Opis:
The paper provides the framework programme for the courses on forest hydrology that have been conducted in the Department of Forestry in the Agricultural Academy in Cracow since 1994. The objective of the paper is to present this programme including indispensable explanations justifying the adopted solutions. Water relations in a forest are described from the "position of the interior of a forest" i.e. with reference to the circulation of water between atmosphere, stand and soil determining the dynamics of the water content in the soil. At the same time, the changes in water content in the soil are the result of the modelling effect of forest vegetation.

Opis:
Forestry education at university level has a long and rich tradition, dating back to the nineteenth century. Since then there have been many fundamental changes both in defining the objectives and methods of education of foresters−to−be, because conducting education in the rapidly changing forest management requires a continuous adaptation of the curricula to the requirements of the development of civilisation. The challenge of forest education at the university level in the twenty first century is to find appropriate educational ways and tools referring to the paradigm shift expressed by the transition from teaching to learning, also as a constant process. Presentation of clear and effective methods of evaluating the quality of education and competencies acquired by graduates of university studies forest is of a great importance as well.

In Poland, the public believes that the main objective of urban forests is rather to conduct forest management focused on the recreational needs of residents than to produce timber. Considering this belief, it becomes reasonable to distinct the principles of forest management in urban forests from those related to the forests of the State Forests National Forest Holding. Because of the permanent presence of people in the city woods, the managing authorities of such areas should also educate the residents, while forest management should be subordinated to social functions, especially the recreational one. However, Poland lacks the unified system of managing the urban forests, not only at the national scale (there is no central independent organizational unit), but also at the level of individual cities, where various municipal units manage urban woodlands. In practice, each city has its own, individual solutions in this regard. The governing bodies of urban forests face with many problems in their activity. These problems are associated with a strong process of urbanization and human pressure on forest areas, while on the other hand there are no formal legal basis (laws, regulations, instructions) relating the municipal forests. The paper reviews the literature on urban forestry and urban forests worldwide to present the existing legislative frameworks and to propose some changes, based on the current Act on Forest. It was stated that urban forestry in Poland is located in its ‘narrow' definition, based on the traditional forestry, giving priority to the multiple social functions. The proposed changes in forest legislation are part of the discussion on municipal forests and urban forestry in Poland, aiming once again to draw attention to the fact that they are almost ignored in the Polish legislation. The indicated areas for improvements and supplements suggest issues the most important and urgent to solve, but they are not a comprehensive solution on this subject. In order to strengthen the supervision of urban forests in Poland, it is essential to consider the restoration of central supervision, coor− dinating activities of urban foresters by the development and implementation to the practice unified legal regulations, as well as to give wide autonomy to cities.

Opis:
The study analyses accident rate in the Regional Directorate of the State Forests in Szczecinek (NW Poland) in the years 1990−2009. 1042 accidents occurred in the analyzed period. The frequency rate equalled to 14.75, i.e. almost 15 accidents per 1000 employees. The severity rate amounted 48.65. The analysis showed that privatization of forest works did not have significant impact on accident rates.

Paper describes functioning of the Imperial & Royal Foresters School in Bolechów established in 1883 and closed in 1913 as the only school of that type in Galicia (south−eastern part of nowadays Poland and western Ukraine). The school was very popular as it was governmental entity and thus provided scholarships for the poorest pupils and graduation guaranteed the job in the forest authorities. Over 300 people graduated from that school.

Opis:
The beginnings of private forest services sector date back to the interwar period when harvesting operations and sawmill services were carried out by private companies leading to forest devastation. Adam Loret, the first director−general of the State Forests, started to build the structure of forest administration and hire manual workers. After the World War II, forestry in Poland operated in a centrally planned economic system, which precluded the functioning of the private forest services sector. The development of private forest companies in Poland began in the early 1990s. The employed free−market economy forced the State Forests to introduce many reforms and modifications to forest management, forest operations, as well as to the trading and sales of timber. All forest operations are being outsourced to private forest companies. Forest districts select bidders to perform the required forest operations according to the existing procedures, while ensuring the favourable conditions for the creation of new jobs. Forest companies face many difficulties to meet the growing demands laid down by the forest administration staff in tender specifications. The paper presents the current status of the private forest services sector, and describes the trends in the development of private forest companies providing services to the State Forests.

The primary scientific objectives of this study are to develop a methodology of research as well as to identify and describe groups of factors affecting the processes influencing the world forests and forestry. The scope of research includes an analysis of results published in more than 1000 papers, hundreds of reports and analysis prepared for the negotiating teams participating in meetings of the Climate Convention and Kyoto Protocol, Convention on Biological Diversity, the UN Commission on Sustainable Development, FAO Timber Committee, the Standing Forest Committee of the European Union, the United Nations Forum on Forests and the Ministerial Process Protection of Forests in Europe. Paper presents the complex processes of conditioning, which is subject to global forestry, and the obtained results are original, verifying in many areas of current scientific understanding of global forestry.

Opis:
The development and the decline of forest railway networks in Poland are still poorly investigated by scientists. Unfortunately, the availability of data is limited, therefore paper is focused on the period after the Second World War. In this time almost 40 forest railways were exploited. A synthetic review of the history of the most of them is carried out on the regional basis. The main reasons of the forest railway networks development includes massive harvest done in the forests by the occupants and the lack of paved roads in forest areas. The reasons of the decline of the network were similar as in the case of sugar beet railways: exploitation of the rolling stock and infrastructure, supply problems and the development of alternative means of transport, as well as the outflow of workforce and declining availability of wood sources near the railway tracks, which resulted in increasing costs of haulage. In some regions of Poland the restrictions in use of forest railways are also caused by the preservation of the natural environment.

Article describes Prussian forest policy according to three kinds of property: state, private and other, i.e. Catholic Church and local communities. In period 1772−1914, in the contemporary western and northern Poland, the Prussian government realized the forest policy that was a response to industrial challenges. It established a stable infrastructure, which lasts until now. However, the consequences of this policy are not unequivocal. Citizens who belonged to the Polish national community very often lost their forest property. Prussian state became the main owner and manager as well as administrator of forests.

Opis:
The article describes the accuracy of Altman and Mączyńska predictive models. The research material consisted only of financial economic reports from wood−furniture sector for years 2003−2012. Multiple discriminant analysis (MDA) was the main method applied in the study and which was used for three years in advance before bankruptcy. To evaluate the accuracy of the analysed models, the companies classification matrix and the odds ratio were used. Obtained results showed higher prediction accuracy of Mączyńska model. Moreover, comparing with the Altman model, Mączyńska system was better adapted as a multiple discriminant analysis model allowing forecasting of bankruptcy and continued functioning of companies in the wood sector.
