Opisano podstawowe zagadnienia związane z rozwojem lokalnym i przedstawiono charakterystykę omawianego powiatu, aby ukazać jego specyfikę. Podejmując tę problematykę, zwrócono uwagę na systemowe ujęcie powiatu i podejmowane w nim strategie zarządzania, które mają doprowadzić do poprawy standardów życia społeczności lokalnej.
The article contains a discussion of issues related to local development, such as defining and local scale and their relationships, local development, management of local development with particular emphasis on development strategies. The purpose of this article is to present the management of local development on the example of the strategy undertaken in the district of Czestochowa. At the beginning of the study, we attempted to describe the basic issues related to local development then presented the characteristics of this county, to show its specificity. In discussing these issues, we drew attention to the systemic approach taken by the county and its management strategies, which aim to improve the living standards of the local community.

The theory of economics comprises a variety of approaches and schools of thought that result from the range and manner of analyzing economic reality. The diversity of methods used to asses economic processes encourages one to specify a certain number of research methods from the perspective of their essence and significance in the economic theory. The aim of the paper is to characterize selected aspects of economics in terms of the way in which economic processes are presented. The authors mention three perspectives: institutional, Austrian and neoclassical – all of them crucial for presenting the most important issues in the theory of economics. Obviously, the presented assessment of the importance of these approaches is selective and focuses solely on certain issues. It, nevertheless, seems interesting both because of the used instruments and of its theoretical value.

The article presents the issues of effective management of local government debt. Local government debt can be seen as an effect of accumulated budget inequality. The considerations in the article concern the analysis of the sources of financing the activities of local government units and the effectiveness of their use in the context of maintaining an appropriate level of liquidity and meeting statutory standards. For this purpose, financial data of local government units for the years 2010–2020 were examined. The study was enriched with the results of research on the budget policy of municipalities on which the authors worked in previous years. It made it possible to trace the tendencies in the field of debt policy in local government units and to establish the challenges faced by representatives of local government authorities.

The objectives important from the point of view of environmental protection can be implemented in different ways, using different management tools. Therefore, it should be noted that it fully seems reasonable to assume that some of the important goals in terms of environmental protection will be achieved through spatial management tools. The main objectives of this article are to determine how the spatial management system at local and regional level in Poland is carried out in relation to the environmental protection as well as to assess the current state of affairs in this area and to propose some changes. Particular attention was paid to the direct instrument of spatial management, which is the local development plan.

Municipal authorities should implement measures aimed at balanced development: in the ecological, economic and social range. An important role in this context is played by the procedure of the assessment of the environmental impact and the decision on the environmental conditions. The aim of this article is to identify the role that the decision on the environmental conditions issued by the municipal executive authorities plays in the regional and local development management. In order to achieve this aim, an attempt to explain the described above issues has been taken.

Introduction/background: It is highly probable that the criteria for assessing the implementation of public projects as successful will be different, depending on the point of view of the representatives of individual groups of stakeholders. In the paper, we present, after a brief introduction to the problems of design and the specifics of public projects, the results of surveys conducted among representatives of local governments, representatives of local communities (city citizens) and representatives of people professionally involved in project management. Aim of the paper: The aim of the paper is to capture the criteria and conditions for the success of public projects common to various groups of stakeholders. Materials and methods: Surveys were used as the research method and the questionnaire contained two open-ended questions. The research took the form of a direct interview. The analysis was performed using cross tables and a weighted average. Results and conclusions: Research results indicate that criteria and conditions common to all groups of stakeholders exist and the most important are the fulfillment of basic project parameters (time, quality, costs) as a success criterion, and reliable examination/identification of the residents' needs (social consultations) as a condition for success.

More and more frequently, one witnesses these days the appearance of a new approach to historical cultural landscapes. Not only do they now embrace objects of historical and environmental value, but also the potential for local and regional development. However, such an understanding of historical cultural landscapes, as a potential for local and regional development, necessitates additional instruments, plans, approaches, and methodologies. The article presents an analysis of a landscape plan in Germany and a case study on the potential of historical cultural landscapes for local and regional development in Poland. Conducted studies reveal the usefulness of activities for the protection of historical cultural landscapes in the context of land management. Such activities contribute to the improvement of landscape protection and conservation methods, taking into consideration their potential for local and regional development at the same time.

Celem artykułu jest przedstawienie możliwości wykorzystania analizy wielowymiarowej w zarządzaniu strategicznym rozwojem lokalnym. Zaprezentowano nowe podejście do tego procesu, wspomagane metodą AHP oraz analizą porównawczą. Jako obszar badania wybrano powiaty górskie o podobnych cechach rozwojowych. Oceniono je pod kątem poziomu konkurencyjności, wykorzystując autorski model SEEGI, opisujący potencjał endogeniczny badanych jednostek. Na tej podstawie oceniono sytuację strategiczną badanych regionów.
The aim of the article is to present the possibilities of using multidimensional analysis in strategic management of local development. Presented here is a new approach to this process, aided by AHP (Analytic Hierarchy Process and benchmarking). As the area were selected chosen mountain districts with similar characteristics and development. They were rated in terms of the level of competitiveness, taking a supply points of view (SEEGI Model), describing their endogenic potential. On this basis, the strategic situation of the investigated districts was assessed.

Currently, the constantly growing problem in the municipal economy is the management of sewage sludge. According to the law, it is the local government that is responsible for the utilization of sewage sludge and is obliged to select optimal technologies, obtain funds and convince the community of the necessity of its implementation. BIONOR Company has developed an innovative concept for the separation and utilization of sewage sludge in the BIONOR SLUDGE compact installation. This innovative technology is effective from the perspective of reducing the waste amount and can be used to solve the problem of utilization of sewage sludge produced in small, rural wastewater treatment plants. The aim of the article is the characterization of the BIONOR SLUDGE technology, a comparative analysis of costs of sludge disposal using a variety of methods and an indication of the importance of sludge management for the local development. To achieve the goal set in the article, a discriminative method was used - a description of the BIONOR SLUDGE technological line as well as a case study method - a comparative analysis of the costs of operation of BIONOR SLUDGE technological line and the costs of landfilling and utilizing of sewage sludge. The research results confirm that the monthly operational costs of the BIONOR SLUDGE technological line are lower than the costs of monthly landfilling or disposal. For potential municipalities, the introduction of BIONOR innovative technology is economical. Moreover, its usage is currently essential for many municipalities due to the introduction of a ban on landfilling of this type of waste from 1 January 2016. This technology can be used to solve the problem of utilization of sewage sludge generated in small, rural wastewater treatment plants.
Aktualnie wciąż narastającym problemem w gospodarce komunalnej jest zagospodarowanie osadów ściekowych. Zgodne z prawem to gmina jest odpowiedzialna za ich zagospodarowanie i na niej ciąży obowiązek doboru optymalnych technologii ich zagospodarowania, pozyskania na ten cel funduszy i przekonania społeczności gminy o konieczności ich realizacji. Przedsiębiorstwo Bionor Sp. z o.o. opracowało nowatorską koncepcję separacji i unieszkodliwiania osadów ściekowych w kompaktowej instalacji BIONOR SLUDGE. Ta innowacyjna technologia jest efektywna z punktu widzenia zmniejszania ilości odpadów. Może być wykorzystana w celu rozwiązania problemu zagospodarowania osadów ściekowych wytwarzanych w małych, wiejskich oczyszczalniach ścieków. Celem artykułu jest scharakteryzowanie innowacyjnej technologii BIONOR SLUDGE, analiza porównawcza kosztów unieszkodliwiania osadów ściekowych różnymi metodami oraz wskazanie znaczenia gospodarki osadowej w rozwoju lokalnym. Dla realizacji celu artykułu wykorzystano metodę deskryptywną – opis linii technologicznej BIONOR SLUDGE oraz metodę studium przypadku – analiza porównawcza kosztów eksploatacji linii technologicznej BIONOR SLUDGE z kosztami składowania i utylizacji osadów ściekowych. Wyniki badań potwierdzają, że miesięczne koszty eksploatacji linii technologicznej BIONOR SLUDGE są niższe od miesięcznych kosztów składowania lub utylizacji. Dla potencjalnych gmin wprowadzenie nowatorskiej technologii firmy Bionor jest opłacalne. Ponadto jej wykorzystanie jest aktualnie konieczne dla wielu gmin ze względu na wprowadzenie od 01.01.2016 roku zakazu składowania tego rodzaju odpadów. Technologia ta może być wykorzystana w celu rozwiązania problemu zagospodarowania osadów ściekowych wytwarzanych w małych, wiejskich oczyszczalniach.

The paper presents problems of sustainable development in the context of spatial management at the local level (commune – inhabitants) and at the regional – national level (investor). Problems resulting from different objectives related to the implementation and planning of activities in a given area. Road investments create development opportunities for municipalities. Spatial policy instruments should guarantee the continuity of functions and directions of local development. However, the implementation of road investments based on the Special Act may also adversely affect the possibilities of shaping local development.
Praca dotyczy wskazania problemów rozwoju zrównoważonego w kontekście zarządzania przestrzenią na poziomie lokalnym (gmina – mieszkańcy) oraz na poziomie regionalnym i krajowym (inwestor) wynikających z odmiennych celów związanych z realizacją i planowaniem działań na danym terenie. Inwestycje drogowe stwarzają możliwości rozwojowe dla gmin, przez których tereny przebiegają. Instrumenty polityki przestrzennej powinny gwarantować zachowanie ciągłości funkcji oraz kierunków rozwoju lokalnego. Jednakże realizacja inwestycji drogowych w oparciu o specustawę może wpływać także niekorzystnie na możliwości kształtowania rozwoju lokalnego.

The article presents the problem of participatory budgeting in Poland, as a popular form of cooperation between the administration and citizens. The study describes the influence of participatory budgeting on people’s awareness and commitment to local issues. The author considers the legal, organizational, economic and social results of putting the procedure of participatory budgeting into practice. The aim of this article is to present the concepts of civic participation. The author describes the model of a participatory budget and the process of its evaluation.
Artykuł koncentruje się na funkcjonowaniu budżetu obywatelskiego w Polsce, którego popularność jako narzędzia współpracy władz samorządowych z mieszkańcami stale rośnie. Uwzględniono rolę mieszkańców w realizowaniu tego budżetu, a także jego wpływ na pobudzanie aktywności i świadomości społecznej w sprawy lokalne. Poddano dyskusji prawne, organizacyjne, ekonomiczne i społeczne skutki wprowadzenia budżetu obywatelskiego w życie. Celem artykułu jest przedstawienie pojęcia partycypacji obywatelskiej oraz opisanie modelu budżetu obywatelskiego i procesu jego ewaluacji. Podjęto również próbę zaprezentowania stanu rozwoju budżetów obywatelskich w Polsce. Skomentowano proces ich wdrażania i dylematy z tym związane.

Opis:
Zagadnienie równoważenia rozwoju lokalnego wiąże się z wieloma problemami, do których należy m.in. gospodarowanie przestrzenią. Przestrzeń bowiem powinna być traktowana jako jeden z ważniejszych zasobów środowiskowych, a przy tym o charakterze nieodnawialnym. Gospodarowanie przestrzenią warunkowane jest wieloma czynnikami, w tym regulacjami prawnymi oraz aktualnym kształtem paradygmatu urbanistycznego. W związku z wprowadzeniem koncepcji zrównoważonego rozwoju paradygmat ten ulega ewolucji. Jako istotne jego elementy pojawiają się tendencje do ograniczenia rozwoju przestrzennego miasta oraz rewitalizacja istniejących, często zdegradowanych zasobów. Można przy tym mówić o całym szeregu zagadnień wiążących się z problemem rewitalizacji urbanistycznej. Jednocześnie należy uznać, iż rozwój miasta "do wewnątrz" a więc z wykorzystaniem zdegradowanych struktur miejskich stanowić winien alternatywę dla procesu postępującej suburbanizacji i sukcesywnego wkraczania zabudowy na tereny do tej pory niezurbanizowane.
Sustaining the development at the local level is associated with many different issues. One of the major ones is the urban growth policy. This can be justified by the importance of space as one of the most important environmental assets, which has to be treated as non-renewable one. At the same time it is necessary to remember that the shape of this policy is influenced by many factors, i.e. legal regulations and current paradigm of urban development. Along with introduction of the sustainable development concept this paradigm evolves. Currently as some of its most important components one should mention urban regeneration of the degraded areas and limiting urban growth to the areas already urbanized. As far as urban regeneration is discussed, it is possible to mention a number of issues that have to be taken into account. At the same time one can regard the inside growth of cities which means reusing degraded areas as real alternative to the on-going suburbanization and encroachment of urban structures to the areas still remaining its agricultural or natural character.
