The VTMIS is the regional system being now developed by the European Union for its maritime areas.     In this paper, the maritime-navigation-environment's information, as the constituting part, of the maritime navigational information has been presented. There are also presented the forms and ways of provision of the users of sea with this kind of information as well as main information's providers and information's services rendered by them. This paper takes into consideration all being-in-force basic resolutions of the International Maritime Organization (IMO) regarding the organization and operation of maritime-navigation-information's services providing the users of sea with the navigation-environment's information. The issues discussed in this paper may and should be considered as the continuation of the earlier authors' works regarding the navigational information, its gathering, processing and use.

    In this paper, an attempt has been made to present the first, i.e. the lowest level of maritime safety and security management. The importance of the National Network for ensuring the maritime safety and security has been increased immensely as the result of the outbreak and waging the global war on world terrorism. The national level of marine safety and security management is for some years (since 2002) the subject of many thorough and radical changes. However, there exist many reasons to conclude that process of transformation of national level of maritime safety and security will be continued, even in the much more firmed manner.

    Celem artykułu jest przedstawienie, a ściślej przybliżenie podstawowych zagadnień dotyczących przygotowania oceny bezpieczeństwa morskiego wg zalecanej przez Międzynarodową Organizację Morską (IMO) metodologii przygotowania "Formalnej oceny bezpieczeństwa morskiego" (FSA - Formal Safety Assesment) [2]. W zarysie podano także inne, skrócone metody oceny bezpieczeństwa morskiego, zwłaszcza metody zalecane przez Międzynarodowe Stowarzyszenie Służb Oznakowania Nawigacyjnego (IALA) w procesie tworzenia, doskonalenia i eksploatacji elementów infrastruktury nawigacyjnej.
    This paper attempts at bringing the methods of maritime safety assessment closer to the seafarers and the entire maritime industry. The Formal Safety Assesment (FSA) methodology is discussed briefly, then focus is made on safety assessment methods applied for setting up the different elements of the navigational infrastructure.
