alternative measures of population ageing
Opis:
The main aim of the article was to review measures of the population ageing process. In the first part, traditional (conventional) measures of population ageing are presented (i.e. old-age rate, median age, ageing index, dependency ratios, potential support ratio, parent support ratio). These measures are based on chronological age and give a coherent picture of population ageing. However, they do not take into account changes in life expectancy. In other words, they are based on the assumption that a 65-year-old person in 2000 is considered to be just as old as a 65-year-old person in 1900. But the probability of surviving in these two years is different: the remaining life expectancy at age 65 was much higher in 2000 than in 1900. Therefore, the second part of the article presents the new (alternative) measures of population ageing, which are adjusted to life expectancy. In particular, it describes the following measures: proportion of the population in age groups that have a remaining life expectancy of 15 years or less (Prop. RLE15-), prospective median age, population average remaining years of life, and prospective old-age dependency ratio. In the last section, the results of a comparison between conventional and alternative measures are presented. The new measures indicate a slower pace of population ageing in the future than the traditional ones. Thus, the measures recommended for designing governmental programmes aimed at the elderly are the new measures, which take into account life expectancy.

The motivation of this paper is to check whether inflation is linked to the population age structure. To check this hypothesis, a panel data model is used. We regress the changes in CPI on a set of macroeconomic variables. The results of the estimations suggest that there may be a relation between demography and low-frequency inflation. A larger old-age dependency ratio is correlated with lower inflation. This may confirm some of the previous empirical findings that ageing is deflationary when related to increased life expectancy.

Opis:
The object of the research undertaken in the article is to present the currently increasing demographic phenomena: depopulation and population ageing in Poland and their spatial differentiation, as well as their impact on the financial situation of municipalities. The authors used methods typical of social sciences, such as methods of empirical cognition. Correlation and regression analyses were used to demonstrate the impact of population size and structure on the revenues and expenditures of municipalities. The results indicate a significant differentiation of the described phenomena between municipalities in Poland and the relationship between specific categories of own revenue and current expenditures and the number of population. The relationship between the analysed variables is visible primarily in the case of shaping own revenue.

Opis:
Labour migration of people at productive age is a common practice in Western countries based on capitalist economy and parliamentary democracy. Post-accession migration from Poland is a mass phenomenon nowadays, having a double impact on the situation of the oldest family members: they face the need to undertake new versions of old traditional roles or – on the other hand – they are left alone, often in deteriorating health conditions and without assistance in everyday routines. The aim of this analysis is to provide recommendations for social policy on possible solutions supporting and supplementing the care offered for old persons in the situation of migration of their adult children. The analysis is based on the existing data and reports.  Recommendations proposed in the article are directly and indirectly related to forms of care which should be provided to older adults. Aid and assistance are viewed as a chain of interrelated processes; for example, higher digital competences of older adults would allow them to communicate with their families abroad and would help them to be independent in shopping or fixing financial and administrative affairs, as they could do this online.

Opis:
The progressive ageing process concerns both Poland and other Member States of the European Union. In recent years, the share of workers of non-mobile and post-productive age in the total population has been rising, and according to forecasts, in 2035 people aged 45 years and over will represent two-thirds of our society. Since the year 2012, announced the Year of Active Ageing and Solidarity between Generations by the European Commission, more and more attention has been paid in the Polish public space to the issues of an ageing society, including its impact on the health of the economy. The article notes that the ageing process does not occur uniformly across all Polish regions, i.e. at the same pace and with the same intensity. The results of studies indicating the regions being most vulnerable to the ageing of the regional community and the negative consequences of this process in the next two decades are presented.

Opis:
The main aim of the paper was to analyse determinants of care for elderly parents provided by adult children in Poland. The data were from the first wave of the Polish Generations and Gender Survey (GGS-PL) carried out in 2010 and 2011. The logistic regression model with the dependent binary variable describing the fact of providing care to elderly mother or father has been applied. The obtained results are mostly in line with those described in the literature on this topic. Generally the probability of giving care to elderly parents increases with respondent’s age. Women have higher chances of providing care to older mother or father than men do. Persons better educated (with secondary or higher level of education) are characterized by higher probability of caring for elderly parents. Parameters estimates for several variables such as place of residence, living arrangements, employment status and health status were statistically insignificant. As it would have been anticipated health status of a parent significantly increases the probability of providing care to a mother or a father. Moreover, the better the relationship between children and parents, the higher chances of taking care of older parents. In addition, the more respondents agreed with the opinion of responsibility of children for care for elderly parents, the higher the risk of providing an instrumental help by them was.

The majority of countries, including Poland, face a phenomenon of population ageing. Therefore, providing care for elderly persons becomes a crucial challenge for the societies. A decline in the care-giving potential of families and the rapid increase of numbers of seniors create a need for development of institutional assistance for the elderly. The population of seniors is heterogeneous. Thus, there are different reasons for providing public assistance, and different paths of accessing institutional assistance. The aim of the article is to present the family status of seniors, who wait for a place in a residential care, and their non-familial, informal support networks. To achieve this objective we conduct a survey among 221 social workers who assist seniors and their families through the admittance process for residential care in Łódź – a city with advanced ageing (22.3% of people aged 60+).

The population ageing is an universal problem concerning all countries in the world, not only in Europe. The main sources of this process are decreasing fertility and increasing life expectancy. The migration has additional impact on ageing in some countries. The ageing of population means many new challenges in the field of economy and society. The quality of life of older people and the entire population as well depends on how countries will meet these challenges and how societies will adapt to the changing demographic conditions. Longer life can mean activity, health and participation, but it depends on properly planned activities in many areas of social and economic life. The phenomenon of ageing and the consequences associated with them are extremely complex and multilateral issues. The presented article focuses on the comparision of the process of ageing in different continents and countries, particularly in Poland. It concerns the problem of the ageing impact on labour market and health care sector as well.

Opis:
Europa od kilkudziesięciu lat ulega demograficznemu starzeniu. W perspektywie ten proces nasili się, co doprowadzi do zasadniczej zmiany proporcji między ludźmi młodymi i starymi. Liczba młodych, mających zastąpić osoby w wieku reprodukcyjnym (i zdolności do pracy) będzie maleć, natomiast liczba starych, wymagających wsparcia i opieki będzie rosnąć.
For several decades now Europe has undergone population ageing. Within the coming half a century or so that process will be intensifi ed, which will result in a fundamental shift in the relationship between the youth and the elderly. Numbers of young people which are supposed to replace persons in reproductive (and working) age will be declining whereas numbers of old people, those who require support and care will be growing. In other words, an increasing demand related to those needs that will result from the ageing of population will be met by decreasing demographic resources, which – by present standards – serve the satisfaction of such demand. Poland belongs to countries where that change will be particularly drastic. By the year 2060 from one of the youngest populations in the European Union it will become the oldest one. I argue that this process – which I consider the principal demographic challenge Europe is facing – is unavoidable, and it will become irreversible within several decades. Despite illusions, a response to ensuing social and economic challenges cannot be found in the demographic change itself, especially the one to be accomplished by means of population policies (including migration policy). The effective solutions are to be sought in other spheres than the demographic one.

Aim – The main aim of the study is to determine the dynamics of the ageing process of the Polish population and to present a forecast of population ageing based on comprehensive analysis of the age structure of this population. The separated components of this structure are biological age groups: 0–14, 15–64, 65 years and more. The time period of the research comprises the years 1950–2016, while the population forecast by age is presented for 2020 and 2050. The elaboration includes data from GUS. Research methodology – In assessing the level of the ageing of Polish society there were used, among others, the old age index, old age coefficient, a measure of the similarity of structures, a measure of the structural change intensity, and the median age. Score – In the years 1950–2016 in Poland there were observed changes in the age structure of the population in age groups: 0–14 years old, 15–64 years old, 65 years old and more, including a steady trend in the percentage of people in the age group 0–14 years old and a steady upward trend in the percentage of people aged 65 and over, a strong upward trend in the old age index, and a strong tendency of increase in the post-working age dependency ratio. The Central Statistical Office’s (GUS) forecasts indicate that the population ageing measured by changes in the age structure of the population and the shifting of the median age which are taking place in Poland in a dynamic manner, will continue with increased intensity over the next decades. Originality/value – The added value of the work is the use of the similarity of structures and the intensity of structure changes, which together with an approach based on classical indicators allowed for a comprehensive analysis of the age structure of the Polish population in dynamic terms, determining the quantitative nature of changes in the age structure over time, the direction of these changes and their intensity. It was also pointed out that in light of the ongoing demographic transformations, the concept of silver economy understood as an economic system aimed at using the potential of the elderly and taking into account their needs is becoming a priority.

The aim of this paper is to describe population ageing in member countries of the European Union and its dynamics in the period 1990-2030. Furthermore, we show chosen social consequences and challenges caused by demographic ageing. In the introduction, we present definition of the population ageing and describe measures used in the paper. The analytical part consists of three sections. The first one is about growth of older population (at the age of 65 and over, and 80 and over) in the years 1990-2030. The next one comprises an evaluation of progress in demographic change in the EU countries, which is based on chosen measures of population structure - aging index (population 65 and over to population 0-14), and potential support ratio (population 15-64 years to population 65 and over). In the analysis, we use also positional measures. The last part focuses on explaining regional differences in progress of demographic ageing of particular countries. The last section of the paper focuses on chosen socioeconomic consequences of ageing in the EU countries. One of them is an expected increase in number of disabled people. Another one is growth in the number of single person households of the elderly, who need familial and extra-familial care.
