The aim of this work is to present the selected effects of consolidation processes conducted in 2011–2014 within the Łubka region, Siemień commune and within the Zaliszcze area, Podedwórze commune, Parczew district, Lublin Voivodeship. The consolidation activities within Łubka region were conducted over the area of 156.2937 ha and involved 60 participants. Within the Zaliszcze region, the general development area amounted to 1174.2580 ha and involved 152 participants. The project of land consolidation was developed by the Voivodeship Office of Surveying in Lublin, Branch Office in Biała Podlaska. In order to assess the basic results of land consolidation, the technical-spatial parameters were applied (the index of reducing the number of plots and extension of their surface). The main effects of the conducted process of consolidation include: decrease of a general number of record plots and an increase of the average surface of them within the region, which resulted in a reduction of the number of plots and decrease of the average surface of the plot in the farmstead. Furthermore, in conjunction with the change in the distribution of individual record plots, the farm layout has improved. Numerous agritechnical and recultivating works were also conducted and a functional network of municipal roads was created.

Over the recent years, rural space has been a subject to continuous changes, both at the structural and qualitative level. The way Polish rural areas look today results from long-lasting changes determined not only by historical, but also social or economic factors. The areas currently face a number of problems, including unfavourable ownership structure. The purpose of the study was the analysis of the spatial structure of agricultural parcels, and the assessment of its effect on the possibilities of development of selected study areas. Spatial analyses were performed, providing the basis for the determination of the urgency of conducting arrangement-agricultural works with the most considerable impact on the development of the areas. Two rural areas were selected for the study: Jabłonów in Brzeźnica commune, Żagański County, Lubuskie Voivodship, and Gardzienice Pierwsze in Piaski commune, Świdnicki County, Lubelskie Voivodship. The areas, like the voivodships in which they are located, are distinguished by a completely different agrarian structure. According to data of the Central Statistical Office, in Lubelskie Voivodship farms reach an average size of 7.57 ha, and in Lubuskie Voivodship – 20.75 ha. Study areas selected this way permitted the presentation of various problems resulting from the ownership structure of land, and a proposal of the rearrangement of the space for the purpose of sustainable development.

Land consolidation procedures are an attempt to comprehensively change the existing spatial structure of land in rural areas. This treatment also brings many other social and economic benefi ts, contributing to the development of consolidated areas. Land consolidation in mountain areas differs in many respects from those implemented in areas with more favorable conditions for the functioning of agriculture. The unfavorable values of land fragmentation indices, terrain conditions and lower than the average soil quality affect both the dominant forms of agricultural activity and the limited opportunities to improve the distribution of plots in space, parameters of shape, and the area as a result of land consolidation. For this reason, the effectiveness of land consolidation in mountain areas can be achieved by improving the quality of transportation network and the accessibility of the plots, arranging ownership issues and improving the quality of cadastral documentation. This article presents the evaluation of the measures of effectiveness of land consolidation realized in mountain areas on the example of Łetownia Village in the Małopolska Province, located in the southern part of Poland. Selected village is an area with unfavorable conditions for the functioning of agriculture and high values of land fragmentation indices.

The article is an opinion in the ongoing discussion on the directions of the legislative changes in the field of rural structures in Poland, expressed mainly in connection with the forthcoming EU programming period 2014-2020. In the very centre of discussion is a new approach to planning and implementing investment activities related to land consolidation (defined as "land consolidation development") in Poland. If investments in post-consolidation development are realized in coordination with water engineering, land improvement and flood control, then even under Rural Development Programme (RDP) for 2007-2013 more funds can be raised for improving rural structures. A prerequisite for this is to create integrated guidelines for land consolidation projects.

The article raised the subject of the analysis of land consolidation works in the years 1945-2013. The authors present in selected time intervals, the results of Land consolidation in the Leżajsk District (in the Podkarpackie Voivodeship). The study area is located on the territory of the lands historically belonging to the Austrian partition, under the influence of the principles of Austrian cadastre. These problems are described in the compilation with the changes in the law on setting up, maintaining and modernizing the Land and Buildings Registry (EGiB) in postwar Poland. The works of land consolidation are important in the process of creation of the real estate cadastre. Under current regulations the role of cadastre of real estate in Poland plays EGiB. This cadastre however has several flaws, and as a cadastral system of European standards, should constitute the backbone of a functioning real estate management and be the basis for legal, fiscal and planning actions of the state. In each of these aspects of the real estate economy important role play the configuration of borders, optimization of the shape and surface of the land and regulated legal status of the land. In the opinion of the authors land consolidation procedures, can be an effective tool for corrections of the plots geometry and regulations of the legal status of land.

Opis:
In this study, an optimization process of the spatial layout of a village from the viewpoint of minimization of distances between parcels and farming settlements is presented. It is illustrated by the data coming from the village Mściwojów, which is situated in the south-western Poland. The proposed calculation process uses linear programming methods, and the input data are the result of the processing of the ground and building registration data bases. The results indicate a wide range of application possibilities of the optimization process of the parcel layouts, at different stages of operations connected with the restructuring of spatial distributions of rural areas. In particular, it refers to the realization of conceptions of the land consolidation results which are viable in a given area.

Parameters of agricultural transport network are an important element that affects the operating costs of farms. The proper shape of the road network, suitable density and the quality (in particular the width of the roads and the type of their surface) should provide an opportune and efficient transport between home farm and some of the parcels. The article presents an evaluation of the agricultural road network in the village of Wola Idzikowska in the Fajsławice commune, which underwent land consolidation from 2004 to 2006. An inventory of the study area was conducted, and the following were determined: the distances between agricultural land and home farm, the road density index, the road extension index, and requiring different grades of the urgency of hardening roads’ surface due to degradation of erosion were indicated. Eexisting agricultural transport network in quantitative terms has rated positively, whereas urgent and very urgent of hardening requires at least 4.45 km of ground roads.

Celem niniejszej publikacji jest wskazanie konieczności przeprowadzenia kompleksowych prac scalenia i wymiany gruntów województwa Małopolskiego, w celu przyspieszenia lub uzupełnienia modernizacji EGiB. Obszar badań cechuje się dużymi wadliwościami w zakresie struktury przestrzennej obszarów wiejskich. Działania w kierunku modernizacji EGiB mają na celu głównie uzupełnienie bazy danych ewidencyjnych, utworzenie pełnego zakresu zbiorów danych ewidencyjnych oraz modyfikację istniejących danych do wymagań określonych w przepisach prawa. W procesie modernizacji ewidencji gruntów i budynków nie uwzględniono działań w kierunku poprawy struktury przestrzennej gruntów. Procedury modernizacyjne wydają się słuszne jedynie dla obszaru objętego wpływem katastru pruskiego. Na ziemiach objętych oddziaływaniem katastru austro-węgierskiego (w tym województwa małopolskiego) i byłego zaboru rosyjskiego (gdzie praktycznie kataster nie istniał) powinno się rozważyć możliwość zastąpienia modernizacji scaleniami o charakterze katastralnym. Czy proces scalenia we wskazanym obszarze badań może stanowić alternatywę lub wsparcie dla procesu modernizacji EGiB w kierunku utworzenia pełnowartościowego KN w Polsce?
The aim of this publication is to indicate the need for a comprehensive land consolidation and exchange works in the Małopolskie voivodship, to accelerate or supplement the modernization of EGiB. The study area is characterized by large faultiness in terms of the spatial structure of rural areas. Because the most of the plots in the area have an unfavourable geometric structure. They are scattered and fragmented, and their use is associated with obsolete technology in agricultural works, what is a major impediment in the process of rational management. In the process of modernization of land and building registry the measures to improve the spatial structure of land are not included. Procedures of modernization seem to be right only for the area covered by the influence of the Prussian cadastre. In the lands affected by the Austro-Hungarian cadastre (in the voivodeship of Malopolska) and the former Russian occupation zone (where practically cadastre did not exist) it should consider the possibility of replacing the modernization with the cadastral consolidations. Can the process of consolidation in the specified area of research be an alternative or support for the modernization process of EGiB towards the creation of full value Real Estate Cadastre in Poland?

The paper presents the analysis of the economic and environmental effect of land consolidation on the example of the village of Hucisko situated in the administrative district of Leżajsk, Podkarpackie Province. Rural areas in Poland need changes related with an improvement of their competitive position in the European market. The object of the study is situated in the Podkarpackie Province which is characterized by fairly high land fragmentation and the occurrence of irregular-shaped and relatively small plots. Farms in South and South-Eastern Poland require modification with regard to their size or to the shape of their area. Within the area under analysis, land consolidation was performed in the years 2011–2013. The main purpose of the consolidation was to eliminate the troublesome checkerboard of fields. The performed land consolidation contributed to a significant improvement of living and work conditions of the local inhabitants. It can be also stated that the quality of the environment and the cultural values of the village have been enhanced.

Opis:
The knowledge on the spatial variability and hydrological behaviour of contributing areas to specific outlet is a fundamental input for developing appropriate water resource planning and management actions that take part in various areas of human activities. The aim of this contribution is to present the possibilities to assess the precipitation-runoff process and soil erosion risk in a specific area using the theoretical approaches with the simplest requirements for meteorological and surface runoff data. Considering the connectivity and behaviour of natural processes, the analysis of precipitation-runoff process and soil erosion risk is crucial prior to the design of technical water management practices and technical erosion control measures in the landscape. The characteristics of design rain, e.g. the intensity, annual frequency and duration can be determined using practical tools or according to the analysis of the cost and damages related to specific technical measure. The intensity of design rain can be estimated according to the long-term meteorological observations and intensity-duration-frequency curves developed using region specific equations (Dub’s formula, Urcikan’s formula). For the design of water management, conservation (especially erosion) or other measures for ecological stabilization and protection of the area, it is important in particular to determine the following characteristics of surface runoff: beginning of surface runoff, design discharge from the contributing area, the depth of the surface runoff, and the volume of surface runoff. Estimating the soil erosion risk by water erosion can be done according to the slope gradient or USLE calculation and subsequent comparison of estimated value with tolerable soil loss. Regardless of the location of specific areas, we have found that the design parameters of water management and technical erosion control practices, facilities and measures, including their localization can be determined by applying and modifying the existing theoretical and practical hydrological knowledge. We also found that this design cannot be executed without an analysis of the precipitation-runoff process and the erosion risk of this territory. In relation to the climate change and changing rainfall patterns in all regions worldwide, further studies should be conducted to specify the regional characteristics of precipitation, soil and its usage.

The paper presents the ecological effects of land consolidation carried out in upland loess areas. The design of a large plot of land on a slope with a gradient of up to 18% and its impact on the intensity of water erosion were investigated. The analyzed plot was created by consolidation 12 smaller plots. Before the consolidation, all plots had a cross-slope layout and direction of agrotechnical operations. Exactly the same arrangement remained after the consolidation. The WEPP simulation model was used for the comparison of the pre-consolidation and postconsolidation state. The amount of soil loss and sediment yield was estimated under different scenarios of slope management. It was found that after consolidation (creation of a plot with the width of more than 130 m), as a result of removing of terraces and sodded cross-slope scarps, the intensity of erosion increased many times. In order to restore the anti-erosion effect of cross-slope cultivation on such a slope without increasing the difficulties of agrotechnics, it is necessary to restore the sodded scarps that existed before consolidation. The simulation results show that the scarps should be located transversely to the slope (along the plot) in the middle and lower parts of the slope, in the place of the highest inclination. As advantage of the consolidation project was considered the elimination of longitudinal balks which were focuses of linear erosion on the slope.

Consolidation works are a complicated and lengthy set of legal, technical and administrative operations. IT tools used in this process are developed in many countries, and the scope of their functions is very wide: from a decision-making aid, through support in solving technical aspects, to assisting the evaluation of the effects of consolidation projects. Practically all existing solutions are based on GIS systems, which has many advantages but also imposes some limitations related to supporting typically geodetic aspects of these works. The article presents a differ¬ent approach to implementing this kind of projects, which is based on CAD platform. It is used as an aid in various stages of land consolidation works in more or less half of the area of Poland.
Prace scaleniowe stanowią skomplikowany i długotrwały zbiór czynności o charakterze prawnym, technicznym i administracyjnym. Informatyczne narzędzia wspomagające ten proces są rozwijane w wielu krajach, a zakres ich działania jest bardzo szeroki, od wspomagania procesu decyzyjnego, realizacji aspektów technicznych aż do oceny efektów projektów scalenia. Wśród istniejących rozwiązań praktycznie wszystkie oparte są na systemach GIS, co oprócz wielu zalet niesie ze sobą ograniczenia związane ze wspomaganiem typowo geodezyjnych aspektów tych prac. Artykuł prezentuje odmienne podejście do realizacji tego typu projektów, bazujące na platformie CAD. Jest ono wykorzystywane przy wspomaganiu szeregu etapów prac scaleniowych na około połowie obszaru Polski.

Functioning conditions of agriculture are closely related to the spatial structure of rural areas, which is one of the most important factors influencing profitability of agricultural production. Essential changes in rural space can be effected in a short period of time only as a result of land management works. The scope of these works is limited because the financial resources are often insufficient. As a result, scarce funds must be distributed in such a way as to ensure their flow to where they are mostly needed or where the return on investment, in the form of improvement of farming conditions, would be the highest [Błaż et al. 2010, Gawroński 2005]. The article presents the idea of creating multicriteria ranking of surveying sections of Małopolskie Voivodeship aimed at identifying areas that should be the subject of land management works in the first place. It is suggested that to achieve this goal databases of rural areas in the Małopolska region, including data from the descriptive and graphic part of the land and building register as well as digital orthophotomap. Voivodeship authorities, having access to the results of the proposed calculation process, could play an important role in programming the land management works.
Warunki funkcjonowania rolnictwa są ściśle powiązane ze strukturą przestrzenną obszarów wiejskich, będącą jednym z najważniejszych czynników warunkujących dochodowość prowadzonej produkcji rolnej. Istotne zmiany przestrzeni rolniczej są możliwe do osiągnięcia w krótkim czasie jedynie w wyniku prac urządzeniowo-rolnych. Zakres tych działań jest ograniczony z powodu braku wystarczających środków finansowych. Istnieje zatem potrzeba takiej dystrybucji ograniczonych środków, która zapewni ich przepływ tam, gdzie jest to najbardziej potrzebne lub gdzie zainwestowane środki przyniosą największy efekt w postaci poprawy warunków rozwoju rolnictwa [Błaż i in. 2010, Gawroński 2005]. Prezentowany artykuł przedstawia koncepcję wielokryterialnego rankingu obrębów ewidencyjnych województwa małopolskiego, mającego na celu wyznaczenie obszarów kwalifikujących się w pierwszej kolejności do realizacji prac scaleniowych. Proponuje się w tym celu wykorzystać zbiory danych charakteryzujących rolniczą przestrzeń Małopolski, w tym przede wszystkim dane z części opisowej i graficznej operatu ewidencji gruntów i budynków oraz ortofotomapę cyfrową. Dysponowanie przez władze samorządowe szczebla wojewódzkiego wynikami zaproponowanego procesu obliczeniowego może być istotnym narzędziem w procesie programowania prac urządzeniowo - rolnych.

Opis:
The article highlights the problem of natural agricultural-land afforestation with insufficient forest cover of the area. The article purports to substantiate land consolidation aimed at the rationalisation of agricultural and forest land management in such conditions. The authors identify the main approaches to the issue of natural agricultural land afforestation. The afforested areas of agricultural land are suggested for redesignation as a forest resource as a result of a swap and reallotment of land plots. As an example, consolidation of available land, in the conditions of natural afforestation, has been accomplished based on a number of land masses in Chernihiv Oblast’, Ukraine. Resulting from the project implementation, better configuration and improved layout of agricultural land plots have been achieved, while the length and placement of country lanes have been optimized. The reforested agricultural areas within the specific land mass have been redesignated as a forest resource. The advantages and disadvantages of natural afforestation in land consolidation are identified in contrast to alternative approaches. The research findings can be used by territorial communities in the upgrade of land management practices, laying out and redesign of landscape parks and other nature conservation areas that include areas of business activity.
