    Law states that the most important tasks related to the development of the particular re-gion are performed by the municipality. This article aims to identify tools at the disposal of municipal government in the process of local development, particularly financial methods of promoting the economic growth. The analysis includes polish communities by characterizing the range of investment activities carried out by these units. Municipalities and cities with poviat status had the largest share in realization of the investment of local government (in total over 70%). Most of funds for investments were dispensed in the budgets of municipalities in 2009–2011. The level of government investment decreased significantly since 2012

    This paper aimed to identify and analyse the needs for local government investments indicated by respondents from selected communes of the Lublin voivodeship, depending on the level of socio-economic development of the analysed units. Research hypothesis H1, stating that there is a relationship between the level of local development and the need for local government investment indicated by respondents, was corroborated. The research covered 16 communes. The research period was in general the year of 2018 (in the absence of data, the latest available information was used). The surveys showed there was an average correlation between the local development level and the need for local authorities to create green areas, tourist infrastructure and expenditure on the development of investment land. An average negative correlation between the level of local development and the need for investing in roads and pavements was also identified. This indicates a partial confirmation of hypothesis H1.
    Celem opracowania była identyfikacja i analiza potrzeb w zakresie inwestycji samorządowych wskazywanych przez respondentów z wybranych gmin województwa lubelskiego w zależności od poziomu rozwoju społeczno-gospodarczego badanych jednostek. Weryfikacji poddano hipotezę badawczą H1, stanowiącą, że jest związek między poziomem rozwoju gminy a potrzebami w zakresie inwestycji samorządowych wskazywanymi przez respondentów. Przedmiotem badań było 16 gmin. Okres badawczy obejmował rok 2018 (w razie braku danych wykorzystano najnowsze dostępne dane). Wykazano występowanie przeciętnej korelacji między poziomem rozwoju gminy a potrzebą tworzenia przez władze gminy terenów zielonych, infrastruktury turystycznej oraz wydatkami na rozwój terenów inwestycyjnych. Zidentyfikowano także występowanie przeciętnej korelacji ujemnej między poziomem rozwoju gminy a potrzebami w zakresie inwestycji w drogi i chodniki. Wskazuje to na częściowe potwierdzenie hipotezy H1.

    Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014-2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socioeconomic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

    This study aims to show how the polarisation of the economic space can modify the investment attractiveness of the regional space. A thesis has been put forward that the polarisation of the economic space affects the investment attractiveness of the regional space by strengthening the polarising power of the regions with the highest investment attractiveness. This study uses the results of the parameterisation of investment attractiveness of Polish regions for 2015 by gmina; it also identifies growth poles in four five-year time periods: 2008–2012, 2009–2013, 2010–2014, and 2011–2015. The study shows that the permanent growth poles are created at a distance of several dozen kilometres from large cities. It indicates the depletion of development reserves of large and medium-sized cities, especially those with extensive space management. Smaller centres are gaining location attractiveness, especially those located in the vicinity of communication routes, where access to investment areas and lower costs of running a business attract investors. Special economic zones are also located in such places. The poles and their clusters usually form large agglomerations and industrial centres in the development phase. They are usually places with high investment attractiveness, adjusted by management decisions of large enterprises, local government units and the state government. The polarisation of the economic space affects the increase of the investment attractiveness of the regions, strengthening the succession of economic production and service functions in special economic zones. Investments in road infrastructure and revitalisation processes supported by special economic zones are essential.

    Rozwój lokalny uzależniony jest od wielu czynników zarówno egzogenicznych, jak i endoge-nicznych. Władze lokalne, dbając o rozwój gospodarczy jednostki administracyjnej, którą kierują podejmują działania inwestycyjne. Nie bez znaczenia dla tych działań pozostaje również presja mieszkańców w związku z ich określonymi potrzebami. Ważne jest, aby w sposób umiejętny i efektywny wykorzystać lokalny potencjał, wszelkiego rodzaju zróżnicowane zasoby, którymi dysponują poszczególne gminy. Celem artykułu było przedstawienie i ocena potencjału inwestycyjnego gminy Kurzętnik. Rozważania oparto na danych pochodzących z urzędu badanej gminy i ze strony internetowej Ministerstwa Finansów. Zakres czasowy dotyczył minionego okresu programowania budżetu Unii Europejskiej. Podjęto próbę ustalenia inwestycyjnej zdolności rozwoju gminy, obliczono wskaźnik samofinasowania (udział nadwyżki operacyjnej i dochodów majątkowych w wydatkach). Uwagę skoncentrowano również na strukturze dochodów i dynamice wydatków inwestycyjnych. Z przeprowadzonych analiz wynika m.in., że wskaźnik samofinansowania w gminie Kurzętnik w latach 2007–2009 i 2010 utrzymywał się na niskim poziomie, co świadczy o niskim poziomie dochodów majątkowych. Był on również niższy od średniego krajowego poziomu. Wysoka wartość wskaźnika w 2008 r. świadczy o niewykorzystaniu potencjału inwestycyjnego gminy. W latach 2011–2013 analizowany wskaźnik kształtował się na poziomie 89–98%, co oznacza, że w gminie w znacznym stopniu finansuje się inwestycje ze środków własnych, jak również ze źródeł zewnętrznych (dotacje i dofinansowania z funduszy krajowych i z budżetu UE). Na terenie gminy Kurzętnik podjęto i ukończono wiele inwestycji, również takich, które były współfinansowane z funduszy UE (np. budowa ośrodka zdrowia z przebudową drogi i wyposażeniem, budowa szkoły, przebudowa dróg lokalnych, modernizacja i budowa obiektów sportowych, kanalizacja, termomodernizacja budynków użyteczności publicznej itp.). Inwestycje przyczyniają się do poprawy jakości życia miesz-kańców gminy i turystów.
    Local development depends on a number of factors, both exogenous and endogenous ones. Local authorities undertake and pursue investment projects to further the development of the ad-ministrative district they govern. The pressure put by local residents and arising from their particu-lar needs is another stimulus behind new investments. Skillful and effective use of the local poten-tial and various resources accessible in a given community is another contributor. The purpose of this article is to present and evaluate the investment potential of the commune of Kurzętnik. The presentation draws on the data obtained from the Council in Kurzętnik and from the webpage of the Ministry of Finance. The investigations spanned the last five-year period of the European Union budget. An attempt has been made to identify the investment capacity of the commune, for which purpose the self-financing ratio was calculated (the contribution of the operating surplus and revenue from property to expenditure). Attention was also paid to the structure of income and dynamics of investment outlays. The analyses have demonstrated that the self-financing ratio in the commune of Kurzętnik in 2007–2009 and 2010 was low, indicating that the commune’s own revenue from property was low as well. In fact, the ratio was lower than the average one for whole Poland. The high value of this ratio in 2008 proves that the commune’s investment capacity was not fully deployed. In 2011–2013, the above ratio was about 89–98%, suggesting that the com-mune largely financed investments from own resources and from external sources of funds (subsi-dies and co-financing from national and EU funds). Several investment projects have been com-menced and completed in the commune of Kurzętnik, including the ones co-financed with the EU funds (e.g. construction of a health centre, including modernization of an access road and the furnishing of the centre, construction of a school building, modernization of local roads, modernization and construction of sports facilities, construction of a sewage system, thermal insulation of public buildings, etc.). These investments have contributed to the improved life quality of the commune’s residents and visitors.

    Large investments can have significant impacts on local development, as illustrated by the conceptsof the multiplier effect and corporate social responsibility. The subject in this paper is the Volkswagen -Crafter car production plant opened in 2016 in Białężyce near Września (Wielkopolskie Voivodeship in Poland), one of the largest greenfield investments in western Poland since 1990. On the basis of the data obtained from company representatives and local governments, the numerous benefits for local residents and the natural environment resulting from the investment and actions undertaken at Volkswagen have been described. Questionnaires among residents have shown that the main benefits of the plant are the creation of new jobs, new municipal and infrastructure investments, an increase in Września’s prestige, an increase in service sector activity as well as housing for new inhabitants and start-up companies cooperating with Volkswagen. The recognition and reliability of Volkswagen as an employer and large enterprise (along with other factors, e.g. discounts on cars for employees) influence the above -average sales of Volkswagen in Września Poviat.

    Cities are changing before our eyes. Civilization trends should be accompanied by the appropriate management styles of local development. The crisis of civil policy and the power of representation undermines the essence of the current model of democracy and the effectiveness of local policy. Therefore, it evolves towards governance. The influence of civic activity is mostly visible at the local level. Its importance is multidimensional and it shapes the social, economic and environmental conditions of urban life. The article guides the reader through various meanders of research and public debate on engaging inhabitants in local policy. Its aim is to indicate the scope of resident’s influence on the current policy of Polish cities, in particular with regard to the investment policy. The paper is based on the extensive literature studies and the primary research carried out in all of the cities in Silesia voidvoship.

    Celem pracy jest próba oceny wpływu inwestycji zagranicznych na rozwój jednego z najbiedniejszych województw Polski – podkarpackiego. Ukazane zostanie przy tym rozmieszczenie, struktura i przestrzenne zróżnicowanie bezpośrednich inwestycji zagranicznych w tym regionie. Do opracowywania danych wykorzystana została metoda zakładowa, co oznacza, że liczba pracujących i wielkość inwestycji przypisane są miejscowości, gdzie zostały dokonane, a nie siedzibie przedsiębiorstwa. Wyniki wskazują na dotychczasowy raczej pozytywny wpływ inwestycji zagranicznych na rozwój lokalny i regionalny województwa podkarpackiego, zwłaszcza branż produkcyjnych. Za niekorzystny uznać należy jednak wzrost dysproporcji społeczno-ekonomicznych w regionie.
    The aim of this study is to assess the impact of foreign investments on the development of one of the poorest Polish provinces – the Podkarpackie region. The article shows the location, structure and spatial variation of direct foreign investments in the region. The institution method was used to compile data: the number of employees and the size of investment were assigned to places where they were made, but not where the company's headquarters are located. Results suggest a rather positive impact of foreign investments on local and regional development in the Podkarpackie province, especially in manufacturing industries. The influence of FDI on growth of socio-economic disparities in the region should be rated unfavourably.

    The subject of the article are investments in the development of tourist, recreational, sports and health infrastructure, as well as production and housing investments that were implemented in 2007–2017 in the area of the urban-rural commune of Uniejów in the Lódź voivodeship and their impact on local development. The starting point in the conducted research was the identification of investment location factors in Uniejów in order to learn the mechanisms of location decisions and motives of entrepreneurs’ activities. The main objective of the research is to determine the impact of investments on local development in the socio-economic and spatial-functional dimension. In order to achieve the above-mentioned research objectives, in-depth interviews with entrepreneurs and an analysis of information and source data obtained from statistical databases, directly from entrepreneurs and from the Local Government Office were carried out. The research results indicate that the socio-economic changes observed in the Uniejów commune have been initiated since 2001 thanks to the use of geothermal water for heating, balneotherapy and recreation purposes. This activity once led to a poor urban-rural commune of mainly agricultural character with a small town of Uniejów for visible development of tourist infrastructure and for the city and surrounding villages to achieve the status of a health resort, which affected changes in the share of employment in the agricultural sector for the benefit of the services sector. The obtained research results indicate that the dynamic development of the Uniejów commune, lasting for the last decade, has its source in the increase in the number of investments, and is the result of the activity of self-government authorities and various social groups operating in the commune. At the same time, a multiplier effect is observed, as a result of which local government investments and the related development of enterprises generate new investments.
    Przedmiotem artykułu są inwestycje w rozwój infrastruktury turystycznej, rekreacyjnej, sportowej i zdrowotnej, a także inwestycje produkcyjne oraz mieszkaniowe, które zostały zrealizowane w latach 2007–2017 na obszarze gminy miejsko-wiejskiej Uniejów w województwie łódzkim, i ich oddziaływanie na rozwój lokalny. Punktem wyjścia w prowadzonych badaniach była identyfikacja czynników lokalizacji inwestycji w Uniejowie w celu poznania mechanizmów decyzji lokalizacyjnych i motywów działań przedsiębiorców. Głównym celem badań jest określenie wpływu inwestycji na rozwój lokalny w wymiarze społeczno-gospodarczym i przestrzenno-funkcjonalnym. W celu osiągnięcia powyższych zamierzeń badawczych przeprowadzono wywiady pogłębione z przedsiębiorcami oraz analizę informacji i danych źródłowych pozyskanych z baz danych statystycznych, bezpośrednio od przedsiębiorców oraz z Urzędu Miasta i Gminy. Wyniki badań wskazują, że przemiany społeczno-gospodarcze zaobserwowane w gminie Uniejów zostały zainicjowane w 2001 roku dzięki wykorzystaniu wody geotermalnej do celów ciepłowniczych, balneoterapeutycznych i rekreacyjnych. Działalność ta przyczyniła się do widocznego rozwoju infrastruktury turystycznej tej niegdyś ubogiej gminy miejsko-wiejskiej o charakterze głównie rolniczym z małym miastem Uniejów, a także do osiągnięcia przez miasto i okoliczne sołectwa statusu uzdrowiska, co wpłynęło na zmiany udziału zatrudnienia mieszkańców w sektorze rolniczym na rzecz sektora usług.
