The article examines the major issues of methodology that evaluates the effectiveness of technical assistance project implementation in Ukraine. It analyzes the organizational and legal assessment of the impact of international technical assistance upon regional development in the present context. The article puts forward some steps to define key performance indicators, principal evaluation and monitoring methods for implementing ITA projects. It is reasonable to create a unified national system for monitoring and auditing the effectiveness of projects being implemented at the expense of funds under the Ukrainian legislation.

The aim was to analyze the quality of commercial shampoo without prophylactic effect for dogs. The analysis was based on the evaluations and requirements established for human-line products since there is no guide for veterinary products in Mexico; such evaluations have not been carried out or published in Mexico. Physicochemical, sensory, performance, and consumer information tests of the shampoo were carried out. The sample consisted of twenty products marketed in Mexico City. During the evaluation of the label, a serious non-compliance with applicable regulations was found. The pH of the products ranged between 5.6 and 8.4; Significant differences (p<0.05) were found between the three groups with low (6.1), medium (7.2), and high (8.1) pH. Viscosity values were from 1131 to 3102. For the foam index, no statistically significant differences were found. 100% of the products analyzed complied with the rest of the quality tests carried out. The results of the quality analysis in this study will allow veterinarians specializing in small species to better select and recommend the products for their use and inform dog owners, about the safety, and value of the products.

The paper presents a method of automated modelling and performance evaluation of concurrent production flows carried out in Flexible Manufacturing Systems. The method allows for quick assessment of various variants of such systems, considering their structure and the organization of production flow of possible ways of their implementation. Its essence is the conditions imposed on the designed model, limiting the space of possible variants of the production flow only to deadlock-free variants. The practical usefulness of the model implemented in the proposed method illustrates the example, which describes the simultaneous assessment of alternative variants of the flexible machining module's structure and the planned multi-assortment production. The ability of the method to focus on feasible solutions offers attractive perspectives for guiding the Digital Twin-like scenario in situations caused by the need to change the production flow.

In data link layer for vehicular Ad hoc Network, a twelve digit access control mechanism is available. That is Medium Access Control (MAC) protocol should be able to accommodate a wide variety of safety oriented real time applications in vehicular ad-hoc networks (VANETs). The most important aspect of those applications is the transmission safety messages in which we call it as Basic Safety Messages (BSMs) through V2V and V2I systems. When traffic thickness is heavy, a scheduled transfer of BSMs places a large load on the VANETs’ stack, compromising network compatibility and performance. This article addresses a Decentralized TDMA-based framework for regulating transmission boundaries in VANETs to increase the potential of BSM transmissions. The transmitting effects are often low, but they do not reduce the consciousness of the nodes in close proximity. Consolidating packet collisions are often observed and cutoff at that time by a concerted effort among the nodes. Our procedures will provide a profitable and efficient BSM broadcasting, according to the simulation results.

This work deals with the performance evaluation of EDF (Earliest Deadline First) packet scheduler with two classes. The primary metric of interest is the mean sojourn time for each class. The system is composed of two classes (two queues) with Poisson input to each of them, deterministic service times and exponentially distributed deadline values. The model is analysed as an embedded Markov chain at the instants of packet departures from the service. The solution i.e. the joint probability distribution of the number of packets in each queue is obtained using the matrix approach. The metrics such as the mean sojourn time or the mean number of packets in the system for each class are directly obtained from this joint probability distribution.

The purpose of this article is to introduce a new analytical framework dedicated to measuring performance of recommender systems. A standard approach is to assess the quality of a system by means of accuracy related statistics. However, the specificity of the environments in which recommender systems are deployed requires paying much attention to speed and memory requirements of the algorithms. Unfortunately, it is implausible to assess accurately the complexity of various algorithms with formal tools. This can be attributed to the fact that such analyses are usually based on an assumption of dense representation of underlying data structures. In real life, though, the algorithms operate on sparse data and are implemented with collections dedicated for them. Therefore, we propose to measure the complexity of recommender systems with artificial datasets that posses real-life properties. We utilize a recently developed bipartite graph generator to evaluate how the state-of-art recommender system behavior is determined and diversified by topological properties of the generated datasets.

Wireless Local Area Networks present several vulnerabilities that are exploited, and as a result, numerous attacks have been developed and used against them. Although countermeasures to detect and eliminate such threats have been created throughout the years, few methods exist to prevent the attacks. IEEE 802.11 covert channels could be considered a candidate to prevent Wi-Fi attacks since they allow secret communication between the client station and the access point without establishing an association. They can be implemented in frames that attackers do not target. This paper presents a new covert channel that prevents Wi-Fi attacks. We also describe metrics, and discuss the performance results of the proposed solution. We show that the new protocol is able to achieve high efficiency of operation.

Artykuł poświęcono wykonaniu analizy porównawczej wybranych narzędzi mapowania obiektowo-relacyjnego. Jego celem jest pomoc architektomoprogramowania w określeniu, która z analizowanych bibliotek będzie optymalnym wyborem do użycia w określonym projekcie.Celem artykułu jest ocena bibliotek Hibernate ORM, EclipseLink, Apache OpenJPAoraz DataNucleus pod kątem teoretycznym oraz praktycznym. Każde z badanych narzędzi opisane zostało według kryteriów pozwalających na wyodrębnienie najważniejszych cech mających wpływ na komunikację z relacyjnymi bazami danych. Cechy te następnie zostałyporównane na poziomie praktycznym poprzez zbadanie zachowania aplikacji testowych. Pod względem wydajnościowym, najlepsza okazała się biblioteka Apache OpenJPA, jednak pod względem konfiguracji i dostępności znacznie odstępuje od innych bibliotek. Spowodowane było tonieintuicyjną konfiguracją oraz ubogą dokumentacją technologii. Pod tym względem zdecydowanie górowała biblioteka Hibernate dziękipełnej kompatybilności ze szkieletem programistycznym Spring, intuicyjnej konfiguracji oraz bogatej dokumentacji i wsparcia przez obszerną społeczność korzystających z niej programistów.
The paper concerns a performance evaluation of selected object-relational mapping tools. This work is intended to assist software architects in determining which of the analyzed libraries will be the optimal choice for use in a specific project. The work includes the comparison of Hibernate ORM, EclipseLink, Apache OpenJPA and DataNucleus libraries from the theoretical and practical point of view. Each of the examined tools has been described according to criteria allowing to distinguish the most important features influencing communication with relational databases. These features will then be compared on a practical level by examining the behavior of the test applications. In terms of performance, the Apache OpenJPA library turned out to be the best, but in terms of configuration and availability it significantly differs from other libraries. This was caused by an unintuitive configuration and poor documentation of the technology. In this respect, the Hibernate library definitely dominated thanks to full compatibility with the Spring programming framework, intuitive configuration as well as rich documentation and support by the extensive community of programmers using it.

An original fuzzy team control model is presented in this article. The model is based on a non-traditional combination of classical and contemporary achievements of management and mathematical theories of fuzzy logic and fuzzy sets. In methodological terms, the article also offers a set of tools for measuring and evaluating both team performance and the effectiveness of the team control system in the organization. Fuzzy tools and techniques for decision-making, studying of hidden effects and joint influences, and quantification of evaluations are employed in this set of tools. The suggested fuzzy model contributes to overcoming theoretical deficits on the issues of team control, and the methodology of team control fills a gap in the toolkit of team management. The results from verification of the fuzzy team control model at a small-sized Bulgarian enterprise are also discussed in this article. They indicate that it is possible to develop a fuzzy model for team control, increasing the effectiveness of the team control system in the enterprise.

Studies linking the use of lean practices to company performance have been increasing as markets are becoming more competitive and companies are eager for reducing waste and therefore implementing the Lean Management (LM) philosophy to improve performance. However, results from these studies have found various and different impacts and some light is needed. Extant literature was reviewed and, to achieve the research objective, a metaanalysis of correlations was carried out. The obtained results suggest a positive relationship between some lean practices and performance measures. Furthermore, the presence of moderators influencing the relationship between lean practices and performance outcomes is highlighted in our results. To our best knowledge, this is the first research that proposes a comparison of results from primary studies on Lean implementation, by analysing the linear relationship between lean practices and enterprise performance. It fills this gap and therefore represents an important contribution.

Cloud technologies are a very considerable area that influence IT infrastructure, network services and applications. Research has highlighted difficulties in the functioning of cloud infrastructure. For instance, if a server is subjected to malicious attacks or a force majeure causes a failure in the cloud’s service, it is required to determine the time that it takes the system to return to being fully functional after the crash. This will determine the technological and financial risks faced by the owner and end users of cloud services. Therefore, to solve the problem of determining the expected time before service is resumed after a failure, we propose to apply Markovian queuing systems, specifically a model of a multi-channel queuing system with Poisson input flow and denial-of-service (breakdown).

Two-parameter phenomenological model for quantification of the cavitation damage process in its initial — incubation stage inspired by Förster energy migration theory is presented in the paper. The model built was supplemented with functional relationships between calculation parameters and strength parameters of the materials derived for chosen cavitation loading conditions. Experiments at the rotating disk set-up have been carried out in order to obtain necessary experimental data. The values of calculation parameters have been determined by adjusting the theoretical erosion curve to experimental one. Preliminary experimental verification of the model soundness consisted in comparing theoretical to experimental results obtained from both the ICET program and the experimental investigations of the cavitation erosion at Banki-Michel turbine blades. Reliability as well as the sources of inaccuracy and uncertainties were also discussed. The far-reaching aim of the work is to create the calculation tool for prediction of cavitation erosion performance in hydro-turbines during their operating cycle.

Opis:
Image compression is an essential stage of the data archiving and transmitting process, as it reduces the number of bits and the time required to complete the transmission. In this article, a study of image transmission over the Multi-Carrier Code Division Multiple Access (MC-CDMA) downlink system is presented. The solution proposed relies on source coding combined with channel coding. The Discrete Wavelet Transform (DWT) method is used in conjunction with the SPIHT coder to compress the image, then the data generated is transmitted with the MC-CDMA technique over a noisy channel. The results show that image transmissions performed over MC-CDMA using the SPIHT model are better than the traditional approach like MC-CDMA in the AWGN channel.

Albanian efforts to fulfill European standards and norm in its Public Administration and service delivery, are becoming a research argument for academics and practitioners as well. Even if significant efforts have been made in this direction there is still a gap in analyzing the link between the communication process which creates and delivers the public service, effect of the used tools in service provision and delivery, the performance evaluation of this sector and the future of the sector itself affected by the intersection of these factors. This brings a great necessity to watch very close those evolutions, processes and the impacts they have in the Albanian social tissue. At the same time, it is very important to understand what streamline has been followed till now by micro and macro huge progresses which have affected the systems, the relations between pairs which not necessarily are being expressed in standards. There is no sustainable change or improvement, if they aren’t built at the cellular level, and when we talk about the state, institutions and citizens, the way they relate, if it is standardized or not by laws or procedures, it becomes the most important reading that we must do to understand the substratum of those progresses. Relations, communications and the future of the communicative situations between citizens and public operators including the public administration during the public service proceedings, indicate the quality and sustainability of Albanian evolutions in social view, as well as the forecasting we can do regarding their impact in the future. Tools by which strategies have been applied, seems to affect the process as well as affect pairs perception of fairness, justice and low conformity. This oblige us investigate about effects and impacts they have had during the service proceedings. We may judge the transparence’s perception related to how much equal citizens consider they are being treated by public operators, what’s its influence in trust climate, notably on the citizens trust towards public administration, whose salaries are being paid by public and who theoretically must carry over public interest. We may, as well, investigate the impact that this variable has had in the new dimension of accountability which is a strong indicator of the evolution of public administrations in Albania, showing how the way public services are being delivered and how much the public itself is actually ruling through a careful reading of the communications hold between them and public administrations.
