Opis:
The article considers issues connected with Professor Mordecai Roshwald’s philosophical and anthropological thought. It presents important elements of the philosophy of care, focusing on its fundamental concepts such as: appeal, dignity, being-with-you, and being-with-we. It is postulated that these elements may be employed to serve the idea of sustainable development. This has been done on the example of the so-called participation: a. social participation, b. mechanisms for citizen participation.
W proponowanym artykule podjęto zagadnienie związane z problematyką filozoficzno-antropologiczną profesora Mordeciaia Roshwalda. Przedstawiono nośne elementy filozofii troski wskazując na jej podstawowe zagadnienia jak: apel, godność, bycie-z-ty, czy bycie-z-my. Jednocześnie postuluje się, że omówione elementy mogą w swej strukturze posłużyć idei zrównoważonego rozwoju, dokonano tego na przykładzie tzw. partycypacji: a. partycypacji społecznej, b. mechanizmów partycypacji obywatelskiej.

Opis:
The internal structure of legislative bodies of territorial self-government units/territorial communities and normative constructions of commissions and consultative bodies (especially those in the French legal order) enable active expression of opinions and positions of residents of self-government communities. Multiplication of French commissions and committees, regulated by the Act, enriching the consultative dialogue in the territorial community, may constitute a good model of new and desirable solutions in this area in the Polish legal order. Expressing opinions by residents of a given community through a wide range of consultative bodies should be considered the right direction of indirect democracy, which unambiguously approaches participatory democracy, allowing residents to participate in making decisions on their own matters.
Struktura wewnętrzna organów stanowiących jednostek samorządu terytorialnego/wspólnot terytorialnych oraz konstrukcje normatywne komisji i ciał konsultacyjnych (zwłaszcza te we francuskim porządku prawnym) umożliwiają aktywne wyrażanie opinii i stanowisk mieszkańców wspólnot samorządowych. Mulitiplikacja francuskich komisji i komitetów, uregulowanych na mocy ustawy, wzbogajacych dialog konsultacyjny we wspólnocie terytorialnej, stanowić może dobry wzorzec nowych i pożądanych rozwiązań w tym zakresie w polskim porządku prawnym. Wypowiadanie się mieszkańców danej wspólnoty przez szeroką gamę ciał konsultacyjnych uznać należy za właściwy kierunek demokracji pośredniej, która w sposób jednoznaczny przybliża się do demokracji uczestniczącej, pozwalajac współuczestniczyć mieszkańcom w podejmownaiu decyzji w ich własnych sprawach.

In the contemporary world, modernising at an incredible pace, an increasing importance is being placed on education, which is supposed to prepare communities for this acceleration. A few areas can be separated during discussions on education: among the others it is the issue of competencies indispensable on the labour market of the future as well as values and global education. Such issues are also a starting point for the authors of the publication issued in English “Responsibility – Participation - Conscious Citizenship – The Dilemmas of Global Education. Global education – as it is the main subject matter of the publication - was implemented into Polish system of education in the school year 2009/2010 (it was placed in the core curriculum of general education). Prior to this, in 2002 in Maastricht European politicians developed Declaration of Global Education which put forward systemic solutions in this area. The significance of education in the world of multiculturalism and globalization was stressed out long before by researchers indicating the need to focus on such issues and prepare communities for the challenges of postmodernity. It emerges that after more than a dozen years of implementing and practicing global education there is still a need to intellectually deal with this difficult and complex notion. Real practice has revealed a number of areas which still are and will long continue to remain a challenge both for researchers and practitioners. The aim of the publication, edited by Klaudia Śledzińska, is to provide an answer to the question not so much about the essence of global education in Polish educational practice but rather about its axionormative dimension and values implemented in various social dimensions. The axis for deliberations undertaken by the authors is based on such values like responsibility, committed participation and social engagement. It is education – as observed by the editor in the introduction – that is supposed to “enhance the awareness and reflexive cognition of phenomena, social processes, interrelations between people and places, as well as to foster stronger social engagement” [s.8], It should also contribute to better understanding of mutual interrelations and the permeation of cultural, environmental, economic, social, political and technological systems. This, however requires a basic consensus regarding the understanding and interpretations of the values essential in education as well as their transmission methods. The publication is composed of three parts: the first two make an attempt to put in order the notions and conceptualize the categories of responsibility as well civic participation and civic society and akin ideas of a social bond and social capital. Part three deals with selected concepts of social life and experience, wherein we can discern the very essence of responsibility, participation and process towards conscious citizenship. Thus, presented are those aspects through which “we can appreciate the significance of educational actions towards the formation of responsible civic attitudes, notably work according to a corporational model, employee - volunteering, insurance reciprocity, horizontal and vertical gender segregation in scientific milieu as well as lifelong learning and activation of older people” [s.11]. It worth emphasizing several significant issues emphasized by the Authors and related to the notions related to global education, especially in the context of transformations of contemporary societies. One of them is a crucial issue present in public and academic discourse and dealing with the division of the world into global North and South, the impact of which is mostly “felt” by the countries of a global South. Global education which was supposed to increase sensitivity to the problems of inequality and bring closer or tame “the Other” has become an element of a specific symbolic violence and imposing on poor countries the civilizational and economic model incorporated in the countries of the North. Klaudia Śledzińska in her chapter focuses on a “hidden programme” of global education, thus a Europocentric, stereotyping model of creating a global awareness, taking no consideration of the specificity and local conditions, which the countries of the North “offer” to the global South. Another manifestation of organizing the world according to old post-colonial principles is “educational disease”, that is “forcing by the rich North the only vision of the development of the deprived regions, in both individual and group dimensions, by means of formal education towards achieving a high social status” [s.43]. Thus, paradoxically the present task of global education is to deconstruct itself and include/ take into consideration other perspectives and discourses, including the ones put forward by minorities. It is teaching responsibility, creating a strong personal subjectivity, stressing out respect to subjectivity of “the Other”, learning “out of Others and from Others [s.47]. Only such attitude where “personal subjectivity of “you” appears through “I” (and vice versa) (…) and thereby secures relationships which no longer carry the features of exploitation, injustice or dominance” [s.47]. In their publication, the Authors indicate and emphasize the significance of numerous citizen-making mechanisms, practices and strategies, which they place in the context of education, making it possible to disseminate and enhance them. Both the employee participation in companies, employee volunteering, pro-social activity on community portals but also more increasingly a common activity of women, the elderly not only on the labour market but also in the social sphere contributes to building a mature civic society. Nonetheless, it will not be lasting unless education provides substantial foundations based on commonly developed values. The proposal of the model of education offered in the publication means “focusing on teaching a pupil/student – not as an uprooted citizen of the world , but as a citizen endowed with his own unique identity, socially enrooted in concrete local contexts and capable of making rational choices”[s.52]. This statement - though perhaps controversial - gives the publication Authors- proprietary feature. It reveals that the recently depreciated locality and identity, built around universal values such as responsible partnership still remains valid. In the first chapters of the publication a certain nostalgia for the return of the “culture of character” instead of the currently functioning culture of personality is clearly seen (from the perspective of one of the authors, a crucial moment for an axio-normative shift and understanding responsibility took place in the early 20th century). It “was a shift from the culture of character to the culture of personality, from internal to external values” . “The culture of character was associated with the notions of, e.g.: citizenship, obligation, democracy, labour, honour, reputation, morality. The culture of personality, in other words, the culture of “making a good impression on others” and “standing out from the crowd” refers rather to the categories of: fascination, attractiveness, bewilderment, creativity, domination, strength, power or determination” [s.20]. Even though the publication is not easy to read and requires an attentive and careful reader, it is a great contribution to the discussion on the essence and directions of global education development, especially in its axionormative character. It is recommended not only for researchers but also non-academics who are committed to the idea of the world continuously improving but also learning from its own mistakes.

During the last few decades, the concepts of participation and belonging has frequently been used within the social welfare field in general, and within the field of disability research specifically. Additionally, in Scandinavia the concept of participation has become increasingly used in social work and social pedagogy programmes at universities. However, there’s rather little known about how participation can be understood and related to social pedagogy, since the concept has a broad range of meanings, e.g. a sense of belonging. This paper aims to identify and discuss understandings of participation and belonging with relevance for social work and social pedagogy. Empirical illustrations have been gathered with ethnographical methods and analysed in accordance with an interpretive tradition. It is argued that the concept of participation can be attributed to different meanings in different ideological, theoretical, and institutional practice contexts (e.g. schools that offer special needs programmes, the transition to working life, online social networking). Consequently, it’s a challenge to provide adequate definitions of the concept. The inference drawn is that the aspect of belonging as it relates to social participation can be attributed to its particular importance for social pedagogy. An implication for professional practice is the need to pay attention to alternative identifications that are not based on notions of a stable, constant sense of belonging to a categorical group.

The article addresses the issue of the social implications of participating in religious groups, with particular emphasis on shaping the type of social capital among members of the mentioned religious groups or any group of a religious nature. It is not sufficiently represented in research work on modern sociology, especially the sociology of religious and modern lives, considering the context of the functioning of a modern man in their interpersonal space. To this end, qualitative research was carried out involving individual case studies. Various qualitative techniques were used: interviews, an analysis of document contents, photographs, biographies, observing participants in their social activities, trust, social ties (among members of the mentioned groups), the social roles of members, the implementation of social functions, participation in the common good, and the values and norms of social coexistence that guide the studied person. These imply the emergence of negative social capital, closing social capital, amoral familism and strong bonds in the norms developed by the group to which the analysed case belongs.

The article presents the analysis of some chosen arguments from Karol Wojtyła’s The Acting Person in consideration of the opposition between the realist and constructivist theoretical standpoints. It ponders the attractiveness of the realist position both for the social and personal dimension of human existence by considering such issues as freedom, autonomy, alienation, truth, receptivity, and community. Aim The subject of this work are contemporary methods of designing public space based on cooperation with city users. At present, authorities of the cities attempt to involve citizens in the process of architectural change. The key component of the series of research are designing processes composed of various social consultations, architectural workshops and competitions, in which the resident's need to shape the city is visible and evident. Methods The author of article will indicate varied methods of designing public space involving citizens, based on experiences of Warsaw (Poland), and conducted analysis of design processes and results. Results and Conclusion Architecture is a reflection of political and economic situation but is also a reflection of citizens way of living. The gap between city users and professionals might be filled with social cooperation process. The residents knowledge of the space is essential to build and transform the cities in a way to fulfill the user’s needs and requirements.

The article’s fi ndings referred to and described one of the most important dimensions of social capital of farmers in the Opolszczyzna – self-organization of farmers in the period from 2008 to 2014. Particularly, the popularity of different self-governed organizations among farmers and their effi ciency have been presented. The described fi ndings point to stagnation in the development of self-organization of farmers in the discussed period.
W artykule podjęto próbę określenia zmian w zakresie samoorganizacji społeczności wiejskiej Opolszczyzny z uwzględnieniem konstruktu kapitału społecznego. W tym celu wykorzystano dane uzyskane od osób kierujących gospodarstwami rolnymi zamieszkałych w wybranych gminach Opolszczyzny. Zostały one zebrane za pomocą kwestionariusza wywiadu. Zawarte w nim pozycje umożliwiły określenie zmian, jakie zaszły w latach 2008–2014, m.in. pod względem: przynależności respondentów do różnych organizacji samorządu wiejskiego, sposobu postrzegania przez rolników efektów działań tych instytucji czy postrzegania przez kierowników gospodarstw rolnych możliwości wywierania wpływu przez różne podmioty na sytuację w gminie. Ujawniły przy tym występowanie kilku negatywnych zjawisk w dziedzinie samorządności wiejskiej, które świadczą o stagnacji w jej rozwoju w latach 2000–2014.

The social activity of young people is essential for the development of their participation in the social life. It’s conditioned, inter alia, by educational measures directed at stimulating the behaviour of the young people, strengthening their sense of consciousness and responsible influence on the environment. The article presents a deeper insight into the mutual dependence between the individual’s sense of agency (and thus the subject’s belief in his/her ability to influence the reality) and his social activity (understood as the readiness to act for the benefit of others). They are not meaningless for building the social capital of the young generation, which in the near future will be responsible for the fate of the world. One of the analytic categories used to consider the presented issues is the construct of pro-development orientation, the constructive features of which include both trust in others and the world, as well as a sense of agency.

The concept of “good governance,” reflected in legislation, modifies the nature of the activity of public authorities. It is currently being promoted by international institutions, including the European Union, particularly with regard to its cohesion policy, which should be based on the principles of openness, participation, accountability, effectiveness and cohesion. Therefore, the existing mechanisms of cross-sectoral cooperation are being modified and new organisational and legal forms are emerging. They meet the requirements of openness, partnership and dialogue of public administration with social partners, thus increasing the effectiveness of bodies of public administration. As a result of consultation, as well as through the direct involvement of social partners in the implementation of tasks, the public are more trusting and the actions of public authorities are gaining more legitimacy.

Przejawem wykluczenia społecznego jest pozbawienie kogokolwiek prawa do udziału w życiu lokalnej społeczności, w tym prawa do decydowania o jej losie. Z tych względów przyjęto tezę, że proces odnowy przestrzeni miejskiej bez udziału zamieszkujących tę przestrzeń ludzi, bez ich akceptacji dla prowadzonych przekształceń oraz bez planu działania na rzecz grup nieuprzywilejowanych nie może się udać. Porozumienie w sprawie percepcji przestrzeni, zarówno w stanie poprzedzającym działania, jak i co do jej przyszłej wizji, umożliwia uzyskanie sukcesu przestrzennego i społecznego. W procesie rewitalizacji, przy podejmowaniu decyzji powinno stosować się metody partycypacji interaktywnej umożliwiającej kształtowanie pól wyboru, kryteriów oceny, udział w ocenie i wyborze a nie jedynie akceptację lub nie zaproponowanych „odgórnie” rozwiązań. Należy przy tym pamiętać, że ugoda społeczna nie może zastąpić obiektywnych wskaźników jakości, ujętych w odpowiednich przepisach technicznych, normach czy też aktach prawnych. Odstępstwo może zakończyć się z jednej strony realnym zagrożeniem dla zdrowia lub życia osób korzystających z wybranych elementów przestrzeni, z drugiej – poniesieniem odpowiedzialności zawodowej, cywilnoprawnej lub karnej przez decydenta i/lub projektanta.
Social exclusion is seen when anyone is bereaved of his right to participate in the life of one’s social community, including the right to decide about the community’s destiny. For those reasons, people assumed a thesis that the urban space revitalization processes taking place without the participation of the people living in particular space, without their acceptance of the implemented transformations, and without action plans for the sake of the non-privileged groups, may not be successful. An agreement on space perception, both before action implementation and when a vision of the future is being approved, allows to attain spatial and social successes. In the revitalization processes, when specific decisions are made, people should apply interactive participation methods allowing to shape the fields of selection and evaluation criteria, as well as participate in such selections and evaluations, not only to accept or not any imposed solutions. We should remember that a community agreement may not replace any objective indicators of quality, comprised in applicable technical codes, standards, or legal regulations. Any deviation from such indicators may end, on the one hand, with a real threat to life or limb of the persons using selected elements of space, and, on the other hand, with the assumption of professional, civil or penal liability by the decision-maker and/or the planner.

Any integral conception of education – including family education – must acknowledge the need for social education, which is due to the fact that the human being can develop only as the social being. However, the readiness to enter social personal relations can be taken for granted as automatic. It requires continuous effort and formation. Social education should take into account the good of the community and the good of the educated person. This is why the concept of participation is of particular use in educating for social life. Participation does not only mean engaging in social relations, looking for external links with the world. Participation draws upon relations that stem from the internal structure of the personality. This is why participation constitutes something more than a kind of human action through which people cooperate. In this sense, participation is a human attribute, thanks to which a person acts with others to self-realize him/herself. The role of the family in social education cannot be overestimated. Family life helps discover the depth of selfless love, teaches responsibility for others in the name of the common good. When the developmental environment of the family offers appropriate models, a young human can discover that he/she lives „through others”, and learns to live „for others.” In this way, the family becomes the „school of fuller humanity” and the „school of social virtues.” This is why the family should be looked at as the foundation of proper social relations and the most effective tool of humanization and personalization of the society.

Opis:
Sherry Arnstein (1969), the author of the participation ladder, emphasizes that "social participation” resembles spinach eating – basically no one is against because in the end it is healthy. The article presents different views of participation (civic, social and individual participation). Additionally the key assumptions for one of the techniques of engaging residents in social life, which is the participatory budget, are presented herein. The author, apart from the criteria and values of the civic budget and on the basis of observation and content analysis, pointed out the problems which Polish cities face during the implementation of the participatory budgeting process. The article may provide a starting point for further reflections on not only the general state of participation in Poland, but also on the analysis of Polish participatory budgets.

Opisana została procedura informowania, konsultacji i partycypacji, przy uwzględnieniu odmienności przepisów unijnych i polskich.
Involvement of employees is one of the forms of realization of the wider idea, which is known as social dialogue. European company is a supranational entity, which operates in many countries of the European Union. This paper analyzes the legal acts regulating the involvement of employees in the formulation and the registration process for a European company in Poland. Hereby are presented procedures of information, consultation and participation, taking into account the differences in EU and Polish legislation.

Opis:
The evaluation process generates not only procedures of assessment, but also negotiation of evaluation questions, criteria, indicators and, first of all, purposes. All participants in the process have their specific roles, rights and elaborate design of evaluation. Such approach to evaluation studies makes this type of research deeply involved in personal and social interaction of the participants and animates developmental resources of particular communities. That is why evaluation as an “invitation to development” is an important component of organizational and educational culture of each school. At the same time the process could be used in a very instrumental way to control and even manipulate the procedures and its results as a strategy of bureaucratic management.
