The phenomena connected with unification and aspirations for preserving local identity are complementary and complement one another. The globalization of world-wide system does not mean its inner homogeneity. The world is perceived as an internally diverse reality.

Celem artykułu jest prezentacja samorządu terytorialnego w Gruzji. Wśród państw postsowieckich, które nie są członkami UE, Gruzja może się pochwalić największym zaawansowaniem w reformowaniu władz lokalnych i regionalnych. Nie oznacza to jednak, że proces decentralizacji został zakończony. Hamują go przede wszystkim brak dochodów własnych samorządów oraz ograniczenia natury politycznej. W celu oceny stanu rozwoju samorządu terytorialnego w Gruzji autor dokonał przeglądu ustawodawstwa oraz analizy komunikatów prasowych, danych statystycznych i raportów eksperckich. Posłużył się również studium przypadku byłego burmistrza Tbilisi Gigiego Ugulawy.
The aim of the article is to present the local government in Georgia. Among post-Soviet, non-EU states, Georgia may be praised for the greatest progress in reforming local and regional authorities. It does not mean, however, that the decentralisation process is over. It has been blocked mainly by the lack of own incomes of local governments and limitations of a political nature. In order to assess the state of development of local government in Georgia, the author has made a review of legislation and an analysis of press releases, statistical data and reports of experts. He also used a case study of the former mayor of Tbilisi, Gigi Ugulava.

Today, local government must not only create the appropriate conditions and climate for the implementation of the tasks imposed on it, but must also be an economic entity actively participating in managing the local economy. In light of analyses of the average local government’s scope of activities, it is clear that there is an increasing lack of complementarity in strategic decisions, and growing disparities or errors of local authorities, which become barriers to local development. This fact often leads to economic and social stagnation. Frequently the effectiveness of local government structures does not go hand in hand with economic rationality, which attracts social criticism. Under these conditions, the role of local government should change in local economy management with a focus on, among others, creative capital, whose task will be to expand the impact of the local economy on other areas. In addition, local government makes the local development policy more flexible, in particular the social policy towards strengthening local communities.
Samorząd terytorialny musi aktualnie nie tylko stwarzać odpowiednie warunki do wykonywania nałożonych na niego zadań, ale także być podmiotem gospodarczym aktywnie uczestniczącym w zarządzaniu lokalną gospodarką. Z analiz zakresu działań przeciętnego samorządu wynika brak komplementarności w decyzjach strategicznych między poszczególnymi jednostkami (gminami, powiatmi, województwami), a także zwiększające się dysproporcje w poziomie dochodów obywateli lub błędy władz lokalnych, które stają się barierami w rozwoju lokalnym. Często prowadzi to do stagnacji gospodarczej i społecznej. Niejednokrotnie skuteczność struktur samorządowych nie idzie w parze z racjonalnością gospodarczą, co wywołuje krytykę społeczną. W tych warunkach rola samorządu w zarządzaniu lokalną gospodarką powinna się zmienić –– powinna ona uwzględniać m.in. kapitał kreatywny, którego zadaniem będzie zwiększenie wpływu lokalnej gospodarki na inne obszary. Ponadto samorządy powinny prowadzić elastyczną lokalną politykę rozwoju, głównie politykę społeczną, w celu wzmocnienia lokalnych społeczności.

Niniejsze opracowanie zostało poświęcone zagadnieniu opłat samorządowych. Należy zdać sobie sprawę, iż decyzje podejmowane w jednostkach samorządu terytorialnego polegają na pewnego rodzaju wyborze. Dotyczy to w sposób szczególny źródeł finansowania samorządu terytorialnego. Zasadnicze pytanie zatem brzmi, czy władze samorządowe poszukując środków pieniężnych powinny polegać na organach administracji rządowej, zachowując przy tym względną niezależność, czy może jednak dążyć do całkowitego uniezależnienia także w wymiarze finansowym. Należy zastanowić się, czy podjęte działania przez ustawodawcę na przestrzeni trzydziestu lat pozwoliły na stworzenie właściwie funkcjonującego modelu opłat samorządowych. Głównym zamierzeniem badawczym jest charakterystyka tego, jaki wpływ mają wymienione powyżej regulacje prawne dla ustalenia zakresu oddziaływania opłat samorządowych na samorząd terytorialny. W dalszej kolejności natomiast, w jakim zakresie i na jakiej podstawie prawodawca założył, że wypracowane rozwiązania prawne zadecydują o dobrze funkcjonującym systemie finansowania samorządu terytorialnego.
This study is devoted to the issue of local government fees. It should be realized that decisions made in local government units rely on some kind of choice. This applies in particular to the sources of financing for local government. The fundamental question is, therefore, whether local government authorities should rely on government administration bodies while looking for funds, while maintaining relative independence, or whether they can, however, strive for complete independence also in financial terms. It should be considered whether the measures taken by the legislator over the course of thirty years allowed for the creation of a properly functioning model of local government fees. The main research intention is to describe the impact of the above-mentioned legal regulations in determining the scope of the impact of local government fees on local government. Subsequently, however, to what extent and on what basis the legislator assumed that the developed legal solutions will determine a well-functioning system of local government financing.

The choice of the subject of this paper: the refinancing of the local government debt, was determined by the conviction that this field of research has not yet been sufficiently explored. Literature downplays this issue at the regional and local level. Thus the main aim of this work is the systematisation of information on the refinancing of public debt, including local government debt, and examination of the scale of this phenomenon existing throughout Polish municipalities. Debt indicators have been proposed to be added to the array of tools used for assessing the financialcondition of local governments so that the objectives defined in the paper had both a theoretical as well as practical application. Problems and difficulties associated with the measurement of public debt have been identified, the concept of debt refinancing explained in more detail and a reference of a public debt to the local government debt has been made. Issues indicated in the article relate to debt restructuring and are sometimes confused with refinancing. The refinancing of Polish municipalities in the years 2003-2015 has been presented, followed by some proposals for measures applicable to the issues under discussion. The paper ends with a summary containing the main findings, and indicates issues that still require further research.
O wyborze problematyki refinansowania zadłużenia samorządowego zadecydowało przeświadczenie o niedostatecznym ujmowaniu tego zagadnienia w literaturze przedmiotu, nierzadko jego bagatelizowaniu w odniesieniu do szczebla regionalnego i lokalnego oraz istnieniu pokaźnych luk na tym polu badawczym. Zasadniczym celem pracy jest usystematyzowanie informacji dotyczących refinansowania długu publicznego, w tym samorządowego, oraz zbadanie skali zjawiska w polskich gminach. Przedstawiono propozycje wzbogacenia mierników oceny kondycji finansowej samorządów o te dotyczące opisywanych zagadnień. Sprecyzowane cele mają więc charakter zarówno teoretyczny, jak i aplikacyjny. W pracy wskazano trudności, jakie związane są z pomiarem zadłużenia publicznego, przybliżono pojęcie refinansowania długu oraz odniesiono je do długu samorządowego. Zasygnalizowano zagadnienia związane z restrukturyzacją zadłużenia, myloną czasem z jego refinansowaniem. Zaprezentowano również dane dotyczące refinansowania polskich gmin w latach 2003-2015 oraz przedstawiono propozycje mierników omawianych zagadnień. Opracowanie kończy podsumowanie zawierające najważniejsze wnioski; zasygnalizowano również problemy wymagające dalszych badań.

Reintroduction of local government in 1990 was one of the main pillars of the post-socialist transformation in Poland. Municipalities assumed several tasks previously performed by the central administration and its territorial agencies. This paper presents the results of mass surveys conducted among Polish municipalities and compares the findings with similar surveys conducted almost 20 years earlier. The results prove that the learning process among representatives of local governments in Poland is regionally differentiated, and that the differences can be attributed to the historical trajectories of particular macro-regions of Poland.

The paper explores Wrocław Civic Budget in the context of procedures and impact. It reviews various data to present different aspects of this process: number of projects submitted and implemented, citizens’ participation in the selection process, geographical distribution of the implemented projects and their contents, showing the significant fall in the citizens’ interest in the process after two years of its implementation. The paper aims to analyze whether the project in its current form actually succeeds in activating the citizens’ and involving them in the local decision-making on one hand, and changing the city on the other. The effectiveness of participatory budgeting in Wrocław is explored, considering such criteria as reliability, impact, activation and innovativeness. The data reveal both the successes and drawbacks of Wrocław Civic Budget, allowing for presentation of recommendations.

Celem niniejszego artykułu jest przedstawienie zagadnienia przywództwa politycznego na szczeblu lokalnym. Rozważania rozpoczynają się zatem od wyjaśnienia znaczenia przywództwa politycznego, aby następnie zaprezentować jego wymiar lokalny. Ponadto wśród analizowanych kategorii badawczych znajdują się podstawowe czynniki, które kształtują przywództwo polityczne w samorządzie terytorialnym wraz z cechami, charakteryzującymi liderów lokalnych. Artykuł przedstawia także typy przywództwa, które występują w samorządzie terytorialnym, aby na tej podstawie wskazać z jakim modelem przywództwa mamy do czynienia w konkretnych państwach na świecie. Pracę zamykają konkluzje, które odnoszą się do wyznaczników dobrego oraz efektywnego przywództwa w samorządzie lokalnym.
The purpose of this article is to present the issue of political leadership at the local level. The article therefore begin by explaining the importance of political leadership, and then present its local dimension. Moreover, among the categories of research analyzed are key factors which shape political leadership in local government, together with features which characterize local leaders. It is worth noting that the article also shows the types of leadership which exist in local government, and on this basis, identify what model of leadership we have in specific countries around the world. The article closes with conclusions relating to the determinants of good and effective leadership in local government and the role of local leaders.

The study constitutes an original discussion of the consequences of the eIDAS Regulation, with regard to the electronic delivery of official correspondence by local government units. The main purpose of the study is to verify the thesis that electronic delivery will become the primary manner of official correspondence delivery in Poland, which requires functional and organizational changes as well as financial outlays in the initial period, and, at the same time, will provide measurable savings for units in the public finance sector. Supplementary research objectives involve estimation of the term perspective for the introduction of e-delivery in Poland and an examination of the degree of administrative offices’ IT preparation for the implementation of e-delivery. The research methods used include literature research, the method of legal-regulation analysis, case study and own observations. As a result of the analyses carried out, it was found that an Act on electronic delivery is to enter into force as early as October 2020 and, according to its current shape, local governments will be obliged to implement e-delivery, starting from January 1, 2024. Inauspiciously, the current level of local governments’ preparation for the implementation of e-delivery is insufficient and requires the introduction of IT systems for electronic documentation management as well as organizational and functional changes.
W artykule omówiono konsekwencje wynikające z rozporządzenia eIDAS w zakresie elektronicznego doręczania pism urzędowych przez jednostki samorządu lokalnego. Celem opracowania jest weryfikacja tezy, iż elektroniczne doręczenia będą podstawowym sposobem doręczania korespondencji urzędowej w Polsce, co wymaga zmian funkcjonalno- -organizacyjnych oraz nakładów finansowych w pierwszym okresie, a jednocześnie zapewni docelowo wymierne oszczędności jednostkom z sektora finansów publicznych. Cele uzupełniające to określenie perspektywy czasowej wprowadzenia e-doręczeń w Polsce i zbadanie stopnia przygotowania informatycznego urzędów do implementacji e-doręczeń. W badaniach wykorzystano metodę studiów literaturowych, metodę analizy przepisów prawnych, analizę przypadku i metodę obserwacji własnych. Stwierdzono, iż ustawa o elektronicznych doręczeniach ma wejść w życie już w październiku 2020 r., przy czym zgodnie z jej aktualnym kształtem samorząd terytorialny byłby zobligowany do e-doręczeń, począwszy od dnia 1 stycznia 2024 r. Niestety obecny poziom przygotowania samorządów do implementacji e-doręczeń jest niewystarczający i wymaga wdrożenia informatycznych systemów do elektronicznego zarządzania dokumentacją oraz zmian organizacyjno-funkcjonalnych.

Purpose: The purpose of the article is to reveal the essence and forms of interaction of local government with the civil society in Ukraine, to identify the main problems and to outline the ways of improvement. Design/methodology/approach: In the research process, general scientific methods were used – information collection, its analytical processing, theoretical generalization and comparison; graphic method – to illustrate the dynamics of the indicators studied in the work. The object of research is communicative processes in regional administration. The subject of the study is the peculiarities of modern aspects of the interaction of civil society with local government bodies. The information base of the research became theoretical and methodological developments of domestic and foreign authors, materials of periodicals; statistical data of the State Statistics Service of Ukraine. Findings: Based on the analysis of literary sources was summarized the essence and forms of interaction of civil society with local government. It is shown that in the modern conditions of the development of society, as well as external challenges in Ukraine and in the world, a promising direction for the development of communication processes of local government with civil society is the use of electronic democracy tools. Presented an analysis of statistical data on the use by citizens various forms of electronic communications in local government in Ukraine for 2019-2020 years. It was established that the effectiveness of using electronic capabilities in the communicative processes between local government and civil society is not the same in different regions. Research limitations/implications: The presented problem also requires further research in order to establish criteria for determining the effectiveness of the application of various communication approaches in the process interaction between civil society and local government bodies. Practical implications: Based on the generalization of the research results, was proposed the main directions for improving the communicative activity of local government. Originality/value: The conducted studies showed that after the implementation of the decentralization reform, local government in Ukraine became more open and transparent. Has been established a positive trend in the use of such communication mechanisms as electronic appeals, electronic petitions and the participation budget. However, it is necessary to pay attention to the uneven use of the specified types of communications in different regions of the country, which requires solving a number of organizational, technological and social issues.

The purpose of this paper was to present ideas related to the creation of a self-government party in Poland, bringing together representatives of local authorities, community activists and all those for whom the idea of local self-government built „from the bottom up” was close to their hearts. The idea of creating a local government party appeared several times in discussions of members of Liga Krajowa association, which was an active entity on the political scene, a member of Electoral Action Solidarity of the Right, from the list of which League had its parliamentary representation. These concepts first appeared at the basis of the association's formation and then had a close connection with its further presence on the political scene. The local government party was supposed to be an electoral platform with a specific right-wing and centre-right political orientation, as well as to be the most important support for representatives of local authorities, but all efforts in this regard failed.

This article is an analysis of the social policy of practical activities implemented for seniors in the environment of their local residence. Tarnów was chosen as the local environment, in which seniors are the majority of the population. It discusses the principles of social policy, the resources of the Tarnów local government, activities and initiatives for seniors in Tarnów as well as the objectives and tasks of the Tarnów local government implemented in 2015–2020 The analysis of social policy shows that the local government authorities in Tarnów organized many valuable and good initiatives for the benefit of seniors. This is demonstrated by the cafeteria of activities undertaken by social institutions (state and local government), non-governmental organizations, religious associations (church), and other economic entities (enterprises and business). However, there are some lacunae, especially in the area of care standards.

Opis:
The author presents a model to financial optimization of local government unit with the refernce to additional charakteristics like the debt requirements. The model is used to present long-term fianancial analysis and financil forcasts of the sepicifc local government unit. The author elaborets a budget cash flow scheme with interperiod relations. The model allows to determine the maximum level of financial investment capability, the safe debt level and the scheme of debt pay off for each year of given period, like 8 years. For each year the model ensures to keep local government unit afloat and to meet the debt and expendiniture ratios legal criteria. In the article the are two scenarios for model application for the different level of UE funds – exogenous variables. There is a possibility to analyse diffenrent financial policies.

Opis:
W artykule podjęto temat podnoszenia kompetencji pracowników samorządowych. Dotyczy on realizacji projektu pt.: Nowe kwalifikacje - twoja kariera (czas trwania projektu: od czerwca 2009 roku do kwietnia 2011 roku), który był finansowany w ramach Programu Operacyjnego Ludzki. W artykule omówiono kontekst współczesnego rynku pracy oraz założenia teoretyczne, na których autorka oparła konstrukcję modelu kształtowania kompetencji w projekcie Nowe Kwalifikacje - twoja kariera. Zaprezentowano założone oraz zrealizowane cele, sposób ich osiągania i wyniki. Podjęto także próbę interpretacji wyników w kontekście wymagań współczesnego rynku pracy.
This work is about improving the competence of local government employees. The main theme of the article is project New skills - your career (project duration: from June 2009 to April 2011), funded by Operational Programme: Human Resources. The article discusses the context of the modern labor market and the theoretical assumptions, which was used by author as a base of a model of competence in the design development of New Qualifications - your career. The author presented established and implemented goals and the ways to achieve these objectives and results. It is also an attempt to interpret the results in the context of the requirements of the modern labor market.
