Opis:
Current forest protection related to the economic use of natural resources is compatible with the modern understanding of nature conservation as a whole – protection of ecosystems, biodiversity, natural and anthropogenic processes occurring in nature. It is also consistent with the principles of sustainable development. Forest protection is governed by a number of legal acts. Historical reasons underlay this diversity. The historical background of the emergence of protective forests intertwines with the history of forestry, strongly dependent on the economy of the region. In the Western Europe, forest management was strongly correlated with the development of mining, which needed significant quantities of wood to strengthen underground constructions and the development of a metallurgical industry based on wood as an energy material. Forestry was to ensure uniformity in the supply of wood, which was beginning to be scarce in more densely populated industrial areas. In Poland and other countries with a subsequent development of an economy based on mining industry, forestry was based on the rational use of renewable forest resources, but slightly different reasons for the development of conscious forest management. It can be assumed that the forestry of our cultural and economic zone developed in the estates as a way to obtain additional income. This simplified comparison shows the difference of causes and the similarity of the effect – the development of forest management and with it the development of the idea of protecting forests that perform protective functions. The aim of this study is to show the historical background of the existence of protective forests – a special form of protection of natural resources, resulting today with the Act on Forests and occupying over half of the area of the State Forests in Poland. The paper is a review of the historical sources. We describe the evolution of the reasons for which the forests are protected. It was emphasized that this was taking place in parallel or earlier than the decisions resulting from conservative nature conservation. The article is an attempt to prove that protective forests originate from the fear of insufficient forest resources, lack of certain specific forest types at an early stage of settlement.

Opis:
The article presents research on the management and supervision of forests located within cities in the Mazowieckie Province. The information was obtained from questionnaires sent to all 85 city authorities in the province. The questions were related to organization and supervision of forests, forest management and protection, recreational management and financing of forests, as well as main problems associated with the management of urban forests. The research indicated that forests, which altogether cover more than 10% of city area, have a very important function, despite the forest area per resident being very small. The difficulties in forest management may arise due to their highly fragmented distribution as well as the mixture of many different types of forest owners. Moreover, communal forests in the province's smaller towns lack proper management and protection structures and lack recreational facilities as local infrastructure is poorly developed. These sort of activities are conducted only in larger municipalities. Most of the non-state owned forests within cities have simplified forest management plans, which counts as a big plus for the Mazowieckie Province when considered in the context of the whole country. Certain measures should be taken to improve the condition of urban forests in the Mazowieckie Province, and serve to preserve and protection these forests. It is fundamental that city governments should cooperate with as wide as possible a circle of interested parties, to undertake common activities in forests of various ownership types located within each given urban area. Additionally, all feasible sources of financing should be considered.

The study was designed to determine current recreational value of the state forests in Poland from the viewpoint of their administrator (i.e. the State Forests National Forest Holding) and to compare this findings with the value estimated by other researchers. The research was conducted in 31% of all the forest districts administered by the State Forests. The survey was sent to these units by e−mail. It contained two questions about: (1) what part of the total annual expenditures of the forest district is connected with recreational development and use of forests, and (2) what part of the total annual revenues of the forest district is generated by recreational use of forests. Afterwards, the current recreational value of the State Forests was calculated. Budget related data come from the annual financial and operational statement of the State Forests. The findings show that operations linked with recreational use of forests in majority of the forest districts generate losses and only in some of them measurable financial gains are recorded. Costs linked to recreational use of forests are incurred by nearly all districts (97%), yet in the most cases they account for up to 3% of the total disbursements. Only 25% of the forest districts recorded revenues from this type of operations. The current recreational value of the State Forests in Poland is estimated to circa 8 USD/ha. Notably, this is a mean value for all national forests in Poland, yet not all of them are equally attractive to visitors. The relevant value for only urban and suburban forests equals 94 USD/ha, which is approximately 10% of the estimated value reported by other researchers. It can be assumed that the remaining part of the revenues generated by recreational function of forests represent earnings of local businesses (accommodation, catering, grocery shops, souvenirs, transport and other services). The present findings provide important information for the State Forest administrators and for the public. Forest administrators should seek the possibility to change above mentioned disadvantageous ratio to at least one of 3:7. Given this, a change in the national forest policy would be worth considering; a proposal for such transformation is presented.

The theory of sectoral economic development is evolving, as new forms of work organization and new economic sectors are created. Lack of clear definition of the economic sector makes it difficult to determine the impact of economic sectors on the development of the Polish forestry precisely. Forestry activities focus in three main sectors of the economy: agriculture, industry and services. In addition, they focus in three institutional sectors: the non−financial corporate sector, the household sector and the sector of government and in two ownership sectors: public or private one and in many co−operative sectors such as: forestry−wood, raw materials or defensive. Considering the place and the role of forestry from the viewpoint of the three−sector theory, it should be noted that most of the administrative and economic activities of the State Forests belong to the primary sector (agriculture). The industrial/manufacturing sector includes additional production associated with the wood and other forest products processing. This sector in the Polish forestry is currently neglected, but it used to be important, especially in the 1920−1930s. The tertiary sector comprises of services provided by the forestry, transport, construction and installation, training and leisure activities and others. This sector is growing rapidly and should endeavor to the commercialization of educational, recreational or defensive services, which are not currently measured. Analyzing the place of forestry among institutional sectors, we should state that forestry has the most significant importance in the non−financial corporate sector as the State Forests and forestry service companies (employing more than nine people) belong to this sector. In the household sector, there are small forestry service companies employing up to nine people and natural persons obtaining income from logging of private forests and other wooded lands. Whereas, in the government sector, there are mainly communal cities and municipal forests and traders running forestry activities in state forests of other ministries. Considering the development of the Polish forestry from the viewpoint of ownership sectors, it must be noted that since 2012 more people have been employed in the private sector and the gross added value of production has been higher in the private sector. The development of Polish, multifunctional forestry, in accordance with the principles of sustainable economic and social development, should be considered in the context of social needs and expectations, which change with the socio−economic development of the country.

In Poland, the public believes that the main objective of urban forests is rather to conduct forest management focused on the recreational needs of residents than to produce timber. Considering this belief, it becomes reasonable to distinct the principles of forest management in urban forests from those related to the forests of the State Forests National Forest Holding. Because of the permanent presence of people in the city woods, the managing authorities of such areas should also educate the residents, while forest management should be subordinated to social functions, especially the recreational one. However, Poland lacks the unified system of managing the urban forests, not only at the national scale (there is no central independent organizational unit), but also at the level of individual cities, where various municipal units manage urban woodlands. In practice, each city has its own, individual solutions in this regard. The governing bodies of urban forests face with many problems in their activity. These problems are associated with a strong process of urbanization and human pressure on forest areas, while on the other hand there are no formal legal basis (laws, regulations, instructions) relating the municipal forests. The paper reviews the literature on urban forestry and urban forests worldwide to present the existing legislative frameworks and to propose some changes, based on the current Act on Forest. It was stated that urban forestry in Poland is located in its ‘narrow' definition, based on the traditional forestry, giving priority to the multiple social functions. The proposed changes in forest legislation are part of the discussion on municipal forests and urban forestry in Poland, aiming once again to draw attention to the fact that they are almost ignored in the Polish legislation. The indicated areas for improvements and supplements suggest issues the most important and urgent to solve, but they are not a comprehensive solution on this subject. In order to strengthen the supervision of urban forests in Poland, it is essential to consider the restoration of central supervision, coor− dinating activities of urban foresters by the development and implementation to the practice unified legal regulations, as well as to give wide autonomy to cities.

The paper is an attempt to evaluate the forest management pursued in the mountains on the basis of the analysis of the volume and structure of Carpathian forest resources in the space of nearly forty years, i.e. from 1967 till 2006. The studies comprised 68 forest divisions (previously having the rank of forest districts) covering an area of 467,226 hectares of forests administered by the State Forests National Forest Holding and forests of the Forest Experimental Station in Krynica. The same research method and research material as in 1967 were used for the comparison of the results. The material included overall inventory results obtained from individual forest divisions, so−called "tables of age classes by dominant species".

Opis:
The aim of the study was to present plans (up to 2030) for the development of infrastructure and tourism activities in the Polish landscape parks located in the area of the State Forests’ administration. At the end of 2013, a survey was conducted the results of which were verified and their analysis completed in 2014. The questionnaire was sent to the directorates of all 122 parks. 70.5% of the directorates replied to the open question inquiring about their plans and demands for tourist activities (including educational tourism) and recreation. These were then correlated to parks in areas under the State Forests’ administration. The most commonly proposed/planned actions by the directorates in cooperation with the Forest Districts are: construction of new educational paths (in 41.9% of parks), maintaining the existing ones (24.4%) and the organization of tourism/recreation and educational events (22.1%). The largest share of proposed/planned actions without the cooperation of the Forest Districts comes from the creation of new routes/trails, parking lots, etc. along with their equipment (36.0%), construction of tourist infrastructure (bins, benches, tables, shelters, fire circles, sightseeing towers, bridges, 18.6%) and the issuing of maps, brochures, guides or other publications (17.4%). However, it is of particular importance to take the need for nature conservation in the development of tourism and recreation in areas of landscape parks into account. The literature provides a number of helpful solutions. Furthermore, such activity requires broad cooperation supported by external funds especially between the parks, Forest Districts and municipalities. It is also important to continue the environmental education of both, visitors and locals, as well as the promotion of eco-tourism and responsible use of the environment.

Opis:
Dead wood plays an important role for the biodiversity of forest ecosystems and influences their proper development. This study assessed the amount of coarse woody debris in municipal forests in Warsaw (central Poland). Based on the forest site type, dominant tree species and age class, we stratified all complexes of the Warsaw urban forests in order to allocate 55 sample plots. For these plots, we determined the volume of dead wood including standing dead trees, coarse woody debris and broken branches as well as uprooted trees. We calculated the amount of dead wood in the distinguished site-species-age layers and for individual complexes. The volume of dead matter in municipal forests in Warsaw amounted to 38 761 m3, i.e. 13.7 m3/ha. The obtained results correspond to the current regulations concerning the amount of dead organic matter to be left in forests. Only in the Las Bielański complex (northern Warsaw) volume of dead wood is comparable to the level observed in Polish national parks or nature reserves, which is still far lower than the values found for natural forests. In general, municipal forests in Warsaw stand out positively in terms of dead wood quantity and a high degree of variation in the forms and dimensions of dead wood.

The structure and productive potential of selection−managed stands in Slovakia are very differentiated. They depend first of all on species composition and soil conditions. On the basis of recent research, including the present study, three groups of selection stands have been distinguished on the basis of their productive potential. Spruce stands managed under selection system with an optimum standing volume of 300−350 m3/hectare and target breast height diameter of 60 cm occur on poor soils (rankers) performing mainly protective functions. The spruce and spruce−fir stands managed under selection system with an optimum standing volume of over 450 m3/hectares and target dbh of 60−70 cm are typical for most of the selection stands in Slovakia. The multi−species selection stands with dominant fir, and fir stands with an optimum volume of 450 m3/hectares and target dbh of 74 cm are characteristic for the orographic Volovské vrchy region.
