    The paper presents a method of preparation of statistical data in such a manner as to enable application of the COPERT IV method to calculate emissions resulting from the operation of light and heavy commercial vehicles, buses as well as motorcycles and mopeds. The paper also presents the results of calculations of emissions from these vehicles in Poland in 2014, made by means of the COPERT IV method with application of the proposed methodology. The results have been compared with data from emission inventories, and conclusions have been drawn concerning the reasonableness and possibility of applying the proposed methodology.

    The structure of the article will include the characteristics, particularly, of the Polish fleet of trucks involved in the transport of cargo. The volume of transport and haulage work of the goods carrying road transport in 2011, dominant in the branch structure of transport, was presented. The number of trucks and semi-trailer tractors registered in Poland, including the estimated number of vehicles with a maximum weight exceeding 3.5 Mg, was quoted. The numbers of commercial goods carrying companies (international and domestic) in Poland have been presented. The consumption of gasoline, diesel and liquid petroleum gas by the Polish fleet of trucks, special cars and buses in 2010 and the projected consumption of these energy sources and natural gas as well as electricity by the vehicles fleet by the 2030 has been estimated. The estimates of greenhouse gases emission and selected other pollutants from the engine exhaust systems of the said fleet, in the years 2010, 2015, 2020, 2025, 2030 have been presented. Characterized were, currently in force in Poland, environmental fees and their impact on the costs of road transport companies in Poland. The conclusions should be of particular interest to both TFL sector entities as well as those who are involved in creating transport and environmental policy in Poland.

    The article is an attempt to estimate the emissions of pollutants such as particulate matter (PM), nitrogen oxides (NOx), sulfur dioxide (SO2) and carbon dioxide (CO2) in Cracow in 2015 resulting from the solid-fuel boilers (especially coal fired boilers) and fireplaces and emissions resulting from the operation of road vehicles. Estimated emissions of pollutants were compared with the emissions of plants of significant nuisance to air quality in Cracow. Conclusions have been drawn about the directions of Cracow authority policy in environmental protection.

    W artykule wykorzystano w tym celu metodologię COPERT IV, stosowaną przez 22 państwa członkowskie Unii Europejskiej do inwentaryzacji emisji zanieczyszczeń z transportu drogowego. Trudność w jej zastosowaniu wynika z faktu, że podstawowe dane wymagane do przeprowadzenia obliczeń, dotyczące liczby pojazdów w Polsce spełniających poszczególne normy EURO, w ramach konkretnej kategorii, są niedostępne. Aby umożliwić wykonanie obliczeń proponowaną metodą, konieczne jest przyjęcie pewnych założeń, umożliwiających przetworzenie dostępnych danych w taki sposób, aby stały się one użyteczne przy korzystaniu z metody COPERT IV.
    The purpose of the article is to calculate emissions of selected pollutants connected with operation of road transport using COPERT IV method. The article presents assumptions, which allow transform available data to the form possible to use in this method. Assumptions and prepared data were used to calculate emissions. In the end the conclusions concerning the applicability of the method COPERT IV in the inventory of emissions from road transport in Poland were drawn.

    Uzależnienie rozwoju kraju od transportu jest niepodważalne, tak samo jak występowanie kosztów zewnętrznych wynikających z transportu. Są one różne w zależności od gałęzi transportu i w związku z tym różne są mechanizmy mające na celu redukcję niekorzystnych efektów zewnętrznych, będących ich źródłem. Celem artykułu jest przedstawienie działań już podjętych oraz możliwych do podjęcia w zakresie zmniejszenia niekorzystnych efektów zewnętrznych wynikających z eksploatacji pojazdów w gałęzi transportu drogowego, a także wyciągnięcie wniosków dotyczących opłacalności zakupu i eksploatacji pojazdów elektrycznych.
    The paper presents the chances of realization the principles of sustainable development into one of the most important components of the economy – road transportation. The article presents legal acts valid in the European Union and Poland in the field of sustainable road transport, determining short-and long-term goals. Taken actions to ensure realization of existing legislation so as possible and necessary solutions, which could reduce harmful influence of using cars on environment until to 2030 were outlined. The article presents a calculation of the difference in the emission of various pollutants from road transport between the conventionally powered vehicles and non-polluting vehicle – an electric cars. Afterwards the external costs resulting from the emissions of these substances were calculated. Moreover data with prices and the anticipated costs of operating vehicles using different types of engines were compared that. On this basis, conclusions concerning the economic efficiency of the purchase and operation an electric vehicle were drawn.
