    In the article the author is trying to show the process of complicating national structures and the evolution of the national identity on the area of the borderland. These changes are happening in progressing social, cultural and political transformations which touched these areas upon last decades. An Ukrainian minority in podlaskie voivodeship is a subject of these transformations. Within the last decades this population was subject of intense and characteristic identity transformations. It is interesting to trace the evolution of the national identity of Ukrainian minority in podlaskie voivodeship and simultaneously state that this proces still didn’t end. The article is leaning on two rounds of own examinations as well as researches conducted in the past by historians and linguists concerning areas of today’s podlaskie voivodeship.

    This paper is dedicated to Lithuanians, one of the smallest national minorities in Poland. It characterises the Lithuanian community, which densely populates the Podlasie region in three clusters (Puńsk, Sejny, Suwałki). The study presents the last century’s history of the Lithuanian education and culture, including differences between the Puńsk and Sejny centres. Lithuanians’ strong sense of national identity is closely connected with their mother tongue, culture and traditions. The minority’s community nature is evidenced by the high prestige and broad scope of use of the native dialect. The functions of the primary and secondary languages are clearly specifi ed by the Lithuanian- or Polish-speaking recipient. The transformations occurring in the Southern Aukštaitian dialect are aimed at unifi cation of the Sejny and Puńsk dialects in younger people’s speech and creation of a regiolect. Interference under a strong infl uence of the Polish language is noticeable at all levels of the primary language.

    Objective of this paper is to show the situation of Belarusian education from 1944 to 2016, i.e. in the times of rough and frequent politically motivated changes. It had negative impact on fate of schools with Belarusian teaching language, which are places of building national identity, sustaining seperate tradition, culture and language. In period from 1944 to late 80’s, Polish authorities had not developed particular strategy towards minority, thus their situation in PRL were unstable. As a result, initial growth of education nearly ended on completly liquidation in the 80’s. New chances for Polish Belarusians were creating with government transformation after 1989. Since this time situation of Belarusians and their education in Poland are stable.

    The article presents the results of a research on Polish national identity among people applying for the Polish National Card in Minsk, Belarus. The research project covered 125 persons who between March and the end of July 2013 had completed a course preparing them for an interview with the Consul of the Republic of Poland in order to obtain the Polish National Card. The research was to evaluate the traditional, ethnic criteria of the national bond, which largely overlap with the criteria required to be met by applicants for the Pole’s Card according to the Act on Pole’s Card of 7 September 2007. The results of the research suggest poor internalisation of the criteria of traditional national identity among the respondents.

    Postępujący proces globalizacji związany z przemianami politycznymi i gospodarczymi na świecie wywiera istotny wpływ na sferę kultury, przyczyniając się do jej unifikacji i powszechnego przejmowania modelu kultury masowej. Nie pozostaje do bez wpływu na zbiorowości etniczne i mniejszości narodowe, których dążenia do zachowania odrębnej tożsamości realizowane są pod naciskiem kultury danego kraju oraz kultury masowej. W artykule podjęto próbę ukazania czynników, które wywierają wpływ na kształtowanie się odrębności kulturowej grup etnicznych i mniejszości narodowych. Zdefiniowano pojęcia globalizacji i metropolizacji, wskazano na zagrożenia, jakie powodują te zjawiska w sferze społecznej i kulturowej. Przedstawiono pojęcie kultury, zachodzące współcześnie zmiany społeczno-kulturowe polegające na odchodzeniu od społeczeństwa tradycyjnego na rzecz społeczeństwa przemysłowego. Nakreślono pojęcia grupy etnicznej i mniejszości narodowej, pokazano różnice pomiędzy tymi zbiorowościami i współczesne mechanizmy ich powstawania. W artykule zwrócono uwagę na prawa przysługujące mniejszościom narodowym w Polsce na podstawie obowiązujących aktów prawnych. Opierając się na wynikach Narodowego Spisu Powszechnego Ludności i Mieszkań z 2011 roku, zaprezentowano liczebność i rozkład terytorialny największych grup narodowych i etnicznych w Polsce. Przemiany, jakie dokonały się w Polsce po okresie transformacji ustrojowej, stworzyły właściwe warunki dla zachowania i rozwoju kultury oraz tradycji grup mniejszościowych. Prawo polskie jest w tym zakresie dostosowane do wymogów unijnych, nie ogranicza społecznego i kulturowego rozwoju mniejszości narodowych, co przyczynia się do postępującego procesu odradzania się kultur mniejszościowych, wzrostu zainteresowania przynależnością do nich i eksponowania poczucia tej przynależności.
    The ongoing process of globalisation associated with global political and economic changes has a significant impact on the cultural sphere, contributing to its unification and universal acquisition of mass culture model. It also influences ethnic communities and national minorities, whose pursuit of preservation of separate identity is carried out under cultural pressure of a given country and popular culture. This article presents an attempt to show factors affecting the formation of cultural diversity of ethnic groups and national minorities. It also defines the concepts of globalisation and metropolisation and shows the threats created by these phenomena for the social and cultural spheres. It presents the concept of culture, contemporary socio-cultural changes involving the shift from traditional society to industrial society. It outlines the concept of an ethnic group and a national minority, differences between these communities and modern mechanisms for the creation thereof. This article highlights the rights of national minorities in Poland in accordance with applicable laws. It also presents the population and territorial distribution of the largest national and ethnic groups in Poland based on the results of the 2011 National Census of Population and Housing. The changes that have occurred in Poland after the political transformation period created good conditions for the preservation and development of culture and traditions of minority groups. In this respect, the Polish law is adjusted to the requirements of the EU and it does not restrict the socio-cultural development of national minorities, which contributes to the ongoing revival of minority cultures, growing interest in belonging with them and exposing that sense of belonging.

W praktyce problemem jest także status dziedzictwa kulturowego mniejszości narodowych i to czy wchodzi ono w skład polskiego dziedzictwa narodowego.
    National heritage is a constitutional value. It protects it, just like the independence of the Republic of Poland, in accordance with art. 5 of the Constitution. National heritage can be understood as a culture rooted in the Christian heritage of the nation. In this way, it captures the preamble or cultural heritage referred to in art. 6 par. 2 of the Constitution. This last concept seems to be an integral part of the national heritage. The national heritage can’t, as it was proved, be perceived as a heritage of the Polish ethnic nation, although the term “nation” used in the Constitution can be interpreted differently. In practice, the problem is also the status of the cultural heritage of national minorities and whether it is part of the Polish national heritage.

    In accordance with Article 5 of the Constitution, the Republic of Poland safeguards the national heritage, which is a constitutional value, in the same way as it safeguards independence. The national heritage can be understood as culture rooted in the Christian heritage of the Nation, as it is laid down in the Preamble, or cultural heritage referred to in Article 6 para. 2 of the Constitution. This latter concept seems to be an integral part of the national heritage. The national heritage cannot, as it has been proved, be perceived as the heritage of the Polish ethnic nation, although the term “nation” used in the Constitution can be interpreted in various ways. In practice, the status of national minorities’ cultural heritage and whether it is part of the Polish national heritage also constitute a problem.
    Dziedzictwa narodowego, będącego wartością konstytucyjną, strzeże podobnie jak niepodległości Rzeczpospolita Polska, zgodnie z art. 5 Konstytucji. Może być ono pojmowane jako kultura zakorzeniona w chrześcijańskim dziedzictwie narodu, tak jak to ujmuje preambuła, lub jako dziedzictwo kulturalne, o którym mowa w art. 6 ust. 2 Konstytucji. To ostatnie wydaje się być integralną częścią dziedzictwa narodowego.     W artykule zaprezentowano rozważania o znaczeniu aspiracji i inicjatyw autonomistów śląskich dla bezpieczeństwa Polski.     The article presents considerations about of aspirations and initiatives of Silesian autonomists in the context of Poland’s internal security. The Author presents the historical experience of the autonomy of Silesia and the threats resulting from the present actions of the autonomists of decentralization and disintegration of the state. In conclusion the Author shows the superiority of the idea of “small homelands” over the chauvinism of regional separateness.

    Lusatia from the inside – a society through the eyes of Sorbian teachers, artists and politicians. A short survey based on research conducted in Bautzen and the surrounding area in November 2011Lusatia is a region in the heart of Europe. The Sorbs – a West Slavic nation, people who have lived in Lusatia for more than 1000 years, is not one homogeneous nation, but is divided into Upper and Lower Sorbs, with two dissimilar languages, two religions and two mentalities. I decided to rediscover Lusatia and talk with the people who are Sorbs. A one month stay in Bautzen was possible thanks to financial and scientific support from the Sorbian Institute (Serbski institut / Sorbisches Institut). Examining the past and current situation of the people in Lower and Upper Lusatia, I focused on their language, history and culture. In my studies I did not want to show the external image of the Sorbs, I did not try to create it either. All I wanted was to find out from the Sorbs themselves from which ‘elements’ does their individual identity originate. I was also interested to discover if Sorbs, as the smallest Slavic nation without their own country, feel more connected to a Sorbian origin, or perhaps to German citizenship.

    The research focuses on Arab parents who chose to send their children to the bilingual schools in Israel. The objective is to address the factors that led to the dropping out of Arab students from public education and their participation in alternative education. This research presents the problems of the Arab schools, both in terms of the quality of the instruction and the academic achievements. The main argument is that the goals of Arab education in Israel discuss the need to instill in the students the values of the State of Israel as a Jewish state, without referring to the fact that in this society there is an Arab minority with its own nationality and the right to be an integral part of this society. This ignoring of the needs of the Arab student caused a decline in the quality of the instruction and in the academic achievements of the Arab schools in Israel. As a result of the disappointment of the parents, especially the “intellectual” parents, in pedagogical and social terms and in terms of the students’ personal-national identity, “alternative education” developed in Arab society and Arab students dropped out of public education. This research found a high degree of satisfaction with alternative education in general and bilingual education in particular in all areas and primarily in the formation of the Arab student’s personal and national identity.

    The so-called "indigenous" Polish speech in Latvia in the pre-war period from the perspective of its native users (basing on the 1922–1940 local press)The article stems from the author’s interest in the pre-war Polish press in Latvia. It is based on press materials, whose authors – for different different reasons – used language in their opinion typical for the spoken Polish dialect used by the lower classes. The collected data show the features that are treated by the Polish minority in Latvia as the most typical or most noticeable in their speech. The texts where the use of regional variation of Polish was conscious and purposeful exhibit a range of distinctive features at all levels of language. These features hardly ever occur in the press articles that have been written in standard Polish. The analysis of the texts provided a starting point for the present study. The purpose of the research was to determine the attitudes of writers and editors towards the local Polish dialect, its role in shaping the national identity and its significance in the lives of its users. «Здешняя» польская речь в Латвии в довоенный период в глазах носителей языка (на материале прессы, издаваемой в 1922–1940 годах)Проблематика данной статьи обусловлена нашим интересом к польской прессе, издаваемой в Латвии в период 1922–1940 годов. Базой для исследования послужил языковой материал, извлеченный из газетных статей (фельетонов), авторы которых по разным причинам употребляют язык, наиболее, по их мнению, соответствующий разговорной речи общественных низов. Анализ исследуемого материала показал, какие языковые явления поляки в Латвии считали самыми характерными и отличительными чертами своего языка, поскольку фельетоны, в которых нагромождение диалектных речевых особенностей было преднамеренным, содержат большое количество примеров таких явлений на всех уровнях языка, чего не замечено в остальном, гораздо более обширным, газетном материале. В статье преследовалась и другая цель – определить отношение создателей и редакторов польской прессы в Латвии к «здешнему» польскому говору, роль последнего в качестве исключительно важного компонента национального самосознания и место его в системе духовных ценностей носителей польской речи в Латвии.

    Since the early 1990s, the process of building a national identity among Polish minorities living on the territory of the Republic of Lithuania has clearly intensified. On the one hand, new Polish media initiatives have recently appeared in the digital space, where, until recently, the Polish community has not been widely represented. The first one is Wilnoteka - a multimedia web-based application, which uses the experience and materials of the television studio in Vilnius. Apart from Wilnoteka, Infopol has had an online versions of the daily Vilnius Kurier, Vilnius weekly and Vilnius Magazine for several years. In 2012 Delfi launched the project “Polish schools in Lithuania”, which resulted in a network of Internet portals building relationships between students and teachers in the Republic of Lithuania. Radio by the Neris has been one of the main centers of Polish thought and culture in Lithuania for over twenty years. It also operates several blogs and fanpages devoted primarily to Vilnius. However, the internet does not have professional media reaching to English speaking community of Polish origin who come from the present territory of the Republic of Lithuania and who live around the world. The editors of the Polish media pay attention to the fast expansion of Russian media in Lithuania and low activity of the Polish media. Therefore, we should consider what activities should be taken by the Polish authorities in order to form right conditions for the development of Polish television in Lithuania. Moreover, the media offer should be expanded and should include historical themes, for example the analysis of the fate of the Poles worldwide after 1945.

    Na tle najnowszych losów polskiej emigracji z północnej Francji scharakteryzowano jej wiodący periodyk „Echo de la Polonia”. Z zastosowaniem metody prasoznawczej przeanalizowano zawartość treściową pisma w kontekście utrzymania polonijnej spójności i tożsamości narodowej. Zaprezentowano okoliczności powstania, ewolucję i samą zawartość gazety oraz środowisko wokół niej skupione. Ukazano zarówno ważność, jak i nieprzystawalność treści w stosunku do rzeczywistych problemów emigracji. Podkreślono jej sukcesy i porażki oraz kluczową rolę periodyku w utrzymaniu polonijnej jedności i rejestracji dziedzictwa emigracyjnego.
    The article examines the newspaper “Echo de la Polonia” with a reference to the latest fate of the Polish emigration from Northern France. Through a case study approach and content analysis of the magazine the study looks at maintaining cohesion and national identity of Polish citizens abroad. The paper presents the origins and evolution of the magazine and dynamic changes in economy, society, and so on. It also aims at presenting the essence of Polish life in exile, some successes and failures, as well as the key role of the magazine in maintaining the Polish identity and emigration heritage.
