The provisions of the Act on Forests apply to all forests in Poland, irrespective of their ownership. They impose on owners and administrators the obligation to draw up Forest Management Plans (FMP) or Simplified FMP (SFMP). While the media are loudly protesting the adoption of some FMP for state forests, especially for some urban forests or semi−primeval forests, analogous documents for private forests do not attract such interest. Supervision of forest management in the area of forests owned by natural persons and land communities is carried out by the regional authorities, who also has commissioned the documentation of the equipment. Forest owners are informed about the preparation of SFMP for their sites. As a rule, they do not finance these works and there are no procedures for obtaining their direct approval of the plan. Owners, however, have the opportunity to participate in the creation of management documents and should use this opportunity. Especially because the effect of the management works is also the determination of incompatibility in the land use category. In this way, spontaneous woodlots can be reclassified into forest, which has serious consequences for the future of this property. Removal of trees growing on it and the restoration of agricultural use become very difficult in such a situation. The nature and manner of obtaining direct payments to the owned land will also change. Durable subsidies for agricultural crops are changing into possible and temporary limited payments for young forests silviculture and protection. The SFMP also regulates all economic activities that can be undertaken in the private forest in the next 10 years, including the amount of wood that can be harvested and used for its needs or commercialized. The serious consequences of the adopted plan suggest that social participation in the resulting document should be high. The level of this participation in the process of creating simplified plans in selected municipalities was analyzed. The study analyzed the level of public participation in the process of creating simplified forest management plans in four selected municipalities (Gródek nad Dunajcem, Kotuń, Lipnica and Szamotuły, S, E, N and W Poland respectively), which differ in terms of location, ownership history, the size of lots and other features. The level of interest of owners was characterized, the aspects of interest were identified, and it was shown that they may depend on some features of the area.

In Poland, private forests cover the area of 1,774,698 ha, which constitutes 19.2% of total forest area in the country. It is assumed that their actual share is much bigger, because about 300,000 ha of agricultural grounds covered with secondary succession forests, have not been classified as a forest grounds. In 2013, the complete and actual forest management documentation was prepared by 68.7% of private forests. The stand tending, especially commercial thinnings, cannot be legalized without mentioned documentation. What is more, the update of the Forest Data Bank was made according to the incomplete information on forest description and regulation of forest utilization. Nevertheless, private forests are an important ecological and economical element of Polish land use, and it is supposed that their importance will increase in the future. In Poland, there are some certain problems and expectations related to the private forests. The aim of the paper is to present selected aspects on private forests like their history, legal basis, and problems that occur during the preparation of documentation. The private forests have never been given proper consideration. The owners did not have an organized system of aid and consultancy. In 1991, existed separated legal basis were replaced by a common regulations for all types of the property of the forests. Poland’s accession to the EU caused the growth of expectations of private forests. Unfortunately, previous neglects, resulted mainly from the agricultural reform after 1944, weren’t eliminated, and their effects are still noticeable. Present legal basis is insufficient and sometimes imprecise. Another problem is the lack of supervision in case of the abridged forest management plan or forest inventory. Furthermore, the Forest Act does not precise who is to pay for preparing these documents. Also, the legal character of abridged forest management plan is often discussed. Private owners often treat forests as a source of financial profits by commercial thinnings or conversion of forest land into building land. Owners do not seem to be interested in the forest regeneration or forest tending as these are source of cost. Also non−productive servicing is not their goal. There is a need for elaboration of economical and legal solutions, which would make amends to private forest owners servicing some social or ecological functions. The supervisory authorities should get clear procedures related to the private forests.

Opis:
The article is related to recreational use of forests, a dynamically growing sector of forest exploita− tion complying with the European model of multifunctional forestry. The study examined the relation between selected forestry operations performed in forests and the level of their recre− ational usefulness (recreational potential), and separately between the type of forest−hold and the dominant function of forest versus its usefulness for recreation. The study was carried out in south−eastern Poland, in suburban forests of Rzeszów. Recreational potential was determined with the use of method commonly applied in Poland, based on assessment of several features of tree stands i.e. habitat moisture, age of tree stands, inclination of the terrain, stand density, presence of undergrowth and underbrush, soil cover, species composition of the stand. The rela− tionships were examined with chi−squared test and their strength was assessed with Cramér V index. Tree stands with recreational value account for nearly 72% of the relevant forest area. Mean recreational capacity of the forests amounted to 2.19 man−hour/ha/day. The results show statistically significant effect of forest management in recreational usefulness of tree stands. In the case of forestry operations and type of forest−hold, the relationship is weak, but moderate for forest function. The stands with the largest recreational usefulness where those in which lumber is acquired from small felling sites (92% of these were useful for recreation), or those located in protection forests and fulfilling water protection functions (not to be confused with protection of water intakes, i.e. special forests). Protection forests were found with twice as many recre− ationally useful stands (60%) than commercial forests (32%). Similarly, water−protecting forests were twice as useful for recreation (78%) as forests protecting urban areas (35%) and forests damaged by industry (37%). The main factors reducing recreational usefulness of forests include dense undergrowth and underbrush (40% of land cover). The study identifies the elements of commercial forestry resulting in greater recreational usefulness of forests; hence it is possible to designate tree stands, which can be additionally developed for tourism related purposes without a need to modify the existing principles of forest management. On the other hand, in forests accessible for leisure, foresters can enhance the increase in recreational potential of forests by conducting planned commercial operations.

The approach to forest management has changed many times over the time. Forest receives increasingly a lesser extent as wood and wild game supplier. Social and protective functions of the forest have begun to play more and more essential role. Change in the perception of the forest functions entails the questions about the economic consequences of the forest management in an era of changing priorities. This paper aims to compare approaches to the economic consequences of actions undertaken in the forestry in different periods. The evolution of the approach to the economic analysis can be traced. Analysis of historical publications allows to observe the changes, starting from 1820, when no special attention to the uniformity of drawing income from the forest was paid, through the interwar period, when attempts were made to maximize the profitability of forestry and through the World War II, when no analysis of economic rationality was taken, to the current situation, when more and more attention is paid to the economic consequence of changes in forest management priorities. Presented issues should be a contribution to the discussion on economic issues associated with conducting forest management especially in the context of the tasks included in the forest management plan. It must be noted that, despite the provisions in the instructions for the analysis of forest economic conditions, they often were not reflected in the management plans. Studies aimed at awareness raising and, consequently, the development of the synthetic parameters of an objective description and comparison of the economic conditions of forestry functioning both within the forest district and larger units seem to be necessary.

The current provisions in the EU directive, applicable to the signatories of the document, assume reaching by 2020 a share of at least 20% of energy coming from renewable sources. The EU Parliament demands changes to the current directive on forest biomass and its contribution to the use of renewable energy. The Parliament considers it expedient to increase the amount of forest biomass obtained, including wood in various processing states, treating this solution as one of the active methods of replacing the energy derived from fossil fuels. The definition proposed by the EU Parliament states that countries and industrial plants in their areas can receive financial assistance and also be included in the group of energy users ‘from renewable sources’ if they obtain it from the combustion of wood, which will be collected only for this purpose. Such a case has led to the protest of over 750 scientists from around the world. In a letter sent from researchers to the EU, it was found that only harvested forest biomass coming exclusively from logging residues and wood waste, and not from wood intended for other use, should be taken into account for the purpose. Signatories of the letter warn that this change puts at risk both the global climate goals and maintaining the sustainability of the world’s forests. At the heart of the argument is the conviction of scientists that the defect of the directive is based on such a construction of regulations that will cause actions that cause expansive damage to forests in the world and accelerate the occurring climate change. The proposed solution is to limit the amount of forest biomass obtained only to the part that qualifies according to the directive, for logging residues and wood waste. The real danger, including concerning the stability of forests, is the possibility of overestimating the forest’s production capacity in supplying forest biomass. This claim is not an expression of academic caution. It is a real threat. The history of overestimation of forest potential is as long as the history of human development and in each case ended up with a total degradation of the forest and the lack of resources that forced migration of the population. This threat, both on a global scale and for our country, is high, first of all, because the implementation of energy policy assumptions, just like an agricultural policy, in each case leads to the direct growth of producers’ incomes. They are always higher, as are profits in other economic sectors, from revenue received from forest management. This income asymmetry may stimulate in our country, and in many countries of the world is already stimulating, changes in forest management leading to the reduction of forest biological diversity, as well as the growth of deforestation.

The aim of the paper is to assess the benefits to the owners of private forests from joining forest associations, as well as to present the respective legal regulations in force in Poland and selected European Union countries. The examples of the countries with years−long experience (Germany, Austria, Finland and others) in forming associations of private owners show that the participation of private owners in such associations can be significantly advantageous to them. Collective management of forest resources can first and foremost serve the rational management of private forests and the seeking of measures to decrease business costs with a simultaneous increase revenues from timber sales. Poland's accession to the European Union should result in an increase of benefits to private owners due to their membership in various forms of forest associations. This mainly concerns the opportunity to obtain funds from the UE budget. The process of forming forest associations by the owners of private forests should be supported particularly by state administration and territorial units of local government. The Polish legal system does not provide too many legal forms of association to private forest owners, just two: land communities or unions assuming the form of associations. The German legal system, offering private forest owners as many as five forms of association, is more developed in this respect.
