- The development of a low-emission economy in Poland is dictated by the requirement to reduce GHG and other air pollutants in all areas of the economy. The greatest expectations in terms of air quality improvement are related to limiting the use of coal for energy production, implementing new technologies, and increasing energy efficiency. It is the responsibility of local governments to develop appropriate strategies to help achieve these goals, especially in the areas of construction and public transportation. The article presents an analysis of legal regulations in the field of low-carbon economy in Poland. It discusses the role of local government in the development of a low-carbon economy. It also determines main problems and challenges in implementing a low-emission economy.
