Opis:
The paper presents the negative effects of passive nature protection and demonstrates that some groups of ecologists seem to still ignore these facts. The paper shows that, according to the new 'philosophy' of nature protection, there is neither a real climax biocoenosis nor the state of equilibrium in nature, and that natural succession is not in fact possible. Therefore the return to nature by creating national parks and nature reserves is not realistic. The sustainability of forests cannot be ensured by banning their access, or through their passive conservation, but by regulating the mutually interrelated biological processes, like regeneration, survival, and loss of trees and stands. The abandoning of exploiting non−renewable raw materials, like ore, sand, coal or stone deposits will undoubtedly contribute to their protection and preserve them for the generations to come. However at the same time forbidding the use of renewable forest resources will not support their protection, but will rather upset and interrupt their existence, until their final death. Only active, regulatory activity by man can save the endangered and rare species and natural ecosystems, including forests, from extinction. The common belief that sustainable existence and permanence of many plant and animal species is not possible without human support and regulation should prevail both in forestry and in modern nature protection.

Opis:
In the EU countries a forest management plan is a common, however not always obligatory, document updated every 10 years. According to the type of the forest property and its area it may differ in terms of the form and specifity. The forest management in Poland has a long history dating back to the end of 18th century. Nowadays, before each new decade, there is a discussion on the changes, which may improve the whole process of forest management and its final document. The aim of the paper is to present current legal determinants and selected problems, which occur in Poland as well as the major threads of the present discussion. The type of the forest property does not affect the principles of protection, extension of forest resources and forest economy. The protective function of forests requires its uniform consideration itself. On the other hand, the social and productive functions allow for different legal regulations within the State and private forests what results in different forms of the forest management plans. A well− −prepared forest management plan allows to maintain all the natural values of the multifunctional forest. It is also a basic source of information for the authorities, society, and other units, which collect data on forestry. The arrangement of the content of the forest management plans needs the consideration because they often include useless information. Moreover, there is also too much specific information. The protection of forest biodiversity causes the increase of costs for the forest economy, however the benefits are incommensurate to expenditure, since well−managed forest ecosystems provide a lot of social services. In order to show this relations the economical appendix (e.g. business plan) to the forest management plan should be prepared. It would enable to describe all the economical determinants of forest area. In view of Polish long tradition of forest management a great importance to the forest management plan is being still attached. On the other hand, some new environmental, climatic, political, social and economical conditions neces− sitate a verification of the rules of the regulation of forest utilization. Social expectations should be considered, especially in case of forest functions and the participation in selected stages of the process of the forest management plan preparation.

Opis:
The aim of this study is to assess the economic efficiency of forest management based on the revenues and costs of selected activities and the financial result of the forest districts within the ‘Puszcza Białowieska’ Forest Promotional Complex (FPC), i.e. Białowieża, Browsk and Hajnówka forest districts. The assessment of the economic efficiency of the forest management in ‘Puszcza Białowieska’ FPC forest districts was analyzed in relation to the average values for comparative units (28 other forest districts) included in the Regional Directorate of State Forests (RDSF) in Białystok. In this study the profit and loss account and the basic reporting document on financial and economic activity (LPIR1) for the years 2011−2017 were used. Data were collected from the State Forests Information System. A detailed analysis of revenues and costs (from the sale of products, goods and materials), including administrative, basic, side, additional and social−living activities, as well as general administrative costs was made. The financial result of the FPC forest districts was also analyzed and then modified by increasing the net result by the value of the write−off for the forest fund and the maintenance costs of the superior units and reduced by the additional payment from the forestry fund. The amount of financial results of ‘Puszcza Białowieska’ FPC forest districts is mainly determined by revenues from the sale of woody raw material. Other types of activities do not have a significant impact on improving the financial result of these entities. The actual financial situation of ‘Puszcza Białowieska’ FPC forest districts reflects the modified net financial result, including for funds from the forest fund. Implementation of tasks in the field of nature protection and restrictions resulting from the acquisition of timber in ‘Puszcza Białowieska’ FPC forest districts significantly worsen their financial result. Implementation of additional tasks in the field of nature conservation causes a deterioration in the economic effi− ciency of forest management, which suggests extending the analyzes of other forest districts of the State Forests.
