    Opis:
    The Electoral Code of 2011 made a significant change in the existing rules for the conduct of elections of councilors to municipal councils introducing the principle that these elections in most municipalities in Poland will be held in singlemember districts (with firstpast-the-post system). However, the amendment to Electoral Code of 2018 has changed this rule by reintroduce the proportional representation rule and multiple-member voting districts in selected municipalities (over 20.000 inhabitans). The analysis of the local elections results of 2018 compared with elections of 2014 and 2010 in selected municipalities of Lublin and Subcarpathia voivodship shows, that the new electoral regulations in these municipalities increase the chance of winning a mandate by councilor candidates running for the election with support of the incumbent mayor (or his/her rival), reduces the chance of independent candidates and reduces the total number of candidates for councilors.

    The Electoral Code of 2011 made a significant change in the existing rules for the conduct of elections of councilors to municipal councils introducing the principle that these elections in most municipalities in Poland will be held in singlemember districts (with firstpast-the-post system). This has caused the need for a new division of the municipalities into electoral districts. In principle, the new electoral system was supposed to increase the electoral turnout in local elections, increase the number of “independent” candidates and reduce the influence of big political parties on local politics. The analysis of the local elections results of 2014 in selected municipalities of Lublin voivodship shows, that the new electoral regulations in small municipalities increase the chance of winning a mandate by councilor candidates running for the election with support of the incumbent mayor, reduces the chance of independent candidates and reduces the total number of candidates for councilors. Moreover, the electoral turnout was lower than in elections of 2010.

    Artykuł stanowi próbę oceny skutków wprowadzenia zmian w systemie wyborczym organów jednostek samorządu terytorialnego wynikających z ustawy o zmianie niektórych ustaw w celu zwiększenia udziału obywateli w procesie wybierania, funkcjonowania i kontrolowania niektórych organów publicznych przyjętej w 2018 roku. Autorzy weryfikują hipotezy postawione przed zastosowaniem nowego systemu w praktyce, dotyczące wpływu zmian na proporcjonalność wyborów oraz możliwości uzyskania samodzielnej większości przez jedno ugrupowanie w organach stanowiących na poziomie gminy oraz ryzyka całkowitej dominacji jednego podmiotu w tym organie. Ocenie poddano również wpływ ograniczenia możliwości wykorzystywania biernego prawa wyborczego w wyborach do rad przez osoby kandydujące do organu wykonawczego w gminie.
    The article is an attempt to assess the effects of introducing changes to the electoral system of local government units in 2018. The authors verify the hypotheses put forward before the application of the new system in practice, regarding the impact of changes on the proportionality of elections to municipal councils, the possibility of gaining an absolute majority by one party and the risk of total domination of one party in the municipal council. The impact of limiting the possibility of using the passive suffrage in elections to councils by candidates for the executive body in the commune was also assessed.

    Opis:
    The aim of the paper is to assess the impact of changes introduced in 2018 to the electoral system used in elections of the councils of municipals over 20,000 inhabitants on the political position of the parties backing selected mayors and presidents of cities. This research perspective is justified by the special role of these groups resulting from the system of the commune, in particular the method of election and irrevocability of the executive, that is forced to try to gain control over the decision-making process in the council. The study used the Shapley-Shubik strength index as that reflects the actual strength of a political party in a collegiate body better than the number of seats or participation in a mandate set. The results of the survey confirmed that the analyzed change weakened the position of the presidential parties in most of the analyzed aspects.
    Celem artykułu jest ocena wpływu wprowadzonych w 2018 r. zmian systemu wyborczego stosowanego w wyborach do rad gmin powyżej 20.000 mieszkańców na pozycję polityczną ugrupowań stanowiących zaplecze wybranych wójtów, burmistrzów i prezydentów miast. Tę perspektywę badawczą uzasadnia szczególna rola tych ugrupowań wynikająca z ustroju gminy, w szczególności trybu wyboru i nieodwołalności organu wykonawczego, który jest zmuszony do podjęcia próby zapewnienia sobie kontroli nad procesem decyzyjnym w radzie. W badaniu posłużono się indeksem siły Shapleya-Shubika, jako wskaźnikiem w lepszy sposób obrazującym faktyczną siłę ugrupowania politycznego w organie kolegialnym niż stosowana zazwyczaj liczba mandatów lub udział w zbiorze mandatów. Wyniki badania potwierdziły, że badana zmiana doprowadziła do osłabienia pozycji partii prezydenckich względem większości badanych aspektów.
