The marketing concept of the functioning of territorial units is well-known today, both in the literature of the subject and in practice, although the activities undertaken vary in their intensity and scope. The expressions of marketing thinking and actions are, among other things, activities undertaken by local governments in the area of shaping the offer of a territorial unit. In our research, we focused on the territorial investment offer of the Polish local regions (NUTS 5), as well as actions taken by local governments as the entities with the most real opportunities for shaping this offer. The main goal of our research was the exploration of market orientation (MO) and investment offer (IO) in the practice of local governments, and then an attempt to link the undertaken actions with their potential investment attractiveness (PAI). The conclusions contained in this article are based on research conducted on a random sample of 277 Polish local regions with the use of three research methods: electronic audit of the official web portals of local regions, the mystery stakeholder, and an electronic survey sent to the official administrative representatives of the local regions in the sample.The conducted research shows that Polish local governments are slowly adopting MO, increasingly identifying their customers (including investors) and knowingly providing the expected benefits. As part of the conducted research a wide collection of good practices was developed in the area of shaping the investment offer and marketing approach which should be promoted and discussed.

Opis:
Reintroduction of local government in 1990 was one of the main pillars of the post-socialist transformation in Poland. Municipalities assumed several tasks previously performed by the central administration and its territorial agencies. This paper presents the results of mass surveys conducted among Polish municipalities and compares the findings with similar surveys conducted almost 20 years earlier. The results prove that the learning process among representatives of local governments in Poland is regionally differentiated, and that the differences can be attributed to the historical trajectories of particular macro-regions of Poland.

In 2020, we celebrate the 25th anniversary of the Committee of the Regions - the representative body of the European Union's local and regional authorities. Its main goal was to represent the interests of local governments at the level of this international organization, to increase the democratic mandate of the European Union, as well as to increase the transparency of public debate between European institutions.A quarter of a century is a good time to try to evaluate the actions taken by this body of the European Union. The purpose of this article is to conduct a legal analysis of the evolution of primary law of the European Union in the functioning of this body, to summarize the functioning of this body, as well as its impact on the legislative process of the European Union. The article will also present a proposal for the development direction of this body in the coming years.

The spatial planning system in Poland, based on the principle of municipal autonomy and left without effective co-ordination tools at the level of city-region (metropolitan area, functional urban area), created a situation where there is no decision-making center on metropolitan spatial development and the control over the process of urbanization is very weak. Management of spatial development is therefore based on a broad set of local policies, rarely taking into account the wider territorial context. Local governments take part in some kind of ‘game of space’ within city-regions, attempting in many cases to achieve a better competitive position by an expansive spatial policy and over-ambitious plans. The optimal model of spatial development for city-regions should, however, be based on the mechanisms of creating a common vision in the metropolitan scale with the necessary political and organizational instruments for its effective implementation. The paper starts with a brief overview of the basic theoretical concepts relating to the management of spatial development in metropolitan areas. The base for further empirical analysis are data relating to local and metropolitan spatial policies, collected during the preparation of the Spatial Development Concept for Poznań Metropolis (2016). Against this background, the political mechanisms of planning co-ordination proposed in the Act of 9 October 2015 on Metropolitan Associations are presented, especially in the context of the possibilities for improving local co-operation aimed at the integration of metropolitan spatial planning.
