    The existence of NATO and the Warsaw Pact was the start of intensified competition for spheres of influence. Beneficiaries who were leading those political-military organizations, the United States and the Soviet Union, in the process of implementing their strategic objectives used a wide range of forces and assets owned. Their secret services, whose activities were of total character, took an active part in this rivalry. It is difficult to say what those services were not interested in. They were active participants in the information war, which supported primarily foreign policy and military operations. Their satellite states, which were of interest to intelligence services because of their military potential, were also involved in the ongoing political and ideological confrontation. One such example was Poland, which was recognized not only by the intelligence of the NATO countries (U.S., Canada, Denmark, France, Great Britain, West Germany), but also by intelligence of its allies (the Soviet Union and East Germany).

    Celem przedmiotowego opracowania było syntetyczne ukazanie mechanizmów nadzoru i kontroli nad służbami specjalnymi, których celem jest stworzenie właściwych warunków do bezpiecznego i skutecznego funkcjonowania służb specjalnych w porządku państwa demokratycznego. Dlatego też zakres tematyczny artykułu sprowadza się do ukazania charakteru demokratycznego nadzoru i kontroli nad służbami specjalnymi, wskazania problemów, które mają wpływ na skuteczne prowadzenie tego typu działań, wyodrębnienie typologii nadzoru i kontroli nad służbami specjalnymi oraz ich ocena w kontekście sformułowania rekomendacji, mających na celu przybliżenie najlepszych rozwiązań w przedmiotowym zakresie, które jednocześnie umożliwiają wypracowanie właściwych proporcji między efektywnością i legalnością działania służb specjalnych.
    The purpose of this study was to present synthetically the mechanisms of supervision and control over special services, whose purpose is to create the right conditions for the safe and effective functioning of special services in the order of a democratic state. Therefore, the thematic scope of the article boils down to showing the democratic nature of supervision and control over special services, pointing out problems that affect the effective conduct of this type of activities, identifying the typology of supervision and control over special services and their assessment in the context of formulating recommendations aimed at approximation of the best solutions in the field in question, which at the same time enable the development of the right balance between the effectiveness and legality of the secret services.

    The material scope of the research problem presented in the text encompasses the issues concerned with the possibilities for and limitations of recruiting secret collaborators by the Polish civilian intelligence service. The analysis of the problematics of secret collaboration focuses mainly on institutional and legal aspects, which can be seen in its inclusion in the systemic legal perspective, encompassing such dimensions as administrative and legal, criminal and legal, civil and legal, and ethical one. Next to the normative aspects, the text addresses sociological and psychological aspects of recruiting secret collaborators by special services, thereby depicting the main recruitment methods. The methodology adopted is chiefly based on the institutional and legal approach, in which use is made of, inter alia, textual, functional and systemic interpretations. The problem of possible abuse concerned with the recruitment of secret collaborators by special services is illustrated with an abstract case study and a relevant legal interpretation. Besides, to extend the analysis of psychological and sociological aspects of recruiting secret collaborators, the study uses limited open interviews with former officers of the civilian special services operating in Poland before 1990.

    Służby specjalne współczesnych państw stanowią kluczowy element służący zapewnieniu bezpieczeństwa zarówno wewnętrznego, jak i zewnętrznego (w tym również informacyjnego). W aspekcie współczesnej sytuacji międzynarodowej na szczególną uwagę zasługują służby specjalne Federacji Rosyjskiej. Rozpad Związku Radzieckiego, a co za tym idzie upadek bipolarnego podziału świata sprawił, że służby wywiadowcze ZSRR zostały zmuszone do transformacji o charakterze strukturalnym i funkcjonalnym. Nowe warunki geopolityczne zaczęły generować nieznane dotąd wyzwania i zagrożenia. Celem niniejszego artykułu jest scharakteryzowanie najbardziej elitarnych, z punktu widzenia autorów, służb specjalnych Federacji Rosyjskiej – Federalnej Służby Bezpieczeństwa, Głównego Zarządu Sztabu Generalnego Sił Zbrojnych, Służby Wywiadu Zagranicznego oraz Federalnej Służby Ochrony w aspekcie ich wpływu na zapewnienie państwu bezpieczeństwa informacyjnego. Hipotezą, jaką autorki weryfikowały w trakcie wywodu, było stwierdzenie, że służby specjalne Federacji Rosyjskiej mają istotne znaczenie dla bezpieczeństwa informacyjnego państwa ze względu na swoją działalność pozwalającą na dostarczanie właściwych i użytecznych informacji dotyczących przeciwnika oraz obszaru jego działania. Dla realizacji tak zakreślonych celów tekst podzielony został na trzy zasadnicze części: pierwszą poświęconą sytuacji problemowej oraz teorii dotyczącej szeroko pojętego bezpieczeństwa informacyjnego i działalności służb specjalnych; drugą definiującą charakterystykę służb wywiadowczych FR, ich istotę, zadania oraz obszary zainteresowań; oraz trzecią traktującą o praktycznym wymiarze aktywności służb specjalnych Federacji Rosyjskiej. W podsumowaniu zamierzeniem autorów jest przybliżenie zagadnień związanych ze specyfiką rosyjskich służb wywiadowczych oraz zwrócenie uwagi na ich rolę w zapewnianiu bezpieczeństwa państwa w sferze informacyjnej.
    Modern special forces are a key element of internal and international security (that includes information security). In on the context of the current international situation, special attention should be paid to the Special Forces of the Russian Federation. The break-up of the Soviet Union and bipolar world division brought about the structural and functional transformation of the former USSR’s intelligence. The new geopolitical situation posed unknown challenges and dangers. The goal of this article is to highlight the most elite special forces of the Russian Federation, in the author’s opinion, the Federal Security Service, the Main Intelligence Directorate, the Foreign Intelligence Service and the Federal Protective Service in terms of theirs influence on maintaining information security. The idea is that the Special Forces of the Russian Federation have considerable value for information security because their actions provide correct and useful information regarding the enemy and the area of enemy operations. To achieve these aims, the article is divided into three parts: the first pays attention to the problematic situation and the theory regarding broadly understood information security; the second defines the characteristics of intelligence offices of the Russian Federation, their core tasks and area of expertise; and the third looks at the practical activities of Russian Special Forces. In the summary, the authors try to show the specifics of Russian intelligence forces and pay attention to their role in providing information security for the state.

    Obserwowane zjawiska we współczesnym świecie wskazują, że elementy działań wywiadowczych występują w działalności służb innych niż wywiad klasyczny. Ponadto istnieje wiele wskazań, że również struktury nieformalne, takie jak organizacje terrorystyczne lub organizacje przestępcze, choć nie zawsze w pełni świadome, wykorzystują w swoich działaniach elementy stanowiące znaczną część działań wywiadowczych. Dlatego istnieje potrzeba stworzenia nowej metody badawczej, technicznie nazwanej analizą działań wywiadowczych, która zajmowałaby się analizowaniem wzorców i schematów tych działań. W postulowanym sensie schematy działań wywiadowczych są powtarzalnymi elementami i ich układami, obserwowanymi głównie na podstawie jawnych informacji i badań historycznych. Celem postulowanej analizy byłoby przede wszystkim stworzenie narzędzi do teoretycznego opisu zjawisk określonych jako działania wywiadowcze. Po drugie, celem byłoby opracowanie zasad wspólnych dla wszystkich wzorców aktywności opartych na działaniach wywiadowczych. Po trzecie, dzięki wypracowanym efektom możliwe byłoby położenie podwalin pod najbardziej optymalną strategię zwalczania zagrożeń powstających w wyniku działań wywiadowczych zagranicznych służb specjalnych lub organizacji przestępczych. Taka analiza mogłaby zatem wnieść pozytywny wkład w działalność krajowych służb wywiadowczych i kontrwywiadowczych, które również biorą udział w analizie tych zjawisk, ale głównie tylko w ramach bieżącej pracy operacyjnej.
    The observed phenomena in the modern world indicate that elements of intelligence activities occur in the activities of services other than classic intelligence. In addition, there are many indications that also informal structures, such as terrorist organizations or criminal organizations, although not always fully aware, use in their activities elements that constitute a significant part of intelligence activities. Therefore, there is a need to create a new research method, which is technically called an analysis of intelligence activities, which would deal with analyzing patterns of intelligence activities. In the postulated sense, schemes of intelligence activities are repetitive elements of these activities and their arrangements, observed mainly on the basis of open information and historical studies. The goal of the postulated analysis would be first of all to create tools for the theoretical description of phenomena defined as intelligence activities. Secondly, the goal would be to develop rules and principles common to all intelligence and intelligence-based activity patterns. Thirdly, thanks to the effects developed, it would be possible to lay the foundations for the most optimal strategy to combat threats arising as a result of intelligence activities by foreign special services or criminal organizations. Such an analysis could thus make a positive contribution to the activities of the domestic intelligence and counterintelligence services, which are also involved in the analysis of these phenomena, but only for immediate needs.

    The article presents the current state of scientific research on special services in Poland. The thesis about the necessity of establishing a specialized research center and autonomous academic education in the field of secret services was made. The author in the article presented the author's definition of special services. Then he presented his views on the role and importance of special services research. He pointed to barriers hindering the introduction of this field of education. He suggested the establishment of a university educating staff for the needs of special services (intelligence, counterintelligence). The university would also be a research and scientific center where research on special services would focus. In the scientific dimension of work and research on special services, scientists from this university would cooperate with other academic centers.

    This publication contains the information concerning illegal operations of the German intelligence in the years 1918-1927, ascertained by the Polish special services – the Second Department of the Polish General Staff (the Second Department). The paper is based on source documents currently stored by the Institute of National Remembrance and the Central Military Archive. Therefore, the information contained herein represents the data available to the Second Department in the relevant period. The Treaty of Versailles imposed military restrictions on Germany, limiting significantly their offensive capabilities. Driven by desires of further expansion and as a result of not coming to terms with the outcome of the Great War, the Abwehr had the government organizations operating in Poland infiltrated by undercover officers of the former Imperial German intelligence service. The most important ones included Consul, Zentrale Wannsee and Burgwall. In addition, the Second Department identified 16 detective bureaux receiving commissions from the Abwehr and eleven commercial establishments cooperating with the intelligence service. Furthermore, numerous officers of the pre-war German intelligence service did not find employment with the state, which gave rise to the rank-and-file initiative to create private intelligence bureaux. The pre-war connections were still maintained. The substantive value of the text consists in identifying the said organizations and presenting the then available information about them. Such data can be useful for researchers of the period of revival of the Polish State, methods employed for “bypassing” the Treaty of Versailles by the German Reich and the activity of German organizations in Poland in the relevant period. Furthermore, the paper may serve as a case study for the infiltration of organizations seemingly unrelated to the armed forces by intelligence agents.
