This paper contributes to the ongoing discussion on the improvement of private forest management in Poland. It examines characteristics of various types of forestry companies encompassing either completely private forests or a mixture of private and state-owned forests. Different possibilities for operating private and state-owned forestry companies were examined. The assessment of forestry companies was carried out for three categories based on forest inventory data and economic information. Each of the categories contained three different types of forestry companies classified as follows: I – companies managing private forests only, II – companies managing both private and state-owned forests (e.g. those managed by a state-run forest district), III – the same as in II but assuming minimal costs. The different types of forestry companies were then subjected to a more detailed analysis with respect to the following factors: A – only their own administrative costs, B – administrative costs and overheads assumed to be the same as in the State Forests, C – overheads assumed to be the same as in the State Forests but administrative costs are calculated as in A. For each of the scenarios, income, costs and revenues were calculated. The different types of forestry companies established above also allowed for an assessment of the used data and their collection. In conclusion, incomes of the forestry companies were generally low due to forest stands being managed by companies. Only in scenario A, which assumes very low management costs, did each of the company types gain revenues. This means that the main direction for the development of forestry companies should be to maintain low management costs.

Opis:
The paper presents the assumptions of the portfolio theory and the possibilities of its application in the forestry to diversify the species composition of the stand. The decision problem concerns the rationalization of the species share, ensuring the optimal ratio of annual production value from 1 ha in the stand (financial effect) to the expected level of risk. The adopted measure of the assessment of the value of production and the risk of its achievement is the Sharpe index, which is an approximate measure of the correlation between the income of one investment and its market, and therefore a measure of systematic risk. The paper presents the theoretical foundations of the mentioned optimization problem and examples of research results of American and European scientists regarding applications of portfolio theory in the forestry. The research results indicate that the portfolio theory in forestry focuses on making investment decisions in conditions of high uncertainty. The main criteria for selecting these decisions are income and risk. Diversification of the share of various investments is the source of the so−called risk diversification effects, e.g. the share of particular species in the composition of the stand, the assortment structure and other natural and economic factors that cause a reduction in the total risk with the same income or an increase in the total income with the same risk. The paper indicate that in forest management it is possible and justified to use the simplified Sharpe model, in the form of a univariate indicator, to analyze and make decisions rational from the point of view of natural and economic investment. This solution was applied to various portfolios, including the diversification of the species composition of tree stands. The key indicator when assessing the size of risk and related (predicted) income is the so−called the beta coefficient, determined using the modified Sharpe formula.

Over the last years, criticism of the State Forests policy has been becoming more and more frequent in the press. For that reason it is very important to inspire changes in the State Forests organisation system that will result in its adaptation to the changing requirements of the social market economy. From the economic point of view one of the most important problem is that the State Forests is an economic organisation without legal personality. This fact facilitates unjust criticism of this entity that leads to restriction in its economic activity and eventually decreases maximum gains from its resources. We present trends of changes from status quo across legitimate company to joint stock union and the budget unit. It is proposed to confer legal personality on the forest economic units so they become legitimate companies. Moreover it is also suggested to use the State Forests profits as evaluation criteria of its economic activity. The generated profits should be sufficient to protect owner (i.e. the state) interests and is intended to implement them to achieve important social and economic features. In addition, a new motivation system based on the incomes considering the interest of the state, company and the employers should be developed. In order to reduce conflicts that arise from limited ability to use environmental and social functions, efforts should be made to precisely determine leading functions of chosen forest areas. The main goal of the proposed legal and organizational reform of the State Forests is to create conditions to generate higher legal revenues from various from of forest activity and allocate them for implementation of non−economic forest functions. This would make possible to achieve greater social acceptance of actions made by the franchise.

Ongoing climate change will likely expose trees and forests to new stresses and disturbances during this century. Trees naturally adapt to changes in climate, but their natural adaptive ability may be compromised by the rapid changes projected for this century. In the broad sense, adaptation to climate change also includes the purposeful adaptation of human systems, which includes forestry. In this article, we briefly review the expected impacts of projected climate change on trees and forest ecosystems in Poland. We further provide a framework for designing adaptive strategies to sustain or enhance forest growth, health, and ecosystem services in new climates. Within this framework, we distinguish two related objectives: (1) adaptation of decision−making process in forest management and (2) adaptation of forest ecosystems. Each of these objectives may be achieved through strategies and options whose applicability is discussed in relation to major forest functions – ecological and societal, commercial, and multiple−use. Knowledge gaps and research needs are also identified. We conclude that the recent emphasis on sustainable multifunctional forestry and the current ownership structure in Poland will facilitate adaptation of Polish forests to future climates. However, much remains to be learned about the impacts of climate change, especially at the ecosystem level. Cooperation between researchers and forest managers is critical for developing better management strategies for adapting forests to climate change.

Forest Experimental Station in Krynica
Opis:
The Forest Experimental Station (FES) in Krynica is a unit specialized in teaching activities. However, it also fulfils other educational, ecological and social functions. Additionally, as the FES in Krynica operates on the free market and needs to be competitive, primarily with respect to the raw timber prizes, it is also a forest management unit that can be subjected to economic evaluation. The aim of this study was to analyze the income, costs and overall financial outcome of the FES in Krynica for the years of 2008–2012. A financial analysis, using indicators of financial liquidity, profitability, economic activity and liabilities, was also carried out to evaluate the economic effectiveness and efficiency of the forest management unit’s operation. The data was obtained from financial documents, particularly balance sheets, as well as profit and loss accounts. In the years of 2008–2012, mean income and costs of the FES in Krynica amounted to 7 121.1 thous. PLN/year and 6 478.2 thous. PLN/year, respectively. The net financial outcome was positive and amounted to a mean of 628.8 thous. PLN/year. The proportionof the sale income compared to the total income from all activities carried out by the unit increased from 93% to 96%. This included income from the sale of products, goods and materials, which increased by 57% mainly due to an increase in the income from timber sales (ca. 83%). Costs incurred by the unit increased as well, being 40% higher in 2012 than in 2008, while the cost level indicator decreased by ca. 8%. In the examined time period, the economic effectiveness and efficiency of the unit’s operation improved, as evidenced by the increasing profits and the values of the profitability indicators. Results obtained in the comprehensive analysis of the financial situation in the FES in Krynica provide a basis for the evaluation of economic processes and for appropriate decision making concerning wealth management and the direction of future development. In the evaluation of the economic and financial activity of the FES in Krynica, the increase inprofitability in the analysed time period, as concluded from the indicator of turnover profitability, was particularly noteworthy. The financial indicator values greatly exceed reference values only on the level of financial liquidity. The liability indicators served as evidence of obvious financial independence of the FES in Krynica.
