    This paper deals with public consultations, which are a form of direct democracy. The assumptions of such consultations were discussed from the theoretical and legal perspective. In the theoretical approach, an attempt was made to determine the direct democracy features and its relationship with the idea of local government well as understanding public consultations. Provisions of the local government l and by-laws were analysed from the legal perspective. Public consultations also h a wider context, which is determined by public participation and a new philosophy of government. The object, consultation involves not only consulting the public about a specific document, but also a comprehensive approach to cooperation with citizens.

    Celem poniższego artykułu jest przedstawienie aktualnych strategii stosowanych przez władze lokalne w rozwiązywaniu konfliktów ekologicznych w mieście. Wychodząc od charakterystyki i uwarunkowań konfliktów ekologicznych, artykuł koncentruje się na przyczynach samowykluczania się zbiorowości osiedlowych z konsultacji społecznych. W artykule zaprezentowano cztery strategie władz miasta skutkujące samowykluczeniem się protestujących mieszkańców z konsultacji społecznych: wariantu zerowego, konfliktu osiedlowego, zmęczenia partycypacją i zleconych zadań publicznych. W tym kontekście milcząca zgoda jest jedyną możliwą reakcją protestującej zbiorowości osiedlowej na niesatysfakcjonujące konsultacje społeczne.
    This article presents common strategies used by local authorities in resolving environmental conflicts in cities. Starting from the characteristics of ecological conflicts, the article focuses on the causes of residential communities (self-)exclusion from public consultations. The article presents four strategies of municipal authorities which result in the (self-)exclusion of housing-estate residents: the zero option; the districts’ conflict; weariness with participation; and eco-tribute. In this context, a tacit consent is the only possible reaction of a protesting community to unsatisfactory public consultations headed by local authorities.

    The realization of citizens (participatory) budgets became one of the fixed duties incumbent upon the authorities of Polish cities. Local governments still more willingly engage their respective citizens and enable them to make decisions related not only to local finances. Social consultations are an exceptionally important process allowing the administration to get acquainted with the public opinion or proposals put forward by the citizens who are – directly or indirectly – affected by the problems in question. Until 2019, Polish participatory budgets were realized based on the provisions of The Gmina Self-Government Act of 8 March 1990; or, to put it more precisely, based on Article 5a, which provided that when it comes to the issues which are important for a gmina, social consultations with citizens may be conducted. However, social consultations are not binding. On the other hand, as for participatory budgets, a different solution was adopted. The authorities of gminas declared that the decisions made by citizens will be recognized as binding by the former (Kraszewski, Mojkowski, 2014). The amendment of the wording of the relevant acts hitherto operative urges the author of the present paper to pose at this point the question about the necessity of legal regulations pertinent to the mechanism of a participatory budget. Did Polish budgets actually call for such wordings? And, will particular solutions included in the Act lead in the near future to diminishing the budget’s role in shaping broadly understood participation among citizens? Taking heed of the imperfections of the said wordings, the present paper constitutes an attempt at pointing to the problems posed by the Act itself that local governments are facing.The main research method applied by the author to the subject matter contained herein is an analysis of sources; and in particular, an analysis of the wordings of the Act of 11 January 2018 on amending certain acts to increase the participation of citizens in the process of electing, operating and controlling certain public bodies (Journal of Laws 2018.130).

    Dialog i partycypacja społeczna to bardzo ważne narzędzie społeczne interakcji rządzących z społeczeństwem, które pomaga w budowaniu i rozwojowi nie tylko miasta, ale i więzi międzyludzkich. Buduje chęć utożsamiania się z miejscem, w którym na co dzień żyją obywatele. Wykorzystanie konsultacji społecznych czy budżetu obywatelskiego daje możliwość zabrania głosu przez każdego mieszkańca niezależnie od wieku. W literaturze partycypacja lokalna jest tematyką często pomijaną, co niestety przekłada się na brak zrozumienia tego elementu przez mieszkańców jak i samych rządzących. Poniższy artykuł został napisany w oparciu o dostępną literaturę oraz akty normatywne. Aby przybliżyć, jak obywatele miasta Krakowa mają wpływ na to, co dzieje się w ich mieście, przedstawiono najważniejsze projekty, które zostały zrealizowaną bądź są w realizacji z Budżetu Obywatelskiego, przedstawiono również najważniejsze konsultacje społeczne na przestrzeni lat 2020 – 2023.
    Dialogue and social participation constitute very important social tools for the interaction between the rulers and the society, which helps in building and developing not only cities but also interpersonal bonds. It builds the desire to identify with the place where citizens live on a daily basis. The use of public consultations or the Participatory Budget offer an opportunity for every resident to have their say, regardless of their age. In literature, local participation is a subject which is often overlooked, which, unfortunately, leads to a lack of understanding of this element by the inhabitants and the government themselves. This paper was written on the basis of the available literature and normative acts. In order to present the impact of the citizens of the city of Cracow on what is happening in their city, the most important projects that have been implemented or are being implemented from the Participatory Budget were presented, as well as the most important public consultations conducted between 2020 and 2023.

    The article presents the results of a research, which aimed was to verify the hypothesis about potential of the online public consultations, conducted by Polish local selfgovernment representatives in order to strength the citizens’ sense of political empowerment. The attitude that emerged from the respondents’ answers, despite various shortcomings in implementation of the process, allows assuming that online consultations presage the improvement of participatory democracy. Implementation of interactive form of communication with citizens is a challenge for public administration.
    W artykule zaprezentowano wyniki badania, którego celem była weryfikacja hipotezy na temat potencjału tkwiącego w internetowych konsultacjach społecznych, prowadzonych przez przedstawicieli polskich miast samorządowych, do wzmacniania poczucia podmiotowości politycznej obywateli biorących w nich udział. Można sądzić, że konsultacje internetowe, pomimo wad w zakresie realizacji, mogą być uznane za rokujące dla poprawy jakości demokracji partycypacyjnej. Wdrożenie interaktywnych form komunikacji z obywatelami stanowi wyzwanie dla administracji publicznej.

    The goal of the work is the presentation of a method of design whose effect is an architectural and urban concept that creatively utilises the results of public consultations. The analysis includes a case study with particular emphasis on trailing the train of thought used during the analysis and conceptual work. The work argues that a public consultations report can be a significant source of knowledge and a valuable inspiration for the designers of public spaces and the urban landscape. The concept that has been presented shows a model of an innovative approach to public participation, understood as involvement in design, as well as participation in the creation and transformation of one's own place.
    Celem pracy jest prezentacja metody projektowania, której efektem jest koncept architektoniczno- urbanistyczny twórczo wykorzystujący wyniki konsultacji społecznych. Analiza obejmuje studium przypadku ze szczególnym naciskiem na śledzenie ciągu myśli wykorzystywanego podczas analizy i prac koncepcyjnych. Praca dowodzi, że raport z konsultacji publicznych może być znaczącym źródłem wiedzy i cenną inspiracją dla projektantów przestrzeni publicznych i miejskiego krajobrazu. Przedstawiona koncepcja pokazuje model innowacyjnego podejścia do partycypacji społecznej, rozumianej nie jako uczestnictwo w projektowaniu, ale jako uczestnictwo w tworzeniu i przekształcaniu własnego miejsca.

    Celem artykułu jest dokonanie charakterystyki konfliktów przestrzennych oraz roli procesów konsultacji społecznych i partycypacji w rozwiązywaniu tych sporów. Na początku artykułu przedstawiamy pojęcie konfliktu przestrzennego. Przybliżamy jego specyfikę, krótko opisując kilka przykładów konfliktów o przestrzeń publiczną, które pojawiły się w ostatnich latach w Polsce. Następnie prezentujemy pojęcie konsultacji społecznych i ich umocowanie instytucjonalno-prawne w kontekście prowadzenia polityki przestrzennej w Polsce. Artykuł kończymy analizą roli konsultacji społecznych i procesów partycypacyjnych w rozwiązywaniu sporów o przestrzeń publiczną. Opieramy się na danych zebranych podczas ewaluacji projektu „Przestrzeń dla partycypacji”. W tekście przywołujemy opinie uczestników tego projektu, co pozwoliło lepiej odpowiedzieć na pytanie, czy powyższe mechanizmy mogą pomóc w rozwiązywaniu konfliktów przestrzennych.
    The aim of the article is to characterize spatial conflicts and the role of social consultation and participation processes in resolving these disputes. At the beginning of the article we present the concept of spatial conflict. We present its specificity by briefly describing several examples of conflicts over public space that have emerged in Poland in recent years. Next, we present the idea of social consultations and their institutional and legal legitimacy in the context of conducting spatial policy in Poland. The article ends with an analysis of the role of social consultations and participatory processes in resolving disputes about public space. We focus on the data collected during the evaluation of the „Space for Participation” project. In the text we refer to the opinions of the participants of this project, which allowed us to better answer the question whether these mechanisms can help in solving spatial conflicts.

    The subject of this article is the use of public consultations in the process of planning a participatory museum. The authors start by mentioning current discussions about participation in culture and debates among museum curators, culture experts, and sociologists concerning a new type of museum. In this context, they present Nina Simon’s idea of a participatory museum, which is a theoretic frame of reference for the long-term activities of the Józef Piłsudski Museum in Sulejówek, an institution desiring to establish a modern participatory museum in a certain social context. At the end, the results of the public consultations are presented. The data shows that one condition for the creation of a participatory museum is an effective, institutionalized, interactive system of communication. Three areas connected with the local community in which the museum could develop participatory projects were also indicated: the joint creation of memorial sites, community integration, and exhibition and educational activities.

    Trwający w Kościele katolickim Synod o synodalności otoczony jest przez wiele różnego rodzaju kontrowersji. Innowacyjna forma synodu, w którym Synod Biskupów obraduje wewnątrz szerszego ciała o definiowanych dopiero kompetencjach, zapowiedzi kluczowych zmian zarówno w nauczaniu Kościoła, jak też w jego strukturze wywołują wśród wielu nadzieję na obudzenie nowego dynamizmu Kościoła, ale też obawy przed zerwaniem ciągłości z Tradycją i zatratą chrześcijańskiego proprium. U źródeł tych nowych nadziei i niepokojów jest wciąż pytanie: Czym jest synodalność, do której wzywa Kościół papież Franciszek? Niniejszy tekst stara się odpowiedzieć na to pytanie, opierając się na najlepszym tekście teologicznym, który został napisany na ten temat w ostatnich latach: dokumencie Międzynarodowej Komisji Teologicznej Synodalność w życiu i misji Kościoła z 2018 roku. Najważniejsze stwierdzenia tego dokumentu zostaną przedstawione w formie dziesięciu tez, które dotyczą m.in.: historycznych i teologicznych źródeł pojęcia synodalności, odnowionej eklezjologii Soboru Watykańskiego II, praktycznych sposobów realizowania synodalności, struktury władzy i współodpowiedzialności w Kościele, warunków oraz kryteriów autentyczności procesusynodalnego.
    The ongoing in the Catholic Church Synod on synodality is surrounded by many different controversies. The innovative form of the synod, in the Synod of Bishops deliberates within a broader body with yet to be defined competences, announcements of significantchanges both in the teaching of the Church and in her structure, awake among many Catholics hope for awakening new dynamism in the Church, but also fear of breaking continuity with Tradition and the loss of the Christian proprium. At the source of thesenew hopes and anxieties lies a question: what is really the synodality to which Pope Francis calls the Church? This text tries to answer this question; this answer is based on the best theological text that has been written on this topic in recent years, the 2018 document of the International Theological Commission Synodality in the Life and Mission of the Church. The most important statements of this document will be presented in the form of ten theses, which concern, among others: the historical and theological sources of the concept of synodality, the renewed ecclesiology of the Second Vatican Council, practicalways of implementing synodality, the structure of power and co-responsibility in the Church, the conditions and criteria of the authenticity of the synodal process.
