    Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014-2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socioeconomic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

    Wydatki inwestycyjne stanowią istotną rolę w budżetach gmin jako podstawowych jednostkach samorządu terytorialnego kraju, stanowiąc o poprawie jakości życia społecznego mieszkańców. Są też ważną częścią zarządzania finansami gminy, jako że wydatki inwestycyjne finansowane są głównie ze źródeł zewnętrznych. Celem opracowania jest przygotowanie prognozy zadłużenia Gminy Chojnice w oparciu o analizę sprawozdań z wykonania budżetu za lata 2006 – 2010. Jako metodę badawczą zastosowano także analizę wskaźnikową. Z prognozy wynika, iż zadłużenie Gminy Chojnice będzie maleć z 25 mln zł w 2011 roku do 1 mln w 2019 roku.
    Capital expenditures represent a significant role in the budgets of the municipalities as the basic units of local government of the country. They determined an improvement of the quality of inhabitants social life. Capital expenditures are also an important part of the financial management of the municipality because they are financed mainly from external sources. The aim of this paper is to prepare forecasts of Municipality Chojnice debt based on an analysis of the budget reports in the years 2006 - 2010. The ratio analysis was also used as the research method. The forecast shows that the debt of Chojnice Municipality will decrease from 25 million PLN in 2011 to 1 million PLN in 2019.

    Dzięki przystąpieniu Polski do Unii Europejskiej w 2004 roku widoczne różnice instytucjonalne i prawne między naszym krajem a zachodnią Europą zaczęły się zacierać. Ustanowienie Europejskiej Przestrzeni Administracyjnej, jako ogólnego modelu administracji publicznej zmierzającego do podobnych lub wspólnych rozwiązań administracyjnych, miało wpływ na rozwój administracji publicznej i jej struktur organizacyjnych. W Polsce, podobnie jak w większości krajów europejskich, system władzy lokalnej oparty jest na zasadzie dualizmu, tzn. część zadań lokalnych wykonuje bezpośrednio administracja rządowa podporządkowana właściwym ministrom, zaś pozostałe zadania realizuje samorząd terytorialny reprezentujący interesy konkretnej wspólnoty lokalnej. Celem artykułu jest omówienie zagadnienia wzajemnej współpracy administracji rządowej z przedstawicielami samorządów terytorialnych na przykładzie realizacji inwestycji o znaczeniu międzynarodowym oraz krajowym, jakimi są planowane do wykonania newralgiczne drogowe inwestycje liniowe, które przebiegają przez teren Polski, oraz przedstawienie konfliktów interesów lokalnego społeczeństwa z globalnymi korzyściami państwa, które często są zasadniczo różne i nie zawsze rozumiane we właściwy sposób. Intensywny rozwój infrastruktury transportu drogowego, jaki obecnie odbywa się w Polsce, przy udziale polityki unijnej, ma znaczący wpływ na rozwój gospodarczy mikroregionów zarządzanych przez lokalne samorządy terytorialne, zasadne jest więc podjęcie jednolitych działań rządowych i samorządowych celem wypracowania wspólnego porozumienia zmierzającego w kierunku osiągnięcia sukcesu gospodarczego kraju w ujęciu globalnym.
    With Poland's accession to the European Union in 2004, the visible institutional and legal differences between our country and Western Europe began to blur. The establishment of the European Administrative Space, as a general model of public administration  aiming at similar or common administrative solutions, influenced the development of public administration and its organisational structures. In Poland, as in most European countries, the system of local government is based on the principle of dualism, i.e.: some local tasks are performed directly by the government administration subordinated to the relevant ministers, while the remaining tasks are performed by the local government representing the interests of a particular local community. The aim of the article is to discuss the issue of mutual cooperation between the government administration with representatives of local governments on the example of realization of investments. The aim of the article is to discuss the issue of mutual cooperation of the government administration with the representatives of local self-governments, on the example of implementation of investments of international and national importance, such as key linear road investments planned to be carried out, which run through the territory of Poland and to present the conflicts of interests of the local society with the global benefits of the state, which are often fundamentally different and not always properly understood. The intensive development of road transport infrastructure currently taking place in Poland, with the participation of EU policy, has a significant impact on the economic development of micro-regions managed by local self-governments.

    Przedmiotem rozważań jest ocena kondycji finansowej jednostek terytorialnych wchodzących w skład Krakowskiego Obszaru Funkcjonalnego oraz określenie możliwości wynikających z perspektywy finansowej 2014–2020. Krakowski Obszar Funkcjonalny został zidentyfikowany w Małopolskim Regionalnym Programie Operacyjnym (2014–2020) jako delimitacja interwencji w formule Zintegrowanych Inwestycji Terytorialnych. Podejście to ma na celu wykorzystanie specyficznych potencjałów terytorialnych i likwidację barier w rozwoju Obszaru Funkcjonalnego Krakowa. Opracowanie składa się z dwóch części. W pierwszej przedstawiono ogólną charakterystykę KrOF. Druga część rozwiązuje tytułowy problem opracowania. To tu przeanalizowano dochody budżetowe 15 gmin tworzących KrOF, dochody ze źródeł zagranicznych oraz oceniono kondycję finansową wszystkich jednostek terytorialnych wchodzących do badanego obszaru za lata 2007– 2014. Następnie przedstawiono Indykatywny Plan Finansowy dla woj. małopolskiego – wydatki kwalifikowalne na lata 2014–2020, w którym uwzględniono wydatki na ZIT w województwie.
    The subject of the article is to assess the financial condition of the territorial units included in the Krakow Functional Urban Area (FUA of Krakow) and identify opportunities arising from the financial perspective 2014–2020. FUA of Krakow was identified in the Regional Operational Programme of Malopolska (2014–2020) as the delimitation of intervention in the formula of the Integrated Territorial Investment. This approach aims to use the specific territorial potentials and elimination of barriers to the development of a FUA of Krakow. The article consists of two parts. The first presents the general characteristics of FUA of Krakow. The second part solves the problem of the development of the title. In this part it were been analyzed budget revenues of 15 municipalities forming FAU of Krakow, income from foreign sources and assesses the financial condition of all territorial units belonging to the study area for 2007– 2014. This is followed by the Indicative Financing Plan for the Małopolska Voivodship – eligible expenditure for 2014–2020, which takes into account spending on ITI in the region.
