The paper deals with issues related to security and defence as seen from the perspective of the role played by military education. The essence of the new security environment realm and new threats for security are described. The importance of military educational institutions is underlined. In this context, observations and reflections on education and training based on NDU Warsaw’s experiences are offered. There are four leading issues mentioned. The first one is the approach to military education, the second one is the curricula, the third one is research and the lessons learned, and the fourth one is to share the experiences of an activity aimed at forging strategic trust. Finally, the author puts forward suggestions on how to strengthen educational cooperation in the Europe and Asia-Pacific region.

This paper evaluates the potential for defence research to contribute to the long-term development of higher military education. Motivation for the paper emerged from recent organisational changes at the Ministry of Defence by which the Strategic Research Institute (SRI), joined the University of Defence (UoD). Both institutions, SRI and UoD, are obligated and dedicated towards respecting and implementing national strategies, laws and norms related to scientific research and education as well as towards fulfi llment of prescribed accreditation standards for academic education and scientific research. The main idea here is to evaluate a scientific research approach conducted by the SRI, through the lens of the guiding principles for development of academic studies which are declared in the national strategy for education development. A few of the questions we tried to answer were: how relevant are the research topics?; who needs research results?; how should the research process be conducted?; and what about the quality of research results? Development of scientific research connections, higher education and practical needs of the military organisation are very important for all three domains, particularly for future security challenges. Military research organisations, along with the higher education component, have to be capable of perceiving future security challenges, conducting scientific research and offering some proposals based on scientific methodology. However, in the selection of the research topics, they have to respect the views, needs and priorities of other organisational entities which are part of the military organisation.

The article presents the history of the military higher education system, which is connected to the shaping of the Polish statehood as well as its present state. The structure of this type of education system was dependent on the e ectiveness of socio-economic, political and military activities of public authorities. However, it is only the November Uprising which is generally associated with the revolt of the o cers from the O cer Cadets School [Szkoła Podchorazych] in Warsaw. The changes which occur within the military education system on account of its adjustment to the requirements of the Act “Law on higher education” of 27 June 2005 are very positive. They accommodate military higher education institutions to the public system of higher education, they in uence the development and the quality of education in these institutions, they obliged them to implement the regulations arising from the National Quali cations Framework and to observe all the procedures arising from the legislations which are enacted in the domain of higher education by the competent public authorities.

Proces kształcenia studentów uczelni wojskowych oraz potrzeba ukształtowania właściwej sylwetki osobowo – zawodowej jej absolwentów, nie może funkcjonować bez wymogu aktywnego wspierania jego ludzkiego czynnika. Stanowi on główny cel pracy dydaktycznej podlegającej czynnikom kierowania tym procesom. Świadome motywowanie to jedynie wycinek wieloaspektowego oddziaływania na studentów uczelni wojskowych, a na podstawie analizy literatury można uznać, iż proces motywowania funkcjonujący w uczelni wojskowej jest silnym motorem napędzającym wszelkie działania jej członków. Traktowanie zagadnień zjawiska motywacji w organizacji o charakterze zhierarchizowanym w sposób pobieżny może doprowadzić do zaburzeń w wykształceniu oficera – profesjonalisty.
The process of educating students at military schools, as well as a need to shape the proper personal and professional profile of their graduates, will not work if to actively support its human factor is not required. It constitutes the main goal of educational activity that is subject to the factors of directing these processes. Conscious motivation is only part of a multifaceted influence on students at military schools, and following an analysis of literature one may conclude that the process of motivation existing in a military school is a strong force driving all the actions undertaken by its members. Dealing with the issues of motivation in an extremely hierarchical organization in a cursory way may pervert the education of an officer-a professional.

W artykule autor analizuje postulaty teoretyczne, które mogą odgrywać istotną rolę w procesie wychowania przyszłych oficerów. Pierwszym jest uznanie wychowania za proces związany z całokształtem uwarunkowań filozoficzno-społecznych naszej kultury. Drugi to twierdzenie, że żyjemy w epoce, która charakteryzuje się głębokimi przemianami w sferze społeczno- -kulturowej i ekonomicznej. Trzecią przesłanką jest relacja przeszłość – teraźniejszość – przyszłość. Ostatni, czwarty postulat dotyczy teoretycznego stwierdzenia, że w określaniu filozoficznych podstaw wychowania wojskowego niezbędne jest uwzględnienie czynu, działania lub walki.
The author carries out an analysis of theoretical postulates which can play an important part in the process of personality development of future officers. The first one is to recognize personality development as a process connected with all the socio-philosophical features of our culture. The second one is to state that we live in the era characterized by profound changes in cultural, social and economic fields. The third factor is the past-present-future relationship. The final postulate is related to the theoretical statement that in describing philosophical fundamentals of personality development in the military it is necessary to take action or combat into consideration.

In the article the author presents an overview of the military librarianship development from the Stanislaw August times and the establishment of the School of Chivalry – Corps of Cadet until the interwar period. The author focuses mainly on the social role of military libraries – designed to provide knowledge, but also to participate in the work on the formation of a soldier-citizen, understanding the meaning of his service and struggle as well as the citizen obligations towards the Homeland.
W swoim artykule autor przedstawia zarys rozwoju bibliotekarstwa wojskowego od czasów stanisławowskich i powołania Szkoły Rycerskiej – Korpusu Kadetów do okresu dwudziestolecia międzywojennego. Autor koncentruje się głównie na roli społecznej bibliotek wojskowych – mających za zadanie dostarczać wiedzy, ale również uczestniczyć w pracy nad ukształtowaniem żołnierza – obywatela, rozumiejącego sens swojej służby i walki oraz obowiązki obywatela wobec Ojczyzny.

Głównym celem pracy jest ocena zróżnicowania morfofunkcjonalnego i wybranych umiejętności żołnierskich podchorążych Wyższej Szkoły Oficerskiej Wojsk Lądowych we Wrocławiu w zależności od ich specjalności wojskowej. Badaniami zostało objętych 85 mężczyzn, których średni wiek wynosił 20,8 lat. Badania obejmowały pomiary antropometryczne, próby sprawności fizycznej, pomiary spirometryczne i testy określające poziom opanowania wybranych umiejętności żołnierskich. Zmierzono wysokość i masę ciała badanych. Obliczono wskaźnik względnej masy ciała. Dokonano pomiaru następujących cech funkcjonalnych: wytrzymałość krążeniowo-oddechowa, siła funkcjonalna, szybkość biegowa i zwinność, równowaga, natężona objętość wydechowa 1-sekundowa, natężona pojemność życiowa płuc i szczytowy przepływ wydechowy. Przeprowadzono testy określające poziom opanowania następujących umiejętności żołnierskich: umiejętność pokonywania lądowego toru przeszkód (pokonanie 200-metrowego toru przeszkód); umiejętność realizacji zadań w środowisku wodnym (pokonanie wodnego toru przeszkód - 50 m); umiejętności strzeleckie: strzelanie z kbk AK, strzelanie z pistoletu wojskowego (PW-83) i rzuty granatem ręcznym w różnych postawach. Nie zaobserwowano istotnego zróżnicowania budowy somatycznej wyodrębnionych grup podchorążych ze względu na specjalność wojskową. Znaczne różnice średnich ujawniły się w poziomie siły funkcjonalnej, natężonej pojemności płuc i szczytowego przepływu wydechowego. Ponadto zaobserwowano istotne zróżnicowanie w opanowaniu rzutów granatem ręcznym, zarówno w postawie leżącej, klęczącej, jak i w postawie stojącej w okopie pomiędzy analizowanymi grupami mężczyzn.
The main aim of this paper is the assessment of morphofunctional differentiation and selected military skills of the officer cadets of the Military Academy of Land Forces in Wrocław with respect to their military specialty. The research material was gathered as a result of the tests and examinations of 85 men, whose average age was 20.8. The examinations of students included anthropometric measurements, physical fitness tests, spirometry and the tests defining the level of mastering selected military skills. Body height and body mass were measured. The measurements of body height and body mass were used to calculate the body mass index. Moreover, the following functional traits were measured: cardio-respiratory endurance, functional strength, speed-running agility, balance, forced expiratory volume in 1 second, forced vital capacity and peak expiratory flow. The research also included the test defining the level of mastering the following military skills: running the land obstacle course (an obstacle course in the Physical Fitness Centre – 200m); performing tasks in water environment (a water obstacle course – 50m); shooting: an AK rifle, a military gun (PW-83) and hand grenade throwing from three positions: standing, kneeling and prone. The significant differentiation of somatic built has not been observed between the distinguished groups of men with respect to the military speciality. The considerable differences of the means have been revealed in the level of functional strength, forced vital capacity and peak expiratory flow. In addition, the significant differentiation has been noticed in the hand grenade throwing from all the positions between the analyzed groups of men.

Przedmiotem niniejszego artykułu są wybrane zagadnienia z zakresu problematyki szkolnictwa wojskowego w obowiązującym porządku prawnym. Autor dokonał przeglądu regulacji zwracając szczególną uwagę na kompetencje Ministra Obrony Narodowej w odniesieniu do uczelni wojskowych, ich charakter, specyfikę organów oraz prawne aspekty przebiegu kandydackiej służby wojskowej. Uwzględniono obowiązujący stan prawny oraz siatkę pojęciową w postaci definicji legalnych. Stosunkowo krótki czas obowiązywania ustawy z dnia 20 lipca 2018 r. Prawo o szkolnictwie wyższym i nauce regulującej obowiązujące zasady funkcjonowania szkolnictwa wyższego oraz prowadzenia działalności naukowej w pełni uzasadniają potrzebę dokonania analizy odpowiednich przepisów. Należy zaznaczyć, że kluczowym postulatem dla ustawodawcy przy wprowadzaniu kolejnych reform wojskowego szkolnictwa powinno być stworzenie jak najlepszych warunków do permanentnego podnoszenia poziomu badań naukowych oraz dydaktyki z uwzględnieniem aktualnych potrzeb Sił Zbrojnych Rzeczpospolitej Polski.
The subject of this article are selected issues in the field of military education in the current legal system. The author reviewed the regulations paying particular attention to the competences of the Minister of National Defense in relation to military universities, their nature, characteristics of their bodies as well as legal aspects of the course of the candidate military service. The current law and the legal definitions were taken into account. The relatively short period of validity of the Act of 20 July 2018 The Law on Higher Education and Science regulating the binding rules of functioning of higher education and conducting scientific activities fully justify the need to analyze the relevant provisions. It should be noted that the key postulate for the legislator when introducing further reforms of military education should be to create the best conditions for permanent raising of the level of scientific research and didactics, taking into account the current needs of the Armed Forces of the Republic of Poland.

The article deals with the essence of theoretic and experimental check of author’s andragogical model of development of foreign language communicative competence of lecturers of higher military educational institutions into educational process. The definition of “foreign language communicative competence” and its structure is proposed by author. The article reveals the main stages of experiment of foreign language communicative competence development. The results of pedagogical experiment on development foreign language communicative competence were presented and substantiated with help of Fisher F-test. The efficiency of the andragogical model was statistically proved.

The report presents all the current challenges which the Bulgarian military-educational system is facing in the context of the basic features of the security environment and trends for the first half of the 21th century by identifying the main problem areas in its functioning. The status and capabilities of the military-educational system of the Republic of Bulgaria are discussed on the basis of an analysis of key strategic documents in the sectors of education, security and defence, as well as the current state of military and civil education and the inherent activities of the training institutions. Outlined are the basic principles of construction and operation of military-educational systems and the fundamental strategic goals and tasks according to modern strategic security environment and dynamically changing conditions in NATO and the EU. Described are the main elements of the military-educational system as a complex, adaptive and flexible system that develops in unity and complementarity with the system of civil education in Bulgaria. Guidelines are formulated for improving the military educational system in relation to its contribution to strengthening national security and defence of the country in three directions – conceptual, organizational and technological improvement.
Raport przedstawia wszystkie aktualne wyzwania stojące przed bułgarskim systemem szkolnictwa wojskowego w kontekście podstawowych cech środowiska bezpieczeństwa i trendów pierwszej połowy XXI wieku poprzez identyfikację głównych obszarów problemowych w jego funkcjonowaniu. Status i możliwości systemu szkolnictwa wojskowego w Republice Bułgarii są omówione w oparciu o kluczowe dokumenty strategiczne w sektorach edukacji, bezpieczeństwa i obrony oraz obecny stan edukacji wojskowej i cywilnej oraz nieodłączne działania instytucji szkoleniowych. Przedstawiono podstawowe zasady konstruowania i działania systemów edukacji wojskowej oraz fundamentalne cele strategiczne i zadania w korelacji ze współczesnym środowiskiem bezpieczeństwa strategicznego i dynamicznie zmieniającymi się warunkami w NATO i UE. Główne elementy systemu edukacji wojskowej zostały opisane jako złożony, zdolny do adaptacji, elastyczny system rozwijający się zgodnie i komplementarnie z cywilnym systemem edukacji w Bułgarii. Sformułowano wytyczne dotyczące ulepszenia systemu szkolnictwa wojskowego w Bułgarii w odniesieniu do jego wkładu we wzmocnienie bezpieczeństwa narodowego oraz obronności w trzech kierunkach – rozwoju konceptualnego, organizacyjnego i technologicznego.

Institutionalised military education is a relatively recent phenomenon against the backdrop of the long and complex history of our continent. It began approximately 200–250 years ago in the form that has led it to its current shape. This was the effect of the profound changes that reshaped the structure of societies, and triggered a number of farreaching cultural transformations that have had both a direct and an indirect impact on the character, role, function, tasks and competences of states. This paper presents a historical overview of military education since ancient times up to the period when the army developed its institutional proto-modern maturity. Particular emphasis has been placed on the connections and correlations between the cultural and/or social setting of a state which has its own defence force and the ways of equipping the commanding military staff with the necessary skills and competences.
Zinstytucjonalizowana edukacja wojskowa jest na przestrzeni dziejów naszego kontynentu zjawiskiem relatywnie młodym. W postaci, która doprowadziła ją do kształtu obecnego, powstała około 200–250 lat temu. Było to konsekwencją głębokich zmian w strukturze społeczeństw, a także daleko idących przeobrażeń kulturowych, wpływających pośrednio i bezpośrednio na charakter, rolę, funkcję, zadania i kompetencje państw. Autor przedstawia rys historyczny edukacji wojskowej od czasów najdawniejszych po okres uzyskiwania przez armię instytucjonalnej, protowspółczesnej dojrzałości. Szczególną uwagę zwraca na zależność między kulturowo-społecznymi uwarunkowaniami działania państwa posiadającego armię a sposobami wyposażania kadry dowódczej w niezbędne kompetencje.

Celem artykułu jest przedstawienie motywów wprowadzenia zajęć wykorzystujących planszowe gry wojenne podczas kursów organizowanych przez Wojskowe Centrum Edukacji Obywatelskiej (WCEO), zapoznanie z możliwościami wykorzystania takich pomocy w edukacji wojskowej oraz ich charakterystyka. W tekście opisano nie tylko motywy wprowadzania gier do oferty edukacyjnej WCEO, ale także sam sposób wykorzystania ich w różnego rodzaju kursach i szkoleniach oraz proces przygotowania zajęć z planszowymi grami wojennymi. Ponadto ogólnie przedstawiono pozytywne skutki wykorzystania gier wojennych w edukacji wojskowej i działalności służbowej żołnierzy.
The article is primarily intended to present the reasons for introducing classes using board war games at the Military Center for Civic Education (WCEO), to familiarize with the possibilities of using board war games in military education and their characteristics. It shows not only the reasons for introducing games to WCEO’s educational offer, but also the method of implementing them in various types of courses and training, as well as the general process of preparing classes using board war games. Moreover, the positive effects of using war games in military education and soldiers’ service activities were generally presented.

Opis:
This article aims to present military innovations in secondary schools in Poland and the possibilities for their use in processes strengthening national security. The Constitution of the Republic of Poland in Art. 5 and 26 impose an obligation on the authorities to ensure the security of the state and its citizens and to defend the state’s borders and the integrity of its territory. Therefore, it is important in this context to properly train and educate students in military secondary schools. The basis for reaching the conclusions presented here were the results of empirical research conducted among secondary school students enrolled in military classes in Poland. The type of statistical analysis used, segmentation, allowed subgroups of respondents to be identified with their percentage share in the total population and the characteristics that define them. Analysis of the research results makes it possible to distinguish categories of the defense potential of students of military classes such as their mobilization, social and individual potential. The content of the article also indicates the possibilities and needs for the development of the potential of students of military classes.
Celem artykułu jest przedstawienie wojskowych innowacji w szkołach średnich w Polsce i możliwości ich wykorzystania w procesach wzmacniających bezpieczeństwo państwa. Konstytucja RP w art. 5 oraz 26 nakłada na władzę obowiązek zapewnienia bezpieczeństwa państwa i jego obywateli oraz obronę granic państwa i niepodzielności jej terytorium. Dlatego też istotne jest w tym kontekście właściwe szkolenie i kształcenie uczniów już w szkołach średnich o profilu wojskowym. Podstawą formułowania przedstawionych wniosków były wyniki badań empirycznych przeprowadzonych wśród uczniów klas wojskowych w Polsce. Rodzaj analizy statystycznej, zwanej segmentacją, pozwolił na wyłonienie podgrup respondentów z ich udziałem procentowym w stosunku do całej badanej populacji oraz cechy, które je konstytuują. Analiza wyników badań pozwoliła na wyodrębnienie takich kategorii potencjału obronnego uczniów klas wojskowych, jak potencjał: mobilizacyjny, społeczny i indywidualny. Treść artykułu wskazuje ponadto na możliwości i potrzeby zagospodarowania scharakteryzowanego potencjału uczniów klas wojskowych.

This paper provides a detailed description of history and theory of the Russian military music education. The origins of Russian military education go back to the Russian Empire, and its evolution initiated in the USSR and is still an ongoing process. It is stated that the Military Band Service of the Ministry of Defense of the Russian Federation (Военно-оркестровая служба Министерства обороны Российской Федерации) is an individual structural unit of the Armed Forces of Russia which mission is to ensure national security of the country and to carry out combat and special training tasks. It is shown that any military band of the Ministry of Defense of the Russian Federation can be denoted both an individual combat unit and a band crew – i.e. soft power instrument of the Russian foreign policy. In such a manner, the military music education holds its special place in the Russian military education structure.
W artykule omówiono historię i teorię rosyjskiego wojskowego kształcenia muzycznego. Początki rosyjskiej edukacji wojskowej sięgają Imperium Rosyjskiego, a jej ewolucja nastąpiła w czasach ZSRR i trwa nadal. Ukazano, że Służba Orkiestr Wojskowych Ministerstwa Obrony Federacji Rosyjskiej (Военно-оркестровая служба Министерства обороны Российской Федерации) jest samodzielną jednostką Sił Zbrojnych Rosji, która realizuje zadania zapewniające bezpieczeństwo narodowe państwa poprzez działania w dziedzinie bojowego i specjalnego przygotowania żołnierzy. Pokazano, że każdy wojskowy zespół Ministerstwa Obrony Federacji Rosyjskiej można nazwać zarówno odrębną jednostką bojową, jak i zespołem artystycznym – narzędziem soft power rosyjskiej polityki zagranicznej. W ten sposób wojskowa edukacja muzyczna zajmuje szczególne miejsce w rosyjskiej strukturze edukacji wojskowej.
