    W artykule zaprezentowano propozycję modelu zintegrowanego planowania rozwoju miast, który został opracowany w Instytucie Rozwoju Miast w latach 2009-2011 jako wynik projektu badawczego pt. „Model zintegrowanego planowania rozwoju miast – wdrażanie europejskiej polityki rozwoju miast do polskiego systemu planowania”. Zaproponowany model opiera się na dwóch podstawowych założeniach. Pierwsze to potrzeba sporządzania dla miasta dokumentu integrującego wszystkie plany, programy i projekty. Drugie to konieczność systemowego rozwiązania gromadzenia wszelkich danych istotnych dla planowania i integrowania działań w mieście a także zapewnienia właściwego przepływu informacji między planowaniem na różnych poziomach i w różnych dziedzinach. W modelu szczególną rolę przypisano strategicznemu planowaniu przestrzennemu, uznając koordynację działań w przestrzeni za istotny czynnik przyczyniający się do zwiększania ich efektywności i stopnia zrównoważenia rozwoju miast
    This paper presents a proposed model of integrated urban development planning that was prepared by the Institute of Urban Development in 2009-2011, as a result of the Research Project called “A Model of Integrated Urban Development Planning: Implementation of the EU Urban Development Policy in the Polish Planning System.” The roposed model is based on two basic assumptions. The first one is the need to draft a city document that integrates all plans, programmes, and projects. The second one is the necessity of providing a systemic solution for gathering of all the data that are essential for action planning and integration in the city, as well as assuring proper information circulation between the planning functions at various levels and in various departments. In that model, a particular role was assigned to strategic spatial planning, recognizing that spatial action coordination is an essential factor which contributes to the effectiveness increase and sustainability of urban development.

    Opis:
    Truck arrival management (TAM) has been recognized as an effective solution to alleviate the gate congestion at container terminals. To further utilize TAM in improving the overall terminal performance, this study integrates TAM with the other terminal operations at a tactical level. An integrated planning model and a sequential planning model are presented to coordinate the major terminal planning activities, including quayside berth allocation, yard storage space allocation and TAM. A heuristic-based genetic algorithm is developed to solve the models. A range of numerical examinations are performed to compare two planning models. The result shows that: the integrated model can improve the terminal performance significantly from the sequential model alone, particularly when the gate capacity and the yard capacity are relatively low; whereas the sequential model is more efficient than the integrated model in terms of computational time.

    Na odbywającym się w październiku 2010 roku w Katowicach II Śląskim Forum Budownictwa autor przedstawił stan planowania regionalnego w Polsce. Postulował, żeby stworzyć jeden podstawowy dokument planowania regionalnego. Nazwał go wtedy „przestrzenną strategią rozwoju województwa”. Podkreślał także, że „obecna praktyka, posługująca się dwoma dokumentami, Strategią i Planem, zdaje się tkwić w historycznych zaległościach” [1]. Po dziesięciu latach powraca do tego tematu i dokonuje przeglądu zmian w podejściu do planowania rozwoju zagospodarowania przestrzennego w województwie śląskim. W kontekście obowiązujących regulacji prawnych zwraca uwagę na dążenia do kształtowania, a także prowadzenia w województwie zintegrowanej polityki rozwoju. Przedstawia przesłanki i uwarunkowania związane z przygotowaniem zmian w Planie Zagospodarowania Przestrzennego Województwa Śląskiego 2020+.
    At the II Building Forum in Katowice in October 2010, the author presented the state of the regional planning in Poland. He proposed to create one basic regional planning document: „spatial development strategy”. He said: „Present practice of using two documents, The Strategy and The Plan, is outdated” [1]. After ten years, he comes back to this subject and reviews the changes in the land development planning in the Silesian Voivodeship. In the context of the present law regulations, he draws attention to attemps to shape and conduct an integrated development policy in the voivodeship. He presents premises and determinants connected with preparation of the changes in the Spatial Development Plan of the Silesian Voivodeship 2020+.

    Celem artykułu jest zaprezentowanie koncepcji Warszawsko-Łódzkiego Obszaru Funkcjonalnego, z uwzględnieniem nowatorskich rozwiązań w zakresie planowania rozwoju, zastosowanych w trakcie prac nad Zintegrowaną Strategią Rozwoju Warszawsko-Łódzkiego Obszaru Funkcjonalnego (WŁOF). Zintegrowana Strategia Rozwoju WŁOF koncentruje się na wykreowaniu w łódzko-warszawskim obszarze funkcjonalnym nowego jakościowo zasobu w postaci kapitału terytorialnego, stanowiącego podstawę rozwoju większych układów terytorialnych i będącego wypadkową: relacji gospodarczych, społecznych oraz przestrzeni. W trakcie prac nad Strategią zastosowano ciekawe rozwiązanie w postaci zintegrowanej analizy SWOT, stanowiącej krzyżową analizę powiązań społecznych, gospodarczych i przestrzennych, pozwalającej na wykazanie związków między rozwojem kapitału ludzkiego, społecznego, gospodarki i środowiska. Strategia prezentuje również koncepcję tzw. zintegrowanych projektów rozwojowych, wpisujących się w koncepcję kapitału terytorialnego, stanowiących kluczowy element realizacji Strategii oraz osiągnięcia założonych w niej celów. Kapitał terytorialny, jako zasadniczy element Strategii Rozwoju WŁOF, wymaga budowania relacji pomiędzy różnymi podmiotami zaangażowanymi w procesy rozwojowe, opartych na współpracy i zaufaniu. Stąd też autorka prezentuje wyniki pilotażowych badań, przeprowadzonych podczas prac nad Strategią, mających na celu określenie dysfunkcji we współpracy prowadzonej przez jednostki administracji samorządowej (JST). Wyniki badań, przeprowadzonych wśród 17 JST województwa łódzkiego, pozwoliły na określenie obszarów wymagających szczególnej uwagi i interwencji w trakcie wdrażania Zintegrowanej Strategii Rozwoju WŁOF. Dokument, jak i zidentyfikowane w trakcie jego opracowania problemy, mogą stanowić również inspirację dla podmiotów odpowiedzialnych za zarządzanie rozwojem innych układów terytorialnych oraz przygotowanie i realizację strategii ich rozwoju.
    The aim of the article is to present the concept of the Warsaw-Lodz Functional Area (WLFA), including innovative approaches to development planning applied while working on the Integrated Development Strategy of the WLFA. Integrated Development Strategy of the WLFA focuses on creating of a new qualitatively asset in the WLFA in form of a territorial capital, underpinning the development of larger territorial systems and resulting from: economic and social relations, spatial development, natural resources. An interesting solution of an integrated SWOT analysis was used during the work on the Strategy. This cross-analysis of economic, special and social relationships allowed to demonstrate the interdependence among the development of the following factors: human and social capital, economy and environment. Moreover, the Strategy presents the concept of integrated development projects as part of the concept of territorial capital, which is the key element of the Strategy itself and of achieving its strategic objectives. The territorial capital, as an essential component of the Development Strategy of the WLFA, requires building cooperation-and-trust-based relationships among various actors involved in development processes. Hence, the author presents the results of pilot studies conducted in the course of work on the Strategy, aimed at identifying dysfunction in co-operation carried out by the local government units (LGUs). The results of the survey conducted among 17 LGUs in the Lodz region allowed to identify areas for particular attention during implementation of the Integrated Development Strategy of the WLFA. The document and identified in the course of its elaboration problems, can also be an inspiration for those responsible for managing the development of other territorial systems and for preparation and implementation of strategies for their development.

    W artykule zaprezentowany został model struktury funkcjonalno-przestrzennej w strategii rozwoju ponadlokalnego, który jest próbą przełożenia na grunt polski założeń nowego paradygmatu planistycznego, określanego w literaturze światowej jako strategiczne planowanie przestrzenne (spatial planning). Wykorzystano w tym względzie nowe regulacje prawne, określone w ustawie z dnia 15 lipca 2020 r. o zmianie ustawy o zasadach prowadzenia polityki rozwoju oraz niektórych innych ustaw, które z uwagi na swoją dużą ogólność pozwalały na autorskie podejście do ich interpretacji i implementacji. Przedstawiono różne wymiary prób integracji planowania strategicznego i przestrzennego podejmowanych w polskim systemie prawnym na przestrzeni lat, aż do czasów współczesnych. Ponadto zdefiniowano rolę strategii rozwoju ponadlokalnego w zintegrowanym planowaniu rozwoju w Polsce, a także opisano różne typy obszarów funkcjonalnych, stanowiące punkt wyjścia do różnicowania zakresu modelu struktury funkcjonalno-przestrzennej. Następnie pogłębiono opis najważniejszych elementów modelu, a także przedstawiono inne elementy wymiaru przestrzennego w nowych strategiach rozwoju ponadlokalnego. Wskazano na wartość dodaną integracji sfery planowania strategicznego i przestrzennego, która ma duże znaczenie dla poprawy ich skuteczności i efektywności oraz dla zwiększenia akceptacji społecznej wobec podejmowanych działań.
    The article presents a model of functional-spatial structure in the strategy of supra-local development, which is an attempt to translate the assumptions of the new planning paradigm, referred to in the world literature as strategic spatial planning, into Polish ground. In this regard, the new legal regulations set forth in the Act of July 15, 2020 on amending the Act on the principles of development policy and certain other acts were used, which, due to their high generality, allowed the authors’ approach to their interpretation and implementation. The paper presents the various dimensions of integration of strategic and spatial planning undertaken in the Polish legal system over the years up to the present day. In addition, the role of supra-local development strategies in integrated development planning in Poland is defined, and different types of functional areas are described, which are the starting point for differentiating the scope of the functional-spatial structure model. Then the description of the most important elements of the model was deepened, and other elements of the spatial dimension in the new supra-local development strategies were presented. The added value of integrating the spheres of strategic and spatial planning was pointed out, which is important for improving their effectiveness and efficiency, as well as for increasing public acceptance of the measures taken.

    The article concerns qualitative and regional research. It is a voice in the discourse in search of the best “model of integrated planning” (socio‑economic and spatial) in Poland, which would be consistent with European Union law and give the fullest opportunity to use the development potential of the metropolitan region. Regional research has been carried out by the author since 2012 and together with the research team in 2016–2017. As part of the case study, the activities undertaken at the Pomeranian Regional Planning Office in Gdańsk are presented. Among others, the methods for determining the spatial development principles used in the “Spatial Development Plan for the Gdańsk–Gdynia–Sopot Metropolitan Area 2030” and methods for delimitation of strategic areas for the development of metropolitan functions are described. Also appreciating other observed activities in voivodeship self‑governments, integrating spatial planning with development policy, the author has made an attempt to identify the mechanisms of integrated planning that may affect the shaping and development of industrial and service areas. However, in the author’s opinion, without changing the legal system, all these activities will have little impact on effective, proper use of land, including for economic (industrial and service) activities. As the conclusion of the research and recommendations, the author presented the “Model of spatial planning in the integrated system of the country’s development policy” for further discussions.
    Artykuł dotyczy badań jakościowych, regionalnych. Jest głosem w dyskursie na temat poszukiwanego „modelu zintegrowanego planowania” (społeczno‑gospodarczego i przestrzennego) w Polsce, który byłby spójny z prawem Unii Europejskiej i dawał możliwość wykorzystywania potencjałów rozwojowych regionu metropolitalnego. Badania regionalne są prowadzone przez autorkę od 2012 roku, a wspólnie z zespołem badawczym w latach 2016–2017. Jako studium przypadku zaprezentowano działania podejmowane w Pomorskim Biurze Planowania Regionalnego w Gdańsku. Między innymi opisano metody określania zasad zagospodarowania przestrzennego wykorzystane w Planie zagospodarowania przestrzennego Obszaru Metropolitalnego Gdańsk–Gdynia–Sopot 2030 oraz metody delimitacji strategicznych obszarów rozwoju funkcji metropolitalnych. Doceniając również inne obserwowane działania w samorządach wojewódzkich, integrujące planowanie przestrzenne z polityką rozwojową, autorka dokonała próby identyfikacji mechanizmów zintegrowanego planowania, które mogą mieć wpływ na kształtowanie i rozwój terenów przemysłowo‑usługowych. Jednak w opinii autorki bez zmiany systemu prawnego te wszystkie opisane działania będą miały niewielki wpływ na efektywne, właściwe wykorzystanie gruntów. Jako konkluzję autorka zaprezentowała model planowania przestrzennego w zintegrowanym systemie polityki rozwoju kraju – do dalszych dyskusji.
