Opis:: The term operation is in military theory and practice commonly used word. Despite appearances, that its meaning is generally clear and does not need more detailed specification, history has shown that its perception was not always identical. The reason is the fact that this concept must continuously adapt to the current state of warfare, which reflects the social conditions of the historical period. Even in present days, in time of complex security crises appear facts which point to the need to revise the meaning of that term.

Opis:: W artykule przedstawiono wnioski z eksploatacji sprzętu uzbrojenia wykorzystywanego przez Polskie Siły Zadaniowe w Islamskiej Republice Afganistanu. Obecnie w tym kraju mamy możliwość przetestować najnowsze wyposażenie sił zbrojnych jak np. kołowe transportery opancerzone, środki dowodzenia, łączności i rozpoznania. Wszystko to w celu zapewnienia jak największego bezpieczeństwa żołnierzy polskich, jak również wysokiego poziomu wykonywania zadań. Dynamika konfliktu wymusza też szybką reakcję na powstające potrzeby i dostarczanie wielu całkowicie nowych typów sprzętu, niespotykanych wcześniej w wojsku polskim, jak np. pojazdy MRAP czy granatniki automatyczne. Wreszcie też po raz pierwszy od zakończenia II wojny światowej wykorzystaliśmy artylerię, chociaż w nieco innej roli.
Some conclusions regarding deployment of weapon systems in Polish Task Forces in Afghanistan are presented in this paper. During this mission we gained opportunity to test in combat conditions the newest Polish army equipment as armored personnel carriers, command, control and communication equipment and reconnaissance systems. All this stuff was delivered to provide the best possible security of polish soldiers and to fulfill all task as good as possible. Dynamic character of this conflict demands immediate reaction on new emerged needs and deployment of brand new equipment, not used before in polish armed forces e.g. MRAP class vehicles and automatic grenade launchers. Finally, some weapon systems as artillery were being used first time since the II world war finished.

Opis:: The difference in the methodology of conducting military operations by Russian and Ukrainian troops during the war ongoing since February 2022 is striking. It does not result only from the adopted convention of conducting these activities but is conditioned on a much deeper mental level resulting from cultural conditions. They determine the perception and understanding of the phenomenon of war. In other words, the operational and tactical methodology can be adapted to changing realities, provided that the essence of such a change is understood in terms of achieving the assumed military and non-military goals. Furthermore, these goals could be achieved by conducting military operations according to a completely different methodology, probably with much greater effectiveness. Why, in such a perspective, did the Russian side choose such a barbaric way of conducting war, characterising the methodology of military actions of the past decades or even centuries? This paper aims to answer the research question: What premises condition the Russian methodology of military action in the Russian-Ukrainian war of 2022? Empirical methods were employed to obtain an answer to this question.

Opis:: Accurately forecasting the demand of critical stocks is a vital step in the planning of a military operation. Demand prediction techniques, particularly autocorrelated models, have been adopted in the military planning process because a large number of stocks in the military inventory do not have consumption and usage rates per platform (e.g., ship). However, if an impending military operation is (significantly) different from prior campaigns then these prediction models may under or over estimate the demand of critical stocks leading to undesired operational impacts. To address this, we propose an approach to improve the accuracy of demand predictions by combining autocorrelated predictions with cross-correlated demands of items having known per-platform usage rates. We adopt a data mining approach using sequence rule mining to automatically determine crosscorrelated demands by assessing frequently co-occurring usage patterns. Our experiments using a military operational planning system indicate a considerable reduction in the prediction errors across several categories of military supplies.

Opis:: The article presents the characteristics of the service of a press officer of the Armed Forces and the Police. The article discusses the role of press spokesmen as a media liaison in the field of information, responsible for creating an image and shaping the relations of the uniformed formation represented with the media. The role of the Military Public Communication Service in shaping the information policy and the image of the Armed Forces is also presented. Furthermore, the role of police spokesmen, who play a particular role in shaping a positive image of the police force and overall public security, is presented.
Artykuł przedstawia charakterystykę służby oficera prasowego Sił Zbrojnych i Policji. Poruszono w nim rolę rzeczników prasowych jako podmiotu odpowiedzialnego za współpracę z przedstawicielami mediów w zakresie informacyjnym jak również tworzącego wizerunek oraz kształtującej relacje reprezentowanej formacji mundurowej z mediami. Przedstawiono również rolę Wojskowej Służby Komunikacji Społecznej w kształtowaniu polityki informacyjnej i wizerunku Sił Zbrojnych. Ponadto zaprezentowano rolę rzeczników prasowych policji, którzy odgrywają szczególną rolę w kształtowaniu pozytywnego wizerunku służby policyjnej i formowaniu bezpieczeństwa publicznego.

Opis:: The article aims to identify the challenges facing the command system in the context of changes that will shape future military operations. For the presentation of the cognitive results, the analysis of documents was used as well as the results of research conducted with the aid of a diagnostic survey, an interview method, as well as non-standardized observation. The structure of the article covers four main issues. The first one presents the relationship between the terms "directing – management – command" in the context of the deliberations made. The second topic focuses on the characteristics of future operations that define the challenges for command. The third one, on the other hand, explains the matters related to the modification of the command in future military operations. The issue complementing all the considerations is an attempt to resolve the problem of recommendations for the command system in the wars of the future. The content of the article uses the conclusions from the experience gained during the military conflicts in Iraq and Afghanistan.
Celem artykułu jest identyfikacja wyzwań przed jakimi stoi system dowodzenia w kontekście zmian kształtujących przyszłe operacje militarne. Do prezentacji wyników poznawczych wykorzystano metodę analizy badania dokumentów oraz wyniki badań prowadzonych za pomocą sondażu diagnostycznego, metodą wywiadu, jak również obserwacji niestandaryzowanej. Struktura artykułu obejmuje cztery zasadnicze zagadnienia. W pierwszym przedstawiono relacje terminów „kierowanie – zarządzanie – dowodzenie” w kontekście czynionych rozważań. Drugie zagadnienie koncentruje się na charakterystyce operacji przyszłości określających wyzwania dla dowodzenia. Natomiast trzecie zagadnienie wyjaśnia kwestie związane z modyfikacją dowodzenia w przyszłych operacjach militarnych. Zagadnieniem dopełniającym całość prowadzonych rozważań jest próba rozstrzygnięcia kwestii rekomendacji dla systemu dowodzenia w wojnach przyszłości. W treści artykułu wykorzystano wnioski z doświadczeń uzyskane w czasie konfliktów militarnych w Iraku i w Afganistanie.
