Opis:
The migration of Ukrainians to Poland was greatly when Ukraine gained independence. It was prompted by the internal policy of this state which made passports more accessible to the citizens. Also, applicable agreements were signed with Poland, which enabled Ukrainians to go to the Western countries in large numbers, chiefly to Poland. A dramatic increase in the migration rate was to be seen after social and political changes took place in the eastern neighbouring country, and the largest ever number of Ukrainian migrants is due to the annexation of Crimea by the Russian Federation, and the situation in Donbas. The large number of Ukrainians coming to Poland for various reasons, such as work, study or trade-oriented tourism, has an impact on the increased number of offences. The data collected by the Central Administration of the Prison Service indicates that the proportion of Ukrainians serving sentences or remanded in custody in Poland is relatively low. It also should be noted that although our eastern border traffic has been made a great deal easier, our Border Guard refuses entry to a large number of Ukrainian citizens for various formal reasons (forged travel documents, visas, passports, stamps, etc.).

In contrast to the usual integration of migrant workers in the ‘bottom jobs’ on the labour market, the employment of Ukrainian workers in Hungarian electronics plants seems to take place in a more beneficial way. With the active mediation of temporary (temp) agencies, Ukrainian migrant workers are offered regular blue-collar assembly work, together with the same social rights and benefits as their local Hungarian colleagues. Relying, in our analysis, on the literature on industrial sociology, migration research and global value chains, we are developing a critical perspective in which migration and employment are not seen as separate spheres but as mutually reinforcing each other. We combine bottom-up empirical research based on interviews with workers and a sectoral inquiry on industrial and employment relations in the temp agency sector supplying multinational corporations. Our main argument is that complex contracting also means subtle controlling. Such contracting is not the cheapest form but it creates a different, efficient employment regime with dependent, controllable, flexibly available, ‘fluid’ employees. Employee respondents described their position as dependent, ‘out of control’ and a temporary earning opportunity. Devoid of clear mechanisms for controlling their work conditions or growth within the job, all respondents turned to a more instrumental approach, in which they invested in building up social capital through friendships, networks and personal relationships. Obtaining Hungarian citizenship and learning the language were two other main strategies for dealing with insecurity. Their efforts correspond with and reinforce a more globally integrated but ethnically motivated immigration regime, characteristic of post-socialist Hungary.

The article aims to evaluate the scale and consequences of the emigration of Ukrainians triggered by the military aggression of the Russian Federation. The paper also attempts to determine the composition of the refugees. The first weeks of the military aggression saw the most active departure of the population from Ukraine, after that the number of those seeking refuge decreased. According to the estimation of the Ptukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine based on the data from the State Border Guard Service, the number of ‘refugees from the war in Ukraine’ reached 3 million as of the end of June 2022. The emigrants are mainly residents of Kyiv and Kharkiv, which results in a much higher specific weight of people with higher education than the national average. This fact combined with an orientation towards employment rather than social assistance (a mentality that is relatively close to Europeans), suggests a high probability (especially compared to the same emigrants from other countries, including Syria and Afghanistan) for most Ukrainian women to successfully adapt to life across the border. This is especially true for those who came to Poland, due to the minimal linguistic and cultural differences between the countries. The potential amount of irreversible migration losses, depending on the military and economic factors, ranges from 600–700 thousand to 5–5.5 million people. Considering the fact that approximately 3 million Ukrainians had already been staying (working) abroad before 2022, the war is likely to result in a demographic catastrophe for Ukraine, whose demographic potential has been utterly exhausted.

This article will elaborate and give an overview of the Turkish temporary protection regime. In 2011, when the war in Syria began, Turkey had to face the mass influx from the southeast area, bringing Turkey many Syrian refugees. By 2011 Turkey did not have sufficient regulation on temporary protection, which could deal with many upcoming refugees. In 2013 the Law of Foreigners and International Protection came into force. It was necessary to update the latest legislation on temporary protection, the 1994 Temporary Protection Regulation. Due to unification with international and European standards and to provide possibly the best services to the refugees, Turkey, in 2014, enacted a new law on asylum, migration, and temporary protection construction. Therefore, according to the Turkish Constitution and international regulations, the following article will describe the Turkish refugee law development and legal construction, temporary protection regime, and the problems that still need to be solved.

Migracja Ukraińców do Polski uległa znacznemu zwiększeniu z chwilą odzyskania niepodległości przez Ukrainę. Sprzyjała temu polityka wewnętrzna tego państwa, w wyniku której ułatwiono dostęp obywateli do paszportów. Ponadto podpisanie stosownych umów z Polską stało się podstawą do masowych wyjazdów Ukraińców na szeroko rozumiany Zachód, w tym przede wszystkim do Rzeczypospolitej. Szczególne nasilenie migracji zaobserwować można po próbach zmian społeczno-politycznych u naszego wschodniego sąsiada, a największa liczba migrantów z Ukrainy ma związek z zajęciem Krymu przez Federację Rosyjską oraz sytuacja w Donbasie. Znaczna liczba Ukraińców przebywających do Polski z różnych powodów, w tym podejmujących pracę, studiujących, czy uprawiających tzw. turystykę handlową, ma wpływ na zwiększoną ilość dokonanych przestępstw. Na podstawie danych otrzymanych z Centralnego Zarządu Służby Więziennej wynika, że ich udział w ogólnej liczbie osadzonych lub aresztowanych w Polsce jest stosunkowo niewielki. Należy też zauważyć, że pomimo dużych ułatwień w przekraczaniu granicy, każdego roku polska Straż Graniczna z różnych przyczyn formalnych (podrobione dokumenty podróży, wizy, paszporty, stemple) odmawia pozwolenia na wjazd do RP znacznej liczbie obywateli Ukrainy.
Migration of the Ukrainians to Poland has significantly increased after Ukraine gain its independence. It was favored by the internal policies, which simplified gaining passports by the citizens of this country. Moreover, signing fitting agreements with Poland had became basis for mass departures of the Ukrainians to Western Europe, especially to the Republic Poland. A large intensification of migration had been noticed after socio-political changes attempts and the huge amount of migrants is connected with the situation in Donbass and establishing Russian control over Crimea. A large quantity of Ukrainians residing in Poland by different reasons, including working, studying and practicing so-called „mercantile tourism”, has an influence on higher crime rate. Based on data from Central Board of Prison Service, the number of Ukrainians imprisoned or arrested is relatively low. It should also be noted that despite many facilitations of the crossing the border, the Polish Border Guard ,for different formal reasons (forged travel papers, visas, passports, stamps), decline to enter Poland a large number of the Ukrainians every year.
