The article presents the result of quantitative research on local government elections in Poland carried out on October 21 and November 4, 2018. Its goal is to examine the proportions of lists registered by political parties and nonpartisan electoral committees and the mandates they have obtained. This proportion shows the degree of presence of political parties in local governments of various levels and sizes. The data were selected so that all provinces in Poland were examined (16), a number of districts were randomly selected (in provinces with less than 20 districts, data from half districts were examined, in provinces with over 20 districts, from one third). Within the selected districts, all communes were examined. The quantitative research shows that local governments elected in 2018 are not political only in small and medium-sized communes, in which the councils are made up mostly of councilors who were candidates from nonpartisan committees.

Of the numerous applications of GIS, administration and public services count among the main fields of application. They are both the users and the owners of the largest amount of spatial data. Portals for higher authorities have been the subject of extensive discussions, but the development and possible use of GIS systems in the form of geoportals at local levels still seems to have been insufficiently discussed. This article presents the process of designing and developing a portal for the lowest authorities - local authorities and the local community. A small town in Poland, Sokółka, was assumed as the study area. The concept development was preceded by, among others: recognition of the needs of an administrative unit in conducting spatial policy; establishment of the objectives, functionalities and assumptions of the designed GIS; a SWOT analysis of the designed geoportal; and an analysis of data resources. Pilot implementation was completed with an evaluation of the geoportal encompassing various groups of potential users.

Goal – to analyze the activities of public authorities and local governments in the context of decentralization, to identify the main problems of the relationship between public authorities and local governments in order to improve their work. Research methodology – in the article the author applied general (system analysis method, method of argumentation theory) and private scientific methods of cognition (legal: formal‑legal and comparative‑legal methods). Score/results – the article analyzes the process of decentralization of public administration, on the basis of domestic experience, offers ways of functional and structural optimization of relations between public authorities, explores the principles of improving the relationship between public authorities and local governments in the decentralization process. Originality/value – the work is done by the author independently without any help and assistance of others. The article provides links to citations, as well as links to legislation. The nature of the article is a review report.

The aim of this article is a multi-faceted analysis of efficiency of public services provision on the example of Polish local governments and on the basis of local governments ranking published by daily newspaper “Rzeczpospolita”. The ranking list shows the local governments which care the most about development and quality of life. The established research period 2007–2013 will allow to answer the questions: did the leaders of ranking change and did the financial crisis in 2008–2009 have a significant impact on quality of life, and therefore on the efficiency of public services provision in the researched local governments? In the first part of this article the author considers the difficulties in defining the quality of life and public service efficiency. This chapter also presents research methods on the efficiency of public services provision used in the literature. The next part of the article includes the characteristic of local governments ranking list as a wide dataset, which characterizes efficiency of public services provision. The third part contains the analysis of the effectiveness of public services provision in the Polish local governments divided into three categories: cities with district rights, urban and rural municipalities, rural municipalities. In the last chapter of the article, a reader can be find the characteristic of the best fifteen cities with district rights in the public services provision and thus in developing the quality of life of residents.

Zdolność kredytowa, podobnie jak możliwość generowania dochodów oraz efektywnego ich wydatkowania, jest jednym z podstawowych elementów potencjału finansowego jednostek samorządu terytorialnego (JST), bowiem umożliwia ona pozyskanie dodatkowych zewnętrznych środków, głównie na realizację zadań inwestycyjnych. Możliwość zadłużania się przez samorządy jest ograniczona prawnie ustawowymi limitami zadłużenia oraz ekonomicznie poprzez wysokość zdolności kredytowej. Każdorazowo przed podjęciem decyzji o skorzystaniu z zewnętrznego zwrotnego finansowania lub o finansowym zaangażowaniu zarówno banki, jak i same jednostki samorządu terytorialnego powinny dokonać wnikliwej analizy obecnego oraz przyszłych prognozowanych budżetów jednostki pod kątem możliwości pełnego i terminowego wywiązywania się z obowiązków dłużnika.
Creditworthiness, similar to the ability of generating profit and efficient disposal of financial resources, is one of the basic elements of local governments’ financial potential, since it enables gaining additional funds for investment purposes. However, the possibility of obtaining credit is limited not only by law regulations, but also by economic restraints, which determine creditworthiness. Each time, before deciding about incurring debts or about financial involvement, banks as well as local governments themselves should analyze thoroughly the current and future budgets in respect of credit facilities.

Artykuł dotyczy regulacji prawnych ustanawiających zasady udzielania pomocy uchodźcom z Ukrainy, którzy napłynęli do Polski w związku z atakiem Rosji na Ukrainę 24 lutego 2022 r. Przedstawiono najważniejsze postanowienia ustawy z dnia 12 marca 2022 r. o pomocy obywatelom Ukrainy w związku z konfliktem zbrojnym na terytorium tego państwa w kontekście pomocy świadczonej na rzecz uchodźców z Ukrainy przez jednostki samorządu terytorialnego. Ukazano zmiany w samorządowych ustawach ustrojowych, podstawowe uprawnienia uchodźców, w tym zasady uzyskania numeru PESEL, procedury prawne działań pomocowych podejmowanych przez jednostki samorządu terytorialnego również w relacjach z wojewodą, zasady udzielania wsparcia finansowego dla podmiotów pomagających uchodźcom z Ukrainy. Ponadto omówiono Fundusz Pomocy i reguły korzystania z niego, inne świadczenia socjalne typu jednorazowe świadczenie pieniężne w wysokości 300 zł na osobę. Zwrócono uwagę na pomoc psychologiczną i oświatowo-edukacyjną oraz na zmiany zasad prowadzenia gospodarki finansowej przez jednostki samorządu terytorialnego. W zakończeniu wskazano zadania, które musi wykonać państwo polskie wraz z jednostkami samorządu terytorialnego i organizacjami pozarządowymi, by skorzystać z obecności uchodźców z Ukrainy i właściwie spożytkować ich potencjał.
The article concerns legal regulations establishing the rules for providing assistance to refugees from Ukraine who have entered Poland in connection with Russia’s attack on Ukraine on February 24, 2022. The most important provisions of the Act of March 12, 2022 on assistance to Ukrainian citizens in connection with the armed conflict on the territory of this country are discussed in the context of assistance provided to Ukrainian refugees by local government units. Changes in local government constitutional acts, basic rights of refugees, including the rules for obtaining a PESEL number, legal procedures for assistance activities undertaken by local government units also in relations with the voivode, and rules for providing financial support to entities helping refugees from Ukraine are shown. In addition, the Assistance Fund and the rules for using it, other social benefits such as a one-off cash benefit in the amount of PLN 300 per person are discussed. Attention was paid to psychological and educational assistance and to changes in the principles of financial management by local government units. In the end, the author draws attention to what tasks the Polish State must perform together with local government units and non-governmental organisations in order to take advantage of the presence of refugees from Ukraine and properly use their potential.

Autor zajął się ideą regionalizmu społeczno-kulturalnego, którą zobrazował w kategoriach reminiscencji historyczno-aksjologicznych. Wskazał na olbrzymi potencjał kulturowy tej idei, która jest niedostatecznie wykorzystywana w praktyce samorządu terytorialnego. Zaprezentował ujęcie regionalizmu jako ważnej wartości we współczesnym państwie, która wymusza tolerancję i poszukiwanie konsensu pomiędzy ludźmi różnych wartości, żyjących razem w pluralistycznym i demokratycznym państwie, czyli także w swoistej wspólnocie wartości.
The author has concentrated on the idea of a socio-cultural regionalism, which is depicted in terms of historical-axiological reminiscences. He has emphasised the enormous cultural potential of this idea, which is not sufficiently used in the practice of local governments. He presented the approach of regionalism as an important value in the modern state, which forces the search for consensus and tolerance between people of different values living together in a pluralistic and democratic state, which is also a kind of community of values.

One of the most popular ideas behind development at all levels of management in recent years is sustainable development. This study attempts to analysis financial determinants of sustainable development in local governments. The paper included to analyse and evaluate budgetary revenues and expenditures on environmental protection in local government entities, their operational and total sustainability, based on the data obtained from the Central Statistical Office of Poland collected in Local Data Bank. The historical data collected in the study allowed for ex-post analysis, calculation of the necessary indicators and assess them in the years 2008-2014. The analysis was carried out through comparison, and the data for local governments in gminas of the Silesian Voivodeship were compared to arithmetic means of gminas in total in Poland.
Jedną z najpopularniejszych idei przyświecających rozwojowi na wszystkich poziomach zarządzania staje się w ostatnich latach zrównoważony rozwój. W opracowaniu podjęto rozważania na temat finansowych uwarunkowań ekorozwoju samorządów lokalnych. Przeprowadzono badania własne obejmujące analizę oraz ocenę dochodów i wydatków budżetowych JST poniesionych na ochronę środowiska, ich operacyjna i całkowitą zdolność do ekorozwoju na podstawie danych GUS zgromadzonych w Banku Danych Lokalnych. Zebrane dane historyczne umożliwiły podjęcie analizy ex-post, obliczenie wskaźników oraz dokonanie ich oceny w latach 2008-2014. Analiza została przeprowadzona w ujęciu porównawczym, dane samorządów gminnych w województwie śląskim odniesiono do średnich arytmetycznych dla gmin ogółem w Polsce.

Since 2013, the financial standing of local governments (LG) has been gradually improving in Poland. Their debt ratios have decreased and debt service capacity improved remarkably. The analysis of individual LG categories indicates that the progress is not uniform. The most modest recovery was in the category of towns with county rights. The new statutory debt limit created a space to increase their debt, which was not accompanied by adequately strong growth in operating surpluses. At the end of 2015, ca. 15% of towns with county rights crossed the alarming values of debt indicators and they are noticeably exposed to a risk of interest rates increases. The differences between LGs with sound risk profile and LGs with inferior risk profile are growing also for the rural boroughs and the counties. As a result, despite an average improvement in financial ratios for the LG sector, several dozen entities remain in the financial situation even more difficult than in the years 2011–2012.
Od 2013 r. kondycja finansowa jednostek samorządu terytorialnego stopniowo się poprawia. Ich zadłużenie w relacji do dochodów maleje oraz istotnie poprawiają się wskaźniki obrazujące zdolność do jego spłaty. Analiza kategorii JST wskazuje, iż postęp ten nie jest równomierny. Najskromniejszy jest on w miastach na prawach powiatu. Limit ustawowy z art. 243 stworzył im przestrzeń do zwiększenia zadłużenia, któremu nie towarzyszył odpowiedni wzrost nadwyżek operacyjnych. Na koniec 2015 r. około 15% miast na prawach powiatu charakteryzowało się alarmującymi wskaźnikami zadłużenia i ekspozycją na ryzyko wzrostu stóp procentowych. Różnice między liczną grupą JST o dobrym profilu ryzyka a najsłabszymi JST pogłębiają się też w gminach wiejskich i powiatach. W efekcie, pomimo poprawy średnich parametrów finansowych dla sektora JST, kilkadziesiąt podmiotów pozostaje w sytuacji finansowej trudniejszej niż w latach 2011–2012.

Human capital is a factor of the development of the knowledge based economy. The higher quality of the human capital the quicker development of the region. The educated society makes sensible and good decisions, it creates the innovations which are the most important factor of the competitiveness of the local government units. The Podlaskie province has some unused developmental potential, yet it requires huge financial expenditures serving the supplement of the developmental gap. The human capital in a considerable degree contributes to this case.

The Directive 2011/7/EU implementation is assessed through the Commercial Debt Default (CDD) ratio. However, there is not a common measure of that ratio amongst the Member States. This paper aims to analyse whether the CDD defined by Portugal is a reliable indicator for measuring the short-term financial sustainability of Portuguese local governments. The research is based on the IMF's transparency framework and European and Portuguese legislation on late payments. Statistical analysis was performed using Pearson's correlation and simple linear regression to assess whether the unpaid commitments of goods and services explain the short-term debts. Thus, by evaluating the budget and financial information consistency, the paper approach represents a novelty in this research area. The findings identify that the CDD of Portuguese local governments is not a reliable indicator of their short-term debt sustainability. The information is not consistent, and the indicator is permeable to creative accounting practices that give the illusion of a financial situation that may not be real.
Implementacja Dyrektywy 2011/7/UE oceniana jest za pomocą wskaźnika CDD (Commercial Debt Default). Nie ma jednak wspólnej miary tego stosunku wśród państw członkowskich. Niniejszy artykuł ma na celu zbadanie, czy CDD zdefiniowany przez Portugalię jest wiarygodnym wskaźnikiem pomiaru krótkoterminowej stabilności finansowej portugalskich samorządów lokalnych. Badanie opiera się na zasadach przejrzystości MFW oraz europejskich i portugalskich przepisach dotyczących opóźnień w płatnościach. Przeprowadzono analizę statystyczną przy użyciu korelacji Pearsona i prostej regresji liniowej, aby ocenić, czy niespłacone zobowiązania dotyczące towarów i usług wyjaśniają długi krótkoterminowe. Zatem, oceniając spójność budżetu i informacji finansowych, podejście papierowe stanowi nowość w tym obszarze badawczym. Wyniki wskazują, że CDD portugalskich samorządów lokalnych nie jest wiarygodnym wskaźnikiem ich krótkoterminowej zdolności do obsługi zadłużenia. Informacje nie są spójne, a wskaźnik jest przepuszczalny dla kreatywnych praktyk księgowych, które dają złudzenie sytuacji finansowej, która może nie być rzeczywista.

Goal – to analyze and summarize the normative legal acts that regulate the procedure for the provision of administrative services in Ukraine and identify the main problematic issues of legal regulation of administrative services in Ukraine and ways to solve them. The analysis includes a set of guidelines for improving the quality of the provision of administrative services by the executive authorities and local self‑government bodies, and identifies certain gaps in the legal framework on these issues. Research methodology – the paper uses the analysis of regulatory documents on the organization of the provision of administrative services in Ukraine, mechanisms and theoretical foundations of their organizations. Opis:
The essence of staffing of local governments is clarified in the work. It is substantiated that this is a system of principles, forms and methods of forming the necessary qualitative and quantitative composition of local governments, aimed at improving human resources and their effective use. The mechanism of staffing of local authorities effective functioning is offered, the feature of which is the inclusion of the processes of formation and realization. As a target orientation of the mechanism of staffing of local governments, their effective functioning is defined by achieving a certain goal to increase the level of life of the territorial community. The use of the qualimetric approach for construction of the optimum scenario of staffing of effective functioning of local governments is substantiated. The scheme of construction of qualimetric model of an estimation of quality of staffi ng of eff ective functioning of local governments is developed. It is determined that the quality of staffi ng of local governments is determined by analyzing the factors that have the greatest impact on of local governments staffi ng. As part of the study of the Merefa city united territorial community (Kharkiv region) the proposed qualimetric model was tested. Visualization of the level of quality of staffing of Merefa UTC in terms of functional processes allowed to determine that such functional processes as staff motivation and incentives, as well as staff development, professional development are the most important areas for improving the staffing process. The results of the sociological survey confirmed the important role of the level of competence of employees of executive bodies and the level of remuneration in the context of improving the efficiency of UTC. The proposed qualimetric model for assessing the quality of staffing allows not only to determine the effectiveness of local governments staffing, but also to identify those functional processes that require the most attention in terms of improving the functioning efficiency.

Opis:
The aim of the article is to present the initiatives and activities of local governments to support citizen power, using the example of the Municipal Office in Słupsk. Thanks to intersectoral cooperation, the inhabitants had the opportunity to take advantage of the free replacement of LED lighting and thermostats from Danfoss, which resulted in 20% savings and the reduced energy poverty. Greenpeace funded a photovoltaic installation for a school and IKEA for a homeless shelter. As part of the SCORE program, the city implemented a pilot solution of consumer shareholding, so that the benefits of renewable energy can be accessed by the citizens. An important role in this process is also played by the Bioenergetic Cluster initiated by the local government. Słupsk was the first city in Poland to set up a presidential council and plenipotentiary for sustainable development and the green modernization of the city, green points and introduced integrated ecological education.
Celem artykułu jest przedstawienie inicjatyw i działań organów samorządowych na rzecz wsparcia energetyki obywatelskiej. Posłużono się przykładem Urzędu Miejskiego w Słupsku. Dzięki międzysektorowej współpracy z przedsiębiorcami mieszkańcy mieli możliwość skorzystania z bezpłatnej wymiany oświetlenia na ledowe oraz otrzymania termostatów podarowanych przez firmę Danfoss, co przyniosło ponad 20% oszczędności. Greenpeace ufundował instalację fotowoltaiczną dla szkoły, a IKEA dla schroniska dla bezdomnych. Miasto w ramach programu SCORE wdraża pilotażowe rozwiązanie akcjonariatu konsumenckiego, tak aby zyski z energii odnawialnej mogli czerpać obywatele. Ważną rolę w tym procesie odgrywa również zainicjowany przez samorząd Słupski Klaster Bioenergetyczny. Słupsk jako pierwsze miasto w Polsce powołał radę prezydencką oraz pełnomocnika ds. zrównoważonego rozwoju i zielonej modernizacji miasta, zielone punkty oraz wprowadził zintegrowaną edukację ekologiczną.
