Abstract: The article presents anti-corruption activities in Poland undertaken in relation to behaviours of a corrupt nature, as well as selected issues related to activities undertaken by the state aimed at limiting and counteracting them within the framework of the System for Combatting Corruption Crime. The text presents the state entities established for this purpose and presents the most important elements which are indispensable for carrying out effective preventive and detection activities against such behaviours. The article indicates what tasks are performed, inter alia, by the Police in the system of combatting corruption and what requirements are imposed on law enforcement bodies in this respect. Attention is also drawn to the necessity of strengthening the possibilities of cooperation between individual services in order to increase the effectiveness of counteracting this phenomenon.

The European Commission directive has been transposed into national law (“Gesetz zur Demonstration und Anwendung von Technologien zur Abscheidung, zum Transport und zur dauerhaften Speicherung von Kohlendioxid” vom 17. August 2012 – KSpG). The national law allows a limited amount of CO2 to be stored underground for demonstration purposes until 2017. At the end of 2017 the effectiveness and application of the law shall be reviewed. The execution of the federal law is regulated by state legislation. Even before that above mentioned date, on May 30th 2012, the state of Mecklenburg-Vorpommern passed a state law prohibiting the storage of CO2 within the state territory and in the Baltic Sea, out to the 12 NM limit. In 2014 appeared a similar state law. On March 27th 2014 Schleswig-Holstein passed a state law banning CO2 storage in all regions of the state territory including the 12 NM zone in the Baltic and North Sea. The government of Lower Saxony prepared a comparable state law, which is expected to be finalized soon, exluding the storage in the entire state territory. The parliament and government of Brandenburg have rejected a proposal of the green party (Die Grünen) for a state law prohibiting CO2 storage in Brandenburg, as they do not want to exclude the entire territory without an examination of each individual site. However, without common criteria for the suitability or exclusion of regions for CO2 storage on a federal level, Brandenburg does not want to allow further storage projects, apart from the research storage in Ketzin. Most of the CO2 storage potential in Germany is expected to be in the North German basin. The four states that currently exclude CO2 storage, cover most of the area of this basin. Which reduces the potential area for CO2 storage demonstration projects in Germany considerably. The federal KSpG includes various issues that shall be regulated in decrees that shall be elaborated in agreements between federal and state governments. Amongst those issues are also specifications for suitable storage sites, which are claimed by Brandenburg as a prerequisite for permitting future storage projects. Because of the fundamental differences between the federal and some state governments, none of these decrees has been produced jet. These legal uncertainties and other obstacles, such as the low carbon credit price, are the reason why all planned industrial demonstration projects in Gemany, proposed by Gas de France, RWE, and Vattenfall, have been withdrawn. Thus, CCS does not seem to be a promising option in the national climate protection portfolio for the near future in Germany. However, despite of the current pessimism in Germany, the global progress of CCS projects, especially in combination with its utilization, mainly for enhanced oil recovery, must not be forgotten. And, storage underneath of the North and Baltic Sea out off the 12 NM-boundary is still an option. Both in national and in international waters.

“Today, organized crime is affecting every segment of our society. It is a disease which infects everything that comes into contact with it. It is an insult added to every law-abiding citizen. It is high time our governments made a note and, moreover, took immediate action. Perhaps tomorrow will be late.” Organized crime is a form of criminality manifestation, perhaps its most specific type. It is a phenomenon that causes horror as much as wonder about the way it works and, at the same time, a sort of lure for its mystery and the particular way of comprehension. For years and years it has inspired volumes of writing, plenty of which have become best-sellers, or have produced blockbusters, arousing amazing mass interest. That is because criminal organizations and their activity have been to society both a tangible everyday reality and a remote thing, beyond comprehension. Many authors have researched into organized crime and criminal organizations, pointing out their characteristics and specifics. They attribute such features to it as a perpetual connection of many people engaged in criminal activity, an organizational hierarchy with a great power of the leaders, the domination of rule and order, discipline and responsibility among the members, imposed solidarity, maintaining the secrecy of activity and of the organization, and the international character of their activity. Unfortunately, there are a large number of worldwide notorious criminal organizations. Over time, they have been discovered and studied by various criminologists, who have managed to provide sufficient information on the specific features of each of them, the activities on which they focus and the territories in which they operate. But what means should we use in order to face organized crime today? It is necessary that differentiated strategies be studied according to the type of the mafia organization against which a concrete operation is to be launched. The strategy should also be coordinated not only in national level but also internationally, because the international character of organized crime is already an established fact.

This article aims to analyze the approach of Polish parliamentary parties to the anti-abortion legislation in 1991-2019 on the level of their ideological programmes. Classification of political parties concerning their ideological families has been proposed. Next, the article presents a typology based on the party’s attitude to the discussed problem, distinguishing the following categories of parties: the proponents of apportioning, the opponents of abortion, heterogeneous parties, and parties that do not express an opinion on this issue.

At the end of World War I, in many European countries women won the active and passive right to vote. Poland was one of the first countries, where women were allowed to participate in political life. Already at the time of establishing the Legislative Sejm (1919) the first women-MPs took their seats in Parliament. Similarly, the situation presented itself in the case of the Senate. During its first session (1922) women participated in the works of the upper chamber. The purpose of this paper is to present the participation of women in the legislative work of the Senate in various terms of office. The participation of women in the legislative work of Parliament was characterized by their involvement in issues concerning education or social services, while avoiding participation in the legislative work or that dealing with political matters. The situation presented itself differently as regards women’s involvement in the work of the Senate. A good example here was the activity of Dorota Kałuszyńska, who – during the work on the so called April Constitution of 1935 – not only participated in it very actively, but also ruthlessly attacked the then ruling camp. Another very interesting episode related to activities of women in the Senate was an informal covenant during the work on the bill to limit the sale, administration and consumption of alcoholic beverages. Belonging to different political groups: the said D. Kłuszyńska as a representative of the Polish Socialist Party, Helena Kisielewska from the Bloc of National Minorities and Hanna Hubicka of BBWR [the Nonpartisan Bloc for Cooperation with the Government] unanimously criticized the regulations in force, which – in their opinion – did not fulfill their role when it came to anti-alcohol protection. The participation of women as far as their number was concerned was indeed small, but the Senate (like Parliament) of the Second Republic functioned in the period when women had just begun their activity on the legislative forum. Undoubtedly, it was a very interesting period, in which women had the benefit in the form of gaining their parliamentary experience. For example, it gave rise to subsequent activities of Dorota Kłuszyńska, who actively participated in the legislative works of the Sejm in the years 1947–1952, dealing with social issues or family.

Many commentators attribute the decline of child labor in advanced economies to legislation prohibiting this practice. But another view asserts that the amount of child labor declined because rising affluence curbed the demand for and the supply of child laborers. Growing prosperity and cultural changes made it more convenient to educate children, thereby absolving the need for this practice. Although the decline of child labor is best explained by material prosperity, it will be demonstrated in this paper that not only can abolishing child labor be counterproductive, but in some cases, it is a vital platform for the accumulation of human capital. Did child labor all but end in advanced countries because of legislation prohibiting it? Or was it due to the fact that these economies were so well developed, so wealthy, that they could afford to keep youngsters in school instead? The former view is the most popular, the latter, the most correct, as we show in this paper.

La législation est un art. Le Révérent Professeur Remigiusz Sobanski, qui a analysé la législation particulière du diocèse de Katowice dans ses travaux scientifiques, le savait très bien. Ces analyses savantes lui ont permis de formuler de nombreuses remarques et commentaires, ainsi que des postulats concernant cette loi. Dans le présent article, l’attention est portée sur les aspects formels du droit légiféré abordés par le grand canoniste.

The author considers the issue of whether the postulate of creating a new code of civil procedure is still valid. He comes to the conclusion that the following arguments support the new codification: the poor state of the current Code of Civil Procedure and the need to take into account the challenges facing civil procedural law like constitutionalization, Europeanization and digitalization of this law, as well as the creation of new solutions to protect collective interests. However, he indicates, as obstacles to the preparation of the new code, the collapse of the culture of creating law in Poland, problems resulting from changes in the justice system and threats resulting from legal populism.

W grudniu 2007 r. Generalna Dyrekcja ds. Energii i Transportu opublikowała wstępny projekt dokumentu "Wspólnotowe wytyczne dotyczące pomocy państwa na rzecz przedsiębiorst kolejowych". Dokument ten został przedstawiony do konsultacji, jak okreslili jego twórcy, nie musi odzwierciedlać on stanowiska Komisji Europejskiej. W konsekwencji dokument ten nie może być podstawą żadnych roszczeń. Mimo tego zastrzeżenia prawnego zawarte w dokumencie propozycje warte są szczegółowej prezentacji oraz próby oceny ich wpływu na funkjonowanie rynku przewozów kolejowych w Unii Europejskiej. Po zakończeniu konsultacji wiele z proponowanych rozwiązań staż się może obowiązującymi.

In recent decades, the remarkable cultural heritage of Egypt has been threatened by loss or damage due to many conflict situations. These have led to looting, smuggling, vandalism, encroachment, illegal activities, and many more threats which put the fate of Egypt’s heritage in jeopardy of disappearance and demolition. The loss of Egyptian heritage is not only a loss of history, but of cultural identity, memory and existence. These types of threats are by no means a recent phenomenon, but have been going on for centuries. This paper presents a research into the history of Egyptian heritage in times of conflict especially in the 19th and 20th centuries. Furthermore, it also examines the severe crisis that endangered Egyptian heritage in the 21st century, notably the aftermath of the 2011 Revolution and the subsequent, widespread pillaging of archeological sites and museums. These recent conflicts highlighted concerns about the future of Egyptian antiquities and their protection, and raised serious concerns about how to protect Egyptian patrimony and preserve the collective cultural memory of Egypt. A comprehensive, comparative analysis of Egyptian and international legislation pertraining to cultural heritage protection has been conducted in order to examine its efficiency in protecting Egypt’s cultural heritage.

The article presents an outline of European touristic policy and the role of tourism sector in European economy. Statistical data show the importance of European tourism as the number one tourist destination worldwide. Institutions of EU involved with tourism (such as the European Parliament – Committee on Transport and Tourism, the European Commission – DG Enterprise and Industry: Tourism section) shall put more emphasis on some specific issues as there is no specific tourism policy and development programmes in this matter. An urgent consideration must be given to a proper touristic service marketing by enhancing promotion programs, taking patterns from successful experiences of other countries, using modern marketing tools taking inspiration from new emerging tourism markets worldwide. The author shows the possibilities and prospects that internal market gives to the tourism of Member States. Community actions and measures are aimed at strengthening the position of European tourism. Moreover challenges and opportunities of European compared to world tourism are described.

The active participation of cyclists in the transformation of urban structures is becoming a commonly discussed subject nowadays. More bike lanes are being constructed, city bike stations, as well as grade-separated crossroads for cyclists and drivers are being created.Cyclists have been increasingly taken into consideration in the changes taking place within the city. Along with the revolution introduced by a Danish architect and urban planner Jan Gehl has changed thinking about cyclists. All of his regeneration and restoration projects focused primarily on structures that allow cyclists and pedestrians move without any obstacles. Article will discuss the founding of the cyclists-friendly city, the polish requirements for cycling infrastructure, as well as show examples of Polish and foreign properly designed solutions.

The problem of criminal evidence is a very important factor of the establishment of the elements of a crime from the point of view of a criminalstatute’s conformity with the rule of law. For the criminal court the elements of crime in the criminal statute show what should be proven for the sentencing judgment to be passed in a given case. For the defendant accused of committing a of crime it shows the possibility of defence. The accused person may prove that some elements of the crime are not met in his or her case. A too broad description of the elements of a crime allows for a considerable degree of freedom in the attribution of perpetration of a crime. In this sense criminalisation before the social harmfulness of the act is realised may be less dangerous for the legal order than an overly broad description of the crime.
