Opis:
The current paper presents the results of evaluation of the influence of selected measures within Rural Development Programme (RDP), such as spatial development, afforestation, land consolidation, water management, village renewal and agri-environmental programmes on rural areas in Poland. The data used in the study cover the years 2004-2015, and were collected from the reports of Ministry of Agriculture and Rural Development, Polish Agency for Restructuring and Modernisation of Agriculture (ARMA), Polish Central Statistical Office (CSO), with special consideration given to normative acts concerning the Rural Development Plan 2007-2013 and 2014-2020, and the results of a study on different aspects of rural development conducted at the Institute of Soil Science and Plant Cultivation – State Research Institute in Puławy (IUNG-PIB). Our study clearly shows that aforementioned measures differ significantly in terms of the level of implementation in Poland. Thus, the spatial development operation, one of the most important activities in relation to the sustainable development of rural areas, has not been introduced in RDP as s separately task. Additionally, the initiatives regarding water retention were also not fully implemented under the RDP 2007-2013 because of the shortage of time. The process of land consolidation has contributed only to very little change in land use, from about 1% in “classical” method to 4% in “complex” method of land consolidation in the total area. On the other hand, a decline in reforestation has been observed in comparison of RDP 2004-2006 and RDP 2007-2013, which is considered to be appropriate and should lead to the target rate of afforestation of approximately 33%. The village renewal measure was entirely introduced and has a very positive effect on the agricultural environment. Agri-environmental programme plays an important role for both ecological and economical aspects of the agricultural environment and its realization covers a very wide range of actions. In conclusion, all the analysed measures have a very positive effect on the agricultural environment. However, they should be implemented more quickly and comprehensively which should lead to a more sustainable development of rural areas in Poland.

Opis:
Geodetic management of rural areas in Poland is currently experiencing a kind of decline, caused by the relatively limited range of land consolidation projects. At the same time, structural problems of farms and, much more broadly – of rural areas – are among the biggest development problems in Poland. Therefore, it is suggested that wide-ranging proceedings for the so-called comprehensive management of rural areas should be introduced to the practice of geodesy and to issues of agricultural areas, which would include broad measures enabling sustainable spatial and structural development of rural municipalities, and provide solutions to particular problems occurring locally. This concerns in particular the broad (comprehensive) activities involving the preparation and implementation of spatial and infrastructural transformations needed locally in order to preserve and improve the economic (including also agricultural), residential, natural, and cultural functions of these areas, which would be intended to support the sustainable improvement of working and living conditions in the countryside.
Geodezyjne urządzanie obszarów wiejskich przeżywa obecnie swoisty regres, wywołany utrzymującym się stosunkowo niewielkim frontem prac scaleniowych. Równolegle problemy strukturalne gospodarstw oraz znacznie szerzej – obszarów wiejskich, należą do największych problemów rozwojowych Polski. Dlatego sugerowane jest wprowadzenie do praktyki biur geodezji i terenów rolnych szerokich postępowań dla tzw. kompleksowego urządzania obszarów wiejskich, które obejmowałoby szerokie działania, umożliwiające zrównoważony rozwój przestrzenny i strukturalny gmin wiejskich oraz rozwiązanie występujących lokalnie problemów. Chodzi szczególnie o szerokie (kompleksowe) działania obejmujące przygotowanie i przeprowadzenie przekształceń przestrzennych i infrastrukturalnych potrzebnych lokalnie do zachowania i poprawy funkcji gospodarczej (w tym rolnictwa), mieszkaniowej, przyrodniczej i kulturowej tych obszarów, co ma za zadanie wspieranie trwałej poprawy warunków pracy i życia na wsi.

The current study presents status and the need for improvement of the land distribution of family agricultural holdings in Poland. The assessment of the distribution of farm lands in the area between 1 and 300 ha has been made according to the 2013 data and provided by the Polish Agency for Restructuring and Modernisation of Agriculture (ARMA). Our analysis included totally app. 750,000 of family agricultural holdings. The evaluation of land consolidation was based on the two regional criteria proposed by the Regional Offices of Geodesy and Agricultural Areas, i.e. the plot size and the number of plots within individual family farms. The family agricultural holdings, that are included to the Polish system of agricultural support, have an average land area of around 16.0 ha, and this refers to around 6 cadastral plots with an average acreage of app. 3.0 ha. The need of land consolidation was estimated to be at the level of app. 7.1 million ha (this corresponds to 69.14% of total agricultural area land in Poland). The problem occurs in the entire country, but the worst situation is in the southern, south-eastern and central Poland. The implementation of the land consolidation and farmland exchange procedures within the Programme RDP (Rural Development Programme) in the period 2007-2013 stood at the level of 13,600 ha annually, thus the area of unfavourable land distribution was not reduced significantly. According to our evaluations the land consolidation should involve at least 50,000 ha annually to improve in real terms the distribution of agricultural plots in Poland.
