    W artykule poruszono problematykę inteligentnych specjalizacji. W części pierwszej przedstawiono aspekt teoretyczny problemu, ze szczególnym uwzględnieniem definicji, ewolucji pojęcia oraz korzyści płynących z ich implementacji. Następnie krótko scharakteryzowano województwo podlaskie, wskazano inteligentne specjalizacje, które będą rozwijane na tym terenie, oraz zaprezentowano, w jaki sposób mogą one wpłynąć na funkcjonowanie obszaru.
    The article describes the issue of smart specialisation. In the first part the theoretical aspect of the issue is presented with particular emphasis on definition, the evolution of terms and the benefits of their implementation. Next, the article presents a short characterisation of the Podlasie region and points out the smart specialisations which will be developed in the region, as well as the way in which they could influence the functioning of the area.

    Opis:
    Purpose: Review of regional innovation strategies of Polish regions to assess the scope of research methods and techniques applied during their preparation. Design/methodology/approach: Analysis of regional innovation strategies applicable in all voivodeships with respect to the research methods and techniques used during their preparation. Findings: Polish regions apply diversified methods and techniques that allow them to determine the directions of innovation development, yet in the course of smart strategy identification they encountered limitations with respect to the availability of quantitative aggregated data on the voivodeship or lower levels; therefore, some of them reached to surveys and interviews, as well as the Delphi method which allowed for mitigating the impact of these deficiencies. The regions did not focus exclusively on fulfilling the ex ante condition, but they were intent on proper designation of the priority areas with respect to the aid, which is testified by, among others, reaching to results of foresight type projects and up-dates of the prepared strategies. Originality/value: A comprehensive review of regional innovation strategies applicable in the Polish regions until 2020 and a concise analysis of methods and techniques applied during their preparation as a starting point for the improvement of processes of preparation of subsequent innovation strategies in voivodeships.

    W opracowaniu skoncentrowano się głównie na zagadnieniach związanych z potencjałem wewnętrznym regionów i możliwościami jego zastosowania w inteligentnej specjalizacji, która stanowi europejskie wyzwanie rozwojowe, bowiem wchodzi w zakres strategii rozwojowej „Europa 2020” i ma na celu rozpoznanie zasobów regionu. Staje się to zwłaszcza istotne w przypadku euroregionów, które z jednej strony, są peryferyjne ze wszystkimi tego konsekwencjami, ale z drugiej, doskonale przygotowane do rozpoznania swoich wewnętrznych możliwości i wykorzystania endogenicznych teorii rozwojowych w budowaniu własnych strategii rozwojowych.
    The study is focused mainly on issues associated with the internal potential of regions and the possibilities of its exploitation for intelligent specialisation, which has become a challenge for European development. Intelligent specialisation falls within the scope of the Europe 2020 strategy and is aimed at the recognition of regional resources. It is becoming especially essential in the case of Euroregions which, on the one hand, are peripheral with all the consequences of the fact but, on the other hand, are perfectly capable of identifying their internal possibilities and using endogenous developmental theories for building their developmental strategies.

    Opis:
    Smart specialisation (S3) strategies had to be prepared by the European Union (EU) member states in compliance with ex-ante conditionality to receive EU Structural and Investment Funds (ESIF). The approach of S3 has been novel and especially challenging for the regions regarded as moderate innovators1. This study is a part of a larger research project and it aims to explore how novel innovation policy-making requirements affect existing policy-making traditions in such regions and how S3 has been adopted in the context of the local institutional environment. Furthermore, the study seeks to explain the rationale behind the main challenges for the S3. The cases of Poland and Lithuania are analysed using a qualitative method, based on interviews and analysis of existing documents. Structuration theory and neo-institutional theory perspectives are applied to interpret the data. At the first sight, approaches and challenges in both countries seem alike; however, when zoomed closer, the differences emerge in terms of complexity of the processes, implementation, and evaluation of S3.
    Kraje członkowskie Unii Europejskiej (UE) musiały przygotować strategie inteligentnej specjalizacji (S3) zgodnie z warunkowością ex-ante, by móc korzystać z unijnych funduszy strukturalnych i inwestycyjnych (EFSI). Podejście S3 było nowatorskie i szczególnie trudne dla regionów uznawanych za umiarkowanych innowatorów. Niniejsze badanie jest częścią większego projektu badawczego i ma na celu zbadanie, w jaki sposób nowe wymogi dotyczące kształtowania polityki innowacyjnej wpływają na istniejące tradycje tworzenia polityki w tego typu regionach oraz w jaki sposób przyjęto S3 w kontekście lokalnego otoczenia instytucjonalnego. Ponadto badanie ma na celu wyjaśnienie uzasadnienia głównych wyzwań związanych z S3. Przypadki Polski i Litwy są analizowane metodą jakościową, na podstawie wywiadów i analizy istniejących dokumentów. Perspektywy teorii strukturacji i teorii neoinstytucjonalnej są stosowane do interpretacji danych. Podejście i wyzwania w obu krajach wydają się początkowo podobne, jednak po głębszej analizie pojawiają się różnice w zakresie złożoności procesów, wdrażania i oceny S3.
