According to the Constitution or laws, individuals today have extensive political rights closely associated with the right to vote. Here is meant the active and passive right of voting. Membership in a party is not only because of the desire, but also for the fact that the party gives individuals the possibility of career progress, further realization of their political rights. The purpose of this paper is to present the development of political parties and individual rights, not only in Albania, but also combined with the European experience. In this paper we will focus on how political parties have evolved as well as the political rights of individuals after the independence in 1912. The development of political parties in Albania has passed in two stages in the communist system where only one party was known and in the democratic system where was recognized political pluralism. Highlighting the role of political parties, as an important promoter of the functioning of state and of the coverage of the political rights of individuals, makes this study important.

The article focuses on populism, a phenomenon topical in the socio-political life of many countries. While it has a significant influence on the politics of countries with relatively little experience of functioning democratic institutions, populism is quite clearly visible also in the modern political space of old democracies. There is a distinct link between exacerbation of socio-economic problems and increasing attractiveness of populism. An important factor contributing to the emergence and growth of populist influences is the inability of political establishments, including fully democratic ones, to respond effectively to changes and new challenges.

Karachay-Circassia, is very small both in the territorial and demographic aspect and is widely considered as one of the most politically unstable state-subjects of the Russian Federation. This instability is implied by a combination of many factors occurring against a relatively stable historical and cultural background. This background consists of: multiethnicity, colonization and sovietization, deportations, migrations, ethnic segmentation of the society, ethno-clanishness, ethnic and territorial conflicts and the geopolitical situation. The latter has often decomposed the natural development of nation-creating and state-creating processes. Moreover, it has also been the main cause of numerous tragedies of the local populace which sometimes has put its very biological existence under threat.

The main object of analyses provided in the paper is one of the key problems of contemporary Poland’s democracy, i.e. the “destructive” model of political rivalry. Action aimed at discrediting a rival in direct “confrontation” proves more beneficial than long-term planning resulting in realization of positive reform plan. As a result political elites cater to their own political needs forgetting about their social role in regard to citizens. As a consequence the gap between the society and politics grows even bigger. The society becomes more and more depoliticized. Indicators of associating oneself with political parties are the lowest in the whole of European Union. Most of the citizens admit they have no-one to vote for, they do not associate themselves even with the party they are voting for the general perception of politicians is extremely critical. It seems that it is important to put clearer emphasis on the fact that the whole of the political stage is responsible for said negative phenomenon.

Applying systems analysis in political science research is still one of the important dimensions of political science methodology. Reconstruction of the functional model of the social system seems to be an attractive proposition for policy researchers. Signed by the name of Jeffrey Charles Alexander, the American version of neofunctionalism is one of the responses to the crisis of traditional forms of structural functionalism. The main purpose of the reconstruction of T. Parsons’s theory was its revitalization consisting in restoring the possibility of its application in contemporary social research. The reinterpretation of the classical approach was to a large extent “forced” by harsh criticism of the current approach and focused especially on attempts to overcome the limitations contained therein, which manifested in the impossibility of correlation of functional theorems with newly developing research currents Jeffrey Alexander restored relevance and emphasizes suitability for interpreting and explaining political processes and phenomena. Understanding the concept of functions and functional relations in the political environment allows for effective application in the analysis of contemporary political systems. Therefore, changing the method of functional analysis is a useful methodological tool in developing a political theory.

From this short, synthetic review of participation of Presidents in cabinet formation in 1989 – 1995 results that W. Jaruzelski was fully loyal towards processes of democratic changes in Poland. The position of the first, in the history of third RP, head of state was weakened by fiasco of C. Kiszczak mission of government formation; the politician indicated by the President appeared ineffective. But W. Jaruzelski accepted C. Kiszczak failure with dignity and he engaged himself in the process of formation of T. Mazowiecki cabinet although he had constitutional instruments to block it. “President Jaruzelski, Siwicki (Ministry of Defence) and I spread a protective umbrella over this Cabinet against »hardliners« in Poland and abroad.”. L. Wałęsa, benefiting from social consent, very actively took part in the process of formation of solidarity cabinets both before and after he became the head of state. He, with the substantive help of his closest and most trusted associate – prof Lech Falandysz – forced through a favourable for himself interpretation of art 61 of Small Constitution. Because of this, ministers from MoD, MIA, MFA in Pawlak and Oleksy’s Cabinets were appointed by the head of state. It should be stressed that L. Wałęsa helped to promote two prominent politicians: J.K Bielecki and W. Pawlak.

Views of the National Party (1928-1939) merit special attention, given both the Party’s prominent role in the political life of interwar Poland and the interesting combination of various elements derived from diverse ideological trends within the Party’s programme. The ideological legacy of the National Party reflected, to a large extent, the key constituents of the National Democracy’s political thought, such as nationalism, representation of all social classes, national integrity and the concept of the nation-state. The National Party underwent major evolution and was subject to internal divisions which makes the image of its political thought much more complex. Based on an analysis of the National Party’s political thought, several conclusions can be formulated. The National Party developed its own views regarding political systems. These were, to a large extent, determined by their own system of values based on the national idea. The National Party’s political system projections were mainly inspired by (1) the successes of the “new type” states; (2) pressure from totalitarian systems; and (3) the influence of the economic and spiritual crisis. The National Party leaders wanted to make the political system more efficient. Nonetheless, views in favor of directly imitating any foreign political systems could hardly be found in the Party’s political thought. The National Party’s ideologists and journalists invariably stated that there was no pre-defined political system, but its form had to be adjusted to the specificity and unique character of a given national body. Although inspiration was drawn from external political systems, the Party’s political thought did not lose its independence.

The changes in political life in Poland in the period 2005–2011, which restructured the existing balance of power (dominance of post-Solidarity parties at the expense of the post-communist party) force us to consider whether the party system evolution involves changes in the sphere of ideological divisions. But there also arises another question about the crisis of the left, which could mean the end of the previous model, intergroup rivalry. But there is no doubt that it occurred after 2005 events. Initiated processes took a completely different direction than those in the 90s. The purpose of the article is to explain the ongoing political disputes, and also attempt to answer the question: what factors shape the profile of program-ideological political formations in Poland.

A reflection on the nation, its essence and function formed the key motivation in the National Party’s political thought. The Polish nation was treated subjectively, and the principle of a hierarchical nation organisation was disseminated. In the works by the National Party ideologists, the idea of the nation presented a strong emotional potential, closely related to a moral aspect. It was invariably proclaimed that the nation was a spiritual body. The National Party theorists were convinced that the national idea added real meaning to all forms of a person’s functioning. The Party members viewed the nation as such an important and priority issue that any indifferent personal approach towards the nation was considered unacceptable. It can be noted that, contrary to previous statements, typical of “the early nationalism” (at the turn of the 20th Century), the nation was no longer treated as the absolute, but rather it was viewed through the prism of its relation to God and the world of transcendental values. It was usually considered a kind of family, and a unique metaphysical being, with a strong emphasis placed on the spiritual and moral form of the nation.

This text is a record of a speech given during the Third Polish Conference of Chairs and Departments of Political Systems. The main subject of this paper is the need to carry out research on political systems using diverse methods and takes, both legal and “humanistic”. The paper shows how important in terms of methodology it is to compare particular legal status with reality using examples when legal analysis is not sufficient, for example, on the account of social rebellion. The text identifies challenges that researchers of political systems face due to that fact. In this context is also discusses the problems related to studying such institutions as, for example, the Ukrainian Maidan.

This article focuses on the relations between an image of a political leader and a type of a political system. The models of a political system were used to compare determinants and factors which have an influence on the process of image creation. This theoretical proposal is aimed at a description of the main social and political conditions of the image elements and political system's identity. The function of a leader's image for stability and development of the political system is different for each analysed political system, i.e. totalitarian, authoritarian and democratic systems. In the totalitarian system, the image of a political leader is a kind of communication tool for maintenance of the permanent social mobilization. In the authoritarian system, the process of the image creation allows a political leader to hold control over selected areas of social life. Finally, in the democratic system, a political leader uses his image to enter political and electoral market and establish stable position on them.

The role of the public sphere has increasingly come to the fore in studies concerning the state of democracy in Europe. Similarly the role of culture in formations and transformations not only of personal but of political identities as well has attracted attention. It is the purpose of this article to bring these areas together in a comprehensive approach to media, culture and democracy with a view of the public sphere as a crucial mediating field. Article focuses on the role of media in sustaining and developing democracy, a democratic dialogue and in fulfilling the role of media as the critical watchdog of the political system and other powerful players on the European scene. The concept of knowledge democracy is meant to enable a new focus on the relationships between knowledge production and dissemination, the functioning of the media and our democratic institutions. The emerging concept of knowledge democracy moreover obliges us to realise that the institutional frameworks of today’s societies may appear to be deficient as far as the above mentioned undercurrents, trends and other developments demand change. Democracy is without a doubt the most successful governance concept for societies during the last two centuries. It is a strong brand, even used by rulers who do not meet any democratic criterion. Representation gradually became the predominant mechanism by which the population at large, through elections, provides a body with a general authorization to take decisions in all public domains for a certain period of time. Fragmentation of values has lead to individualisation, to uniqueness but thereby also to the impossibility of being represented in a general manner by a single actor such as a member of parliament. More fundamentally media-politics destroy the original meaning of representation.

The purpose of this paper is to make a contribution to the understanding of the domestic patterns of the political competition in Turkey. Moreover, the paper will also focus on the new doctrine of Turkish foreign policy implemented after the electoral victory of the pro-Islamic Justice and Development Party (Adalet ve Kalkınma Partisi – AKP) in November 2002. In this article the AKP political platform is analyzed as a moderate pro-Islamic party because of its past connections with the Islamic National Outlook Movement of Necmettin Erbakan. In literature on the topic, all the Islamic political parties were connected to the political thought of N. Erbakan and known as the organizations of the National Outlook Movement tradition (Milli Görüş Hareketi). It should be noted that on this point, the first party was the National Order Party (Milli Nizam Partisi), second, the National Salvation Party (Milli Selamet Partisi), third the Welfare Party (Refah Partisi) and fourth the Virtue Party (Fazilet Partisi).
