Przedmiotem opracowania są formy partycypacji szkolnej odnoszące się do szkolnej edukacji geograficznej. Zastosowano dwie metody badań - analizę porównawczą oraz sondaż z wykorzystaniem kwestionariusza geoankiety. Wynikiem tych badań było wyróżnienie najważniejszych treści wybranych podstaw programowych oraz opracowań geograficzno-dydaktycznych odnoszących się do partycypacji szkolnej, a także rozpoznanie form tej partycypacji uczniów i nauczycieli. Wykorzystując geoankietę jako przykład Partycypacyjnych Systemów Informacji Geograficznej zaprezentowano studium przypadku z Poznania: opracowanie przez nauczycieli mapy cyfrowej wspierającej organizację zajęć terenowych. Stwierdzono, że uczniowie i nauczyciele rzadko podejmują inicjatywy o charakterze partycypacji. Istotną przesłanką do podjęcia takich działań są zarówno globalne wyzwania ekologiczne, jak i stan środowiska lokalnego. Wśród działań uczniów o charakterze partycypacji są takie, które wymagają aktywności praktyczno-technicznej oraz emocjonalno-artystycznej (kulturalnej). Ich przykładami są utworzenie pomocy dydaktycznej lub zorganizowanie wydarzenia o tematyce ekologicznej, mającego związek z zajęciami terenowymi realizowanymi poza budynkiem szkoły. Potrzebne jest zaproponowanie metod (lub strategii) kształcenia, która sprzyjałaby zwiększeniu częstości występowania inicjatyw o charakterze partycypacji w szkolnej edukacji geograficznej. Przedstawione w pracy wyniki badań oraz ustalenia stanowią część dysertacji doktorskiej D. Abramowicza pt. „Partycypacja społeczna a edukacja geograficzna - znaczenie Partycypacyjnych Systemów Informacji Geograficznej w organizowaniu zajęć terenowych (2022).
The subject of the study are forms of school participation relating to school geographic education. Two methods of research were used - a comparative analysis and a survwey method using a geo-questionnaire. As a result of the research, it was possible to identify the most important content of selected core curricula and geography-didactic studies relating to participation, as well as to identify forms of school participation - both by students and teachers. On the other hand, using the geo-questionnaire as an example of Public Participatory Geographic Information Systems, the result of a case study from Poznań, which goal was to develop a digital map by teachers to support the organization of fieldwork. As shown, both students and teachers rarely undertake participatory initiatives. An important rationale for the occurrence of such activities are both the global environmental challenges and the quality of the local natural environment. Among students’ activities of a participatory character are those that involve practical-technical and emotional-artistic, cultural activities. These activities involve the creation of teaching aids, the organization of an event with an ecological theme, but also related to fieldwork. Badly needed is a method (or educational strategy) that would promote an increase in the incidence of participatory initiatives in school geographic education. The research results presented in this paper and the conclusions formulated are parts of the doctoral dissertation by D. Abramowicz, entitled. “Social participation and geographic education - application of Public Participatory Geographic Information Systems in organizing fieldwork (2022).

This paper deals with public consultations, which are a form of direct democracy. The assumptions of such consultations were discussed from the theoretical and legal perspective. In the theoretical approach, an attempt was made to determine the direct democracy features and its relationship with the idea of local government well as understanding public consultations. Provisions of the local government l and by-laws were analysed from the legal perspective. Public consultations also h a wider context, which is determined by public participation and a new philosophy of government. The object, consultation involves not only consulting the public about a specific document, but also a comprehensive approach to cooperation with citizens.

Opis:
Pablo Helguera (Mexico City, 1971) is a New York based artist working with installation, sculpture, photography, drawing, socially engaged art and performance. Helguera’s work focuses in a variety of topics ranging from history, pedagogy, sociolinguistics, ethnography, memory and the absurd, in formats that are widely varied including the lecture, museum display strategies, musical performances and written fiction. His work as an educator has usually intersected his interest as an artist. This intersection is best exemplified in his project, The School of Panamerican Unrest (2003–2006), a nomadic think-tank that physically crossed the American continent by car from Anchorage, Alaska to Tierra del Fuego, making 40 stops in between. Covering almost 20,000 miles, it is considered one of the most extensive public art projects on record as well as a pioneering work for the new generation of artworks regarded under the area of socially engaged art. The contribution, in the form of a conversation, will retrace Helguera’s work to focus on questions of publicness, art and participation in a moment in which socially engaged practices are increasingly established in the contemporary art realm. By articulating the artist’s strategies and operating methodologies, the aim is to shed light on ways in which art can contribute to widen the public discourse on the social and political life and create accessible spaces of meeting, confrontation and dialogue, in which a counter- narrative to the dominant neoliberal frame work can take place.

Aim The subject of this work are contemporary methods of designing public space based on cooperation with city users. At present, authorities of the cities attempt to involve citizens in the process of architectural change. The key component of the series of research are designing processes composed of various social consultations, architectural workshops and competitions, in which the resident's need to shape the city is visible and evident. Methods The author of article will indicate varied methods of designing public space involving citizens, based on experiences of Warsaw (Poland), and conducted analysis of design processes and results. Results and Conclusion Architecture is a reflection of political and economic situation but is also a reflection of citizens way of living. The gap between city users and professionals might be filled with social cooperation process. The residents knowledge of the space is essential to build and transform the cities in a way to fulfill the user’s needs and requirements.

The socio-political changes which began in Poland over three decades ago resulted in, inter alia, the activation of various occupational groups that have decided to operate on the basis of the then existing public law. This meant the creation of corporate selfgovernment organizations that are based on associations of persons with compulsory membership. Ever since the political reforms in Poland have been undertaken, professional self-government has been considered an important element of the state’s administrative system. The basis for creating such institutions was the need to protect certain professions which, in the social interest, required the highest qualifications and impeccable ethics. The professional self-government has significantly strengthened its position by taking over a number of the state’s administrative powers regarding, inter alia, the supervision of certain professions. For several years in Poland there has been a public debate on the future of the professional self-government during which arguments have been raised that question the need for the continued functioning of this type of organizations. Moreover, doubts have been raised as to whether the chambers of professional selfgovernment strengthen democratic aspirations and the development of self-governance, or whether they are anachronistic structures that threaten the consolidation of the free market order in Poland. Therefore, it is not only worth pointing out the essence and the tasks of the institution of the professional self-government, as well as its historical development in the country, but it is of paramount importance to draw attention to the significance of this type of entities in creating democratic state institutions and in accelerating participatory processes.

The smart city concept, influenced by societal changes, technology, and geopolitics, is transitioning towards a human-centered model—Smart City 3.0. Emphasizing community engagement, this model ensures that new technologies are tailored to each city's unique needs. The creation of a participatory society is essential for this approach, fostering public involvement in decision-making. Core mechanisms include public consultations and participatory budgeting, as legislated, enhancing co-management between authorities and residents. To successfully implement Smart City 3.0, it is vital to build a partnership based on mutual trust between local authorities and communities. Opinions must not only be expressed, but factored into city planning and development. Advisory bodies like city youth councils illustrate this approach, engaging youth in meaningful roles and ensuring their interests are represented. This paper investigates the vital role of community members in the creating of smart city. Additionally, the paper conducts a comprehensive review of various models of participation, evaluating their respective strengths and weaknesses within the context of smart city development.

The aim of this article is to formulate guidelines for locating benches in rural public spaces. It is a summary of the results of a qualitative research involving 67 users of urban benches, conducted with the application of individual in-depth interviews, and the results of a literature review on the manner in which rural public spaces are equipped. The obtained results pertain to the use of benches in rural public spaces in the context of their integration and semantic potential (symbolic values). The conclusions are presented in the form of general guidelines. Public consultation should be an important element in deciding how to equip rural common space with benches. Local communities ought to be included in the decision-making process, from the stage of the assumptions of the design concepts to the stage of realization. It is advisable to adjust the form of benches, their number, orientation and location to the nature of public space and expectations of their future users. At the same time, the overall structure of public space and its main functions should be taken into account. Properly selected and placed benches can support the process of community structuring and may be a part of the equipment of public space which integrates the local community. Locating benches opposite each other or in the shape of the letter L or C promotes integration. Designing space according to the safe space standards can be a solution for sites conducive to drinking alcohol. Locating benches in the vicinity of streets, at the fence bypass, is a traditional way. Benches with atypical forms or functions located in common areas may contribute to the extraction or strengthening of the local identity.

This is an edited transcript of the audio recording of the roundtable on Future, Democracy, and Platforms, which was organized at the EUMEPLAT project meeting at Charles University in Prague on 15 January 2024, in collaboration with the MeDeMAP (Mapping Media for Future Democracies) project. The current digital public spaces have been transformed by platformization, and besides the positive consequences such as democratization of communication or access to information, these processes driven by algorithms have brought political, cultural, and economic asymmetries. At the roundtable, we discussed challenges and threats to fostering more democratic platform environments in the future with experts from fields such as digital and economic anthropology or new media philosophy. Among the discussed platform related topics were public and cooperative ownership, the need to strengthen their democracy and imagination or pleasure as the key principles.

Sherry Arnstein (1969), the author of the participation ladder, emphasizes that "social participation” resembles spinach eating – basically no one is against because in the end it is healthy. The article presents different views of participation (civic, social and individual participation). Additionally the key assumptions for one of the techniques of engaging residents in social life, which is the participatory budget, are presented herein. The author, apart from the criteria and values of the civic budget and on the basis of observation and content analysis, pointed out the problems which Polish cities face during the implementation of the participatory budgeting process. The article may provide a starting point for further reflections on not only the general state of participation in Poland, but also on the analysis of Polish participatory budgets.

Increasing real public participation in governance and decision making is one of the greatest challenges of modern democracies as well as of these countries seeking to elevate their level of decision making and effective participation of public and citizenship in these processes. The widely dissemination and usage of communication technologies as well a greater pressure from the public for a greater accountability towards their governors, changes the shape and tools of governance, by changing initially the philosophy of and mindset of decision makers and policy maker as well. At the same time, this calls for a revolutionary way of powers distribution in governance processes by bringing more power in the hands of public, starting by an increased transparency and aiming a real and functional participation. The case of Albania, certify how policy makers good will and successful application of best practices, can accelerate democratic processes and increase resources for a better decision making and decision application as well. The paper makes a historic and political reconstruction of the OGP process and practices by projecting the effects and potential outcomes of this governance philosophy in the Albanian social tissue and set up, taking in consideration of the political system and the governance philosophy in Albania 2011-2012.

Co-creation of public policy can be considered a democratic innovation, all the more so as this approach seems to secure the possibility of „redefining what is democracy”. Understood this way, it is a direct source of changes in urban governance systems. Hence, the essence of the considerations is reflection on co-creation as a principle regulating the current urban governance practices and public participation in Berlin. The subject of the analysis in the empirical part of the paper is the Sozialer Zusammenhang („Social Cohesion”) Programme implemented since 2020. The aim is to present the specificity accompanying co-creation with citizens and evaluate the solutions’ effectiveness. Particular attention is paid to the key issue of what institutional arrangements support co-creation in a specific local context, i.e., at the neighbourhood level, and to discuss to what extent they can be considered effective public participation.

The paper is focused on the principles of partnership and participation in rural areas in contemporary Poland. The studied case involves local action groups (LAGs) estab-lished in the Subcarpathian Voivodeship in the period 2007–2013. Based on national and European legal frameworks that regulate the establishment and functioning of the LAGs, these organizations are required to implement the principles of partnership and participation as far as their structures and functions are concerned. The principle of partnership is premised, inter alia, on a specific obligation to include representatives of three sectors – public, economic and social – in the LAGs’ membership. The principle of participation means, among others, that the LAGs are expected to engage in the active recruitment of new members. In the paper the implementation of both of the principles is evaluated by analyzing the LAGs’ membership structures and their criteria of access to membership.

Opis:
Financial participation of the commune inhabitants in the implementation of their tasks in building technical infrastructure is not a clearly regulated issue. In local government practice, at least five basic solutions have been developed according to this type of participation. They have been presented based on targeted, critical literature reviews and legal texts and jurisprudence analysis.The article’s main aim is to indicate a set of tools by which the financial participation of residents in the construction of infrastructure can be implemented and to present their comparison and valorisation. Finally, it should be stated that the most complete level of social involvement is achievable due to applying participation under the provisions of the Inland Transport Infrastructure Financing Act and local initiative. These are tools that give citizens the broadest impact on implementing individual investments. According to the participation ladder, they can be considered tools for the co-production of public services and the highest level of social participation.
Partycypacja finansowa mieszkańców gminy w realizacji zadań własnych z zakresu budowy infrastruktury technicznej nie jest zagadnieniem jednoznacznie uregulowanym. W praktyce samorządowej wypracowano co najmniej pięć zasadniczych rozwiązań, zgodnie z którymi tego typu partycypacja się odbywa. Zostały one przedstawione w oparciu o celowy, krytyczny przegląd literatury, analizę aktów prawnych oraz orzecznictwa. Głównym celem artykułu jest wskazanie zamkniętego katalogu rozwiązań, w oparciu, o które partycypacja finansowa mieszkańców w budowie infrastruktury technicznej może być realizowana oraz zaprezentowanie ich porównania i oceny. Najwyższy poziom włączenia społecznego jest osiągany poprzez zastosowanie partycypacji w oparciu o przepisy ustawy o finansowaniu infrastruktury transportu lądowego oraz w ramach inicjatywy lokalnej.
