Autorzy podjęli się próby określenia obszarów bezpieczeństwa państwa oraz ustalenia ich roli w zapewnieniu bezpieczeństwa i porządku publicznego. Punktem wyjścia była analiza wszystkich formalnych i nieformalnych źródeł władzy w Polsce. Wzięto pod uwagę wszystkie aspekty funkcjonowania państwa w zakresie systemu bezpieczeństwa publicznego.
The paper determinates the safety areas. It has been made on the basis of Polish authority sources analysis results. The starting point was the Polish Constitution owing to the most importance among all the Acts of law. The Montesquieu’s authority division seemed to be insufficient, taking preset legal state into consideration. Authors identified following safety areas: legislative, executive, judicial, media and civic. All of them are determined by the description of duties and responsibilities relevant to national safety. Discussion results concerning the Polish Parliament, the Polish President, the Council Cabinet, government administration departments, governors, the Police, The State Fire Service, State Medical Rescue, the Polish Armed Forces, the Constitutional Tribunal, the State Tribunal, the National Audit Office, media, community guards, safety commercial organizations, universities and particular citizens activities were sufficient to show the significance of all safety areas in public safety system. - Źródło:
