibility criteria. The search retrieved 1522 papers, of which 54 (corresponding to 53 studies) met the inclusion criteria. Most of the studies analyzing job insecurity, temporariness and multidimensional approaches reported a significant association. Nevertheless, results for working time arrangements and downsizing are inconclusive. Around half of the studies included sex-stratified analyses and formulated contradictory conclusions. Overall, 7 studies considered workers’ household situation and only 3 delivered significant results, and 16 described some of the potential pathways. There is evidence of an association between various precarious employment approaches and mental health problems. Further research (preferably longitudinal) should aim to discuss theoretical models explaining the pathways between precarious employment and mental health, including a gender-sensitive perspective, and integrating several levels of individual and contextual variables.

Research background: The precarious employment in non-governmental organizations has not been the subject of thorough scientific considerations so far. Meanwhile, the dominance of flexible forms of employment in an organization evokes a sense of instability, insecurity and uncertainty among employees. It weakens the relationship between staff and the organization, which, by not providing employees with prospects for permanent employment, creates a threat to its own development. The COVID-19 pandemic is reinforcing these fears as the situation in the labour market continues to deteriorate. Purpose of the article: The purpose of this study is to identify the factors affecting NGOs employment of contract employees, as a key condition for crowding out precarious employment. Methods: Logistic regression analysis was conducted based on a national representative survey of 1500 Polish NGOs. Findings & value added: Its results indicate that NGOs are increasing the employment of contract staff in order to cope with the excessive bureaucracy of public administration. A stimulating impact on employment is also provided by difficulties in maintaining good staff and volunteers, as well as when there is no sense of security in running an organization. In turn, the lack of people ready to selflessly get involved in an organization's activities, as well as difficulties in accessing premises appropriate to NGOs both reduce the desire among staff to be employed full-time. The monitoring of precarious employment (PE) in NGOs is of key importance in the shaping and effectiveness of national policies aimed at improving the living standards of society as a whole. NGOs are an important element, as they fill the gaps remaining in the implementation of such policies. In the long term, improving the quality of full-time employment in such entities by reducing the barriers to their activity will increase their potential for fulfilling their social mission. To date, such barriers and their relation to employment have not been considered in research literature. However, a considerable proportion of employees in the Polish NGO sector may join the ranks of those excluded from employment and deprived of income due to the crisis on the job market caused by the COVID-19 pandemic. This article contributes to the existing literature and practice by identifying the influence of wide spectrum of barriers of NGOs activity on permanent employment.

In contrast to the usual integration of migrant workers in the ‘bottom jobs’ on the labour market, the employment of Ukrainian workers in Hungarian electronics plants seems to take place in a more beneficial way. With the active mediation of temporary (temp) agencies, Ukrainian migrant workers are offered regular blue-collar assembly work, together with the same social rights and benefits as their local Hungarian colleagues. Relying, in our analysis, on the literature on industrial sociology, migration research and global value chains, we are developing a critical perspective in which migration and employment are not seen as separate spheres but as mutually reinforcing each other. We combine bottom-up empirical research based on interviews with workers and a sectoral inquiry on industrial and employment relations in the temp agency sector supplying multinational corporations. Our main argument is that complex contracting also means subtle controlling. Such contracting is not the cheapest form but it creates a different, efficient employment regime with dependent, controllable, flexibly available, ‘fluid’ employees. Employee respondents described their position as dependent, ‘out of control’ and a temporary earning opportunity. Devoid of clear mechanisms for controlling their work conditions or growth within the job, all respondents turned to a more instrumental approach, in which they invested in building up social capital through friendships, networks and personal relationships. Obtaining Hungarian citizenship and learning the language were two other main strategies for dealing with insecurity. Their efforts correspond with and reinforce a more globally integrated but ethnically motivated immigration regime, characteristic of post-socialist Hungary.

Poziom jakości życia i stanu zdrowia populacji zależy w dużej mierze od uwarunkowań dotyczących sfery aktywności zawodowej. W niniejszym przeglądzie piśmiennictwa wskazano na istotne i rosnące znaczenie warunków zatrudnienia dla jakości życia oraz stanu zdrowia ludności w większości państw świata, szczególnie tych o gospodarce rynkowej. Wśród czynników podlegających ocenie powinny znajdować się m.in. źródła i wysokość dochodu, stabilność dochodu i zatrudnienia, charakter wykonywanej pracy, a także stopień zadowolenia z wykonywanej pracy oraz autonomia i perspektywy zawodowe. Ponadto udowodniono, że sytuacja utrzymującego się i długotrwałego bezrobocia oraz zatrudnienia prekaryjnego prowadzi do istotnego pogorszenia jakości życia i stanu zdrowia, szczególnie osób młodych. Konkludując, w badaniach jakości życia i stanu zdrowia populacji należy uwzględniać czynniki dotyczące sfery aktywności zawodowej. Med. Pr. 2016;67(5):663–671
The level of quality of life and health status of the population largely depends on the determinants related to occupational activity. The results of reviewed bibliography indicate a significant and growing importance of employment conditions on the quality of life and population health status in most countries of the world, especially in those with market economy. Of the evaluated determinants the following factors should be listed in particular: sources and the amount of income, stability of the income and employment, the nature of work and the degree of job satisfaction, as well as autonomy and career prospects. Moreover, they proved that the situation of persisting and long-term unemployment and precarious employment leads to a significant deterioration in the quality of life and health, especially among young people. W niniejszym artykule podjęta zostaje analiza strategii związków zawodowych w odniesieniu do problemów segmentacji rynku pracy w Polsce, w szczególności ekspansji prekaryjnych (niestandardowych i niskopłatnych) form zatrudnienia. Podstawą empiryczną tekstu są wyniki badań prowadzonych w czterech branżach (hutnictwie, służbie zdrowia, budownictwie i handlu) w 2015–2016 roku, w oparciu o analizę wywiadów eksperckich z przedstawicielami związków zawodowych, pracodawców i administracji państwowej. Analiza zebranego materiału pozwala odpowiedzieć na pytanie o wpływ zróżnicowanej siły przetargowej (strukturalnej i stowarzyszeniowej) pracowników w badanych branżach na formy i skuteczność strategii związków zawodowych wobec problemów prekaryzacji zatrudnienia. Twierdzimy, że pomimo przesunięcia działań związkowych z poziomu rokowań zbiorowych na poziom dyskursywny i polityczny, skuteczne przeciwdziałanie segmentacji rynku pracy wymaga wzmocnienia siły strukturalnej pracowników, co tylko w pewnym stopniu zależne jest od strategii związków zawodowych.
This article explores trade union strategies regarding the problems of the labour market segmentation in Poland, in particular the expansion of precarious (nonstandard and low-paid) forms of employment. The empirical basis of the article are the results of research in four sectors (steelworks, health care, construction and the retail sector), carried out in 2015–16, based on expert interviews with the representatives of trade unions, employers and state administration. Data analysis makes it possible to answer the question about the impact of diversified bargaining power (the structural and associational power) in the sectors studied on the forms and efficiency of trade union strategies regarding the precarisation of employment. We claim that despite the shift of trade union activities from the level of collective bargaining to the political and discursive levels, the efficient ways of counteracting the labour market segmentation would require to strengthen structural power of workers which is only partially dependent of trade union strategies.
