Opis:
In Poland, the public believes that the main objective of urban forests is rather to conduct forest management focused on the recreational needs of residents than to produce timber. Considering this belief, it becomes reasonable to distinct the principles of forest management in urban forests from those related to the forests of the State Forests National Forest Holding. Because of the permanent presence of people in the city woods, the managing authorities of such areas should also educate the residents, while forest management should be subordinated to social functions, especially the recreational one. However, Poland lacks the unified system of managing the urban forests, not only at the national scale (there is no central independent organizational unit), but also at the level of individual cities, where various municipal units manage urban woodlands. In practice, each city has its own, individual solutions in this regard. The governing bodies of urban forests face with many problems in their activity. These problems are associated with a strong process of urbanization and human pressure on forest areas, while on the other hand there are no formal legal basis (laws, regulations, instructions) relating the municipal forests. The paper reviews the literature on urban forestry and urban forests worldwide to present the existing legislative frameworks and to propose some changes, based on the current Act on Forest. It was stated that urban forestry in Poland is located in its ‘narrow' definition, based on the traditional forestry, giving priority to the multiple social functions. The proposed changes in forest legislation are part of the discussion on municipal forests and urban forestry in Poland, aiming once again to draw attention to the fact that they are almost ignored in the Polish legislation. The indicated areas for improvements and supplements suggest issues the most important and urgent to solve, but they are not a comprehensive solution on this subject. In order to strengthen the supervision of urban forests in Poland, it is essential to consider the restoration of central supervision, coor− dinating activities of urban foresters by the development and implementation to the practice unified legal regulations, as well as to give wide autonomy to cities.

Opis:
Dead wood plays an important role for the biodiversity of forest ecosystems and influences their proper development. This study assessed the amount of coarse woody debris in municipal forests in Warsaw (central Poland). Based on the forest site type, dominant tree species and age class, we stratified all complexes of the Warsaw urban forests in order to allocate 55 sample plots. For these plots, we determined the volume of dead wood including standing dead trees, coarse woody debris and broken branches as well as uprooted trees. We calculated the amount of dead wood in the distinguished site-species-age layers and for individual complexes. The volume of dead matter in municipal forests in Warsaw amounted to 38 761 m3, i.e. 13.7 m3/ha. The obtained results correspond to the current regulations concerning the amount of dead organic matter to be left in forests. Only in the Las Bielański complex (northern Warsaw) volume of dead wood is comparable to the level observed in Polish national parks or nature reserves, which is still far lower than the values found for natural forests. In general, municipal forests in Warsaw stand out positively in terms of dead wood quantity and a high degree of variation in the forms and dimensions of dead wood.

Opis:
The article presents research on the management and supervision of forests located within cities in the Mazowieckie Province. The information was obtained from questionnaires sent to all 85 city authorities in the province. The questions were related to organization and supervision of forests, forest management and protection, recreational management and financing of forests, as well as main problems associated with the management of urban forests. The research indicated that forests, which altogether cover more than 10% of city area, have a very important function, despite the forest area per resident being very small. The difficulties in forest management may arise due to their highly fragmented distribution as well as the mixture of many different types of forest owners. Moreover, communal forests in the province's smaller towns lack proper management and protection structures and lack recreational facilities as local infrastructure is poorly developed. These sort of activities are conducted only in larger municipalities. Most of the non-state owned forests within cities have simplified forest management plans, which counts as a big plus for the Mazowieckie Province when considered in the context of the whole country. Certain measures should be taken to improve the condition of urban forests in the Mazowieckie Province, and serve to preserve and protection these forests. It is fundamental that city governments should cooperate with as wide as possible a circle of interested parties, to undertake common activities in forests of various ownership types located within each given urban area. Additionally, all feasible sources of financing should be considered.
